Amarnath Yatra today remained suspended for the second day
owing to the unrest in the valley taking the death toll to 21 and
over 200 people, many of them police and security personnel,
have been injured. The Jammu and Kashmir Cabinet, headed
by Chief Minister Mehbooba Mufti, met and expressed anguish
over the situation and the death of civilians in clashes with
security forces following the killing of Hizbul Mujahideen
commander Burhan Wani.
An SoS call received said the local mob attacked the large
Bhandara (Free Community Meal for Pilgrims) organized by
an NGO of Ambala and put it on fire. The organisers and
volunteer ran for their lives. The mob first ransacked the
temporary structure and then burnt it. The Shiva idol placed at
Bhandara site was smashed to the ground in the middle of the
road. All efforts to get confirmation from the district
administration of Anantnag failed.
Sources said one civilian, identified as Irfan Ahmed Malik, was
killed in south Kashmir's Pulwama district on Sunday morning
in fresh firing that took place when a group of youth tried to
defy curfew restrictions in Muran Pulwama, nearly 45 km from
Srinagar, while another civilian died in Shopian.
A senior official identified the four who died on Sunday as
Haseeb Ganai of Batpora, Imtiyaz Mandoo of Nandpora in
Anantnag district, Mashooq Ahmad of Qazigund in Kulgam
district and Altaf Rather of Rajpora in Pulwama district.
The death toll may increase further as condition of many
injured is stated to be critical, he said.
The government promised to investigate if there was any
instance of disproportionate use of force by security forces
even as it appealed to the people not to become tools in the
machinations of instigators of violence.
The Cabinet also appealed to separatists, including Hurriyat
Conference, as well as mainstream political parties like
National Conference, Congress and CPI(M) to help restore
normalcy "if they want peace in the state". In Delhi, Union
Home Minister Rajnath Singh reviewed the situation that has
developed in Kashmir and spoke to Mehbooba Mufti, assuring
her of all possible help.
The state police also urged protesters not to resort to violence,
saying it does not bring the right consequences, and that it
would like to avoid the killing of the youth. Even as curfew-
like restrictions remained in force, violence was reported from
a number of places.
In another incident, a head constable of police was shot in both
legs by militants last night at his residence in Tral area of
Pulwama district, the official said. Three policemen, who went
missing after a large mob attacked a police station in Damhal
Hanjipora yesterday, are still untraceable, state Education
Minister Naeem Akhtar said.
Mob pushes police vehicle into Jhelum
A policeman was killed in Kashmir's Anantnag district after
protesters pushed a mobile police bunker of the state police into
the Jhelum River.
"A crowd pushed a mobile police bunker into the Jhelum near
Sangam in which a cop was killed," J&K government
spokesman Naeem Akhtar, said in Srinagar.
He said three policemen were still missing from south Kashmir.

Police Station was attacked by the protesters on Saturday.
Amid tension between the protesters and security forces, three
hand grenades were hurled at the CRPF and Jammu and
Kashmir Police on Sunday evening. The grenade attack injured
four security personnel. However one of the grenades did not
explode.
Eleven civilians were killed and over 200 protesters and police
men were injured in the day-long clashes that took place mostly
in south Kashmir on Saturday, when Wani was laid to rest in his
home town Tral in south Kashmir's Pulwama district. Tens of
thousands attended his funeral. Most of the killings took place
in police and paramilitary CRPF firing.
Kashmir continues to remain on boil for the second
consecutive day on Sunday as curfew has been imposed in
parts of south Kashmir and Srinagar to maintain law and order
situation.
Curfew has been imposed in south Kashmir's Anantnag,
Kulgam, Tral, Pampore, Awantipore that witnessed violent
clashes yesterday.
In Srinagar, curfew continued to remain imposed in old city
areas and volatile Maisuama localities.
Mobile Internet services in the region continued to remain
blocked. Amarnath yatra, which was suspended from Jammu
yesterday, also remained suspended.
Train services in Kashmir also remain suspended for the
second consecutive day.
PTI adds: Meanwhile, the separatist-sponsored strike, which
was extended for two more days yesterday, also affected
normal life across the Valley.
Shops, private offices, business establishments and petrol
pumps were shut, while government offices and banks
witnessed thin attendance, officials said.
They said public transport was completely off the roads, while
cars and auto-rickshaws were seen plying at few places where
there were no restrictions.
Educational institutions in the Valley were closed on account of
the ongoing summer vacations.
The separatist groups yesterday extended the strike to protest
the killings of civilians in alleged firing by security forces.
Meanwhile, Central University of Kashmir (CUK), Islamic
University of Science and Technology (IUST) and Jammu and
Kashmir Board of School Education (JKBOSE) have
postponed the examinations due to the prevailing situation in
the Valley.
"IUST has also postponed all the examinations scheduled for
July 11 and 12. New dates will be notified separately," an
official of the university said.
The Board of School Education (Kashmir division) has
postponed the entire Examination of Class 11 regular (term Ist)
2016, a BOSE spokesman said. He said a revised date sheet
shall be issued later on.
A police handout said that situation in Valley remained under
control today though incidents of arson and mob attacks were
reported. The incidents of stone pelting were reported from
Newa Pulwama, Main Town Shopian, Lasipora, Rajpora, Hall
Pulwama, Litter, Tahab Pulwama, Tanchibagh Pampore,
Damhal, Sangam, Zainapora, Qoimoh, Yaripora, Behibagh
Kulgam, Vailoo, Warpora Sopore, Tikipora Sogam, Lalpora
Kupwara, Kanyal Bagh Baramulla, Armpora Sopore, Tarzoo,
Batamaloo, Qamriya Ganderbal, Soibugh Budgam, Mirgund,
and Sheikpora.
During the law and order situations at Newa, Lasipora, Litter in
Pulwama three persons namely Irfan Ahmad Malik R/o Newa,
Gulzar Ahmad Pandit R/o Mohanpora Shopian and Fayaz
Ahmad Waza R/o Litter Pulwama got injured and later on
succumbed to their injuries. One Police vehicle and some
seized vehicles were set on fire at Lasipora Pulwama when the
arsonists attacked the Police Post.

