Scope of Services (*SCC – Clause 2)
The Contractor shall be responsible for …
1) the daily field operation and maintenance of all equipment, accessories and fixtures at the AQMSs;
2) the implementation of a quality control (QC) programme for the AQMSs;
3) the processing and validation of data measured at the AQMSs;
4) the timely provision of monthly air quality data reports for the AQMSs to the Government Representative; and
5) all safety, security and housekeeping matters at the AQMSs.
The Contractor shall carry out all activities in strict compliance with the latest version of EPD’s QA/QC manuals. As EPD’s QA/QC manuals will be revised from time to time, the Government Representative will provide the latest version of the manuals to the Contractor.

Carry out field operation, preventive maintenance and breakdown maintenance of the equipment provided.
Perform all quality control activities including but not limited to zero/span check, precision check, dynamic calibration, flow calibration, mass calibration, certification of calibration standards, certification of the equipment and cleaning/replacement of parts for the equipment and its related parts.
Minimize equipment down time and closely monitor pollutant data measured at each AQMS everyday (including Saturdays, Sundays and general holidays)

Tenderer may propose innovative suggestions which are effective and practicable in improving the delivery of the Service Type I - directly relevant to the Service
Type II - not directly relevant to the Service but which can bring about positive values to the society
All proposed innovative suggestions will be assessed on the basis of the information provided in the tender submissions and factual supporting documents (e.g. test reports/certificates).

Other Contractual Requirements
Other Important Scope of Services Contractor shall provide, at its own costs and expenses, all other
equipment, accessories, tool, calibration standards, spare parts, consumables and all other items reasonably necessary for the execution of the Contract.
Contractor shall replace all malfunctioned monitoring equipment (no matter it is in use or stand-by equipment as defined in Appendix 2 except continuous RSP and FSP monitors) at its own costs and expenses.
The monitoring equipment replacement shall be based on the United States Environmental Protection Agency (USEPA) Federal Reference Method or equivalent methods certified by the Independent Consultants and consented by the Government Representative.
All the equipment replacement shall be and shall remain the exclusive property of the Government and shall vest in the Government absolutely at the time when they are used to replace the malfunctioned monitoring equipment. No contingency equipment will be provided to the Contractor.

Monthly Rates for each AQMS
Tenderers shall calculate …
the Total Amount for the Service Period for each item, and
the Estimated Contract Value of the contract
Tenderers must quote firm prices for the duration of the Contract. Offer containing price variation condition will not be considered.
Tenderer should ensure the prices quoted are accurate before submitting its tender. Under no circumstances will the Government accept any request for price adjustment on the ground that a mistake has been made in the tender prices.
Tenderer should submit all other document that is related to the tender prices.
The rates and prices entered in the Schedule of Prices shall be deemed to be the full inclusive value of the Services covered by the respective items

Standard scores given to Assessment Criteria (11) for Tenderer’s experience in AQMS operation
Local and/or outside Hong Kong experience will be counted.
The aggregate years of experience will be counted in calendar days. For the purpose of tender evaluation, “an aggregate of two (2) years’ experience” is equivalent to have accumulated 730 days (i.e. 365 days x 2) of experience under a single contract or different contracts.
Experience under different contracts of the same type will not be double-counted for any overlapping periods.

A tender should be submitted in TRIPLICATE and addressed to the Chairman, Tender Opening Committee, Government Logistics Department and shall be deposited in the Government Logistics Department Tender Board at the Ground Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong.
Late tender WILL NOT BE CONSIDERED.

Submission of Tenders
Tender Preparation and Submission In the event of adverse weather conditions or “extreme conditions after super
typhoon” announced by the Government, the Tender Closing Time will be postponed to 12:00 noon (Hong Kong Time) on the first working day after the signals and other announcement has/have ceased to be in forced or lowered.
In case of blockage at the public access to the location of the Specified Tender Box, the Government will announce the extended Tender Closing Time on the following website:https://www.info.gov.hk/gia/general/today.htm
The Tender shall remain valid and open for a period of not less than 120 days after Tender Closing Date.

Tender Acceptance (TOT Clause 10)
Award of Contract shall be subject to the recommended Tenderer having duly complied with “Contract Deposit” (TOT Clause 12).
Government will issue “Tender Acceptance” in WRITING to successful tenderer either by POST or FACSIMILE.
No information is received within the Tender Validity Period should assume that their Tenders have NOT be accepted.
