Procedure in the SC

the preamble lobbying. The chair would like to remind delegates that each issue would have only one set of preamble.”

Voting on Issues

In the SC, the resolutions will be debated clause by clause.

Only one clause can be debated each timeThere will only be one final resolution to

each issue, which is composed of clauses that are passed during the debate time.

Clause by clause debate

The house will begin the debate directly without giving much time for delegates to write their clauses.

If a delegate wishes to submit a clause, he/she should first send the clause to chair d before / during the debate.