Budgam from where earlier Police Post Soibugh used to
function. Hooligans pushed a Police vehicle along with the
driver, Afroz Ahmad into the river Jhelum at Sangam resulting
in death of the driver. An unruly mob attacked Fire Services
vehicle which was on way to Sangam on a call near Bijbehara.
The call later proved to be a hoax. The vehicle was damaged in
the said incident.
It has been seen that in the garb of law & order situations
militants are firing and lobbing grenades on Police and CRPF
personnel. Militants lobbed two grenades on CRPF deployed
on law & order duties in Murran Chowk resulting in injuries to
some CRPF personnel. In Shopian the vehicle of SP Shopian
was fired upon and a grenade was also lobbed. Militants also
fired upon the Police Post Uttressu.
A number of Police establishments and camps were also
attacked during the day resulting in damage to the property and
injuries to scores of Police and CRPF personnel. (With inputs

"I am sure the Amarnath Yatra will resume very soon, let
security agencies take the final call," Jitendra Singh added.
"I reassure members of Kashmiri Pandit community that they
are safe. There were some incidents of stone pelting (earlier)."
Meanwhile, Union Information and Broadcasting Minister M.
Venkaiah Naidu lashed out at sympathizers of dead Hizbul
commander Burhan Wani.
"The Centre and the state together will tackle the situation. The
situation in Jammu and Kashmir will be brought to normalcy at
the earliest.
"(Wani) was a Hizbul Mujahideen commander, how can any
Indian have sympathy for such people?
"Really surprised to see that some people are trying to support
those so-called protesters who are sympathizing with a
terrorist," said Naidu. "Terrorism and violence are not
acceptable at all in any form."
Violence erupted in the Kashmir districts of Anantnag,
Pulwama, Shopian and Kulgam and later spread to other
districts in the valley after security forces killed Wani and two
associates in Anantnag on Friday.
Wani was buried in his native Shariefabad (Tral) village on
Saturday where thousands defied curfew restrictions to attend
his funeral prayers.

educated youth was not prerogative since everyone is educated

Reacting to Omar Abdullah's tweet, where he had apparently
blamed the PDP-BJP for Burhan for inspiring youth to join
militant groups, Jehangir said, "He (Omar) should go to the

elections was reason for eruption of militancy in Kashmir.
Both the NC and Congress are carrying the bloodshed in their
luggage. It is because of the policies of the NC, Congress that
some youth have chosen the path of militancy," the BJP
spokesperson said.
"Sheikh Abdullah did endorse accession with rest of the
country and people of Kashmir too endorsed that. Then he
wanted 1952 position. Their idea was to rule JK and become
second Maharajas of Kashmir."
He said BJP want to give good governance and to make
alienated youth closer to the New Delhi. ""Unfortunately that
some youth are resorting the path of militancy. Militancy graph
will go down and youth will choose good path and serve their
community." He said the BJP will always follow the Vajpayee's
mission on Kashmir.
Mehboob Beg, chief spokesperson of the ruling PDP said
joining of educated youth was not a new phenomenon but has
been going since 1947 although there had been ups and downs
in the militancy. "Nobody denies that a section is alienated
from the mainstream in Kashmir. That is why PDP has included
in the agenda of alliance that government of India needs to hold
talks with Pakistan, Hurriyat and other sections of the society,"
He said blaming the PDP-BJP for joining of youth like Burhan
Wani into militancy was diluting from the main issue.
"Kashmir issue needs to be addressed through dialogue.
Whenever Prime Minister Narendra Modi talked to Pakistan at
various levels, we have appreciated it."
Independent MLA Sheikh Abdul Rashid said he rejected the
statements of those who blame the PDP-BJP government in the
state for joining of youth into militant ranks.
"Even if Syed Ali Geelani becomes chief minister and Mirwaiz
Umar Farooq the governor of the state still killings won't be
stopped. You need to address the basic problem that is
resolution of the Kashmir dispute," Rashid said.
He said he had difference with the PDP-BJP for religious and
cultural interference in the state.
However, he said the violence may decrease had the
government of India been sincere in solving of some basic
issues in the Valley.

lamentable development," the government spokesperson said.
He added that "as a society, we should not take this protest,
whether it is needed or not, to a level where a situation arises
that a gun-wielding man is forced to use it against the public."
Appealing mainstream political parties, Hurriyat leaders and
parents to support the government in bringing back normalcy,
Akhtar said, "If they want peace and safety of human lives, we
need their support. We see footages of small kids pelting stones
without knowing why and who they are throwing them at. We
request the parents of such kids to keep an eye on their
children."
He added that the situation in Kashmir is not new as such
regrettable incidents have happened in the past as well. "The
loss to property can be compensated however we know that
when a life is lost, it destroys an entire family," he said.
Akhtar said that the cabinet meeting held today was briefed by
Chief Secretary and Director General Police (DGP) and "it was
decided that for the safety of life and property of people, all
necessary steps will be taken including asking forces to
exercise maximum restraint possible and trying to cause zero
collateral damage."
Citing few examples of violent protests "attacking"
government forces, Akhtar claimed that many CRPF camps,
police stations including a residence of an SDPO was torched.
"Just before coming here, we came to know that a police post
in Sangam was overturned into the river in which one of the
troopers lost his life. Three policemen are continuously
missing," he said.
According to Akhtar, any reports of shortage of blood or
medicines were mere rumours.
"At this point, we have 250 pints of blood availed at SMHS.
But if people want still want to donate, they are all welcome. If
any patient is required to be taken outside for treatment, the
government will bear the cost," he said.
He also spoke on loss to tourism saying, "A huge number of
tourists came to Kashmir this year. Shayed nazar lagi (a evil
eye set upon it). We are arranging additional flights and
transportation to airport for them. Amarnath Yatra is suspended
for now and we will resume it as soon as possible."
The government spokesperson placed the number of casualties
at 15, and claimed there were more injuries to police personnel
than to civilians. As soon as questions started pouring in,

CM should take lead in
maintaining peace, says Omar
"Dear @Mehbooba Mufti We in @JKNC are always ready to
contribute towards maintaining peace but you must take the
lead & show the way," Omar said in a series of tweets.
The former chief minister was responding to the appeal by the
PDP-BJP coalition government to all stakeholders including
mainstream and separatist groups to help in government's
efforts for restoring normalcy in the state.

own experience as Chief Minister of the state during the 2010
summer agitation in the valley that left nearly 120 people dead.

situation and lead the recovery process from the front.
"This is the time to lead from the front. You must accept the
responsibility both for letting things get to this point as for the
recovery.
"Please don't take the easy option of hiding behind your
spokesperson & your police officers. "No one elected them, the
people elected you," he added.
Omar said National Conference as an opposition party will not
be irresponsible. "The @JKNC_ will never be an irresponsible
party & opposing you will never mean setting the state on fire
for narrow political ends," he said.
I-Cards of Govt employees to be
treated as curfew passes
Director Health Services, Kashmir also attended the meeting
and apprised Divisional Commissioner about the ground
situation.
In the onset of meeting, the Divisional Commissioner
expressed grief and sorrow over the loss of innocent lives.
Divisional Commissioner was informed that the civilians
injured in clashes are being provided treatment at Associated
and District Hospitals.
The Divisional Commissioner directed the Deputy
Commissioners and District SSPs for keeping close vigil on the
situation. He asked the concerned for deploying duty
magistrates at all police stations to coordinate with Police and
paramilitary forces dealing with the law and order situation. He
also asked the Deputy Commissioners for keeping liaison with
the members of Civil Society, saying that it would also go a
long way in restoring normalcy at the earliest.
Divisional Commissioner directed for ensuring round-the-
clock presence of doctors and paramedics, besides availability
of life saving drugs and ambulances at all dispensaries and
hospitals to meet any exigency. He asked the concerned for
ensuring essential services like power and water supply,
availability of ration, LPG and K.oil so that people do not face
any inconvenience.
Divisional Commissioner appealed the general public to assist
local administration in maintaining peace and normalcy in their
respective areas. He also requested the parents to counsel their
wards not to take law in hands and indulge in ransacking of
public property.
It was informed that all essential services are in place and no
shortage of essential commodities is reported from any district
of the Division.
It was decided that police shall treat identity cards of
employees of essential services as "curfew passes" wherever
restrictions are imposed by District Magistrates.

