Executive Summary

Second among a series, the New Mobility Mapping Workshop was conducted on March 13, 2012 by

the project on Catalyzing New Mobility in Cities: The Case of Metro Manila of the Ateneo School of

Government (ASoG), in partnership with the Clean Air Initiative in Asian Cities (CAI-Asia). This was

held at the Asian Development Bank (ADB) Auditorium B in Mandaluyong City.

The main objectives of the Mapping Workshop were to: (a) reveal existing and potential transport

connectivity grid in the Ortigas Central Business District (CBD) and the surrounding areas, including

informal hubs and other uncharted transport system features; (b) provide stakeholders an

opportunity to work together in accelerating and advancing implementation of sustainable,

connected, inclusive transport and generating and sharing related information, and policy initiatives;

and (c) build on and further extend the shareable knowledge base of inclusive mobility-enhancing

features of the informal transport system.

The Mapping Workshop was attended by 63 participants from different sectors including five (5)

representatives from local government units (LGUs), six (6) from national government agencies, nine

(9) from the private / business sector, twelve (12) from the academe, three (3) from the media,

fifteen (15) from non-government organizations (NGOs), religious groups, and projects, and thirteen

(13) from ADB. Patterned from the mapping activity initiated by the Sustainable Mobility,

Accessibility, Research and Transformation (SMART) Centre of the University of Michigan, the

Workshop facilitated interaction, sharing and discussions among the participants in coming up with

the Ortigas CBD grid, and in identifying opportunities for economic benefit and for pushing forward

the advocacy on New Mobility. Four groups were formed during the Mapping Workshop. Each group

was composed of participants from different sectors. Geared with maps of the Ortigas CBD, sticker

dots, and colored markers, the groups worked together in identifying their mobility grid as well as

opportunities for planning and implementation, business, strategies, and policies.

The results of the group discussions include giving importance to non-motorized transportation

modes like walking and biking, improvement of pedestrian facilities and walkways, making green

spaces available, and having a bus rapid transit (BRT) system, among others. The participants also

highlighted how reviewing and/or crafting policies can help support the initiative. Among the

suggested transportation-related policies pointed out by the participants were the House Bill 5240 or

the Bike Parking Policy, the land use policy, legislation for public-private partnerships, and policy

support on green transport.

The Mapping Workshop paved way for a demonstration of working together and building

connections among different stakeholders. Overall, the challenge to the participants was how to bring

the initiative to their respective communities and later on, be able to build improvements in the

transport and mobility sector.

Mr. Jain (ADB) giving the Opening Remarks

Ms. Naciongayo (Pasig CENRO) welcoming the participants to the Workshop

I.0 Opening Session

Gathering stakeholders from LGUs, national government agencies, private sector, NGOs, media,

universities, and support institutions, the New Mobility Mapping Workshop programme started with

an invocation and the National Anthem led by Mr. Richard Antonio, an intern from CAI-Asia.

(See Annex 1for the list of participants and Annex 2 for the Workshop Programme.)

The Opening Remarks was given by Mr. Neeraj K.

Jain, Country Director of the Asian Development

Bank (ADB) – Philippine Country Office. He

started by welcoming the guests and participants to

ADB and to the Workshop. He stated that

economic growth and rapid urbanization has

resulted to severe congestion. He then highlighted

that in most Asian cities, the response to the

growing congestion is focused on building more

roads and intersections, and mostly engineering

solutions. But he said that building out-of-

congestion approach by providing an expanding

number of roads is not sustainable. Although non-

motorized transport, walking in particular, is the

most basic of mobility options, it is often the most

neglected in terms of planning, investment, and

policy support. He reiterated that enhancing

pedestrian and bicycle facilities can be a highly cost-

effective means to alleviate traffic condition, reduce pollution, and improve human health.

