TheState Mission for CleanGanga, Uttar Pradesh hasforwarded these proposalsto National Mission forClean Ganga, New Delhifor perusal andconsideration of approvalvide its letter dated05.12.2019.

Annexure-ISTP Status and Gap Analysis

~ The detailed time line for STP construction / treatment of sewage has been given in thetable. It is proposed to undertake treatment using STPs & in-situ method of NEERI. Theproject of STPs will be implemented in 24 months of sanction and the OPR will beprepared in 6 months of sanction of the OPR cost which is 4% of the project cost. Theproject cost on average will be Rs. 2.0 Crore per MLO. It is also pertinent to mention thatin compliance of the order of NGT in a.A. No: 200/2014 case of M.e. Mehta in whichorder has been passed to start biD-remediation from 1st November, 2019 failing whichpenalty will be imposed. A DPR for 459 drains on 11 rivers costing Rs. 1700 crare hasbeen submitted in the NMCG. The above project has not been sanctioned, so work hasnot begun yet

Annexure-II

Monitoring Mechanism for implementation of pollution

Control Action Plans:-

a) That the State Government of Uttar Pradesh has formulated

a comprehensive monitoring mechanism with well-defined

monitoring protocol. The Monitoring mechanism developed

by the State is a three-tier mechanism in which regular

monitoring shall be done at District level and at State level.

The monitoring at State is being undertaken at the level of

dedicated monitoring committees under the chairmanship of

Agriculture Production Commissioner/Principal Secretaries

and subsequently by the Chief Secretary, Government of

Uttar Pradesh. The structure of Monitoring is as detailed

below: -

A. At State Level:

The State Government of Uttar Pradesh has developed

monitoring mechanism taking into consideration the

requirement of statutes and Action Plans. The detail of

various Monitoring Committees constituted by State of Uttar

Pradesh is as follows:

B. District and Commissioner Level-

(i) A District Level Committee under the Chairmanship of

respective District Magistrates has been constituted by

dated 14-06-2019 for monthly

monitoring of all the Environmental issues and

compliance of Environmental Laws.

(ii) The District Level Committee has 28 Officers of all the

concerned District Level Departments.

(iii)District Forest Officer IS the convener of the

Committee.

c. The monitoring protocol shall be as below-

(il The State has developed dedicated UP Environment

Compliance Portal www.upecp.in for monitoring of

various issues related to environmental compliances.

(ii) The access of portal is given to Chief Secretary, State

Level Monitoring Committees and the District Level

Committee.

(iii)Portal has been provided with dedicated Template for

Online Filing of the Compliance Status to be reviewed

at State Level by the State Level Committees. The

issues requiring State Level intervention shall be

flagged before the Chief Secretary, Uttar Pradesh.

Annexure- IIIMunicipal Solid Waste Management:­

I. Status of Solid Waste Management

a)That at present about 17,377 TPD Solid Waste is generated

in all 652 Urban Local Bodies (ULBs). Door to Door

collection is being done in 11,675 wards out of total 12,007

wards (97%).

b)That 12 Municipal Solid Waste processing facilities are

functional with cumulative treatment capacity of 4,615 TPD

which is 26.5% of the total municipal solid waste generated.

That it is further submitted that there are 20 municipal

solid waste processing and disposal facilities are non­

operational due to land/operator dispute in the State which

has cumulative capacity of 3,355 TPD.

c)That door to door collection of municipal solid waste is done

in 11,675 wards out of 12,007 wards in the State. That all

the 652 Urban Local Bodies (ULBs) in the State have

become Open Defecation Free (ODF) and 104 ULBs have

been declared ODF+ and 04 ULBs ODF++.

d)That in 15 out of 17 Nagar Nigams, the Vehicle Tracking

System (VTS) has been installed and 3785 vehicles of these

Nagar Nigam are GPS enabled for monitoring of waste

collection and transportation. In rest 02 Nagar Nigams, VTS

will be installed by March, 2020.

I. Action Plan for Solid Waste Management

a)That the State has formulated a time-bound action plan for

operation and development of municipal solid waste

processing and disposal facilities as detailed below:-

b)That the State has already released funds amounting to Rs.

627 Crore to 652 Urban Local Bodies (ULBs) for setting up

of 01 Material Recovery Facility each and for strengthening

of waste collection and transport system including vehicles,

waste bins, protective gear etc. That it is further submitted

that the lease agreement for establishment of waste to

energy plants have been done for 02 cities namely

Muzaffarnagar and Ghaziabad which are scheduled to be

commissioned by December, 2021.

II. Remediation of Legacy Waste

a) That the State is also taking steps for remediation of legacy

waste. The legacy waste of about 1 Lac Ton lying in Sector­

54, Noida has been remediated and the site is cleared. The

remediation of legacy waste of about 3 Lac Ton in Gawli

Meerut has started and about 1 Lac Ton legacy waste has

already been remediated with scheduled completion by

March 2020. Similarly, the remediation of legacy waste of

about 1.1 Lac Ton in Sector-145 in Noida has also started

from October, 2019 and will be completed by June, 2020. In

Agra, agreement has been signed and work has started for

remediation of approximately 8 Lac ton legacy waste and the

remediation is projected to be completed by December,

2020.

b) That the Request For Proposal (RFP) has already been

floated for remediation of legacy waste about 39 Lac Ton in

09 towns namely Kanpur, Prayagraj, Ghaziabad, Bareilly,

Aligarh, Lucknow, Mathura, Lalitpur and Moradabad which

is scheduled to be completed by December, 2020. The

remaining legacy waste in entire State is proposed to be

assessed and remediated within next 03 years.

