A1 (1) Total production of News print paper, Printing & Writing coated & Uncoated Paper, Paper & Paper Board Coated & Uncoated : Duplex & testliner & Tissue paper from waste Paper shall not be exceed 2,40,000 MT/Annum.

A2 (3) The fresh water requirement shall not exceed 4865 KL/day for the proposed project and it shall be met only through water supply from the GIDC Metering of water shall be done and its records shall be maintained. No ground water shall be tapped in any case for meeting the project requirements.

Imported coal 1,06,500 TPA or Mixture of fuel (Lignite: 1,36,500 TPA & Imported coal : 1,06,500 TPA) shall be used as a fuel in 60 TPH AFBC Boiler of CPP. Minimum 20% of Imported coal shall be used in mixture of fuel with lignite. 100% Lignite shall not be used in any case.

Proponent proposes to generate the energy from the Solid & Hazardous waste generated during the process into a fuel source. For the same purpose 1 Nos. of Waste to energy boiler with capacity of 14 TPH will be proposed.

A4 (37) ETP Sludge shall be sent to Common TSDF for its disposal.

ETP Sludge shall be used as fuel in waste to energy boiler.

A4 (42) De-inking sludge generated from the paper manufacturing shall be sent for co-processing & use as alternate fuel.

1.0 INTRODUCTION

Mehali Papers Pvt. Ltd. is a newly established firm contemplating a Recycled Paper Industry along

with a captive power plant (CPP). The promoters are past owners of Ruby Macons Ltd. (RML), which

recently completed more than 30 years in Paper industry. RML is the largest manufacturer of Kraft

Paper in India. It has also supplied 99 complete paper projects in India from its engineering division.

Due to the profitable growth and the success story of Ruby Macons, a U. S. based company

MeadWestvaco (MWV) acquired RML in December 2012.

Thus, Mehali Papers Pvt. Ltd. envisages a very successful business and best-in-class operation that

boasts advanced operational and technical leadership, strong brand awareness and reputation

among converters and brand owners. The products, relationships and long market leadership of the

promoters along with their past projects shall be leveraged together with the strong technical and

management teams for the successful implementation of the proposed project.

The nature of the products being recyclable, reflect the commitment of Mehali Papers Pvt. Ltd.

towards Environmental Awareness. In addition to this, every step in the production process – from

use of highest quality substrates and materials in the packaging solutions, to a design and printing

process that ensures faithful reproduction of the customers’ brands – is optimized to ensure that the

Promoters have clean reputation & experience in the industry and therefore have established a 100%

Recycled based paper manufacturing company in GIDC Dahej, Gujarat.

Environmental Clearance has been obtained for plant located at Plot No. D2/11/B-2, GIDC- Dahej,

Ta: Vagra, Dist: Bharuch for manufacturing of paper along with Coal Based Captive Power plant of 15

MW vide No. SEIAA/GUJ/EC/5(f)/3040/2015 dated 19th August 2015. Existing EC and CCA are

attached as Annexure I. Now, as per the recent market scenario proponent wishes to amendment in

existing environmental clearance by production of only Paper & Paper Board Coated & Uncoated:

Duplex & Testliner. In addition to this proponent also wishes to install the waste to energy boiler

which will utilize hazardous waste generate during the process as a fuel. Due to proposed

amendment no additional pollution load will be generated in terms of Air, water and Hazardous waste

generation.

2.0 PROJECT DESCRIPTION

2.1 Location of Project

The project site falls in Dahej GIDC region of Bharuch district and is located at 21°44'9.23"N latitude

and 72°37'53.18"E longitude. Nearest railway station from the project site is Bharuch railway station

which is approximately 40 km away from the project site.

The site is connected by road with State Highway (SH) No. 6 which is at 2 km (approx.) from the

project site and National Highway (NH) No-8 which is around 40 km from the project site. The nearest

town from project site is Bharuch at a distance of 40 km. Bharuch district has many large, medium

and small scale industries and is referred as a model Industrial Estate for other Industrial Districts.