ADB is currently helping develop pilot projects to catalyze greater investments including non-

motorized transport solution, to which the Ortigas CBD is the demonstration project. He recalled

that the area was chosen because of its being the junction of three cities in Metro Manila (namely

Quezon City, Mandaluyong City, and Pasig City); it is home to a number of business establishments,

condominiums and shopping malls; and there is an established support from private and public

sectors as well as policy makers. The objective of the ADB project is to support an initial planning

and design of better transport conditions in this

area. One of ADB‟s initiatives is the Ortigas

Greenways initiative will be a start for longer-

term commitment to making the neighborhood

sustainable for everyone. He highlighted that

ADB hopes the project will establish a quality

demonstration of sustainable mobility. He

ended his speech by reminding everyone that

“Nothing is negligible as all good ideas and

change start with something very small.”

Subsequently, Ms. Racquel Naciongayo of the

City Environment and Natural Resources

Office (CENRO) – Pasig City gave the

welcoming remarks on behalf of City Mayor

Robert Eusebio. She said that the Mapping

Workshop is a timely activity since the City Government of Pasig is in the process of collating an

ecologically-sound Pasig CBD. The project is now in its implementation phase after a series of multi-

stakeholder consultations.

Atty. Bathan-Baterina (CAI-Asia) presenting the Overview of the Mapping Workshop

She said that the vision of the Pasig project is to bridge the gap among the scientific and academic

communities, the policy makers, planners, decision makers, and the actual implementers. She also

imparted that the direction of the project will mainly mainstream disaster risk reduction (DRR) and

climate change adaptation (CCA) initiatives to the current Land Use Plan and Comprehensive Plan as

well as in environment- and sustainable transport-related programs. She ended her remarks by

quoting Atty. Oposa: “Those who are less in wheels must have more in roads” – which she said

reflects the City Government of Pasig‟s acknowledgment through building a city not for vehicles but

for its constituents.

2.0 New Mobility Mapping Workshop Overview

Atty. Glynda Bathan-Baterina1, Policy and

Partnership Manager of Clean Air Initiative in Asian

Cities (CAI-Asia), gave the overview on the New

Mobility Mapping Workshop. She first

acknowledged that despite the rainy weather, the

turn-out of attendees confirms that the activity is

important for their community and for the Ortigas

community. The following are the points shared by

Atty. Bathan-Baterina:

The Mapping Activity is one way to replace

the obsolete paradigm of building more

roads to deal with increased demand for

mobility.

The New or Sustainable Mobility paradigm

aims to develop sustainable transport systems through Avoid-Shift-Improve (ASI) measures.

“Avoiding” means reducing or avoiding the need to travel; “Shifting” means choosing more

environmentally-friendly modes of transport and doing away with energy-consuming ones;

and “Improving” means giving preference to cleaner vehicle technologies and having better

quality of fuels.

The New or Sustainable Mobility paradigm will reduce greenhouse gas emissions, energy

consumption, congestion, and will ultimately create livable cities.

Trips can be avoided by having Integrated Land Use Planning and Transport Demand

Management.

Cities with New Mobility initiatives include: Lanzhou, China where there are wide pedestrian

areas; Seoul, South Korea where a skyway was torn down to revive a stream; Jakarta,

Indonesia where there is a car-free day every week and the initiative was replicated in

Bandung; Guangzhou, China where there is an efficient bus rapid transit (BRT) system;

Bogota, Colombia where the TransMilenio operates; Seoul, South Korea and Bangkok,

Thailand where there are efficient rail systems.

Atty. Bathan-Baterina then explained the Workshop process, as follows:

The participants will walk a stretch of streets around the ADB. They were instructed to be

cognizant and observant of the areas and opportunities that come close to the New Mobility

paradigm, and also find out gaps that can be addressed by New Mobility initiatives.

The participants will come back to the Workshop hall, group themselves, work with maps

within two hours and will have a reporting per group.

