3The Make in India initiative launched by the Government of India aims to transform India into a global manufacturing hub. The focus of the programme is to create jobs and enhance skills in 25 sectors identified on the basis of employment generation and strategic importance for the country. Textile has been identified as one of the focus sectors, in view of its investment and employment intensity, employing over 45 million people, and huge export potential.
The Indian textiles industry is extremely varied, with the hand-spun and hand-woven sector at one end of the spectrum, and the capital intensive sophisticated mill sector at the other. The Government of India has undertaken several initiatives to promote the textiles and apparel sector in the country.The flagship Scheme for Integrated Textiles Parks (SITP ) aims at providing the industry with world-class infrastructure facilities for setting up textile units and be globally competitive.
The future for the Indian textile industry looks promising, sustained by both a strong domestic consumption and export demand. Combined with Indias comparative advantage in terms of skilled labor and abundant availability of raw materials makes the country a favorable destination for global manufacturers and be a part of the Make in India initiative. I am confident that the favorable conditions of the country backed by the initiatives of the Central and State governments, will go a long way in making India a global textile and apparels manufacturing hub.
The compilation of data on the textile parks in the country is a useful guide for all the stakeholders in the textile and apparel industry and the release of it is timely. I compliment all who have contributed to the compilation of this publication.
The SITP has been very helpful in supporting the industry in terms of good quality and need based infrastructure. I would urge the state governments and the industry to proactively participate, support and contribute in implementation of the Scheme successfully.

5Indias textiles and clothing industry forms a major component of our national economy accounting for 14% of the industrial production and 4% of the Gross Domestic Product. With a contribution of 13% of the total exports and 23% year-on-year growth, this sector plays a critical role in exports, which is estimated to touch USD 65 billion by March 2017.
Under the Make in India initiative, the sector is set to grow with stress on Zero defect Zero effect (on environment) , Scale, Skill and Speed for making the development participative and inclusive Sabka Saath- Sabka Vikas. In this context, availability of quality world class infrastructure and consolidation of the segments assumes enormous significance. The Scheme for Integrated Textile Parks (SITP) was launched in 2005 embracing the broad principles of cluster development with a view to facilitate setting up of textile units along with basic facilities including the international environmental standards. These parks are being set up under Public Private Partnership (PPP) model by entrepreneurs with financial assistance under the schemes. The Scheme has provided the much needed flexibility to address constraints experienced along the value chain and contributed significantly to the modernization and growth of Indias textile sector.
Over 70 textile parks have been approved under the Scheme so far, of which 30 have started commercial operations. It is expected that on completion, these parks would attract investments of over Rs 30,000 Crore and generate direct and indirect employment for 11 lakh people. It has been felt that the Scheme has been instrumental in creating several Greenfield textile clusters and providing the much needed impetus to Indias textile industry to realize its potential. It is felt necessary to learn from the experiences of entrepreneurs and stakeholders on implementation of the scheme for replicating the success stories and also to take necessary corrective steps for overcoming the weaknesses. With these objectives, Ministry of Textiles has taken up compilation of the status of the parks set up under SITP. It is hoped that this publication will help as a reference material for all the stakeholders in the textile sector in working out appropriate interventions for strengthening it further to get the best out of Indias favorable position in textile manufacturing in terms of workforce, raw material availability and low cost of production for meeting the domestic demand as well as exports.

7In order to assist the Indian Textile industry to take advantage of post quota global trade regime, Ministry of Textiles, Government of India introduced the Scheme for Integrated Textile Parks (SITP) in August 2005. SITP is running successfully in the 12th five year plan. The objective of the scheme is to provide world-class infrastructure facilities to the textiles industry thus enhancing its competitiveness.
Salient Features of SchemeThe Scheme targets development of Textile Parks on cluster based approach, under which the Parks are developed, owned, operated and maintained by the user entrepreneurs themselves. The scheme thus focuses on collaborative efforts by the enterprises to overcome the critical constraints in the value chain especially related to infrastructure. The salient features of the Scheme are given below:
(a) A typical textile park to have need based infrastructure covering the following components: a) Basic Infrastructure( roads, water supply, power supply, drainage , effluent treatment etc b) Common Facilities (Skill development centre, testing lab, design centre, canteen, conference
facility, workers hostel etc ) and c) individual production facilities/ factories. Parks could cover a part or the entire textile value chain
from fibre production to apparel manufacturing
(b) The Parks are domiciled in a project/ park specific Special Purpose Vehicle (SPV) company promoted by the user entrepreneurs. The Users are required to hold at-least 51% of the equity share capital of the SPV. State Governments, Industry Associations and other investors could contribute the balance equity of the SPV, if any.
(c) While the SPVs implement and own the project, the State Governments act as facilitators in land procurement, assistance in regulatory clearances, dovetailing of State schemes if applicable etc
(d) Based on a bankable DPR prepared and appraised by Project Management Consultant (PMC), Ministry provides a grant to the extent of 40% of the cost of basic infrastructure, common facilities and factory buildings (if owned by the SPV), subject to a ceiling of Rs. 40 Crore for each Park. The balance project cost is to be mobilized by the SPV through equity and debt funding.
(e) Ministry utilizes the services of professional agencies as Project Management Consultant (PMC) in implementing the scheme. PMCs are responsible for identification of projects, preparation and appraisal of DPR, assisting entrepreneurs in establishment of SPVs, obtaining necessary statutory approvals and clearances and assisting the Ministry of Textiles in overall monitoring of projects.
Status and ImpactAs on March 2015, 70 parks spread across 16 states have been approved with total SITP project cost of Rs 7,100 Crore of which Rs 2586 Crore is grant assistance from the Ministry of Textiles. These parks are expected to generate employment to the tune of 11 lakhs and investment of approx Rs 30,000 Crore on completion and full capacity utilisation.
The Scheme has been relatively successful considering the complexity and challenges associated with establishment of industrial parks and the economic down turn over the past few years :30 parks, out of 36 parks sanctioned till 11th FYP, are operational. The scheme enabled mobilisation of significant level

8of private sector investment, including FDI, of Rs 5400 Crore ( including plant and machinery) against the grant of Rs 1092 Crore released for parks approved during 10th and 11th FYP. World class and customised infrastructure, particularly, related to effluent treatment has been created in some parks. World Bank in its study titled The Implementation of Industrial Parks- Some Lessons Learned in Indiapublished in 2013 identified SITP as an appropriate model for industrial infrastructure development.
However, there have also been the cases where the SPVs struggled to complete the projects due to several reasons: lack of leadership and cohesion amongst the SPV members, difficulties related to financial closure, delays on account of approvals related to land and environment and other factors. There is a need to study such cases and draw the lessons for further improvement.
Overall, the SITP, proved to be a very effective tool in clustering the SMEs, providing economies of scale, creating shared common infrastructure and thus enabling the industry in enhancing its competitiveness. In view of this, the Ministry of Textiles has initiated the following schemes to leverage the infrastructure and institutional framework created by SITP : Scheme for Apparel Manufacturing, Textile Workers Accommodation, Incubation Centres.
