Justification:
Based on the assessment, as per the latest Yardstick dated the 28th February 2014 of Sanitation
Staff for Sanitary cleaning activities, study team assesses the actual requirement of Safaiwala
(Conservancy) to cater existing workload due to only 28% Occupancy of Railway Quarters in the
Naihati Railway Colonies. Study team analyzed and evaluate the rationalized Man-Power, to
achieve the proper utilisation of Workforce / Man-Power as well as betterment of Sanitary cleaning
quality.

CHAPTER- I
1.0.0. INTRODUCTION:
1.1.0. Indian Railways is an Indian state owned enterprise, owned and operated by the
Government of India through the Ministry of Railways. It is one of the world's largest
railway networks comprising 115,000 km (71,000 mi) of track over a route of
65,000 km (40,000 mi) and 7,500 stations. Indian Railways is the world's ninth
largest commercial or utility employer, by number of employees, with over
1.33 million employees.
1.2.0. Indian Railways is not a mere operation/service providing organization. Rather, it‟s
an institution. It is an industry. It is the prime mover of India‟s infrastructural
development. As of December 2012, it transported over 25 million passengers daily
(over 9 billion on an annual basis).
1.3.0. Railways are the most preferred mode of transport for the masses in India and
running approximately 11,000 trains daily in which 7000 are passenger trains which
carry approximately 1.4 crore passengers per day.
1.4.0. One of the commitments of the Railways in its „Citizen Charter on Passenger
Services on Indian Railways‟ is to provide safe and dependable train services to the
passengers and ensure adequate passenger amenities in trains and at Railway
station, which includes provision of clean and hygienic surroundings both at Railway
stations and inside the train compartments, Latrine & Lavatories, Kitchens, etc.
1.5.0. The term „Sanitation‟ means maintaining a clean environment so that the
beneficiaries are able to stay in neat and hygienic environment.
1.6.0. Railway Stations, Rly. Colonies and all work places are to be maintained in a
hygienic and uncontaminated manner. However, adequate measures are needs to
be thought about at the planning stage itself.
1.7.0. Keeping the objective in view, special emphasis is laid on the Waste Management
i.e. collection and disposal of refuse, sewage and garbage in a scientific manner.
Sanitation services are provided in all the Railway premises including the Railway
colonies, Railway stations, circulating areas, Railway Yards, offices, coaches and
tracks. Cleanliness of these areas is multidisciplinary approach by various
departments of the Railways viz. Medical, Engineering, Operating and Mechanical
Department. The Medical Department performs the Sanitation job at Railway
colonies and major stations under the supervision of Health Inspectors.

1.8.0. Cleanliness in stations includes maintaining cleanliness in circulating area, outside
the station building and on platforms, concourse area, waiting rooms, retiring rooms,
toilets, tracks adjacent to platforms, foot over bridges, drains, sewer inside the
station premises in addition to a proper waste management system.
1.9.0. For providing a clean and hygienic environment to the passengers in Railway
premises, the Railways need adequate infrastructure as well as amenities
commensurate with the quantum of passenger traffic handled at stations.
1.10.0. Railway Board laid down guidelines prescribing a quantitative scale of minimum
essential amenities for each category of station. These amenities were to be
augmented at a higher scale based on actual passenger traffic handled and were
called „recommended amenities‟. Some of these amenities have a direct bearing on
cleanliness of stations such as drinking water, seating arrangements, waiting halls,
toilets and urinals.
1.11.0. Railway stations are maintained either departmentally through departmental
‘SAFAIWALA’ or through „Outsourced Contractual Agencies‟. Effective manpower
management and contracts are therefore, essential.
1.12.0. Apart from this, the Railways should have a mechanism to prevent unauthorized use
of stations as well as an effective monitoring mechanism in place to ensure quality in
cleanliness related activities.
1.13.0. Inadequate provision of water supply, washable aprons, drains and sewerage
system and ineffective utilization of machines are the major constraints to make
available a clean and hygienic environment in Railway premises.
1.14.0. Indian Railway is facing tremendous financial crunch after implementation of 6th Pay
Commission. Operating ratio is gradually increasing. Though Indian Railway is not a
business organization but to survive, it is always essential to make the organization
in profit i.e. operating ratio should be less than 1.
1.15.0. The subject workstudy has been undertaken to review the quality of sanitation
services at Naihati Rly. Station adjoining Rly. Colony premises under Medical
department, keeping in view the financial criterion.
1.16.0. The quality service could be possible only by optimizing the utilization of available
workforce with/without electrically operated Safai devices for Sanitation/Safai work,
as the case may be.
1.17.0. Nowadays, it is easier to maintain the platform and surroundings clean and hygienic
with the introduction of Mechanical devices (mostly electrically operated) for cleaning
operation.

