INTRODUCTION :-
The Transport Management Plan reflects the critical importance placed by the DHL Global Forwarding on Controlling and Managing the safe Transportation of General and ODC cargo between origin point and destination point with in the Sultanate of Oman and safety of drivers and passengers.This Transport Management Plan is based on the application on the Golden rules for Driving Safely for road operations requirements which shall include the requirement for IVMS monitoring for all transports. As Road Transportation is recognized as the highest risk to personnel in the Onshore Oil & Gas Industry it is important that the risk of major accidents are minimized by the following.
Transport Management procedures including:-
• Driver Selection & Training•Controlled Driving Conditions•Vehicle (Prime Mover & Trailer) Roadworthiness & Maintenance•Route Planning and Selection.

• Prior to loading the following will be checked by the Journey Manager /Convoy Leader:• Validity of Vehicle Registration• Validity of relevant Certifications of Vehicle Compliance.• Validity of drivers HGV Driving Permit /Driver Accreditation Compliance.• Daily Vehicle Check List• Drinking water available on Vehicle• Spare wheels for the Prime mover and Trailer• Tyre Changing Equipment Jacks tools etc• Full Personnel Protective Equipment• Spare Lashing Chains and Fastening equipment• Escort Vehicle• Inspection of lashing arrangements prior departure.• Drivers will be briefed with regards the Route Plan, Rest Points and to follow timings permitted by concerned authorities.•The Journey Plan will be issued for each section of the Journey and this plan will be Strictly Adhered too At every dedicated Rest Point Trailer Lashing are to be checked.

Import customs clearance requirements:1. Original Bill of Lading (duly endorsed)2. Original Commercial Invoice3. Original Packing List4. Original Certificate of Origin5. IE Code number6. Copy - Trade licence7. Authorisation Letter8. Decree / Exemption book ( if duty exempted)
Important Remarks1. Customs are off on Thursday / Friday 2. If the vessel arrive Thursday / Friday our operational time line will start on
following Saturday3. The Consignees need to send their original documents 5 daysbefore vessel arrival to each department CSSV4. In case of DDP shipments all relevant contact details/documents to be made
available atleast a week prior to vessel arrival.5. For exempted shipments, clearance time will be increased by a day, subject
to the submission of proper docs allowing for the exemption to be availed. Shipments under temporary import are subject to customs inspection. Hence the customs clearance time frame will be icnreased by a minimum of 3 full working days
6. For shipments which are already under demurrage, please do add a minimum of 3 working days for finance arrangements, subject to advance being made available from consignee.

Important Remarks1. Customs are off on Thursday / Friday 2. If the vessel arrive Thursday / Friday our operational time line will start on
following Saturday3. The Consignees need to send their original documents 5 daysbefore vessel arrival to each department CSSV4. In case of DDP shipments all relevant contact details/documents to be made
available atleast a week prior to vessel arrival.5. For exempted shipments, clearance time will be increased by a day, subject
to the submission of proper docs allowing for the exemption to be availed. Shipments under temporary import are subject to customs inspection. Hence the customs clearance time frame will be icnreased by a minimum of 3 full working days
6. For shipments which are already under demurrage, please do add a minimum of 3 working days for finance arrangements, subject to advance being made available from consignee.

moving on Temporary Export basis, which will be controlled by a formula with specific timelines to
have constant alerts in order to have END to END control on the customs
time frames for Temporary shipments
The SSR will throw a lot of visibility on the status of each
and every shipment in the pipeline, thus have total control right through the supply chain
DGF Implant will maintain a spread sheet
(SSR – Shipment Status Report) which will monitor each and every
shipment, constantly updated and sent to the Client Logistics
Contact weekly or bi-weekly
DGF Implant will act as the Single Point of Contact for all customer
related queries, updates related to all modes of shipments
DGF Implant will be stationed at the customer premises for easy
and instant access to enable answer all queries in the quickest
& shortest possible time frame.

