Marketing Plan• Language- We want to help you reach your goal
• 10% price evaluation
• Competitive Contracts
• Knowledge of HUBZone opportunities
• 1. Zero in on agencies that aren’t meeting their small business goals• Each year the SBA negotiates formal goals with individual agencies to ensure that small
businesses get their fair share of federal contracts. For several consecutive years, many agencies have fallen short of their targets.
• 2. Research existing and upcoming opportunities• Once you’ve identified agency initiatives that align with what your business has to offer,
start tracking contract opportunities and solicitations.
• 3. Attend Events• Make a point of attending agency- or industry-specific government events. These are
hosted by the private sector but attract the procurement community, influencers and industry experts.
Benefits of HUBZone• Competitive and sole source contracting
• 10% price evaluation preference in full and open contract competitions, as well as subcontracting opportunities.o Example:
• HUBZone Price: 1,050,000
• Non-HUBZone Price: 1,000,000
o 10% Price evaluation: HUBZone Price: $1,050,000
o 10% Price evaluation: Non-HUBZone Price: $1,100,000
• The federal government has a goal of awarding 3% of all dollars for federal prime contracts to HUBZone-certified small business concerns.
Benefits• A competitive HUBZone contract can be awarded if the Contracting Officer
has a reasonable expectation that at least two qualified HUBZone small businesses will submit offers and that the contract can be awarded at a fair market price.
• A sole source HUBZone contract can be awarded if the Contracting Officer does not have a reasonable expectation that two or more qualified HUBZone small businesses will submit offers, determines that the qualified HUBZone small business is responsible, and determines that the contract can be awarded at a fair price. The government estimate cannot exceed $5 million for manufacturing purchases or $3 million for all other requirements.
• A full and open competition contract can be awarded with a price evaluation preference. The offer of the HUBZone small business will be considered lower than the offer of a non-HUBZone/non-small business, providing that the offer of the HUBZone small business is not more than 10 percent higher than that of the non-HUBZone business.
• A subcontract could be awarded by a large prime contractor. Federal rules require these contractors to include HUBZone contracting goals.