2.2 Product Description

The unit has obtained Environmental clearance for the manufacturing of News print paper, Printing

and Writing Paper, Paper Board (Coated/Uncoated) and Tissue paper from waste paper. The total

quantity of paper produced is 2,40,000 MTA along with 15 MW CPP. The unit had obtained CCA for

the manufacturing of 1,50,000 TPA Paper & Paper Board Coated & Uncoated: Duplex & Testliner

alongwith 10 MW CPP.

Looking to the present market scenario, proponent wishes to manufacture only paper and paper

board product instead of producing News-Print Paper, Printing & Writing Coated & Uncoated Paper

and Tissue Paper, but due to proposed amendment overall production capacity will not change from

existing EC.

In same lines unit has obtained EC for 15 MW coal based CPP (with 80 TPH boiler) but in proposed

amendment unit will install waste to energy boiler with 1.5 MV (with 14 TPH boiler), hence power

plant capacity will be decrease by 3.5 MW compare to existing EC.

2.3 Raw Materials

Most of all raw materials required for manufacture of paper are in solid form. It is stored at normal

pressure, room temperature in raw material storage area. Raw materials to be required for production

are being either purchased from local market or from outside the Gujarat state and it shall reach to

factory premises by road. Quantity of raw materials required and its source are mentioned in Table

1.3.

2.4 Manufacturing Process

Raw Material (Stock) Preparation :

The White fiber is achieved by forming a sheet of using white based raw material which is waste

papers like old newspapers, office waste & magazines etc. The same can be de-inked if required.

The waste paper is normally received in the form of bales and fed in to the conveyor for Pulping. This

is a process of adding water and waste paper under an aggressive rotor which turns the waste paper

into pulp. After this process the pulp would be reduced to 4% Consistency, meaning 4% solids and

balance is water. Once the raw material is available as pulp it needs to be cleaned in order to have a

clean sheet of paper board. The typical contaminants in waste paper bale are glass, metal, plastic,

wood, sand & cloth etc. The standard process consists of first screening through holes of typically 1.2

to 1.8 diameters. The rejects from such holes are taken in to a reject handling screen where there are

washed free of fiber as much as possible, balance is rejected and has to go to a land fill or co-

incineration site like Cement Industry. The accepts are still not good enough to go on a paper

machine. These are then passed through slot screening system of typically 0.15 mm. Again the rejets

are rejected after processing in a rejects screen and the accepts are now generally quite clean

excepting some sand or heavy particles which are smaller than the slot size. After this process the

stock is thickened, heated & disperged between a very controlled gap between two metal discs. This

process reduces the visibility of large dirt to smaller dirt. The pulp stock is then thickened a

consistency where it can be sotred in a tower and then be used on the paper machine. All these

screening and cleaning systems can have up to four stages depending on the capacity of the

processing line and the type of fiber and out throws.

Board Machine:

Once the various pulps stocks are ready, the paper machine is like a production line. Four different

head boxes lay the pulp stock on wires at consistency of around 0.5%. The water is drained by

drainage elements by gravity and then by vacuum. All the water that is removed is recycled back to

the silo and used to dilute the incoming stock of stock preparation which is at 4% consistency. When

the sheet reaches around 20% consistency the sheet is transferred to the press section. Here the

sheet of paperboard is pressed between two solid rolls with felts running in between. The water

removed by this pressure stays with the felts and the sheet can reach up to 45% solids at the end of

two or three presses. Now, the balance water in the sheet can only be removed by evaporation. So

the sheet is transferred to the dryer section which is steam heated. Once the paper reaches the

targeting dryness of 93%, the sheet is passed through size press where starch solution is applied on

both sides to increase the physical strength of the board. This is then dried again in post dryer

section. After this the sheet is calendared between two hard rolls to get additional smoothness. Once

sheet is smooth, three stage coatings are applied. The Finished board is wound on a reel and then

taken into the finishing section and cut to size of the customer needs in a winder and/or sheet cutter.

The product is then packaged by shrink wrapping or palletized for shipment to customer.

3.3 Water Requirement

Total water requirement granted in existing Environmental Clearance is 4865 KLD. The unit has

already obtained permission from GIDC for the 4000 KLD. A copy of permission is attached as

Annexure:IV.

