Two Stage Bidding Dear Sir, 1. Please submit your Tender on the Proforma enclosed herewith (no other form acceptable) for the

material/items described therein. 2. Your Technical & Commercial offers should be submitted in a separate sealed cover subscribed “TENDER

NUMBER LP-4/579/C”. Opening date 28.10.2015 and addressed to Purchase Department, Karachi Shipyard & Engineering Works Limited, West Wharf, Karachi-74000, so as to reach this office on or before 10.00am on 28.10.2015. Technical offers will be opened on the same date at 11.00am in public. However, the Commercial offers of technically accepted bidders will be opened at later stage in presence of bidders.

3. Validity of the Tender must be clearly indicated. This should be for a minimum of 30/60 days from the opening

date. 4. Earnest money payable in accordance with Para 3 of enclosed “INSTRUCTIONS TO TENDERERS FOR

Local PURCHASE” is Rs.10,000/-. The bidders are to attach earnest money Pay Order with Technical Offer.

5. If your Tender is accepted, you will be required to: (a) Arrange security deposit of 5% of the ordered value. (b) Shoulder the responsibility for risk purchase at your cost and consequential loss of any sort incurred By KSEW in case of your failure to execute the Purchase Order. 6. The KSEW reserves the right to accept or reject any or all Tenders in part or whole. 7. SPECIAL CONDITIONS:

Tender forms shall be filled up in conformity with these Instructions and shall be signed by the Tenderer or a person legally authorized to sign on his behalf. a. Any alteration / over-writing in any tender will render it liable to rejection b. The period of validity of each tender should be for at least 30 days c. Tenders must confirm to the enquiry specification in all respects. If alternative offers are submitted, each

alternative must be tendered separately. Showing two or more prices against one item would render the offer liable to rejection

      GENERAL TERMS AND CONDITIONS 

1)       Duration 

               The agreement is for a period of one year. 

 2)  PERFORMANCE BANK GUARANTEE 

 The Travel Agent/ Agency will be required to furnish an un conditional Performance Bank Guarantee / Pay order for Rs.200,000/=   

3)  ARBITRATION  In the event of any difference or dispute arising under the Conditions of Contract, the same unless amicably settled shall be referred to an Arbitrator to be appointed by the parties by mutual consent or if the parties are unable to agree upon an Arbitrator, by the Competent Court. The arbitration shall be concluded at Karachi under the provisions of the arbitration Act, 1940.   

4)  GOVERNING LAW This contract, when signed, will be governed by, and construed in accordance with the laws of Pakistan and it  is hereby  irrevocably agreed and accepted that the courts of Pakistan will have exclusive  jurisdiction to settle any claim, difference or dispute.  

    

  

5)  TERMINATION OF THE CONTRACT:

 If the Firm / KS&EW wish to terminate the Contract due to any reason, a one month notice (which may be served through fax or courier) will be served by either of the party for terminating the contract explaining reason(s) thereof. However, the Firm shall be paid for the services rendered in accordance with the terms of this contract and as per mutual agreement.

• EVALUATION CRITERIA: 

To qualify, the bidders will have to secure at least 50 Marks. Aggregate scores below 50 shall mean that the proposal is not responsive, while the responsive proposal shall be treated in the range of 50‐100. 

The criteria for evaluating the bids of firms is described below:  

• Professional Capability of Travel Agent/ Agency              25 (Site visit by KS&EW Team)         

• Relevant experience of firms in undertaking similar work          20   

• At least 02 staff members must be trained by IATA                         25  

• Methodology/Innovation to undertake the Travel Services                      20               

• Financial position of the firm                              10

BRIEF OF PROJECT

Devolution trust for Community Empowerment (DTCE) is a not for profit organization registered with SECP under section 42 of the Companies Ordinance 1984. It’s an ends-orientated, information-intensive and knowledge-based organization that strives to make consistent efforts to create a new relationship between the citizen and the state, based on shared rights and responsibilities.

DTCE is constructing a communal market in boarder area of Bajaur with the objective to promote cross border trade. The site for the communal market covering an area of approximately one acre is located at Barkhalozo/Lagharai Bazaar, 13 km from the Afghan border and 12 km from Khaar, Bajaur Agency Headquarters. Building will consists of shops, dispensary, office space, community gathering space, Mosque and wash rooms etc within one acre of land. Required Construction works: Approximate covered area: 15,000 sft to 17,000 sft and will include the following:

IN GENERAL

The contractor shall furnish all details including their experience in the Application

Format, only and if the space provided is not sufficient, particulars shall be furnished

in Annexure and such details shall be mentioned in the respective columns of the

Application Format. The authorized person of the contractor shall sign in all the

pages of the application with seal of the company/ firm.

Contractor should submit Application Format along with company profile/ Brochure

as mentioned in Advertisement.

No costs incurred by the applicant in applying, in providing necessary clarifications or

attending discussions or site visits will be reimbursed.

The contractor shall furnish documentary proof with respect to the prequalification

criteria along with the application form.

Incomplete application without proper proofs for establishing their credentials will

be liable for rejection and no correspondence will be entertained in this regard.

The evaluation shall be mainly based on the eligibility criteria, other factors like timely

completion, resources of the applicant, pre-qualification with other institutions/

works etc, manpower & logistical support of the applicant, their financial

capabilities, quality consciousness, etc. will be considered as added qualifications. If

found necessary, the contractor shall make arrangements to inspect any of the

works undertaken by them.

Applications received after the due date and time shall be rejected.

D T C E expects that Construction companies/ Firms should furnish all the required

documents to ensure a transparent and genuine evaluation, so it is necessary to

fill in the Pre-Qualification documents meticulously and sign & stamp each and every

page.

Fill in the Pre-Qualification Documents in writing in ink or type.

Pre-qualification documents can be obtained from the office of Project Director on

any working day during office hours or may be down loaded from website

www.dtce.org.pk/dtce/bids.html last date for submission of documents is November 16,

2015.

As the pre-qualification process is completed, it would be informed to all the

participants about the status of evaluation and afterwards tenders will be invited from

pre-qualified firms / contractors.

ELIGEITY CRITERIA

The Firm/contractor may be an individual or Partnership Firm.

The Firm/Contractor must be PEC registered in category minimum C-4, with valid

certificate.

The contractor should have successfully completed similar works during the last five years

ending July 2015. Experience of working in hard areas and FATA will be given preference.

The work means the same as shown on the cover sheet of this document which

includes – Construction of building infrastructure including electrical work, plumbing

& sanitary work, Carpenter/wood work, Drainage & sewerage System and all allied

works etc.

The contractor should have an average annual turnover (in the last three years ending

July 2015) enough to prove the approval / accepting of committee, and the capacity to

successfully complete the work.

The contractor should have enough capacity in terms of personnel, labour force both

skilled and unskilled, equipments, plants and machinery, to satisfactorily complete

the job in stipulated time.

The contractor shall furnish the list of key employees, employed by him with full details

of their previous employment.

The contractor shall submit copies of the Service Tax registration forms along with

copy of Paid Tax.

The committee reserves the right to verify the particulars furnished by the applicant independently.

The committee reserves the right to accept/reject any prospective application as per Public

Procurement Regulatory Authority DTCE Rules.

The committee reserves the right to decide on the number of pre – qualified contractors to

participate in the bid among the number of eligible entrants.

SELECTION PROCESS

Committee shall evaluate the pre - qualification applications based on the eligibility criteria

set forth and shall short list from the qualified applications.

All Applications, which meet the above requirements, will be evaluated under the following criteria by

scoring method on the basis of details furnished by them.