Temporary Export Shipments - Summary
Temporary Export Shipments are shipments that are sent to another country for Repair & Return or Exhibition.
Temporary Export shipments return back to the same country after a stipulated period. This timeframe is as laid down in the Customs Regulations of a particular country (Normally within 6 months from the date of Temporary Export). In case the shipment takes more than 6 months to return, special approval need to be taken from the concerned Customs Authorities.
The Temporary Export shipments are exported on a Deposit Cheque to guarantee the return of the materials exported. The customs formalities requires a Deposit Cheque issued by the shipper in favour of the concerned Customs Authority.
The Customs guarantee cheque or deposit cheque nullifies upon return of the shipment from the respected country back to the country of Export.
The Customs Authorities then issue a cheque in favour of the shipper or credit the said amount to the Shippers Account for the amount which was deposited at the time of Temporary Export of the shipment.
It normally takes 2 to 3 months after return of shipment for the amount to be credited to the Shippers Bank Account.

Temporary Export Process Flow
Requirement of a Temporary shipment to be exported for Repair & Return or Exhibition
DGF Transport will in coordination with the DGF
Implant arrange for transportation of the shipment
to the concerned PORT
DGF Implant will review and verify the documents and the shipment and
pass on the details to the Customs Compliance department in DGF.
Send Enquiry with the complete Details of the shipment to the
designated DGF In-house Implant
DGF Customs Compliance department will check the documents and advice
Implant on the customs deposit amount as received from customs .
DGF Customs Compliance will process the necessary customs documentation for Temporary
Export of the shipment
DGF Implant will pass on the information on the
customs deposit amount and the formalities to the
Logistics Support/Contact
CLIENT to arrange Customs Deposit Cheque in favour
of Customs Authority
DGF Customs Compliance & Transport will finish the
necessary customs formalities for Temporary
Export of the shipment

Return of Temporary Export Shipment (Import)
Customer request to return the shipment sent on Temporary Export
with relevant details to the DGF Implant
End of Temporary shipment Process
DGF Implant to coordinate with the customs clearance and delivery of the shipment to the customer warehouse.
The delivery details to be updated timely to the Shipper.
DGF Implant to forward all the documents to the DGF Customs
Compliance department for customs clearance formalities, delivery of
shipment and cancellation of the deposit.
DGF Implant to arrange to move shipment from origin on the
respective mode of transport in coordination with the DGF origin office and concerned departments within DGF
DGF Implant to track the shipment details and the relevant documents required for customs clearance of
shipment and cancellation of Deposit kept at customs in the name of the Client
DGF Implant to follow up until the Deposit amount kept by client is credited
to the Bank Account of the Client. The CONTROL MONITOR sheet to be updated and report sent to the customer and get
confirmation by return on completion of the whole process.
DGF Implant to update CONTROL MONITOR sheet on status of the particular shipment. Remarks to
show closed as soon as all process are completed.
Temporary Export RETURN of shipment
Client to confirm Deposit amount CREDITED to the
Client Bank Account as soon as done to DGF
Implant.
DGF Implant to follow up with Customs Compliance department on
acknowledgement from customs on return of Deposit Cheque to the Client

Actions taken by DHL Global Forwarding’s Board of Directors
• Implemented the following additions to the Logistics Code of Conduct to compliment the existing policy covering
U.S. anti-bribery laws:
”Logistics Americas as a matter of policy prohibit its officers, directors, employees, and agents from
corruptly directly or indirectly offering and/or providing anything of value to a foreign government
official, foreign political party or candidate for foreign office to influence an official act or secure an
improper advantage in order to obtain or retain business either for itself or on behalf of their customers. ”
• Developed the ”Compliance Guidance Program” designed to detect and prevent violations of the FCPA.
• Goals of the Compliance Guidance Program:
– Articulate corporate policy to employees, agents and customers
– Provide FCPA compliance training to employees and agents