Due to less production in existing premises, current average water requirement is about 3000 KLD,

After proposed amendment total water requirement will be 3830 KLD, which is very much less than

granted permission. Thus, Water consumption will be reduced. Daily water requirement during the

operation phase for both existing as well as proposed amendment is tabulated below:

4.0 POLLUTION POTENTIAL AND ITS CONTROL MEASURES

Based on the overall process study/ manufacturing details, etc. following are the details of pollution

potential v/s. mitigation measures proposed by the company in areas of wastewater management, air

pollution, hazardous waste handling and management respectively as per the details given below:

4.1 Waste Water Generation

As per EC condition, we are allowed to discharge 2722 KLD of wastewater to GIDC drainage

after treatment. Currently we are discharging 2500 KLD of wastewater to GIDC underground

drainage-Dahej Vilayat pipeline up to sea after adequate treatment. After proposed

amendment we will discharge 2722 KLD of wastewater to GIDC drain hence wastewater

discharge will not increase due to proposed amendment.

Currently, 2500 KLD of industrial effluent is sent to ETP for primary, secondary and tertiary

treatment. After treatment the treated effluent i.e. 50 KL/day is used for gardening purpose

within premises and 50 KLD is used for sprinkling on coal storage and rest 2400 KLD is sent

for disposal into GIDC underground drainage-Dahej Vilayat Pipeline/Common Disposal

System up to the sea.

After proposed amendment, 2822 KLD of industrial effluent will be treated in existing ETP.

After treatment the treated effluent i.e. 50 KL/day is used for gardening purpose within

premises and 50 KLD is used for sprinkling on coal storage and rest 2722 KLD is sent for

disposal into GIDC underground drainage-Dahej Vilayat Pipeline/Common Disposal System

up to the sea, hence overall quantity of wastewater discharge to GIDC drain will remain same.

Due to proposed amendment overall wastewater generation will be decrease and hence

existing ETP is adequate for the treatment of effluent for proposed amendment.

Currently, domestic effluent is discharged into septic tank/soak pit system after proposed

amendment we will provide Sewage Treatment Plant (STP) and treated sewage will be used

for gardening/Toilet flushing purpose.

Effluent Treatment Plant

Effluent generated from the various paper making process will be treated in adequately designed

effluent treatment plant with capacity of 3000 KLD. The treated water will be disposed to the Arabian

Sea through GIDC disposal pipeline.

Water will be generated from the Paper Machine showers, pump gland sealing, edge trims &

chemical preparation. All excess water from the paper machine will be pre-treated on a Disc Filter.

Fibers separated from disc filter will be used back on the paper machine and the clear water will be

used in the dilution of the waste paper pulping.

The generation of wastewater from stock preparation section will be taken into a DAF. The sludge will

be taken to a primary sludge handling system for thickening. De-Inking Sludge, screen rejects etc will

be taken to a separate sludge thickener. The filtrate from the sludge thickener will be taken into a

Dissolved Air Flotation (DAF) where the generated sludge will be again taken into the primary sludge

handling system. The clear water will be mixed with the Primary clarifier water and taken into an

aeration basin. This would be followed by a secondary clarifier. The treated water from clarifier will be

discharged to GIDC drainage pipeline going to Arabian Sea. The sludge from the clarifier will be

recirculate and excess bio-sludge will be thickened and disposed into a solid waste disposal site or

incinerated in a Cement Plant.

4.3 Air Emission

The unit has installed 60 TPH capacity of steam boiler. Coal and/or lignite have been used as a fuel.

80 meters chimney has been provided to the boiler. There are 1 No. numbers of 500 kVA and 1 Nos.

of 1500 kVA D G set has also been installed as stand by. 30 meters height of chimney has been

provided to each DG set

Now, Proponent proposes to generate the energy from the Solid & Hazardous waste generated

during the process into a fuel source. For the same purpose 1 Nos. of Waste to energy boiler with

capacity of 14 TPH will be proposed. Details of the Air emission is mentioned in Table below:

5.0 BUDGETARY PROVISION FOR ENVIRONMENTAL MANAGEMENT PLAN

To achieve the prescribed norms for water, air and waste it is necessary to operate the EMP

regularly. The budgetary provision made for environmental management is briefly illustrated in table

5.1 below:

6.0 HEALTH, SAFETY & ENVIRONMENT

The company is very much concerned in terms of health, safety and environment protection. The

company shall devise a ‘Health, Safety & Environment Policy’ for taking care of the health and safety

of its employees.