1.18.0. As the subject workstudy is undertaken to review the existing deployment of
Safaiwalas vis-à-vis their workload as a regular manner, it is essential to assess the
optimum utilization of Safaiwalas to cater the daily workload.
1.19.0. The subject study is also undertaken to review the situation, consequent upon the
use of Mechanical cleaning devices by which the quality of cleaning has increased
drastically along with remarkable financial savings.
1.20.0. Keeping the above ideas into consideration, the study team has concentrated on the
existing pattern of working and existing deployment of Safaiwalas according to their
work point.

CHAPTER-II
2.0.0. EXISTING SCENERIO & CRITICAL ANALYSIS:
2.1.0. Naihati (NH) Rly. Station is one of the busy Rly. Station in Sealdah Division. This
station manages the passenger load of good nos of Passenger/Local as well as Mail
/Express Trains round the clock.
2.2.0. Naihati Rly. Station Premises, including all service buildings at Station and Station
approach areas are within the jurisdiction of Health & Malaria Inspector (Gr.I)
/Naihati [H&MI (Gr.I)/Naihati]. It further includes all concourse and Foot Over
Bridges (FOBs). In addition, Rly. Colonies of Naihati are also under the jurisdiction of
Health & Malaria Inspector (Gr.I) /Naihati.
2.3.0. The organizational set up of Health & Malaria Inspector (Gr.I) /Naihati unit is as
follows –
Under the control of ACMS/ Naihati, two Health inspectors are supervising the
sanitary & conservancy cleaning work at the platforms, etc. of Naihati Railway
Station, its adjoining offices, FOBs, Rly. Colonies, etc.
2.4.0. The sanitary work/cleaning activities of Station premise i.e. cleaning / sweeping of all
Rly. Platforms, Platform offices, concourse area, approaches, service buildings,
adjoining Rly. offices, Rest Room, etc. are outsourced to Non-Rly. contractual
agencies under the direct supervision of H&MI (Gr.I)/Naihati.
2.5.0. The Health inspectors / Naihati, officially reports to Additional Chief Medical
Superintendent (ACMS) / E.Rly. / Naihati. The particulars of staff position i.e.
Sanctioned strength, Men-On-Roll & Vacancies of „SAFAIWALA‟ at Naihati
(Conservancy and Health Unit) under Medical Department i.e. ACMS/NH of SDAH
Division (Annexure - A) is tabulated below -

2.6.0. The day to day working of sanitation wing / Naihati is to maintain cleanliness of
colony area; road sweeping, house drain cleaning, garbage removal, sweeping of
surroundings, etc. are the designated job of safaiwala under Health inspectors /
Naihati.

2.7.0. The working shift of Departmental Safaiwala is from 06-00 Hrs. to 14-00 Hrs.
(Monday to Saturday & Sunday is the weekly „OFF‟ day).
2.8.0. In Naihati, there exists the under mentioned Railway Colonies viz. -
A. Naihati Station Colony.
B. Naihati Hospital Colony.
C. Naihati Ambagan Colony.
D. Naihati Negel Colony.
Each of the above Railway Colonies have different categories of Railway Quarters
like Type-I, Type-II, Type-III & Type-IV. There are concreted roads inside the Rly.
Colonies. Besides that, various types of drains, Vats for temporary garbage
accumulation, etc. which are to be looked after by the H & MI (Gr.I) / NH with the
deployment of „Safaiwalas‟ under him.
2.9.0. The above mentioned 04 Rly. Colonies are sub-divided further in some smaller
segment of for effective utilization & convenience of workforce & daily deployment of
departmental sanitation wing for cleaning of House drains, sweeping of roads &
surroundings, cleaning of latrine blockage & removal of garbage, etc. and of sanitary
and cleaning work. The Particulars of such segments are detailed below:

2.11.0. In course of conducting the study, one office record was placed before the study
team by H&MI (G-I) which was a Joint Note pertaining to “Job Analysis of Naihati
Railway Colonies”. The said Joint Note was signed by the then ACMS/ ER/NH, SSE
(Works)/ER /NH and H&MI (Gr.I)/ER/ NH on 15-07-2011.
2.12.0. The said Joint Note shows the nature & volume of Sanitary & Cleaning Work
handled by Medical Department at Naihati during 15-07-2011.
2.13.0. The study team considers the facts & figures of said Joint Note as authentic during
15-07-2011, as the same was jointly certified by the then ACMS/ ER/NH, SSE
(Works)/ER /NH and H&MI (Gr.I)/ER/NH.

2.14.0. One Contractual agency viz. M/s. Reliable Facility Services Pvt. Ltd. Is involved in 03
shifts for “Daily Mechanized cleaning, Rag picking incl. Disposal of garbage at
Naihati Rly. Station areas”. Particulars of which are mentioned below.

