As you know, early in 1996 the Con- servancy sought and received a letter from this Council supporting the inclu- sion of a line-item $4 million in LA County Measure A for the acquisition of “critical natural lands and wildlife habitat in the vicinity of Portuguese Bend for preservation as open space.” That letter, noting your unanimous ap- proval, was signed by you, Mayor Lyon, when you last served as Mayor. Just a bit more to go and our commu- nity will have as its centerpiece nearly 1,000 acres of permanently preserved, contiguous open space—an area truly unique in the South Bay with a beauty and serenity unparalleled in all of Los Angeles County. I know that one issue likely to arise in discussions tonight will be the costs of maintenance, trail construction, liabil- ity, and the like on this parcel. As we have done before, I would like to offer our organization’s services to the city. Preservation ofOpen Spaces--

A Statement ofPurpose

The Palos Verdes Pen-insula Land Conservancyis a nonprofit, non-politi-cal, public-benefit corpo-ration formed to preserveundeveloped land in per-petuity as open space forhistorical, educational, ecological, recreationaland scenic purposes.

A diverse group of vol-unteers from the South Baymakes up the PVPLC'smanaging Board of Direc-tors and its adjunct advi-sory board. These privatecitizens have been drawntogether by their belief thatopen space is crucial tothe well-being of our com-munity.

Land acquisition by thePVPLC is through pur-chase and gift. In additionto the good will engen-dered by gift giving, land-owners and others who do-nate land or funds to thePVPLC may realize sig-nificant tax benefits.

SOC II Proposes Preservation of City Hall Site

Save Our Coastline II has proposed tothe Rancho Palos Verdes City Coun-

cil that natural areas around the 77-acreRancho Palos Verdes City Hall site bemaintained and enhanced for passive rec-reational purposes. The plan includestrails, restoration of native habitat, andexhibits profiling the Native Americanand military history of the site.

The City Council directed that the pro-posed use of the site be included amongthe options discussed in the Environmen-tal Impact Report (EIR) for the LongPoint site. The owners of Long Point

have proposed to use a portion of the CityHall site for golf holes and a driving range.

Information on the SOC II proposal canbe found at their web site,www.palosverdes.com/socii or by callingDena Friedson at (310) 378-2835. Printedversions of the Long Point EIR are availableat Peninsula libraries and the Conservancy’soffice. The EIR is also available at theRancho Palos Verdes web site,www.palosverdes.com/rpv.

The City is soliciting comments on theEIR from the public and public hearing onthe document will be held later this year.

Longtime Board Members Servis and Randall Depart

Board Member and Vice PresidentKen Servis of Rolling Hills Estates

and Eric Randall of Rancho Palos Verdeshave departed our Board.

Ken joined the Board in 1996 andbecame vice president in 1997. He wasone of the principal negotiators in dis-cussions which led to acquisition of theForrestal property by Rancho PalosVerdes in 1996. Before joining ourBoard, Ken worked with the Conser-vancy as Mayor of Rolling Hills Estatesand was instrumental in the 1993 acqui-sition of what is now the Linden H.Chandler Preserve. We will miss Ken’sgood judgment and enthusiasm.

Eric joined the Board in 1997 andplayed a key role in the evolution of the

Conservancy’s management plan for theForrestal property in Rancho Palos Verdes.Eric also served as a Conservancy repre-sentative to the Rancho Palos Verdes Rec-reation and Parks Subcommittee workingto draft a management plan for the prop-erty.

We sincerely appreciate Eric’s assis-tance with the Forrestal property, his ser-vice as a walk leader for our Nature Walkprogram, his leadership with the SilverSpur Canyon acquisition effort, and hisassistance in numerous other activities.

Noel Park and Douglass Stewart alsodeparted our Board late last year. Whileboth served only a short time, we appreci-ate the perspective that these two business-men brought to us and wish them well.

Board Elects Four New Members

A t its December meeting, theConservancy’s Board of Direc-

tors elected four new members: BruceBiesman-Simons of San Pedro, DonCrocker of Rolling Hills, LeahMarinkovich of Rancho Palos Verdes, and Bill Swank of Rancho PalosVerdes. The four replace outgoingBoard members Douglass Stewart, EricRandall, Ken Servis, and Noel Park.