She offered US expertise in building Bangladesh's
counterterrorism capabilities, the American embassy in Dhaka
said in a statement.

Kaushik and Nanda, present and former Managing Directors of
Intelligent Communication Systems India Ltd (ICSIL), a Delhi
government undertaking which is a joint venture of
Telecommunication Consultants India Ltd (TCIL) and Delhi
State Industrial and Infrastructure Development Corporation,
were arrested as they were allegedly evasive during their
questioning.
CBI has also claimed that the duo had been intimidating some
of the officers whom the agency had been calling for
questioning in the case
During the hearing, CBI moved an application for further
police remand of three days' for the five accused arrested
earlier and a separate plea seeking three days' police custody of
the two accused arrested yesterday.
In the application, CBI submitted that their custody was
required as it wanted to confront the accused arrested earlier
with those nabbed yesterday.
The accused have been charged with sections 120-B of IPC
(criminal conspiracy), and provisions of the Prevention of
Corruption Act relating to criminal misconduct for allegedly
favouring Endeavour Systems Pvt Ltd in bagging of five
contracts.
CBI has alleged that the accused persons had entered into a
criminal conspiracy and caused a loss of Rs 12 crore to the
Delhi government in award of contracts between 2007 and
2015, and claimed that the officials had taken "undue benefit"
of over Rs three crore while awarding the contracts.
This is the same case in which the agency had come under
scathing criticism from court which directed it to return the
documents sought by the Delhi government seized during
December 15, 2015 search of Kejriwal's office.
The arrest of the top state government official had triggered a
political storm with the Delhi government accusing the Centre
of indulging in "political vendetta" and "paralysing"

wanted to convey was
defined yet multifarious
which was precisely
depicted by the artists.
The play tells us the story of
a man who lives by stoic
approach. He is so much
contented by whatever
meagre he has that his
contentment is always
questioned by the people
around him, even by his wife
who has serious
contradictions with him as
they two live by opposite
ideologies, where he expects
nothing from the world and
does no selfish effort for
materialistic gains, his wife
wants him to live the life
practically and to behave
like the world does, this
leads to their separation. The
rift between their beliefs gets
so wide that she could not
even visit him when he was
on death-bed, waiting of a
peaceful death. One question
was very glaringly raised in
the play that what is
important for a meaningful
life? Success or
Contentment? When the
whole world is running
behind success, there are a
few enlightened persons who
seek contentment and inner
peace, even if they have
nothing in their possession,
even if they have to face all
the hardships of life, even if
they get no returns for all the
good deeds they have done
for others and even if they
are all alone, waiting for
death to come and free their
souls from the prison of life.
Such was the tale of the
person, around whom the
story of the play was
revolving. Though his son
believes in his thoughts but
his belief was not so strong
that he could debate for his
father's ideology and stand
by his side, on the contrary
he gets influenced by the
thoughts of others and could
not support his father.
Young Natrang artists
interestingly demonstrated
lot of promise and gave
praiseworthy performances
particularly the lead players
as Husband (Mahikshit
Singh) and Wife (Meenakshi
Bhagat) respectively. Others
who also won appreciation
of the audience included,
Vishal Sharma and Rishabh

imaginatively designed and

This weekend at the Wave Mall in
Jammu, the ace motivator displayed a
colouring book called Yes Thank You
Universe: The Colours of Gratitude. It
measures 125 sq ft (11.61 sq mtr). It is
5 ft long and 50 ft wide when opened
and betters the previous world record
of 107.63 sq ft (10 sq mtr) which was
achieved by Wydawnictwo Zielona
Sowa at the National Stadium in
Warsaw, Poland, on 24 May 2014.
It was specially commissioned by
Model Academy and handcrafted by
Vikrant and his father SK Gupta at their
studio in Jammu. It is 200 times bigger
than a regular colouring book.
Speaking on this occasion, Mr Adit
Gupta, joint director of MIER said: "I
believe motivation is the key aspect of
a beautiful life, and what better way to

Protest held against PDDSAMBA, Jul 10
The traders of Vijaypur observed a total bandh
today and held a massive demonstration in protest
against the failure of PDD to provide
uninterrupted power supply in the Vijaypur and
adjoining areas.
A large number of people including members of
Beopar Mandal Vijaypur assembled at Ramgarh
road and took out a protest march and raised
slogans against the PDD and local MLA for not

irrigation facility in the area. "We demand that the
unscheduled curtailment of power be stopped
immediately", said Nikki Mahajan, a local

close coordination for minimizing the loss of precious

nightmare. You have to have
nerves of steel to travel on
this road as you encounter
potholes, mudslides, slush

dust pummelling you.Thousands of villagers in

miserable life due to the
pathetic condition of the
road. Mostly the villages
here have no road
connectivity even-though, if
some have they too are in
poor shape. Hari Singh a
villager said Dessa is as

Switzerland and region is
having too much natural
beauties and moderate
climatic conditions
throughout the year but
unfortunately it is always
being neglected by
government in the Central
and State on each and every

employee said, "we used to
take public transport from
Doda to Bhagwah daily, but

nightmarish experience for
us, we always scare for our
lives whether we reach home
safe or not. We request
government should do
something to repair the
pothole and slush." "Due to
poor road connectivity,
people of Dessa are forced to
live in Stone Age and they
are deprived of basic
amenities relating to health,
education, agriculture,
power, drinking water, he
added further. It is pertinent
to mentioned here that Dessa
having population of about
50,000 people don't have any
equipped dispensary or any
other mean where they can
see even first aid and many
lose their lives during
transition period and never
reach hospital owing to
pathetic road conditions. A

proposal to repair the
damaged portion and
hopefully work on it would
start soon."
With the objective of
increasing awareness
among the locals of village
Danna in district Rajouri
about the importance of

Medical Officer of the local
Territorial Army Battalion.

Highlighting the various
features of National Food
Security Act, the Minister
said that the
implementation of NFSA
shall result into supply of
highly subsidized ration to

about the newly launched
Mufti Mohammad Sayeed
Food Entitlement Scheme
and said that the scheme
supplements NFSA under
which additional quota of
ration would be provided
to the consumers at
subsidized rates.
He informed that 204
new Fair Price shops are
proposed to be opened in
the district Udhampur
while 101 new shops are
proposed for Reasi district
which would further
augment the ration supply
to the consumers. While
highlighting the Pradhan
Mantri Ujjwal Yojna
(PMUY), the Minister
said that under this
scheme LPG connections
would be provided to
women of BPL household.
He directed the Deputy
Commissioners of district
Udhampur and Reasi to
identify 1000
beneficiaries under this
scheme within a period of
one month so that the
target to cover one lakh
beneficiaries would be
achieved in a year. He
also directed the district
administration to conduct
regular meetings with
representatives of Oil
companies and organize
awareness camps to
generate awareness
among the beneficiaries
for effective
implementation of PMUY.
The minister also
informed that the
commission of fare price
shop dealer has been
increased to Rs 143 per
quintal and the concerned
Deputy Commissioners
have been asked to revise
the carriage rates.

said that ration would be
provided to the people on

lakh, the project is funded by

project will be completed in
phased manner over a period
of 3 years.
Speaking on the occasion

project will ensure effective
use of water by improving

crop yield of the area.

