GOAL OF PROJECT

The goal of the project is to upgrade the levels and performance of National Federations by motivating them to prepare programmes at the grass root level that can become eligible for funding, with the development of youth and junior teams aimed for competitions.

Why do we need development? 42 National Federations and territories.

36 Who belong to Category I & II according to FIVB

National Federation categorization.

Less than 35% belong to category II.

Only 6 NFs (14%) belong to category three and four.

There are no categories five in the confederation.

OBJECTIVES to be Achieved by 2014 Participation of all national teams (men and women) in NORCECA’S competitions (Regional, Continental and World Championship Qualification Tournaments)

Improve National Federation capacity in hosting tournaments.

Development of the human resource in the National Federations.

To integrate the national teams in all the zones of NORCECA.

To provide more competitions for the national teams in order to enhance their technical level.

Strategies to achieve the objectives

Volleyball and Beach volleyball instructors to visit each national federation twice during the year to evaluate the current status in each NF and to structure suitable programmes to enhance the capacity of coaches and on the second visit to monitor and adjust the programme where necessary.

Support of volleyball equipment including sport floor.

Encourage more schools programmes and school competition at various age groups.

Strategies to achieve objectives

Strengthen the club structure within the NF’s

NORCECA commission meeting, such as Beach Commission, Technical, Development & Coaches Commission, Refereeing and Press and Media Commission to be held in different countries Category I and II so that seminars can be conducted after each Commission Meeting with the best experts from the regions.

Financial support to assist the hosting of youth and junior tournaments.

Strategies to achieve objectives

Financial support for the travelling and participation of youth, junior and senior teams from NORCECA’s Zonal Associations (AFECAVOL, ECVA and CAZOVA).

Support to all National Federations Category I and II to ensure the participation of the national coaches, referees, medical and technical personnel in courses and seminars in the FIVB-NORCECA Regional Volleyball Development Centres.

History of the Confederation

NORCECA was born during the 1966 Caribbean and Central

American Games held in San Juan, Puerto Rico. It was

previously known as the Caribbean and Central American

Zone. The development of the NORCECA Confederation came

from the visionary mind of former FIVB President, Dr. Rubén

Acosta Hernández, in conjunction with several other

sportsmen from Puerto Rico, Cuba and Haiti.

NORCECA was formally recognized by the FIVB in 1968,

when Canada and the United States of America joined the

Confederation. Its first Senior Championship was held in

Mexico from Aug 4-9, 1969 and the inaugural game featured

Haiti vs. Panama, with Haiti winning 3-0.

NORCECA’s first Junior Champion- ship was staged in 1980.

NORCECAʼs Mission

To be the main organizational and legislative support of

all affiliated National Federations, so that it results in

significant technical advancements of the game in the

region, athlete’s performance, the professionalism of its

coaches and the excellence of the organization of

events.

NORCECAʼs Vision

NORCECA governs, manages and promotes all forms of

Volleyball and Beach Volleyball for the North, Central America

and Caribbean continent. It aims to develop Volleyball within

each and every affiliated National Federation, guaranteeing

that it complies with the FIVB’s Rules and

Regulations.

NORCECAʼs Objectives

1.To contribute to the organizational strengthening of all affiliated National Federations,

improving the quality of its members and the efficiency of their services.

2.To integrate North, Central America and Caribbean countries from a global perspective.

3.To assist in finding answers to the development of Volleyball in their respective countries.

4.To positively apply all FIVB Rules and Regulations, with respect to its logical,

psychological and socio cultural factors on our Confederation.

5.To promote strategic planning among our affiliated National Federations.

6.To guarantee the systematic advancement of Volleyball within our Confederation, so they

may be at a competitive level with the other FIVB affiliated National Federations.

7.To create the appropriate marketing conditions for the commercialization of NORCECA

official events and other international events organized by our affiliated National

Federations.

Project Overview

Within the NORCECA Confederation, less than one (1) percent of the population plays

volleyball according to a recent survey conducted by the confederation. More than 90% of

the national Federations in Category I and II do not have programs for school and hence

no youth and Junior National Teams. There is a deficiency in the number of coaches in the

NF’s and there are limited (very little) financial resources, therefore there is a dependency

on volunteers as coaches, which means that there can be no consistency in a coaching

programs.

The NORCECA Confederation, in keeping with the FIVB goals for the continuous

development of volleyball and beach volleyball worldwide, has embarked on a strategic

development plan to aid the members of its confederation and contribute to the vision of

the FIVB in this regard.

NORCECA have forty two (42) National Federations (NF’s) and Regional Members (RM’s)

from which thirty six (36) are up and coming NF’s that belong to the FIVB Category I & II.

The desired outcomes of this development plan are as follows:

A. To Raise the Profile of each NF at category I and II in NORCECA by:

•Improving their administrative and technical knowledge so that they can become more

sustainable with strong programs for schools, clubs and national teams to be able to

promote all Category I NF’s (18 in total) to Category II.

B. To Develop National Federation at category I and II in a progressive way.

•Increase quality development and participation by youths across the confederation.

•Aid in the development of member NF’s human resource and support structures.