Bruce Biesman-Simons is an ar-chitect and principal at Biesman-Simons Architecture, where he hasbeen involved in a number of projectsthroughout the United States.

A San Pedro resident since 1981,Bruce is currently a Board memberand vice president of the PalisadesResidents Association. He was ap-pointed in 2000 to serve on the WhitePoint Nature Preserve Steering Com-mittee. In this capacity, he has do-nated design services for the MasterPlan for the 102-acre parcel.

He has also provided volunteer con-sulting services for Richstone FamilyCenter in Hawthorne. He attended theUniversity of Cape Town, South Af-rica, and graduated from the SouthernCalifornia Institute of Architecture.

Leah Marinkovich is a 35-yearPeninsula resident and graduate of SanPedro High School. She is a licensedrealtor who has been very active in thecommunity.

Leah is vice president of the RollingHills Riviera HomeownersAssociation’s Board of Directors, andco-founder of the Friends of WhitePoint, the community organizationwhich advocated the preservation ofthat San Pedro parcel.

Leah is currently a member of theWhite Point Steering Committee, which is charged with developing amaster plan for the property; is parlia-

mentarian for the Dapplegray Elemen-tary School PTA, and serves on theSchool Site Committee for DapplegrayElementary School.

Stanford graduate and retired attor-ney Don Crocker was regional direc-tor of the Federal Savings and LoanInvestment Corporation (FSLIC) andhas worked for years dealing with is-sues related to raw land and troubledproperties.

Don served two terms on the Roll-ing Hills City Council and was mayortwice. He was president of the LosAngeles Council of Boy Scouts, presi-dent of Goodwill Industries of South-ern California, and Chair of the Boardof Visitors for the Stanford Law School.Since his retirement, he has taken anactive interest in developing his pleinair painting skills.

Don’s interest in the Conservancyfollows naturally from his love of theoutdoors. “I have taken many trips tobeautiful places with the Boy Scoutsand Sierra Club. We have a unique andbeautiful place right here. If we canpreserve and enhance it, what a greatthing for our community.”

Bill Swank is an attorney and part-ner at Brobeck, Phleger and Harrisonwhere he specializes in environmentaland toxic tort litigation. Bill and hiswife Lynn moved here from SanMarino and have been Peninsula resi-dents for 6 years—“relative newcom-ers,” he says.

Bill became interested in the Con-servancy after he met a number ofpeople connected with the organiza-tion and found them to be a very inter-esting and diverse group. “ I live on theless developed side of the Peninsula,so I am particularly attuned to issueswhich affect the open space that re-mains. I particularly like the free mar-ket approach the Conservancy uses topreserve land.”

Lynn is docent at the Pt. VicenteInterpretive Center and member of LasCandalistas.

We are pleased to welcome Bruce,Leah, Bill and Don to the Board. Ourcommunity is truly fortunate that suchfine individuals are willing to donatetheir time to open space preservationand management.

landowners, municipalities, and non-profit organizations.

The third card in our deck is theForrestal property. Brokered by theConservancy and acquired by the Cityof Rancho Palos Verdes in 1996, to-day this 160-acre property has a com-

pleted managementplan, but little habi-tat improvement orrecreational en-hancement has oc-curred.

The Conservancyhopes to secure amanagement agree-ment with RanchoPalos Verdes that

would both save cityfunds and bring ourstewardship exper-tise to bear on theproject.

While the landwas acquired forconservation pur-poses, the manner in which it will beultimately managed remains open.Once a management agreement iscrafted, we can begin the process ofattracting the necessary funds.

The fourth card is the former 53-acre LA County property ShorelinePark, whose future was uncertain foryears until Supervisor Don Knabe re-sponded to community desires andhelped effect transfer to Rancho PalosVerdes. The Conservancy played acritical role in the acquisition of thisparcel and we hope eventually to be

involved in its management and res-toration.

Younger yet in its conservationlife is our 102-acre White Pointproject in San Pedro, dedicated as anature preserve in May 2000. TheConservancy is working with the Cityof Los Angeles to develop a manage-ment plan for the property, a criticalstep in the evolution of this formermilitary site. In the interim, the Con-servancy has urged the City to donatea conservation easement on the prop-erty so that its conservation futurewill be guaranteed. Early responsesare positive.

The last card is the conceptual Por-tuguese Bend Nature Preserve. To-taling approximately 1000 acres, thisis the largest natural area remainingin south LA County. Many hurdlesremain as we work to establish theconservation future of this remark-able property, but with the help of ourcommunity, we are confident this vi-sion will materialize.

Your contributions and ongoingsupport are essential tokeeping the Conser-vancy in a strong posi-tion during this criticalperiod. Our fundingneeds will be signifi-cant in the monthsahead, but dollars insupport of this effortare dollars wisely in-vested.

Our organization hasshown through a seriesof successively moreambitious and success-ful projects that we areuniquely positioned to

draw together individuals from thepublic and private sectors.

With our nonpolitical philosophyand our charitable status, the Conser-vancy is the essential bridge joiningthe many widely varying intereststhat share a stake in a conservationoutcome for Portuguese Bend andthe Peninsula.

Thank you so much for your pastsupport. It is going to make all thedifference as we add the last majorcard to our conservation deck.

Hard to imagine, but it's been almost a year since I started with

the Land Conservancy, lured by thebreathtaking beauty of the PalosVerdes Peninsula and the challengeof saving the last great natural area ofsouthern Los Angeles County.

As I’ve becomemore familiar with ourwork, it occurred to methat taken together ourprojects constitute avirtual movie depict-ing the evolution of aconservation project. Ifwe could take a snapshot of each of our ma-jor projects today andput them in a flip-deck,we could view thetime-lapse scenarios ofa successful conserva-tion project.

The first card in ourdeck is the Lunada Canyon Pre-serve. This developable 20-acre par-cel was donated to the Conservancyby the E.K. Zuckerman family in1992. Since that time, we’ve com-pleted a survey of the plants andanimals living there, developed amaster plan for the site, and havebeen using volunteer assistance toimplement the plan. This site hasalso been a favorite part of our edu-cation program, regularly visited by3rd and 4th grade students from anearby school.

The second card, the Linden H.Chandler Preserve, was also anearly success of the PVPLC and isthe most mature in terms of restora-tion. Acquired in partnership withRolling Hills Estates using LACounty Measure A funds, and fi-nanced in part through a donation bythe Chandler family, this project hasbenefited from nearly eight years offocused effort and nearly $250,000invested to restore habitat and im-proved recreational amenities for hik-ers and equestrians.

Last spring, we released over 300Palos Verdes Blue Butterflies on theproperty, a milestone in urban con-servation. This project has demon-strated conclusively the benefit ofstrong partnerships between private

Entryway Beautification Project Underway at White Point Nature PreserveBy Loren Deroy, White Point Project Leader

I t is amazing what canbe accomplished when

the community comes to-gether in support of openspace preservation! TheWhite Point Nature Pre-serve Entryway Beautifi-cation Project is one ofthose amazing accomplish-ments.

It began as a grass rootseffort by the Palisades Resi-dents Association andFriends of White Point toclean-up the 102-acre siteby scheduling regular volunteer days.Spearheaded by people such as NoelPark, Leah Marinkovich, BethSohngen and representatives of thePVPLC, these volunteer hours addedup and eventually the group hadenough to apply for a NeighborhoodMatching Grant (NMF) from the City

of Los Angeles. The NMF seeks to create partner-

ships between the City of Los Ange-les and neighborhood-based organi-zations and provides cash grants thatmatch the volunteer commitment. Inour case, this volunteer effort wasawarded $20,000 in grant dollars

from NMF, enough to makea good start on entrywayimprovements. Work onentryway beautification, inthis case an irrigated strip ofnative plant landscapingalong Paseo del Mar, beganin January.