3.0 Walking Tour Around ADB

Mr. Lorenzo Cordova, Jr., Research Associate of the Catalyzing New Mobility in Cities Project of the

Innovations at the Base of the Pyramid (iBoP Asia) Program - Ateneo School of Government (ASoG),

gave the detailed instruction and the route to be taken for the Walking Tour. Prior to the walk, he

facilitated the showing of a short video of a futuristic city plan where connectivity is inherent in each

person‟s daily activities. He then moved on to a self-introduction among the participants and their

respective organizations, as well as the modes of transportation they used in getting to the

Workshop venue. (See Annex 1 for the list of participants, their affiliations and the different modes of

transportation used.)

coffee were provided for the Workshop participants. Among the issues and/or solutions raised

during the coffee break were the following:

Build walkways/bridges from MRT stations to buildings to acquire inter-building connectivity.

Implement car-free areas; start with city government offices. There may be some who will not agree with it (i.e., car-free areas) or will not even think

about it but it may be worth a try.

4.0 Mapping Workshop

Immediately following the short break was the Workshop proper - which was patterned after the

Mapping Activity conducted by the SMART Centre in University of Michigan. Mr. Cordova explained

the objectives of the Workshop and highlighted the need for different stakeholders to work together

to achieve sustainable transportation [e.g. persons with disabilities (PWDs) can commute hassle-

free]. He cited the Mapping Tools needed for the Workshop and went on to the specific instructions

to the participants. (See Annex 4 for the Mapping Guide.)

The Workshop process followed these instructions:

Each participant must find his/her own group. It is important to have as different stakeholders

as possible per group.

Each group must identify a note-taker, a reporter, and a chair / facilitator.

Each participant will be assigned a number to enable tracking of suggestions during the

discussion.

The groups were given 20 minutes to discuss and answer each mapping task / question.

The common outputs from among the four groups include:

Improvement of pedestrian facilities and walkways; and

Making available green spaces.

Other responses obtained from the groups were the following:

Use of electric vehicles such as e-jeepneys or e-buses;

Having a bus rapid transport (BRT) system;

More innovative way of accessing payment for the MRT; and

Better planning by the transport sector and LGUs.

5.3 The third Workshop task was to identify opportunities for “moving money” by using

walkways, Mob Hubs, and GIS technology in mapping); and

Other points raised by the participants were the following:

Integrating mobility with development;

Reviewing political delineations and development plans among three cities (Mandaluyong,

Pasig, and Quezon City); and

Finding the problems encountered in implementing walkability programs.

5.6 The last Workshop task was to identify policies that will remove barriers or provide

incentives to integrated innovation and implementation.

6.0 Synthesis and Next Steps

Dr. Marie Danielle Guillen, Project Manager of the

Catalyzing New Mobility in Cities Project under the

Ateneo School of Government, gave the synthesis of the

Workshop. She recognized that in the duration of the

Workshop, there was no mention of “traffic,” and instead,

the participants talked about how people move and what

people need. She reiterated the importance of mapping, as

was validated by a participant to be the „compass on where

to go.‟ Clearly, the New Mobility paradigm demonstrates

how people can connect not only physically but also in

terms of action, partnerships, and resource-sharing. She

followed with an invitation to a Social Enterprise and Social

Innovations Awards, the Project‟s search for innovative

ideas on New Mobility. (Guidelines can be found at

http://inclusivemobility.net/awards/)

7.0 Closing Program

Certificates of Attendance (See Annex 6) were given to the participants by Dr. Segundo Romero,

Director of the iBoP Asia Program, Ateneo School of Government.

Dr. Romero gave the closing

remarks. He started by re-stating

an earlier suggestion of the

participants for ADB to give a

portion of its area (at least the

wall facing the MRT-Ortigas area)

to the public. He highlighted that

the New Mobility Mapping

Workshop evidently

demonstrated working together,

despite being strangers, for a

cause. He said that oftentimes,

people are used to solving

individual problems and not

community ones. With this, he

challenged the participants to

bring the initiative to their own

communities. Dr. Romero also

shared the Project‟s next activities

– including more Mapping

Workshops and New Mobility

Forums to be organized at least twice a month in Ateneo School of Government. Finally, he thanked

the participants for their „carnival of creativity‟ shown during the activity, and equally gave gratitude

to ASoG‟s partners in organizing the Workshop.

Deputy Director General of the Regional and Sustainable Development Department of the ADB, Mr.