2.15.0. One of the important workload relating to „Sanitary & Conservancy cleaning‟ is
„Disposal of Garbage‟ accumulated at the nominated Dustbins, Vats, etc. of Naihati
Rly. Platforms as well as Naihati Railway Colonies.
2.16.0. In the Work Schedule Sl. No. 8 of above Work Order, the said aspect is clearly
affirmed as mentioned below -
Disposal Of Garbage :
Daily Once through collection, removal & disposal of all accumulated garbage from
scheduled Dustbins / Vats at Naihati Station & Colony area to Naihati Municipal
Dumping Ground by contractor’s own arrangement i.e. Lorry, Labour, Driver and
necessary equipments.
2.17.0. The study team asked the „Complaint Register‟ wherein the residents of
abovementioned Rly. Colonies are supposed to record their complaint regarding
sanitary cleaning, sweeping, etc. and H&MI (Gr.-I) booked safaiwalas, put his
remarks after redressal of complaints, accordingly.
2.18.0. It is learnt that no such „Complaint Register‟ is maintained at the unit. Instead, the
complaint redressal, if any, are carried out through telephonic/verbal communication
only. No records are maintained by the unit in this regard.
2.19.0. Thus, non-maintenance of „Complaint Register‟ by the unit clearly indicates that the
nos. of complaint are either very poor or nil.

2.20.0. H&MI (Gr.-I)/Naihati produced an office document from his office records to the
study team which is very much relevant in connection with the present Work Study.
The document was “A Joint Note pertaining to „Job Analysis of Naihati Railway
Colonies‟, jointly signed by the then ACMS/ ER/NH, SSE (Works)/ER /NH and H&MI
(Gr.I)/ER/ NH on 15-07-2011.
(Annexure-B)”
2.21.0. In course of aforesaid „Job Analysis of Naihati Railway Colonies‟, required Man-
Power was evaluated on the basis of the „Yardstick‟ for Medical Departmental Staff,
prepared by G.M‟s Efficiency Cell and circulated vide CMD/E. Rly‟s. office letter No.
MD.248/O, dated 12/04/1979. (Annexure-E)
2.22.0. As the said „Yardstick‟ for Medical Departmental Staff is very old, on 28th February
2014, the latest „Yardstick‟ of Medical Department / Eastern Railway was published
by Dr. M.K. Budhalakoti, Chief Medical Director / E.Rly.
2.23.0. In course of publishing the book on the above „Yardstick‟, CMD/E.Rly. Opined in the
„Preface‟ of the booklet was that -
“It is seen in the last 4-5 years, that efficiency of the contractual labour is more than
Railway Departmental Staff. With the feedback from various sources, it is considered
that contractual staff is giving output of approximate 150% compared to that of the
Departmental Staff. Therefore, in the calculation of „Yardstick‟ the output of
manpower is decided 150% of departmental staff.
2.24.0. Accordingly, in the Chapter-II (Page No. Yardstick/7) and vide Para 1.1, the said
latest „Yardstick For Colonies‟, OUTPUT OF SAFAIWALAS in manual cleaning were
formulated. Extract of the same is mentioned below. [Annexure - C]
1.1 For Colonies:
1.1.1 For sweeping roads:
(a) For sweeping 105000 sq.ft. of road only 01 Safaiwala in 8 hourly shift.
(b) For cleaning the surroundings of houses and road 90,000 sq.ft. per
Safaiwala per shift of 8 hr.
(c) For sweeping road with broken surface 87,500 sq.ft. per Safaiwala in a
shift of 8 hr.
(d) Garbage collected from sweeping of 15,000 sq.ft. of road and
surrounding can be removed and deposited in dustbins per 30 min.
1.1.2 Cleaning of drains:
(a) For cleaning small house drains – one Safaiwala will take 7 min per 150
R-ft.
(b) For cleaning main drain – One Safaiwala will take 14 min per 150 R-ft.
(c) For removal and disposal of accumulated silt from 150 R-ft length of
drain a sweeper will take 12.5 min.