Nestled between the Betar Nala tothe west and Poonch river to thesouth, Poonch is a historical town
along the Line of Control in Jammu andKashmir. It's a place that occupies an
important place in our military history and alsoone that has produced some legendary characters, includingtwo unforgettable members of the Indian Army, who were intheir own way the Rajas of Poonch.Our logistics base for 4 Sikh in Poonch was near the old palaceof its former King that was designed like a European castle.Our Officers' Mess was called Joginder Mahal and was locatedin the house of a former jagirdar. Outside Joginder Mahal,under a Chinar tree, were the quarters of Havaldar Raja Singh,the unit mascot of 4 Sikh - a six-foot tall (when standing), 250kg Himalayan black bear!Raja's original home was in the forested Loran Valley at thebase of the Pir Panjals, where one of our long-range patrolsrescued him from a pack of jackals. He was just two or threemonths old then and apparently had been separated from hismother. Raja was brought back to the unit and enrolled as theunit mascot. As per military tradition, he was given aregimental number and also authorised rations, uniform andveterinary services. Kalu Ram, our barman, was made hiskeeper and instructor.Raja was a fast learner and was soon learning a new trickevery fortnight. He also grew up fast and in two and half years,he was a fully-grown, handsome animal. His rations increasedto be equivalent to that of five soldiers and rules had to be bentto feed him.And why not? After all, Raja did everything along with thesoldiers at the logistics base. He was up for physical trainingat 6.00 am, did three to four hours of training and one hour ofgames in the evening. He learnt the basic military drillmovements of savdhan, vishram and salute. A dummy riflewas obtained for him and apart from rifle drill movements, hecould also adopt the prone firing position. He would salute uswhenever we came out or went into the Mess.Like Rani, the female panther I'd mentioned in my previouscolumn, he was always on parade with officers and juniorcommissioned officers (JCOs) for introduction to VIPs duringinspections and visits. Like Rani, he too, kept the visitorsengaged and happy, leaving them with little time for inspectionand 'fault finding' - a peculiar trait of senior officers.When not chained - his chain was merely a token - Raja wouldfrequent two places. The first place was the mud huts of theofficers to look for biscuits, a habit for which officersthemselves were responsible. More frequently, he would headfor the Officers' Mess bar to look for beer - a brew of which hebecome fond of owing to the indulgence of Kalu Ram. Rajahad to be disciplined and allowed only one bottle a week. Andbeing a bear with standards, he liked it chilled and refused
warm beer. Once, as a cub, Raja raided the Mess kitchen anhour before a party and ate up all the cooked food. The partyhad to be turned into a virtual drinking orgy to gain time andrestock the food. Raja was punished - with extra drill parades.Pranks apart, Raja's good training made him rise rapidly inranks. In three years, he rose from sepoy to havaldar, whichwas prominently displayed on his uniform coat. However,despite all this, the career of Havaldar Raja Singh the Bear wasdoomed.As Raja stepped into adulthood, his libido roared into actionand he started doing what all boys do - self-gratification. In thepredominantly male environment, this would have been a non-issue, but one day he indulged himself during the visit of thespouse of a government official. The lady in question (whowould later rise to prominence in national politics) probablyunderstood it as a normal facet of animal behaviour, but ourCommanding Officer was very embarrassed.As a first step to discipline him, Raja's Court Martial wasordered and a mock Court Martial was actually held. TheCommanding Officer was in favour of demotion to the rank ofnaik, but after other members prevailed upon him, he let Rajaoff with a severe reprimand but with a rider - Raja would beneutered because the unit was moving back to a peace station.There were no tranquilliser guns for animals those days andRaja had to be held in place during the operation by soldiers.Having been a free animal all his life, Raja panicked andexperienced tremendous stress at being restrained. He died ofcardiac arrest. We didn't learn from history. Rani too had diedunder similar circumstances 17 years ago while being spayedby a vet. Military burial with gun salute marked the end ofRaja Singh. Raja was buried near the Officer's Mess and acommemorative marble plaque was installed to honour him.About 1.5 kilometres to the south west of Raja's grave, across
the Betar Nala, stands thePoonch War Memorialcommemorating the siege ofPoonch 1947-48 and its bravedefenders led by Lt Col (laterBrigadier) Pritam Singh, MC -a military legend in hislifetime who faced anignominious end to hismilitary career.Brigadier Pritam Singh wasknown as "Sher Bachha" (sonof a tiger) because of hisoutstanding leadership duringthe siege of Poonch thatcontinued from November 22,1947, to November 21, 1948.Singh's career was full ofdramatic stories. As a young
officer, Brig Pritam Singh was wounded in the battle ofSingapore 1942 and was taken prisoner of war (PoW). Heescaped from the PoW camp and after a gruelling journey ofsix months through the forests of Burma, landed in Manipur.He was awarded the coveted Military Cross for his greatescape.Years later, as a Lieutenant Colonel (Lt Col ),on October 30,1947, he went to Army Headquarters while on leave. When heheard of the grave situation in J&K, he volunteered to take hisunit, 1 Kumaon,to Srinagar. The same evening, he was givenhis posting order and Lt Col Singh landed up with his unit atSrinagar the next day (on October 31, 1947).The unit quickly joined the battle at Shallteng along with 1Sikh. This battle was the turning point in the Valley and in thenext three weeks the enemy was chased back beyond Uri. Butthere was no rest for 1 Kumaon - Pritam Singh was tasked torelieve Poonch, which was under siege via the Haji Pir Pass.After a gruelling march, 1 Kumaon fought its way into Poonchon November 21, 1947, with 419 men. However, soon the unititself got besieged. Poonch was held by 1,400 men of J&KForces who had withdrawn from Mirpur, Kotli and Jhangar.There were 40,000 refugees who had escaped the massacres inthese towns. All surrounding heights around Poonch were heldby the enemy. Rations for soldiers and civilians were justenough for one week and ammunition was down to few roundsper soldier.This is when Singh proved Napoleon's maxim that, "In war, itis not the men that count, but the 'man' that counts". The manin question was Lt Col Pritam Singh. J&K State Forcesgarrison was preparing for withdrawal and 40,000 Hindus andSikhs were awaiting certain death. Pritam Singh cancelled theorders for withdrawal, immediately reorganised the defences
and took charge of the administration. He attacked the enemypositions in the immediate vicinity to secure the town. Withthe help of civilians, he constructed an airstrip on which thelegendary pilot of the Indian Air Force (IAF) , Air Commodore'Baba' Mehar Singh, MVC,DSO, Commander No 1 OperationsGroup (which was responsible for air operations in Jammuand Kashmir ) along with Air Vice Marshal (later Chief of AirStaff) Subrato Mukerjee landed in a Harvard aircraft onDecember 12, 1947.On the same day, Dakota aircrafts started landing. MeharSingh, soon established an 'air bridge' to Poonch with theDakotas carrying in supplies, guns and ammunition and takingback refugees. The IAF coined the term "Poonching" - thetechnique of flying in the narrow valleys with transportaircraft. Mehar Singh also modified Dakota aircraft to bombenemy positions. Pritam Singh raised two militia battalions, 11and 8 J&K Militia, from able-bodied men of Poonch. Onemore unit, 3/9 Gorkha Rifles, was air landed in January -February 1948. Singh was promoted to the rank of Brigadier.For the next one year a fierce struggle continued at Poonch.Ground was being taken, lost, to be retaken again, whereblows were being absorbed and delivered back with greaterferocity, where cries came with every dawn, the battle to pushthe enemy further and further away and capturing the heightssurrounding Poonch was being pursued relentlessly. In oneyear, Singh, cut off from the rest of the country, attacked andsecured all the hill features that were threatening Poonch,organised the civil administration and saved the lives of40,000 Hindus and Sikhs. He was also very fair to the Muslimpopulation. The civilians named this daring officer "SherBachha". He was finally relieved on November 20, 1948,when the road to Poonch from Rajouri was forced open by atwo brigade size force under Brig Yadunath Singh.The siege of Poonch by all standards is one greatest sieges inwhich the defender was victorious. Unfortunately, in 1951,Poonch's "Sher Bachha" was court martialled and dismissedfrom service for alleged moral misdemeanours. When he wasdismissed, what was also buried was the story of the siege ofPoonch. After his Court Martial Brig Pritam Singh said:"Sometimes serious doubts assail me whether it would havebeen better to have let the State Forces garrison to slip out andfollowed it, than to have put up a tenacious fight, but I dispelthem with my conviction that I have done my duty to India andthat one day the truth will come out."We have no such traditions, but the case of Brig Pritam Singhis a fit case for Special Presidential Pardon to restore hishonour. Nations that treat their heroes shabbily do not producethem in great numbers!

