AIM OF THE PROPOSAL.Generic model for re-development mills landRevitalizing mills land with economic and employment generation focuses.The aim of the thesis is to envisage and encompass a detail study of establishment of mills as and urban center, and the events and elements have led to the change of the city to the metropolis mainly focuses on establishment of mills as primary factor responsible for growth of the city tracing back from history to the present day status of mills and entire transitory phase.The process embarking study and state of mills in present day context and various proposal for re vitalizing and re integration of mills into present day urban fabric responding and catering to the needs of the city the main concern is to come up with strategy for and design concept to be incorporated in design signifying and defying entire processSimilarly mills land from Bycullah becoming fast derelict there is great scope for urban transformation within heart of the city.The dissertation proposal is with respect to densely populated metropolis, which is one of high real-estate value world over

OBJECTIVE OF THE PROPOSAL.Objectives.To use the mill lands as a catalyst of economic revival.To identify the scope of revitalizing the mills land.Development of economic viable activities, which are a part of a larger social public spaceto study present situation and evaluate it in terms of, neighborhood development, changing Economic and cultural aspectsTo study the earlier proposal and provisions for mill land and find deficiency in implementing themTo identify restriction and provision of changing land uses nature of employment problem of cost rehabilitation.Revitalizing the entire neighborhood but also helped raise the real estate value giving meaning to the real estate value mill land.

OVERVIEW ANALYSIS: PROBLEM OF MUMBAI CITY. &STRATEGY

 Mumbai still cannot provide its entire population with good employment and job security [with growth downsizing and various VRS scheme being employed] what in act. What in fact should be encouraged is that the tertiary and service oriented industry and processes should processed in gradual manner that various forwards links are established by it not only in greater service oriented industry but may be even in finance and service oriented industry, the people over from there can move on to setting their own small scale industry and enterprises. Therefore what is really needed is setting up processing and finishing plant that has a way in which their skills can be experimented immediately. Therefore it is important to set up an entrepreneurship zones for tertiary sector, which have proved to be profitable, income and further employment generating along with skills upgrading possibilities.However, most importantly any decision in case of mills should be based on the labor community’s needs and potential based on total approach for renewal of city. Also any kind of should take into account the level of economic development & mutual relationship between employment objective and social goals.The strategy of design proposal for revitalizing the mill land along it being socially responsive and it is very important to understand and address site-specific problem and solution catering appropriately to holistic redevelopment of any kind.There were certain parts in city, which are now in state of redundancy, like mill lands and Bombay Port Lands. The strategy is not only to exploit the growth and trade potentials of the city having effect on large work force, which is unemployed.

ANALYSIS AND STRATEGY

The textile mills of the Parel District in Bombay (Mumbai) were initially generative entities yielding a symbiotic relationship with adjacent residential and subsequent institutional development. This critical balance was usurped when the privately held mills ceased function in order to dispel worker unrest.This PROJECT concentrates on the innate cyclic potentiality of this situation as a means to re-develop the Parel District through an orchestrated intervention within the boundary of the mill entity. Specifically, two modes of intervention (residential and institutional) are to occur simultaneously over a period not to exceed five years with a significant focus placed on maintaining balance in process and installation of programmatic function.Residential Component: Housing for low to mid income is to be seeded along the mill wall (a primary identifiable moniker for the mill entity). The mill wall, in turn, becomes the organizational feature along which the mill boundary is re-defined and made inhabitable. The housing program grows along the wall gaining specificity of type and form through informed site adjacencies and physical constraints.Institutional Component: Through an analysis, collapse, and the subsequent metaphorical weaving of identifiable adjacent institutional elements, the existing industrial structures located within the mill entity will be reinterpreted to accommodate hybrid, multi-scaled, and highly diverse institutional program.

EARLIER PROPOSALS CHARLES CORREA COMMITTEE REPORT.1996The decline and virtual shut down of most of the mills in Mumbai brought along with it the end of the long industrial era of the cotton textile mills, not to mention the bitterness it left behind in the minds of the workers, who became un employed, and with the growing technology and lack of skill up gradation programs found it hard to get re absorbed in the industry. Not only was their livelihood threatened but also in certain cases even their homes were to be lostWith the shutdown of the mills these vast open lands lying unused were eyed by many property developers and builders who wanted to en cash upon the presence of these vast lands in the prime locations of MumbaiThere are 58 cotton textile mills in the city of Mumbai. Of these, 26 were deemed sick and were, therefore taken over by the government of India -25 of which are managed by NTC (national textile corporation) and 1 by MSTC (Maharashtra state textile corporation). The remaining 32 mills continue to be in the private sector.Then in 1991 so as to ensure proper planned development and avoid haphazard use of the vast mill lands The Charles Correa Committee report presented its suggestions for the appropriate use of the mill lands equally

EARLIER PROPOSALS ADARKHAR REPORTThe re use strategy for the mill lands suggested by the two study

groups and the Development control regulations1. Report of the study group on the cotton textile mills in Mumbai.2. In march1999 Architects Arvind Adarkar, Neera Adarkar and

P.K Das presented a report on the study of the mill lands in Mumbai and suggested re use strategies

Their main aim was to safe guard the rights of the workers by providing housing for them on the mill land and to create industrial jobs and avoid worker displacement.

