Research objectives
Enhance coordination and linkages among different actors; provide assistance in the process of development,supervison and implementation of strategies and policies in the coffee sub-sector through: • Surveying on the existing organizational structure of the cofee sub-sector; • Finding and summarizing successful organization structures of some sectors in the world; • Propose policies on improvements of the coffee sub-sector organizational structure in Vietnam;
Assumptions • Vietnam Coffee Sub-sector faces with challenges relating to quality
and competitiveness in domestic and international markets, which is in need of interventions at national level.
• Key institutional set- up related issues are (i) interventions in research, development and implementation of policies and strategies; (ii) Vertical linkages between the sub-sector actors for value added to the produce; (iii) Linkage between the central and local levels...
• In order to gain the above-mentioned targets, it is necessary to form a coffee sub-sector coordination organization and a coffee fund with a view on coordinating activities of different actors’ groups; providing advisory services to development and implementation of strategies and policies on the sub-sector, based on the participation of the actors; providing related public services and carrying out other activities.

Coordination Committee of the Vietnam’s Coffee Sub-sector
Coordination Committee of Vietnam Coffee Sub-sector has the following duties and functions:
• Formulation of and participation in formulation of policies and strategies related to the coffee sub-sector;
• Training, research and transfer: (i) Participating in development of research plans; coordinating research activities; (ii) Coordinating, participating in and directly transferring research results to farmers and related stakeholders; (iii) Coordinating the coffee quality control

• Dissemination of market information: monitoring, analyzing, forecasting, disseminating national and international market information;
• Market promotion: Coordinating domestic demand, organizing trade fairs; advertising and publishing ad documents…
• Designing and coordinating the implementation of the institutional reform program for the sub-sector ( establishment of associations., cooperatives and farmers’ organizations ...)
• Coordination of international activities providing supports to the sub-sector
Research questions • What challenges the Vietnam’s Coffee Sub-sector is facing with
in terms of quality and competitiveness in domestic and international markets and other aspects?
• Will the interventions in institutional arrangement at national level be able to address the above-mentioned problems?
• The importance (positions, roles and functions) of the National Coordination Committee and Coffee Fund to the development of the sub-sector and the economy;
• Experiences in organization and operation of similar organizations in the world;
• What is the current institutional set-up of the coffee sub-sector? How about its effectiveness ? Constrains / difficulties?
• What is the best organizational model of the Vietnam Coffee Sub-sector? What are organizational structure, duties and functions of the National Coffee Coordination Committee? What are the management and capital mobilization machanism?