Salam brother, like you, I am alsosaddened on killing of somemore young Kashmiri people
who have lost their lives over a‘struggle’ which was never ours. Youwere brave enough to ask somequestions; however, I did not knowhow to react and express mysentiments. I know what I am going to write willannoy many people. They will criticizeme. They will level more allegationsagainst me. Despite that I feel I have towrite, and ask some questions fromyou and others who cry over plight ofthe Kashmiri people; and sadly want tocontinue with the same policy that hashurt us so much over the past decades. 1. Did you really think the world andthe neighboring country will shedblood tears over killing of Kashmiriyoung men in a struggle to makeKashmir part of Pakistan? 2. Is it not the case that blood inKashmir and dead bodies suits their
policy? • Did you read Pakistani Lt GeneralShahid Aziz’s book: Ye Khamoshi KabTak, page 177, where he asks hisseniors: What policy is this that just to keepenemy engaged in Kashmir we willcontinue to shed Kashmiri blood? Isthere an end to this Jihad? Do we havean end in mind or are we going to keepit at a certain level which keeps Indiaengaged there? 3. They had an agenda and a plan inmind - how to use name of Kashmir toadvance their interests; we on the otherhand, had no plan or a strategy andresult is before us. It is sad that manypeople of Jammu and Kashmir are stillpromoting that agenda for variousreasons. 4. Sadly to many it is a business - ablood business - more dead bodies anddestruction better it is for theirbusiness. These merchants of bloodwant to ensure that the Kashmir potcontinue boiling at a certain level. 5. Let us acknowledge and analyse,even after 28 years of the militancy,that we were fooled in name of 'azadi. • Ask yourself what preparation did wemake before borrowing some gunsfrom the neighbouring country; which,sadly also occupies our land? • What strategy was in place to care for
the families of the dead, injured andorphans? • Was there any organisation to care forthe widows and their children? • Even in militancy there are manysections and a complete system whichneeds to be established before youembark on this bloody path. Was thereanything established? There are somany other questions related to this. 6.Were the political leaders taken in toconfidence? Did anyone in Kashmirknow what some young men weregoing to do with the borrowed gun? 7. Did they not think of consequencesof using a borrowed gun? Did they notthink that Indian army also has gunsand they will kill and commit humanrights abuses in which their brothersand sisters will suffer? 8. Were leadership of minorities takenin to confidence? 9. Or they were perceived as non-Kashmiris and not trustworthy? Howdo we blame them for not joining the‘struggle’? Question arises whichstruggle? Whose struggle? 10. Were our preparations sufficient tocare for the ‘struggle’ and defeat acountry like India? Or we were happythat a neighboring country which has adeep rooted agenda and obsession toget Kashmir has given some guns,bullets, money and few days training.
11. Did pioneers of the militancy andtheir leadership thought once theykilled few Indian soldiers or localpolicemen with the borrowed guns inKashmir, India will pack their bags andleave Kashmir? 12. Was there any plan to liberate areasunder Pakistan? Or the ‘struggle’wanted only to liberate the Valley? 13. Death of young people is sad, butwas that death for independence or tomake Kashmir a ‘slave’; or put itmildly, make Kashmir a part of aneighboring country? 14. When our ideological lines are notclear, our strategy is not clear, ourvision is not clear; and we continue towave flags of Pakistan, India and ISISthe world will continue to view this inthe context of India and Pakistanconflict to get Kashmir. 15. Or they may think that someKashmiri youths have also chosen thepath of extremism – following path ofDaaesh. 16. Ask yourself which country wantsto be engaged in India Pakistancompetition to get maximum area ofJK? 17. We asked similar questions in mid1990s. We said estimate is that around30 thousand people have perished inthe ‘struggle’, and there is no end insight. All disputes are resolved on the
negotiating table. It is up to us to starttalks now or get 50 thousand peoplekilled and then talk. 18. We were branded as anti-Pakistan,anti-Movement, anti-Jihad and Indianagents. These allegations are stillleveled against us, and now we hearthat more than 80- 90 people have losttheir lives. 19. Is it not time to show rationalityand think why we are in a cul de sac?Why we are so helpless, bleeding andsuffering with no light at the end oftunnel? There is no one to even wipeour tears. There is no shoulder to cryon. 20. If we are sincere with the people ofJammu and Kashmir State and wantindependence of the State, then wehave to acknowledge our mistakes,formulate a new strategy for theliberation of the entire State. If wewant to please everyone, and dopolitics in name of struggle thencontinue with the old policy ofaccusing each other, waving differentflags to give confusing messages to theworld community.