III. Model Cities, Towns and Villages

a) That Lucknow, Mathura and Varanasi have been selected as

Model Cities in which action is being taken to make them

fully compliant of Solid Waste Management Rules, 2016 by

October, 2020. Similarly, smaller towns Niwari, Shikohabad

and Budhana are also being developed as model towns for

solid waste management.

bl That the State is taking effective steps for compliance of

Solid Waste Management Rules, 2016 m 58,755 Gram

Panchayats and 225 Gram Panchayats in 75 Districts (03 in

each District) have been selected as Model Gram

Panchayats. It is further submitted that out of 58,755 Gram

Panchayats, 10,696 Gram Panchyats have been made solid

waste free including 225 model Gram Panchayats.

» Bio Medical Waste Information System- In compliance with the provisions ofsection 13 of the Biomedical Waste Rules, Annual reports have been generatedfrom BMWMIS for all District hospitals and Community Healthcare Centres(CHCs) and have been duly submitted to the Uttar Pradesh Pollution ControlBoard (UPPCB). Real time data of Biomedical waste lifting is being uploaded onthe BMWMIS Portal.

» Training- Regular Training is being conducted on Biomedical Wastemanagement in all District level hospitals. Sensitization training has beenconducted in 15 divisions Out of 18 Divisions.

» Inspection of Public and Private HCFs: Department of Medical Health &

Family Welfare Uttar Pradesh has developed a Inspection checklist according toBio-medical waste management rules which shall be implemented inmonitoring of Healthcare Facilities other than hospitals/clinics such asVeterinary Hospitals, Animal Houses, AYUSH Hospitals etc. At presentDepartment of Medical Health & Family Welfare has inspected of 3262 HCFs outof which 607 Health Care Facilities has been served notice for non-complianceof BMW rules.

» The compliance of BMW Rules is to be uploaded on dedicated MonitoringPortal ''http://www.upecp.in'' every month. By Order No- 13/2019/NGT­257/55-Parya-2-2019-44(Ritt)/2016 dated- 14th June 2019 the DMC wasmerged with District Environment Committee. Altogether a totai of 143DMC/DEC meeting were conducted in across the State of Uttar Pradesh for theyear 2019. In three Districts namely Maharajganj, Sonebhadra and Ayodhyawhere the DMC/DEC has been constituted but information about meetings areawaited.The Status Report of Medical Health & Family Welfare Department, GoUP andU.P. Pollution Control Board on Bio-Medical Waste Management are enclosed atAnnexure·Z & Annexure·3 respectively.

Proper segregation and disposal of BMW generated in Uttar Pradesh-

i. All the Government & private HCFs in 75 districts of Uttar Pradesh are to beunder contract with 18 Common Biomedical Waste Treatment Facilities(CBWTFs) for proper disposal of Bio-medical waste.

ii. The registration & renewal of registration of private HCFs is to be doneonly after Authorization from UPPCB.

iii. The collection shed must be constructed in all HCFs.

iv. Use of Colour coded non-chlorinated bags, gloves- Medical Health &

Family Welfare Department, GoUP has ensured that all the Governmenthealth care facilities are in Contract with CBWTF and it is the responsibility

of the service provider to provide all the Consumables required for propersegregation of Biomedical Waste.

v. Bar-code System for bags or containers containing BMW-Bar codingSystem has been taken-up as pilot project in Lucknow District which shallbe scaled up for the entire state by June 2020.

vi. As per BMW rule, 2016 installation of ETP is mandatory for above 10bedded hospitals. Hence the ETP has to be installed in District hospitals aswell as CHC level Hospitals in the entire state of Uttar Pradesh.

Ground water regulation

• State Government notified THE UTTAR PRADESH GROUND WATER(MANAGEMENT AND REGULATION) ACT, 2019 (U.P. Act No-13 Of 2019)Dated- 07, August 2019 for protecting, conserving, controlling andregulating ground water to ensure its sustainable management in thestate, both quantitatively and qualitatively, especially in stressed ruraland urban areas.

• Government of India has also launched ')al Shakti Abhiyan" aiming atcomprehensive, water management in 'Over-exploited' and 'Critical'blocks/ cities.

• As per Ground Water Resource Estimation, 2017, out of 820 blocks of UttarPradesh:~ 82 blocks have been categorized as 'Over-Exploited' (where ground

water extraction is >100%).~ 47 as 'Critical' (where ground water extraction is >90 & <100%),~ 151 as 'Semi- Critical'(where ground water extraction is >70 &

<90%), and~ 540 as 'Safe' (where ground water extraction is <70%).~ Out of 10 Urban Agglomerates, 9 have been categorised as 'Over­

exploited' and 1as 'Critical'.• Ground Water Quality monitored. 358 ground water samples, each for

pre and post monsoon seasons, collected and analyzed through IlTR(Indian Institute of Toxicology Research) for analysis.

• During last 5 years, 104 arsenic-free wells have been constructed inarsenic affected areas of U.P.