The following key safety measures is already a part of the Health & Safety policy of the company and

same shall be followed after Amendment:

1. Safety Training is provided to the employees.

2. Safety Sirens with Alarm System in case of emergency is provided.

3. Emergency Control Room is established.

4. Assembly point is provided.

6. Fire Extinguishers are provided.

7. Mock drills are periodically conducted and factors like response time are also evaluated.

8. Fire squad team is formed for handling any emergency situation & regular training of squad team is

conducted.

10. Personal protective gears and equipment are provided to the employees.

11. Safety/ Health records and MSDS are maintained.

Company is aware about the issues of Occupational Health and Safety of the employees. All the

necessary measures are planned for Occupational Health of the employees. Routine medical

examinations of personnel are carried out as a systematic program on a regular basis. Safe

Operating Procedures (SOP) for different works/activities are in place. Safety details for different

activities and manual material handling shall be provided to the workers. Medical surveillance for the

workers working in high risk zone is carried out regularly and annual report of health status of

workers for the same are maintained.

A.2 WATER:

3. The fresh water requirement shall not exceed 4865 KL/day for the proposed project and it shall be met only through water supply from the GIDC.

Metering of water shall be done and its records shall be maintained. No ground water shall be tapped in any case for meeting the project requirements.

• The water requirement for the project is met by the GIDC supply available at the site.

5. Treated effluent shall be reused/recycle to the maximum extent and remaining shall be disposed off to the Arabian Sea through GIDC disposal pipeline. Final disposal quantity shall not exceed 2722 KL/day.

8. No bypass line or system, or loose or flexible pipe shall be kept in the CETP.

• We have provided fixed line in the ETP with appropriate metering facilities.

9. All the chemicals and nutrients required to be added / dosed in any CETP unit shall be added by using "Metering Pumps" only.

• We have provided pumps along with metering facilities to add/dose chemical and nutrients in ETP.

10. The unit shall provide a Guard Pond / Treated Effluent Storage Tank of adequate capacity within the premises. The unit shall also provide visible outlet outside the factory

premises in such a manner that appearance of free fall of treated effluent discharge can be seen by any one from outside of the factory premises.

• Our final discharge point outside the factory is in a manner to be visible by any one from outside of the factory premises.

11. The unit shall provide on line pH meter, flow meter & TOC / COD meter for online monitoring of the treated effluent. An arrangement shall also be made for reflecting the online monitoring results on the company's server, which can be accessed by the GPCB on real time basis.

14 Rain water harvesting of rooftop rain water shall be undertaken as proposed in the EIA

report of the project and the same water shall be used for the various activities of the project to conserve fresh water as well as to recharge ground water through percolation wells. Before recharging the rain water, pre-treatment must be done to remove suspended matter.

• We have planned for rain water harvesting of rooftop.

15. The unit shall join and participate financially and technically for any common environmental facility / infrastructure as and when the same is taken up either by the GIDC or GPCB or any such authority created for this purpose by the Govt. / GIDC.

• We agree to participate in the same when asked for.

A.3 AIR:

16. Imported Coal 411 MT/day or Mixture of fuel (Lignite: 422 MT/day & Imported Coal: 105 MT/day) shall be used as a fuel in 80 TPH AFBC Boiler of CPP. Minimum 20% of imported coal shall be used in mixture of fuel with Lignite. 100 % Lignite shall not be used in any case.

21. Lime stone injection technology shall be adopted to control SO2 and it shall be ensured that SO2 levels in the ambient air do not exceed the prescribed standards.

• We are using a blend of Imported Coal and Lignite such that there is no need for limestone injection. Details of blending/consumption provided in compliance of condition no. 16.

22. The company shall prepare schedule and carry out regular preventive maintenance of mechanical and electrical parts of ESPs and assign responsibility of preventive maintenance to the senior officer of the company.

• We carry out regular preventive maintenance of mechanical and electrical parts of ESPs.

23. HSD to the tune of 400 Lit/hr shall be used as a fuel in stand-by D.G.Set (2 MW).

• We have installed D.G.Sets as a stand by arrangement.

• HSD @ 400 Lit/hr. is used as fuel, when required.