1.1.3 Sweeping of staircases of multi-storied building:
(a) For sweeping of the one staircase for a 4 storied building a Safaiwala
will take 14 min.
(b) For sweeping of one staircase of a 2 storied building a Safaiwala will
take 7 min.
1.1.4 Cleaning of Latrines:
(a) Service Latrines – for cleaning one service latrine a Safaiwala will take
5 min. This includes activities involved e.g. removal of night soil,
walking to the dumping place and back. Manual scavenging has been
banned at present as per extent rule.
(b) For cleaning one community latrine with 10 seats a Safaiwala will take
7.5 min.
1.1.5 A special gang of 2 Safaiwalas should be formed to attend blockage of
underground drains, septic tanks and sanitary latrine.
2.25.0. The sanctioned strength of safaiwala for Sanitary cleaning, conservancy work of Rly.
Colonies are principally evaluated on the basis of occupation of „Railway Quarters in
Colonies, office buildings, etc.‟ The study team, in this respect, considers the
occupation of Rly. Quarters during June 2017, in Naihati Railway Colonies duly
certified by Sr. SE (Works) / Naihati. [Annexure - D]
2.26.0. The position pertaining to Occupation, Vacation, etc. of Railway Quarters at Naihati
Railway Colonies are summarized and tabulated in Table No. 2 to Table No. 6.
Table No. 5 shows percentage of Colony-wise occupancy which are 36.61%,
31.25%, 21.22% and 24.39% in Naihati Station Colony, Naihati Hospital Colony,
Naihati Ambagan Colony & Naihati Negel Colony respectively. The Overall
percentage of Occupation, however, is 27.94 % i.e. R/o. 28 %. The Overall
percentage of Non - Occupation is 72.06% ≈ 72% (Table No. 6)
2.27.0. The complete Sanitary & Conservancy work load of Rly. Colonies having rate of
occupancy from 66.67 % to 100% should not be considered as same for only 28 %
rate of occupancy or havoc 72% non - occupancy due to vacation, condemnation,
etc.
2.28.0. To rationalize the workload of Naihati Rly. Colonies having such poor occupancy
rate of 28 % (average ), Study team follows the below mentioned procedure-
2.29.0. In any Railway Colony Complex, 33.33% (approx.) of total Sanitary & Conservancy
workload may be considered as „Fixed Work Load‟ which are to be executed
irrespective of Occupation percentage. Sweeping of roads & buildings, cleaning of

Rly. Colony, irrespective to its rate of occupation. But, the frequency of providing
such kind of Sanitary services are definitely depends on the rate of occupation in the
Railway Quarters in the Railway Colonies

2.30.0. However, the complete Sanitary & Conservancy work load of Rly. Colonies increase
with the increase of its rate of Occupancy. So, for evaluation of actual and
rationalized workload with the increase of Occupation percentage in any Railway
Colony, a factor viz. „Variable Work Load‟ [Numerical Value of % of Actual
Occupancy of any particular Railway Colony Complex = Numerical Value of % of
Variable Work Load of that Railway Colony Complex] is to be added with the „Fixed
Work Load‟.
2.31.0. Thus, the actual and rationalized workload of each of the four nos. of Naihati Railway
Colonies are evaluated in the under mentioned Table - 8.

2.32.0. Based on the facts & figures, present Sanitary & Conservancy workload of the unit in
the 04 Rly. Colony areas of Naihati is evaluated in the under mentioned Table - 9.
Due to very poor rate of occupancy of Railway Quarters in Naihati Railway Colony,
„Volume of Workload as certified by SSE (W) / NH in Annexure - B ‟ is not
considered for evaluation of required Man-power. Instead, „Present Overall
proportionate Workload‟ and the latest „Yardstick, dated 28th February 2014‟ is taken
into consideration for evaluation of „Total Nos. of Manpower i.e. Safaiwala required
to cater the present Sanitary & Conservancy work load at Naihati.
The procedure is followed to co-relate the reduced amount Sanitary & Conservancy
workload due to very poor rate of occupancy of 28% (approx.). It is very clear that
volume of generation of garbage, wastes, etc. in the Railway Colony is directly
related with its population i.e. rate of occupancy of Railway Quarters.
The Yardstick for manpower requirement is based on the parameters like area of
Sweeping of Colony Roads, Cleaning the Surroundings of Houses and Roads, etc.
Therefore, to evaluate the revised workload due very poor rate of occupancy, a
factor of „0.62‟ is multiplied to actual / certified value of aforesaid „Volume of Work‟
parameter mentioned in Annexure-B.
In case of „Anti-larval & Anti-Insecticidal Spraying Work‟ & „Dealing of Water Sample
& food Sample‟ vide Sl No. 7. & 8. of the Table respectively, there are no such
„Yardstick‟. So, the present practice of manpower deployment, as per the order of
competent authority and mentioned in Annexure-B, is kept un-altered.

2.34.0. So, the actual requirement of Safaiwala to carry out existing Sanitary & Conservancy
workload catered by Departmental Safaiwalas at Naihati Rly. Colony area are 33.00
as analyzed through Yardstick and assessment based on observation by study team
reflects the surplus of (45 - 33) = 12 posts of safaiwala from this wing against
sanctioned strength of 45 posts.
2.35.0. RECOMMENDATION: The Study Team recommends that 12 posts of ‘Safaiwala
(Conservancy)’ to be surrendered from the existing Sanctioned Strength of
Conservancy Safaiwala under H&MI (Gr-I) / Naihati.

3.0.0. FINANCIAL APPRAISAL
3.1.0. As per recommendation made in Para 2.35.0., 12 posts of Medical Department
Safaiwala under H&MI (Gr.I)/Naihati under to be made surplus and financial savings
thus achieved will be as under:
