The meeting opened at 15.07 on Monday, 4 May 2015, with Cecilia Wikström (Chair)
presiding.
1. Adoption of agenda PETI_OJ (2015)242_1
The agenda was adopted. The Delegation from German Bundestag was welcomed to
the meeting by the Chair.
2. Chair's announcements
The Chairman announced that the Public Hearing on the European Citizens' Initiative
"Stop Vivisection" would be held on Monday 11.5.2015 from 15.00 to 18.30 in the
Room JAN 4Q2. The hearing is organised by AGRI Committee in association with
PETI, ENVI and ITRE. PETI members were encouraged to take part in the hearing.

Decisions: The petition stays open pending further information from the Commission
on the ECJ ruling. The petitioner is to be informed.
Free movement of goods
6. Petition 1281/2012 by B. R. (German) on provisions banning discounts for medicines
supplied to patients in Germany.
Speakers: Katja Friedrichsen (EC, DG GROW).
Decisions: The petition shall remain open pending further information from the
Commission on the future developments.

7. Petition 2545/2013 by John Hildebrand (German), on unequal treatment of a German
student in the Netherlands.

Decisions: The petition stays open, pending further information from the Commission
on the ECJ ruling.
Agriculture – Health
8. Petition 1071/2012 by Bernhard Kletzenbauer (German) on genetically modified
organisms (GMOs)
Speakers: Dorothée André, DG SANTE, Sofia Sakorafa, Eleonora Evi, Janusz
Wojciechowski and Peter Jahr.
Decisions: The reply by EC will be submitted to the petitioner. The Committee noted
that GMOs constitute a broad area, which has to be followed by different means and
levels inside the EU. The petition was closed.

10. Chair's announcements concerning Coordinators' decisions
The Chair informed the decisions taken by the Coordinators.
1) Draft agenda for June
The draft agenda for 22-23 June 2015 was adopted.
2) Reports and opinions
Prof. Marias (ECR) was appointed of as PETI rapporteur for Opinion on Cross-Border
recognition of adoptions (lead committee: JURI).
Coordinators also mandated the secretariat to liaise with the JURI secretariat to
prepare a proposal for a Workshop on international adoptions, including forced
adoptions in the UK, after a study on this issue has been published.
3) Contested recommendations
Decision on contested recommendations was postponed to the next meeting on 22-23
June 2015.
4) Requests for the urgency procedure
Coordinators decided to put the petition 1772/2012 (stolen babies in Spain) and other
petitions of the same topic on the agenda in September 2015. The secretariat will
identify and group all them for September meeting.
Petition 2689/2014 (thalidomide cases in Spain) will be put on the agenda in July
2015.
5) Fact finding visits
Coordinators decided to request for an authorization of the Conference of Presidents
for a Fact-Finding Visit to the UK in the second half of 2015 on Child protection
issues. They also agreed on a visit to Spain in early 2016, on the Ebro River and Tajo
River environmental management and plans systems. Decision on a possible FFV to

Ireland will be taken in a subsequent meeting.
6) Follow-up to petitions on fraudulent practices of Spanish banks
It was agreed to make a request to the CoP to place to the plenary agenda an Oral
Question on the fraudulent practices of Spanish banks.
The draft Oral Question will be put to the committee agenda for adoption on 22-23
June 2015.
It was also decided to send a letter to the National banking Authority of Spain on the
same issue.
Mr Jahr (EPP) announced that his group opposed the suggested Oral Question.
7) PETI Web portal
Coordinators heard an update on the status and the forthcoming development process
concerning the PETI Web portal, which was launched in November 2014. The
secretariat was thanked for the work already done.
8) Administrative law working group
Coordinators decided to mandate Ms Estaras Ferragut (EPP) to represent the
Committee in the Administrative Law Working Group set up by JURI, and Ms
Becerra Basterrechea (ALDE) to be a substitute member.
9) Any other business

11) New PETI guidelines
It was decided that a) the coordinators would submit to the secretariat their
amendments to the draft guidelines in writing by 28 May 2015, b) the first
consideration on the draft guidelines would take place in the meeting of 22-23 June
2015 and c) the new guidelines would be adopted by PETI in the meeting of 14 July
2015.

in cooperation with the Commission. The proposed working group on this issue was
postponed until the new Committee guidelines have been adopted. It was also decided
to send a letter to the German Bundestag, and government.
