Building and operating RoEduNet2 National DWDM optical network for education and
research
1990 – 1997 First connection (dial-up) with help from
Technische Universitat Darmstadt – fist “Internet” for Romania
Struggle to have some kind of connectivity, all services paid by Universities, ISP become much stronger than Romanian NREN
Big issues with incumbent operator: very high prices, low bandwidth, poor services
1998 – 2001 1998 – RoEduNet recognized as Romanian
education network – institution officially established – the only good news
High prices for connectivity – not enough bandwidth for connected institution, very low budget

Two institutions as NRENs in Romania: RoEduNet for education only (and research outside Bucharest) – money spent on two bodies – justification: there should not be a monopoly of RoEduNet
RoEduNet joined GEANT at the end of 2001 (based on the fact that RoEduNet do not offer commercial services). Benefits started to appear right after: Learn from the experience of other NREN Learn from results of different projects we were involved in.
The most important achievement in this period: the idea that we can have a state of the art DF based network nationwide. For this purpose the most important help came from: Examples of other NRENs in Europe: PIONEER and CESNET
should be mentioned Experience gained in projects like SEEFIRE and SEEREN Maybe the most important: Varna Statement – output
from a meeting like this one: NATO Advanced Networking Workshop organized by CEENet, TERENA

Obtain support from National Authority for Scientific Research to build optical network for education and research – Varna Statement was one of the key documents in this process.
Start the negotiations for RoEduNet2 project (DWDM network based on DF from state owned company: Telecomunicatii CFR) for at least 10 years – not a simple task but successful in the end Agreement between Ministry of Transportation and Ministry of
Education and Research signed (March 2006) Feasibility study done by RoEduNet: very much help from
SEEFIRE and SERENATE study (EU funded projects coordinated by TERENA)
Direct contract of collaboration between RoEduNet and Telecomunicatii CFR (December 2006)
Building the network: 2007 – missed tender for DWDM equipments 2008 – the network is operational at middle of November 2010 – DF based CBF with Republic of Moldova operation in May 2011 – first 100 Gbps production lambda (435 km) installed

Lambdas: 10 G = 19 + 16 + 3(SDH)=38, 10 x 1G = 41: total of = 79 10 Gbps

RoEduNet2 metric (as reported in 2009 for TERENA Compendium): 71557 Gbps*km – should be noted that a 19 10 Gbps lambdas and half of the 10x1G lambdas are not include in the metric (installed for our partner Telecomunicatii CFR – total metric is around 17000 Gbps*km)
Costs: About 5.325 MEuro for the first stage installed in 2008 for optical
equipment and installation About 200 kEuro per year for support (lambda rerouting, replace
equipments, software upgrades etc.) 8