Wu Chu Ung, also thanked everyone who participated in the Mapping Workshop. He said that new

developments concerning mobility, particularly the walkways (e.g. Fort Bonifacio area), send great

message to the people. These kinds of initiatives not only make accessibility a notch better but also

contribute to low carbon footprint. He hoped that the Workshop will just be a beginning of more

concrete improvements in the near future.

The Workshop participants gathered for a photo session and then went for lunch that was

sponsored by Jollibee Foundation.

WORKSHOP GUIDE

WELCOME to the Metro Manila New Mobility Mapping Workshop, a half-day event that gives

participants the opportunity to collaboratively improve transportation in Metro Manila.

We do this specifically today by “revealing the existing New Mobility Grid” generating hitherto

unrecorded information about the location and interconnectivity of transport facilities and features

within a selected slice of Metro Manila – the Ortigas Center Business District and immediate

environment.

We are taking an approach utilized at the University of Michigan Sustainable Mobility Accessibility

Research and Transformation (SMART) Centre to identify, reveal and enhance the multi-modal/New

Mobility Grid in communities and regions around the world. The approach also facilitates

exploration of economic development, employment, and innovation opportunity as well as

approaches to marketing and communicating about the enhanced system.

Today’s New Mobility Mapping demonstrates process which if, relevant and applicable can be

replicated in other areas of Metro Manila by other stakeholders, the resulting maps of which can be

consolidated with the incremental database of sectional new mobility Maps. At the same time, the

connectivity maps can be easily made into door-to-door transport maps for users and distributed in

print or online. The mapping process both provides a tool for users for the short-term, and a tool

for identifying future enhancements for the long term.

Objectives of the Exercise (in Brief)

1. Reveal existing and potential transport connectivity grid including informal hubs and other

uncharted transport system features.

2. Provide stakeholders an opportunity to work together in accelerating and advancing

implementation of sustainable, connected, inclusive transport and generating and sharing

related information, and policy initiatives

3. Build on and further extend the shareable knowledge base of inclusive mobility-enhancing

features of the transport system

Finding Your Group (as you find New Mobility)

You will be in one of workshop groups. Look at the colour of your name tag dot. It tells whether

you represent a government, an NGO, a big business, a small venture, or academe. Please make sure

that in your group every colour is represented. Please also favour group in which you know the least

number of people.

Getting Started

* First, please identify a rapporteur to take notes.

* Next, please identify a volunteer to report back to the larger group.

* Next, please identify, a group chair or facilitator to organize and steer the work of the group

according to the steps below.

Workshop Tasks

Each group will be assigned a specific area to work on for the following workshop tasks:

1. Reveal your new mobility grid. Using your focus map, use the blue dot stickers to

identify the New Mobility Grid by marking as many connection points as possible between

two or more modes and services. (20 minutes)

2. Identify implementation opportunities. Using your revealed grid, identify immediate,

short-term, and long term opportunities for enhancing the grid. Use pink dots for these

opportunities. (20 minutes)

3. Identify opportunities for “moving money” (economic benefit). Using your

revealed grid, use yellow dots to identify economic benefits and opportunities specific to

your grid including creating jobs, saving money, boosting business (new innovations, new

markets), and revitalizing local economies. (20 minutes)

4. Identify opportunities for “moving minds”. Identify at least three key strategies for

“moving minds” of both users and decision-makers. Use orange dots for these

opportunities. (20 minutes)

5. Raise queries to enhance grid. Identify at least 5 research questions or areas of

knowledge or data pursuit and/or initiatives that will help you enhance your New Mobility

Grid. (20 minutes)

6. Shape policy. Identify policies that will remove barriers to (or provide incentives to)

integrated innovation and implementation. Note that they don’t all have to be

transportation policies. They may be policies relating to land use, energy, economic and

finance, information and communications, innovation, social, tourism, and others. (20

minutes)

Each participant will be assigned a set of number codes (e.g. numbers 1 to 10; 11-20... 91-100) that

will correspond to the comments/insights for each dot.