• Acoustic enclosure is provided to D.G.Sets to mitigate the noise pollution.

• 30 meter common stack height is provided.

24. The flue gas emissions from DG set shall be dispersed through adequate stack height as per CPCB standards. At no time, the emission levels shall go beyond the stipulated standards. Acoustic enclosure shall be provided to the DG sets to mitigate the noise pollution.

25. The air pollution control equipment’s / systems shall be operated efficiently and effectively to achieve the norms prescribed by the GPCB at vent / stack outlets.

• Online monitoring system is installed on ESP and 3rd party monitoring report details provided in compliance to condition no. 20.

26. The DCS system shall be suitably programmed to ensure that as & when the SPM emission from the flue gas stack exceeds 150 mg/m3 the steam Boiler shall shut down automatically and an interlocking system shall be adopted for ensuring this purpose.

• We have provided PLC system to the online monitoring system to track SPM emission.

27. Online monitoring system shall be installed to monitor the SOx, NOx and SPM in the flue gas stack. An arrangement shall also be done for reflecting the online monitoring results on the company's server, which can be assessable by the GPCB on real time basis.

28. Adequate storage facility for the fly ash in

terms of closed silos shall be provided at site. No ash pond shall be constructed.

• We have provided pneumatic dense phase conveying system for transfer of ash to silos.

29. Handling of the fly ash shall be through a closed pneumatic system.

30. Ash shall be handled only in dry state. • As above.

31. The unit shall strictly comply with the Fly Ash Notification under the EPA and it shall be ensured that there is 100% utilization of fly ash to be generated from the unit.

• The fly ash is being sent to M/s. Ambuja Cement.

• Letter of intent of M/s. Ambuja Cement for fly ash is attached as Annexure-11.

32. The fugitive emission in the work zone environment shall be monitored. The emission shall conform to the standards prescribed by the concerned authorities from time to time (e.g. Directors of Industrial Safety & Health). Following indicative guidelines shall also be followed to reduce

the fugitive emission.

➢ All handling & transport of coal & Lignite shall be exercised through covered coal conveyors only.

• Transportation of coal & Lignite is carried out through covered truck.

• Closed conveyor system is provided for the handling of coal.

➢ Enclosure shall be provided at Coal/Lignite loading and unloading operations.

• Coal crushing is carried out in closed building.

• Loading/ unloading is done by automation through closed hoppers

➢ Water shall be sprinkled on Coal/Lignite stock piles periodically to retain some moisture in top layer and also while compacting to reduce the fugitive emission.

• Water sprinkling arrangement is in place to reduce fugitive particulate emission from the coal & ash storage area.

➢ All transfer points shall be fully enclosed. • All transfer points are enclosed wherever possible.

➢ Adequate dust suppression/extraction system at crusher house as well as for the Coal/Lignite stock yard and other vulnerable areas shall be provided to abate dust nuisance

• Coal crushing is carried out in closed building.

• Dust extraction system is also provided in crushing area.

➢ Accumulated coal dust /fly ash on the ground and other surfaces shall be removed/ swept regularly and water the area after sweeping.

• Regular cleaning/ sweeping is carried out at the coal/ ash handling areas. No water is used.

➢ Internal roads shall be either concreted or asphalted or paved properly to reduce the fugitive emission during vehicular movement.

• We have provided concrete road within the company premises.

➢ Air borne dust shall be controlled with water sprinklers at suitable locations in the plant.

• Water sprinkling arrangement is in place to reduce particulate emission from the coal & ash storage area.

33. Third party performance evaluation of the air pollution control systems including ESP shall be carried out at least once in a year to check its performance and efficiency through a reputed institute / organization like NPC, L.D. College of Engineering -Ahmedabad or such other institutes of similar repute, and its records shall be maintained.

34. Regular monitoring of ground level concentration of PM2.5, PM10, NOx, SO2, HC, CO & VOC shall be carried out in the impact zone and its records shall be maintained. Ambient air quality levels shall not exceed the standards stipulated by the GPCB. If at any stage these levels are found to exceed the prescribed limits, necessary additional control measures shall be taken immediately. The location of the stations and frequency of monitoring shall be decided in consultation with the GPCB.