Terror galoreThe recent terror attack on Eid prayer congregation
and subsequent attacks in Bangladesh takingheavy toll of human lives were condemned across
the world. How would one explain the terror attack on anEid prayer gathering in Kishoreganj, a small town inBangladesh some 140 km from Dhaka? Four personswere killed in the attack, and comes after seven terroristshad besieged a popular café in the diplomatic enclave inDhaka in which 28 people, including 20 hostages and twopolice were killed.Meanwhile, on Monday there were reports of attacks onIslam’s holiest sites in Saudi Arabia. There was an attackby a suicide bomber in Medina, where the body ofProphet Mohammed lies buried. Elsewhere in SaudiArabia, a suicide bomber killed himself upon beingchallenged by the security personnel outside the USconsulate in Jeddah. On the same day another holymosque in the city of Qatif was hit by a terrorist attack.Simply put, the question is if the holiest of Islam’s sitesare not safe from attacks by Islamist terrorists, how canthen any true believer in Islam remain sympathetictowards them? In that case, how do you explain the widesupport the jihadis seem to enjoy from the ordinaryMuslims in Pakistan, Bangladesh, and other Islamiccountries? These questions must be analysed for a betterunderstanding of the jihadi phenomenon. And it may betime, especially after the attack on the holiest of holyshrines in Saudi Arabia, for the Islamic world to shedtheir differences and undertake a concerted fight againstjihadis who have mushroomed everywhere like a wildgrowth throughout the Islamic world.It is notable that the authorities in Bangladesh publiclyblamed Pakistan for funding and instigating terroristactivities in their country. The latest statement came soonafter the attack on the Dhaka café. Pakistan’s ISI has beenopenly meddling in the internal affairs of Bangladesh,funding the banned Jamaeytul Mujahdeen Bangladesh,which was behind the café attack, and generallyinstigating anti-India elements. More significant is thefact that the suicide bomber who perished in the attackoutside the US consulate was a Pakistani national. Not fornothing is Pakistan called the hub of global terror.Saudi Arabia which has all along bankrolled Pakistanmight have to reconsider its generosity.Elsewhere, the Indian government has taken note of theinformation that at least two of the attackers on the Dhakacafé were inspired by a Mumbai-based Islamic preacherwho is often seen on a dedicated private televisionchannel. Whether there was actionable evidence in the‘teachings’ of Zakir Naik would be examined by theIndian authorities. Naik and his organisation, IslamicResearch Foundation, are banned in several countries,including Malaysia, the UK and Canada. The televisionchannel on which he spews venom against other religionstoo is banned. But here in India in the name ofsecularism, Naik enjoys unfettered freedoms to conducthis affairs unchecked by anyone. Indeed, a couple ofyears ago, Congress general secretary Digvijay Singh hadnot only shared the stage with Naik but had described himas an `apostle of peace.’ It’s all a shame and sham.

To keep insisting thatterrorism has nothing todo with religion after
every new jihadi atrocity is nolonger tenable. It is galling formillions of people, not justIndians but around the world,when this clichéd phrase isparroted even as reports go viralof the attackers' in-your-faceassertion of religion.Followers of most majorreligions have killed in thename of their faith (more onthis later). But as author and TVhost Fareed Zakaria has said,"The next time you hear of aterror attack - no matter where,no matter what thecircumstances, you will likelythink to yourself, 'It's Muslimsagain'. And you will probablybe right."However, the vast majority ofthe world's 1.6 billion Muslims
do not consider jihadi killers asrepresentative of their religion.They stress that such killers areviolating some of Islam's basictenets of compassion. And thatmost victims of such terrorismare Muslims. The spate ofmurderous jihadi attacks duringthe Islamic holy month ofRamadan, or Ramzan in SouthAsia, has been denounced bymany Muslims as desecratingtheir faith.Most world leaders echo thesesentiments. With fewexceptions, it is standard forpoliticians everywhere topublicly say that jihadis do notrepresent the religion theyclaim to. Yet that extremepolitical correctness of denyingany connection with religion,even as terrorists shoutreligious slogans and testQuranic knowledge whileslaughtering victims, has led togrowing public anger.Another common refrain is thatonly moderate Muslims canrespond to this "internal"challenge in Islam. But whenthey do respond, they often faceextreme hostility, not only fromother Muslims but also,
shockingly, even in secularinstitutions of the media anduniversities. There are manydocumented instances of these,even in that Mecca of freespeech, the US.Many disillusioned moderateMuslims have either stoppedbelieving, at great risk sincejihadis violently enforce Islam'sintolerance of apostasy, orresigned themselves intoquiescence. It is these voices,and not just the goodSamaritans who empathise withvictims but dare not push forreligious reform, that deservethe support of those who aretruly secular.After the Boston Marathonbombings, Pakistani-Canadianwriter Ali A Rizvi wrote, "The'anything but jihad' brigade isout in full force again. If theperpetrators of such attacks saythey were influenced by politics(or) nationalism … we takethem at face value. But whenthey consistently cite theirreligious beliefs as their centralmotivation, we back off, strokeour chins and suspect there hasto be something deeper at play,a 'root cause'. It is often religion
itself … that is the root cause."This sort of candour is lackingamong most mainstreamcommentators in modern,liberal democracies today.Calling out jihadi terrorism isinhibited for fear of beinglabelled prejudiced,Islamophobic or, oddly, evenracist.The holy texts of most ancientreligions - including Judaism,Christianity, Islam andHinduism - containexhortations to both love,tolerance and kindliness on theone hand, as well to as torevenge, misogyny andviolence on the other. BarackObama has reminded the world"that during the crusades andthe inquisition, peoplecommitted terrible deeds in thename of Christ".Virtually all major religionshave had fanatical, murderousadherents. Even in moderntimes there are severalexamples of religious killingsbesides those by Islamists. Forinstance, by Buddhists in SriLanka and Myanmar andChristian abortion-clinicbombers in the US. India has
seen terrorism by Sikhextremists, and among Hindusthere is Dara Singh, convictedfor life for killing an Australianmissionary and his children.Other instances of allegedHindu terrorism from 2007 to2010 (Samjhauta, Malegaon,Ajmer) are being adjudicated incourts.But in sheer scale, number ofattacks and fatalities, nothingcomes close to jihadi terrorism.Even "traditional", non-religious, left-wing extremistslike Germany's Baader-Meinhof, Italy's Red Brigades,Columbia's FARC, Peru'sShining Path and our very ownNaxalites are now eitherdefunct or well past their peak.The numbers speak forthemselves. 2015 statistics citedby political scientist IanBremmer show that the world'stop terrorist organisations are IS(8,420 fatalities), Boko Haram(6,299), Taliban (5,215) and AlShabab (1,586). That al-Qaidadoesn't even rank any moreshows how exponential thegrowth of Islamistradicalisation has been.Ayaan Hirsi Ali, a bestselling
author and Somali refugee hassaid, "It simply will not do forMuslims to claim that theirreligion has been 'hijacked' byextremists. The killers ofIslamic State and Boko Haramcite the same religious texts thatevery other Muslim in theworld considers sacrosanct …The biggest obstacle to changewithin the Muslim world issuppression of criticalthinking."It is not that other religions havesanitised their religious texts.But they have coped withmodernity better. As Zakariaputs it, "Islamic terrorists don'tjust hate America or the West.They hate the modern world."For jihadi terrorism to subside,this must change.What the world needs now isnot more platitudes andpolitical correctness. It needssupport for those within Islamspeaking up for reform, to adaptto modernity. Otherwise, thesacrifice of many braveMuslims who stand up toterrorists - like Faraaz Hossain,who died in the Dhaka attackbecause he refused to abandonhis friends - will go in vain.