It covered all the mills in the city private and those belonging to the National Textile Corporation and MSTC, it assumed that there were 600 acres (243 acres) in the mills and the total no of workers permanent and badli are 50,000.

They proposed that the land ought to be taken over by the state government and development rights were to be allocated to the final planning principles. The 600 acres To be Divided Into 4 Equal Portion Of 150 Acres Each For The Following Purpose:

1. Public open space to the Bombay municipal cooperation.2. MHADA for public housing.3. Mill owners for viable mills and commercial development. State

government to raise funds for worker housingHowever the report had certain flaws as it failed to consider the

socio economic factors of the people (textile mill workers) of the industry, the suggestions were mainly on an urban planning level

EARLIER PROPOSALS ADARKHAR REPORTFurther in 1999 a group of architects Ar.neera adarkar,

Ar.arvind adarkar and Ar. P K Das presented an alternative with improvements to the development authority for the use of the mill lands.

The final outcome of these reports was that the vast mill lands were to be divided into 4 parts each so as to serve not only a good planning and de congestion scheme but also to benefit the owner and the workers of the mills equally.

The land to be surrendered to the BMC was 150 acres of which 22.5acres (15%) were reserved for public amenities. The next 150 acres was to be given for housing to the MHADA..

The 150 acres entitled to the owner, however only after relocation of mill that could be workable, according to comprehensive planning; the remainder was open for commercial development by the owner in keeping with the DC rules

The last 150 acres was for the first time for the mill workers. This area was to be accrued to the state government, a little less than half of this land was to meet the dues of the

Workers and the remaining was to be sold on market to raise funds for worker housing

THE DEVELOPMENT CONTROL REGULATIONS NO.58 [REVISED 2001] AND ATKINS REPORTThe urban development authority on 20th march 2001,

issued amendments for the clause no.58 of the Development Control regulations, regarding the development of land of textile mills Regulations

As per these recommendations the surplus land is to be divided into 4 parts:

1. Percentage of surplus land to be left for recreational ground /garden/playground or any open use as specified by the commissioner of Bombay Municipal Corporation.

2. Percentage of surplus land to be earmarked to be developed by MHADA for public housing.

3. Percentage of surplus land to be earmarked for mill workers housing.

4. Percentage of surplus land earmarked for residential and commercial use

 The percentage of surplus land, earmarked in the above 4 categories depends upon the extent of surplus land as given in the table below:

  The study conducted by Mrs. W .S. Atkins has taken into consideration the Socioeconomic profile of Mumbai region its population, economic growth, employment chances and vehicular growth etc in Maharashtra whole greater Mumbai region under Mumbai municipal corporation. They have considered the land use development infrastructure distribution and demands. For a present movement it has just visualized three plan scenarios.

BROAD CLASSIFICATION OF MILLSThe mills are of 3 categories: Mills they predicted as viable were to retain their land in Total.Mills that were also considered viable but had certain amount of surplus land that could be disposed of.Mills whose entire surplus land could be disposed off.As recommended by the board of Industrial and Financial Reconstruction (BIFR), the commissioner may allow the existing built up areas of potentially viable sick and or un used mills to be utilized as per the clause 58(1) a.For the same textile or related user subject to observance of all other regulationsFor diversified industrial user in accordance with the industrial location policyFor commercial purposes as permitted under regulations.For a metropolis like Mumbai the presence of such vast lands in strategic locations provides the metropolis a chance towards its development strategies the potentials such lands possess are numerous their appropriate use can help the metropolis in directing its growth in terms of economic, social &transport related redevelopment strategies. All the above recommendations of the 2 committees and various statistics prove that the mill land have huge redevelopment potentials. The mill lands are a great opportunity and this opportunity necessarily should be utilized for the larger benefit of the metropolis keeping its inhabitants in focus. The mill lands have the potential for initializing any kind ofSocial reformEconomic reform &Most evident planning redevelopmentHowever, most importantly any decision in the case of mill lands should be, based on the communities’ needs and potentials based on a total approach for the renewal of the city. Also any kind of decision should take into account the level of economic development &the mutual relationship between employment objectives and other economic and social goals

The Elphinstone mill, Tata mill ,and Gold mohur mill forms the triangle This triangle could be developed as major transportation hub with Parel and Elphinstone road station as core and with three roads Dr. B A Ambedkar eastern express way, Senapati Bapat marg on western side and Elphinstone road bridge [J Batankar marg] east west axis road to the south.This has potential of been developed as enterprise zone in which local business ,community boards ,city agency, and non profit organization can work in tandem with provided supplementary services and make the area clean ,safe ,and efficient the rae is to upgrade area s both as aesthetically and in terms of operating efficiency aas premiere workplace in the city .Gold mohur mill.;