• Ambient Air monitoring is done by NABL accredited M/s Precitech Laboratories Pvt. Ltd.

A. 4 SOLID/ HAZARDOUS WASTE

35. The company shall strictly comply with the rules and regulations with regards to handling and disposal of Hazardous waste in accordance with the Hazardous Waste (Management, Handing and Trans- boundary Movement) Rules 2008, as may be amended from time to time. Authorization from the GPCB shall be obtained for collection / treatment / storage / disposal of hazardous wastes.

• We have provided adequate storage area within the company premises for the storage of generated hazardous/non-hazardous waste.

• Also we have obtained CC&A from the GPCB for collection / treatment / storage / disposal of hazardous wastes.

• Copy of CC&A is attached as Annexure-15.

36. Hazardous waste sludge shall be packed and stored in separate designated hazardous waste storage facility with impervious bottom and leachate collection facility, before its disposal.

• We have provided adequate storage area within the company premises for the storage of generated hazardous/non-hazardous waste.

• Also we have obtained CC&A from the GPCB for collection / treatment / storage / disposal of hazardous wastes.

• Copy of CC&A is attached as Annexure-15.

37. ETP sludge shall be sent to the Common TSDF for its disposal.

• ETP sludge is sent to the Common TSDF for its disposal through manifests.

• Membership certificate of TSDF is attached as Annexure-9.

38. The used oil shall be sold to only to the registered recyclers/ redefines.

• Used oil is not generated so far and we have not sent to any recyclers.

39. The discarded containers / barrels / bags / liners shall be sold only to the registered recycler after decontamination.

• Presently the discarded containers / barrels / bags / liners are stored in designated storage area.

43. The fly ash shall be supplied to the manufacturers of fly ash based products such as cement, concrete blocks, bricks, panels, etc. The unit shall strictly comply

with the Fly Ash Notification under EPA and it shall be ensured that there is 100% utilization of fly ash to be generated from the unit.

44. Non-recyclable plastic waste and other solid waste generated from the process shall be sent for co-processing & use as alternate fuel.

A.5 SAFETY:

46. The project management shall strictly comply with the provisions made in the Factories Act, 1948 as well as Manufacture, Storage and Impact of Hazardous Chemicals Rules 1989 as amended in 2000 for handling of hazardous chemicals.

A.6 NOISE

66. To minimize the noise pollution the following noise control measures shall be implemented:

A.7 GREEN BELT AND OTHER PLANTATION:

68. The unit shall develop green belt in at least 68000 sq. m area within the premises. Green belt shall comprise of rows of varying height tall native trees with thick foliage in the periphery of the factory premises.

69. The unit shall also take up adequate plantation at suitable open land on road sides and other open areas in nearby villages or schools in consultation with the Gram Panchayat / GPCB and submit an action plan for the same for next three years to the GPCB.

B. OTHER CONDITIONS:

70. In the event of failure of any pollution control system adopted by the unit, the unit shall be safely closed-down and shall not be restarted until the desired efficiency of the control equipment has been achieved.

Effluent generated from the various paper making process treated in adequately designed effluent

treatment plant with capacity of 3000 KLD. The treated water disposed to the Arabian Sea through GIDC

disposal pipeline. Water generated from the Paper Machine showers, pump gland sealing, edge trims &

chemical preparation. All excess water from the paper machine is pretreated on a Disc Filter. Fibers

separated from disc filter used back on the paper machine and the clear water used in the dilution of the

waste paper pulping.

The generation of wastewater from stock preparation section taken into a DAF. The sludge taken to a

primary sludge handling system for thickening. De-Inking Sludge, screen rejects etc are taken to a separate

sludge thickener. The filtrate from the sludge thickener taken into a Dissolved Air Flotation (DAF) where the

generated sludge again taken into the primary sludge handling system. The clear water mixed with the

Primary clarifier water and taken into an aeration basin. This would be followed by a secondary clarifier.

The treated effluent (i.e 2722 KLD) from clarifier is discharged to GIDC drainage pipeline going to Arabian

Sea.(unit has already obtained permission for disposal of treated effluent from GIDC) The sludge from the

clarifier recirculated and excess bio-sludge thickened and disposed into a solid waste disposal site or

incinerated in a Cement Plant.
