•International movement of labor is a reality
•Proactive policy is urgently needed to attract, maintain, and utilize immigrant talents.
•Chinese immigrants’ Asian connection will greatly contribute to the BC Gateway to Asia.
•There is cost. But the benefit is far exceed the cost
•To establish a “root” is crucial to immigrants. “grassroot” NGOs play a significant role in immigrants labor market and social integration
•People are leaving, action oriented policy is urgently needed.