New Delhi: The SupremeCourt has held that a farmer,who is in possession of leasedland even after expiry of thelease period, cannot beevicted if the owner eitheracknowledges the tenancy oris accepting the rent.Referring to a provision of theTransfer of Property Act, athree-judge bench headed byJustice Ranjan Gogoi setaside the judgement of thePunjab and Haryana HighCourt which had ordered theeviction of a farmer afterexpiry of the lease period ofthe land. "The operation of section 116of the Transfer of PropertyAct would confer legitimacyto the possession of the tenanteven after the termination orexpiration of the deemedperiod of the lease so as toconfer on him a status akin to
that of a statutory tenant andhence protection fromeviction as envisaged by theprovisions of the Act (PunjabSecurity of Land Tenure Act)of 1953," the bench, alsocomprising Justices ArunMishra and P C Pant, said.The bench said there was nolegal provision to evict thefarmers as the evictionconditions laid down in thePunjab Security of LandTenure Act 1953 and PunjabTenancy Act 1887 do notinclude a tenant whose leasehas expired. "It wouldnecessarily follow that to beentitled to protection fromeviction under the 1953 Act,any person claiming suchprotection has to come withinthe fold of the expression'tenant' under the 1953 Actread with the relevantprovisions of the 1887 Act.

between time and mortality.Despite repeated advocacyof trauma facilities inperipheries, no efforts havebeen made in that direction.Concentration of specialistsand infrastructure is takingheavy toll on injuredpatients.Every trauma patient isbeing referred to tertiary carehospitals and it is difficultfor a hospital to cope withhundreds of severely injuredpatients at a time.I appreciate doctors who areworking tirelessly inhospitals at this time ofmedical emergency.DAK appeals in general thatdoctors, paramedical staffand ambulances should beallowed to ply on roads sothat they reach hospitals tosave precious lives.

suffering a straight-game loss to Japan’s Kanta
Tsuneyama in the men’s singles semifinals of the Grand
Prix Gold badminton tournament on Sunday.
The World No. 22 and fourth seed could not match the
intensity of his rival and lost 10-21 14-21 in 33 minutes
at the Los Angeles Badminton Club.
The 28-year-old could not step up his game against the
Japanese, who led 4-2 at the start and then broke off at
6-6 and never looked back.
From 8-7, Tsuneyama reeled off 10 straight points to
create a huge gap, which Jayaram could not bridge.
In the second game, Jayaram put up a better show and

Karnataka’s effortless dominance of the junior National
swimming scene stretched into a 25th straight year, as the
43rd edition of the championships concluded here on
Saturday. The home state’s swimmers won 37 of the 80
events over five days of action at the Basavangudi Aquatic
Centre, and claimed over a third of all medals on offer, to
complete an uninterrupted quarter century of Overall
Championships.
C.J. Sanjay (Group 2 boys) and Damini K. Gowda (Group
1 girls) finished the meet with a flourish, claiming one
individual gold apiece on the final day.
The two Karnataka swimmers were, predictably, declared
Best Swimmers in their categories. Maharashtra’s Neel
Roy, who at 14 outshone considerably older rivals in
Group 1, also secured an individual championship.
The final evening’s only record-breaking effort came from
West Bengal’s Sayani Ghosh, in the Group 1 girls’ 400m

The IAAF said Sunday its doping
review board had ruled US-based
Russian long jumper Daria Klishina
meets the “exceptional eligibility
criteria” to take part in international
competition as a neutral athlete,
clearing the way for her to possibly
compete at the Rio de Janeiro
Olympics.
It said the board “unanimously accepted
the application of Daria Klishina who,
subject to completing the formalities, is
now eligible to compete in international
competitions as an independent neutral
athlete.”
It said Klishina’s participation was still
subject to acceptance by the IOC.
The IAAF has already approved an
application from Russian athlete and
doping whistleblower Yulia Stepanova,
who competed at last week’s European
championships.
Stepanova, an 800-meter runner who
served a two-year doping ban, helped
expose the widespread cheating in
Russia that led the IAAF to ban the
country’s track and field athletes from
global competition, including the
Olympics. Stepanova is living and
training in the United States at an
undisclosed location.
The IAAF has said more than 80
Russian athletes have applied to
compete in Rio under “exceptional
eligibility” provisions.
The special eligibility measure is aimed
largely at Russians who have been
based abroad, and few athletes are
likely to be considered.
A decision on all claims will be made
by July 18. The Olympic track and field
competition starts on August 12.

The touring Indians ambled to 258 for
six as half centuries by the opening
duo of Shikhar Dhawan and KL Rahul
were followed by an unbeaten fifty
from Rohit Sharma on the first day of
their two-day opening warm-up fixture
against West Indies Board President’s

Opting to bat after winning the toss,
the Indians were provided a solid start
by Dhawan (51) and Rahul (50), with
the two putting on 93 runs for the first
wicket before the left-handed Delhi

At the end of a slow day during which

India’s women’s hockey
team, has been dropped from
the Rio Olympics-bound side
owing to a lack of
performance and attitude
problems.
The final squad of 16 is to be
picked in three days’ time but
a senior member of the team
management confirmed that
Ritu has left the ongoing
national camp in Bengaluru.
“It’s correct Ritu is not in the
Olympic team. Her exclusion
is solely on two counts - her
(poor) performance and
second is her attitude,” he
said.
“It has been explained to her
time and again that she needs
to lift her performance but
she couldn’t do so. The camp
is still going on in Bangalore.
It will disperse today and
tomorrow we are reaching
Delhi. Ritu left the camp day
before yesterday.”
Under Ritu’s leadership, the
Indian women’s team
qualified for the Olympics
for the first time in 36 years
since 1980.
The 24-year-old has been at
the forefront of Indian

4x100m team which will be

the timing for the 16th

So will interest be in the
men’s 4x400m team’s
performance, which is in
17th spot with a best timing
of 3:02.94s thus far. The

For the results to be valid for
qualification purposes, a
minimum of two different
international teams,

countries, must compete in
the race. To satisfy the
criteria, the Athletics

“These two events are being
held to facilitate more
qualifications,” said AFI
secretary C.K. Valson. “So
far 24 have qualified, which
is the highest-ever. The relay
teams are very close.
Hopefully they will qualify

The men from Arise (Trotters) Basketball Club, Chennai,
showed nerves of steel on their way to a 94-80 win over
citymates from SDAT in the final of the third Golden
Jubilee State-level basketball tournament for the PSG
Trophy at the PSG Tech Indoor Sports Complex courts
here on Saturday.
SDAT, the runner-up in the all-India basketball tournament
at Periyakulam, had the ability to topple the best on its day.
But Arise had planned its strategies well for the final
showdown. It decided to employ the man-to-man defence
from the start and, it worked well for the team.
The SDAT men found it hard to shoot from the inside and
went for the kill from the outside. It did fetch the team
some vital points, but it was not enough to match the
scoring rate of the Arise men, who looked tall and terrific
upfront.
Harrish (34 points) and Prem Kumar (23) were the men
who did the bulk of the damage for SDAT, which failed
miserably in its defence.
Earlier, Rajalakshmi Mills High School Alumni

New Delhi: Reacting to the allegationsthat he and his associate firms divertedover Rs 1,225.30 crore, Vijay Mallyasaid that all claims were unfounded andmade without any reference.Mallya, who is now based out ofBritain, added that all transactions were

eyeing an October launch
before Diwali this year, a
top executive said.
"It is a large budget of
about Rs 350-500 crore.
We are working on the
launch of services.
Technology
implementation will take a
bit more time. We think
that we will definitely
launch it before Diwali,"