C.To ensure the growth of Volleyball in Category I and II NF.

•Develop a structure in all National Federations to ensure that volleyball is played in all

schools.

•To increase the number of persons who play volleyball in each National Federation.

D.To ensure that there are National Youth and Junior teams’ programs in Category I and II

NF’s by initiating a development academy in each NF.

Background to Plan Currently, volleyball within the NORCECA member NF’s of category I and Category II are

managed by volunteers. As a result of being volunteer driven, the development process within

these NF’s becomes an unsecured and very slow process. This is as a result of the limited

available time that these volunteers have to dedicate to the work of volleyball. Hence, this

impacts on the quality of volleyball for the National Federation, the Confederation and world

volleyball. It is necessary to move these NF’s out of the realm of dependency of volunteers

and into management with a businesslike approach. Therefore the Confederation must

provide the lead and give the support necessary through the FIVB Development Project so

that the objectives set out by the FIVB will be achieved.

Development in any country cannot be done in isolation without a structured plan within each

NF which must be followed to bring maximum value. Each NF must be motivated to pursue

and focus on development to meet the objectives outlined within their respective strategic

plan which will be in sync with the FIVB Development mission. The major end result is to

increase the participation of the sport in each National Federation giving the sport wider

acceptance.

Background to Plan

The plan is long term but the intension of NORCECA Confederation is to inject enough

resources and technical assistance so that the momentum created in the first three years can

be sustained by the individual NF while gradually removing the dependency on NORCECA

and FIVB. NORCECA mission is to work alongside FIVB so that more can be achieved within

the same time frame. NORCECA major objective is to focus on assisting the NF develop

National Teams at all levels (youth, junior, senior and beach) so that the investment of FIVB in

mass volleyball will have additional value to the holistic development plan.

The intention of the Confederation is to:

1. Establish the individual needs of each NF’s through a gap analysis comprising of surveys;

site visits for interaction with NF’s with their operational environment and culture; and the

application of an organizational assessment tool.

2. Filling of gaps through the designing and implementation of a strategic development plan

per NF’s guided by gold standards (specific to the individual needs of the NF’s) set by

international best practices for NF’s to meet. This must be supported by quality assurance

mechanisms through a Total Quality Management (TQM) approach.

3. Aiding with advocacy of development through related organizations e.g.

Government institutions, National Olympic Committees, International Organizations

and external government partners etc.

4. Application of a framework for the development of administrators, coaches,

officials and clubs with specific focus on youth development.

5. Concentrate on mass volleyball participation by focusing on volleyball in the

schools and communities.

6. Start a Development Academy in Each National Federation to ensure the

sustainability of the National Youth and Junior Teams Programs.

The vision of the NORCECA development plan 2010 -

2014 is to see member National Federations operating

with increased levels of quality and accountability that

sustains development the participation in volleyball at

all levels (administration, officiating, coaching, etc)

focusing on the spread of volleyball at the grassroots

level in each National Federation within the

NORCECA Confederation.

training and participating in zonal and regional competitions.

•By the end of 2014, improve the capacity of human resource within NORCECA member

NF’s.

•By the end of 2012, create development platforms, resources, frameworks and

information that can be utilized by other FIVB members (Confederations and NF’s) for

the benefit of world volleyball.

2. Development of the human resources in all NF’s in the EVCA, CAZOVA and AFECAVOL zones.

3. To ensure the development of schools and communities programs in the respective NF”s.

4. To ensure that all NF’s in the confederation have development academies to for youth and junior teams

(male & female) development.

5. To improve NF’s capabilities to host zonal tournaments.

6. To integrate all NF’s in zonal competitions.

7. To increase levels of participation of volleyball and beach volleyball at the grassroots level within each

NF.

8. To enhance /develop the technical capabilities of human resource to support Long Term Athlete

Development (LTAD) in the Category I & II NF’s.

9. To support the provision of physical resources necessary for development in the Category I & II NF’s.

10.To significantly aid in the development of international referees (indoor and beach) within each NF’s.

11. To ensure the development of beach programs in each NF.

Methodology & Timeline

The methodology that will be used in the construction of the development framework to

ensure that the development is participant centered, as suggested by the UK Sports

International Coaching Education Standards (ICES). This involves matching the needs

of the participants (athletes) to the on-going educational development of the service

providers within the sport, namely, administrators, coaches and officials, as shown

below.

PRESIDENT´S REPORT

2011 Finance Commission Meeting received from NORCECA´s Finance Department the Internal 2010 Finance Report, being reviewed by the Commission Members and remitted, after its approval, to our external auditors Ernst & Young, for the final audit to be performed on NORCECA’s 2010 Financial Statement and Accounts. We must outline that during the 2010-2011 NORCECA’s Budget was strictly followed, that NORCECA affiliated National Federations complied with the payment of their affiliation fees and that all competitions were developed according to the foreseen budget registration. NORCECA`S income allowed to increase a special reserve in order to assist, financially, NORCECA’s Caribbean and Central American affiliated National Federations Development Programs, to host the Regional Caribbean and Central American Youth and Junior Championships, as well as, to host the FIVB Beach Volleyball Continental Cup.