CEO Shinjini Kumar told
PTI.
Explaining the deferred
timeline, Kumar said the
company is trying to get a
handle on newer issues in
the run-up to the launch.
"The more we are getting
into this, the more we are
learning, everyday is a
new understanding and
learning," Kumar said.
"And we are also trying to
find different ways to
solve some of the
perennial problem like
data connectivity,
biometric authentication
and all that. So, in terms
of the actual rollout, there
are a few more decisions
that we will take."
The Noida-based digital
payment firm Paytm had
won the payments bank
licence from the Reserve
Bank last year.
Payments bank can accept
demand and savings bank
deposits from individuals
and small businesses, up to
a maximum of Rs 1 lakh
per account.
The Paytm Payments Bank
will be headquartered in
Noida and kick off its
services from east and
north, to begin with.
"We definitely have the
east and north of India as
our priority areas,
particularly for financial
inclusion," she said.
The company, Kumar
added, has plans to take its
payments bank services
wherever Paytm has its
reach today.
"We take the responsibility
to reach out to new
sections of society very
seriously... That is because
they are the new
consumers who actually
will migrate using the
digital," Kumar explained.
As part of the payments
bank launch preparations,
the company executives
have criss-crossed India to
get a sense of how the
poor look at technology to
solve their problems, she

Mumbai: While favourablemonsoon will be vital forrural recovery, the trend incommodity prices andrecovery in constructionactivities also hold equalimportance, domestic ratingagency Icra said.The earnings of ruralhouseholds over the last fewyears have been impactedby modest hikes inMinimum Support Prices(MSPs) and a decline incommodity prices, whichhas mainly been influencedby global factors, Icra said.For instance, domesticcotton prices weakened by20 per cent from their peakin FY14 to FY16, due to thechange in China'sprocurement policy and thedeclining competitivenessagainst PSF due to lowercrude oil prices, it said.Similarly, liquidity offarmers in the sugarcaneproducing belts was affectedby weak financialperformance of sugar mills,which were operating in an
environment of surplusproduction (in the domesticmarket) over the past 5-6years and subduedinternational prices."While agriculture plays animportant role in the ruraleconomy, it employs 64 percent of rural manpower. Therest is contributed by sectorslike construction (11 per
cent), manufacturing (9 percent), trade and transport (9per cent) and others."Thus, revival in some ofthe key sectors will also beimportant for rural demandrecovery," Icra Ratings

and Odisha."Airtel was asked tosurrender 1.2 Mhz spectrumin Odisha circle forapproval as it breached thespectrum cap limit (aftertaking into account Aircel'sspectrum). The companyhas surrendered 1.2 Mhzspectrum in 1800 Mhzbefore the deal wascleared," the source said.In a circle, no player canhold more than 25 per centof the total spectrumallocated in that particularservice area.Activist lawyer PrashantBhushan, in a letter on July8, had demanded that CBIand ED immediately freezespectrum held by Aircel,

New Delhi: With private investment yet topick up, Finance Minister Arun Jaitley onSaturday wondered whether it is desirableto continue offering high interest rates onsavings that translate into higher cost oflending and sluggishness in the economy."Now, whether domestic savings are onlyto be used by such instruments which giveyou a higher return and create an interestregime which is extremely costly andmakes the economy sluggish, or higherreturns are to be got from such instrumentsas funds, bonds, shares (that financeprojects and economic activity)," he asked.Speaking at a function here to unveil acommemorative postage stamp to mark140 years of BSE, he said the essence of alleconomic activity is investment which isgoing to come from where resources areavailable."A lot of them have also an element ofsecured investment in them which can givepeople a very respectable return itself.That's the basis on which pension funds theworld over have been functioning and Ithink these are areas of advances as wegrow over the next several years anddecades. More and more opportunities aregoing to come to us," he said.According to Jaitley, Indian economy willneed a lot of investment for a reasonablylong period to bridge the infrastructure andindustrialisation deficit that has existed fordecades."And the starting point of all activity has tobe investment, it has to be resource-raising, it has to be important companies inthe private sector and sometimes PPP,
which will ensure this deficit is met," hesaid.The finance minister felt that in thiscontext, BSE is an important institution."Last few years have seen India grow well,essentially grow well on the strength ofenhanced public investment (and) FDI.The best of private sector in thatdevelopment process is yet to be seen," hesaid. Stating that absence of demand hasbeen cited for lack of private investment,he hoped urban demand will improve."And since rain gods appear kinder thisyear, there would be signs of increasedrural demand itself and all these in turnwould lead to opportunity for the privatesector itself," he said.This will lead to a lot more activity atinstitutions like BSE, he said, adding thatthe best of the two stock exchanges BSEand NSE is yet to come by."It is not to undermine what they havealready done in the past, it's to preparethem for greater challenges in future. I'msure BSE would get itself ready for theiract," Jaitley added.

India, which allowscultivation and consumptionof only genetically modifiedcotton crop, has haddifficulty in sourcing non-GM corn in late 2015 andearlier this year, and NewDelhi had to drop the plan toimport more.Trade and industry expertshave already voiced theirconcerns over India's abilityto find non-GM corn, whichonly a handful of countries
such as Ukraine grow.To check prices and preventhoarding, Trade MinisterNirmala Sitharaman hasapproved imports of500,000 tonnes of corn, thetrade ministry said in aTweet.Government sources onJune 22 said India wasconsidering importing500,000 tonnes of corn tobolster local supplies after asecond straight drought cutoutput. Indian farmers growcorn twice a year. Thewinter crop is planted inOctober, with harvests inMarch and April. Thesummer crop planting hasstarted, but supplies willbecome available only fromend-September.

New Delhi: L&T Infotech will hitthe capital markets tomorrow to raiseup to Rs 1,243 crore through aninitial share sale offer. The IT firm, part of diversifiedLarsen & Toubro group, would becoming out with an IPO that canfetch up to Rs 1,243 crore. The price band for the issue, whichwould be open for subscription fromJuly 11 to 13, has been fixed at Rs705-710. L&T Infotech on Fridayraised Rs 373 crore from anchor
investors by selling shares at a priceof Rs 710 apiece. The IPO comprises an offer-for-saleof up to 1.75 crore equity shares byL&T Ltd. It constitutes 10.3 per centof the post offer paid-up equity sharecapital of the company. At the upper end of the price band,the offer would be worth Rs 1,243.50crore. The sale would rake in Rs1,233.75 crore at Rs 705 per share. Kotak Mahindra Capital Company,Citigroup Global Markets India and
ICICI Securities would be managingthe issue. On Thursday, L&T Group ExecutiveChairman A M Naik said theimmediate target for L&T Infotech isto double its revenue to USD 2billion (nearly Rs 13,500 crore) innext three years. In financial year 2015-16, L&TInfotech's revenue from operationsand other income stood at Rs6,143.02 crore while it clocked aprofit after tax of Rs 922.17 crore

"PMUjwala Yojana (PMUY) isone such major scheme forthe benefit of the BPL rationcard holders across thecountry", Manhas said andadded that in Jammu &Kashmir also this scheme isbeing extended to thedeserving people.