The project could nothave been accomplishedwithout the generous dis-counts given by local busi-nesses for services and ma-terials needed to completethe project within the bud-

get. Our sincere thanks go to LomitaBuilding Materials, Bennett Land-scaping, and Biesman-Simons Ar-chitecture for providing professionalservices and materials at greatly re-duced prices to support the efforts ofthe volunteers and the PVPLC.

Education Program To Reach 900 This YearBy John Nieto, Education Program Director

PVPLC naturalists willinstruct nearly 900 chil-

dren this year in our thirdgrade nature program, which is presented at alltwelve of the PVUSD el-ementary schools plus thenewly added White PointElementary School in SanPedro.

The program includesfour in-class sessions plusa field trip. In-class ses-sions cover various topicsof natural and cultural his-tory of the Peninsula. Special empha-sis is placed on native and non-nativemammals, birds and reptiles foundlocally. Species of interest includethe gray fox, the soaring red tail hawkand the swift blue belly westernfencepost lizard.

On the field trip, each class willjourney to a natural habitat withinwalking distance of their school. Withthe help of parent volunteers, theyexplore the sights, smells and maybeeven the tastes of the remaining na-tive and introduced plant life justaround the corner.

The program includes theNative American, Spanish, and early settler periods ofPeninsula history—fromGabrielinos to Vanderlips. In addition, the children willlearn the geology of the areaby using samples of the vari-ous rocks that have beeninfluential in the formationof the Peninsula: our heavybasement rock Catalinaschist, hard basalt from thepoints, soft shale from thecoves and slippery bento-

nite from the slides. If you would like to volunteer and

become a third grade naturalist or awalk leader for our monthly naturewalks, please contact John Nieto at310-541-7613.

Students Survey Plants at White Point

On November 18, 2000, asite survey was conducted

on the native plant test plot atthe White Point Nature Pre-serve. The survey was per-formed and recorded by stu-dents from Marymount Col-lege under the supervision ofWhite Point Steering Commit-tee member Bruce Biesman-Simons.

The purpose of this surveywas to determine the overallsuccess of the planting and toestablish a baseline from whichto monitor and document thenative plant restoration effort at thissite.

The data collected consisted ofquantifying the number of plants, spe-cies assemblage, plant height and

width, and qualitative observationsregarding the health of plants andsigns of stress. Pictures were alsotaken to document the test plot.

The students performing the sur-

vey noted that the overall healthof the planted area was good. Most of the introduced nativeplants were reported to be ingood health, with several spe-cies flowering.

The native plants appearedto be competing well with thesurrounding non-native veg-etation and the overall cover-age seemed quite good indi-cating a very low plant mortal-ity.

This information is veryvaluable to the White PointSteering Committee and we

are especially pleased whenever weare able to involve students from ourlocal colleges to assist us with projectsof this nature.

“Abalone Cove: An Intimate Portrait” Planned for May

The Conservancy’s fine art showand sale this year will be titled

“Abalone Cove: An Intimate Portrait.”The show opens onMay 5 in the GalleryRoom at the MalagaCove Plaza and contin-ues through May 26.

Once again the showis being organized byartist Rick Humphrey, but for the first time itwill include works fromeight members of thePortuguese Bend Art-ist Colony. “With eightdifferent artists paint-ing the same area undera variety of conditions,it should provide someinteresting compari-sons of style and artis-tic interpretation,” ac-cording to Humphrey

In addition to worksby Humphrey, the showwill include plein airpaintings by DanielPinkham, VickiPinkham, Stephen Mirich, AmySidrane, Thomas Redfield, EvaMatysek, and Kevin Prince.Humphrey, Daniel Pinkham, Mirich,

and Sidrane have exhibited at previ-ous shows.

The Portuguese Bend Artist Colony

chose Abalone Cove as the themebecause they wanted to “increase pub-lic awareness of an area which is oneof the last jewels of the Peninsula.

This cove has remained fairly pristineand has a unique beauty and rugged-ness that is very inspiring,” says

Humphrey.The Artist Colony has

provided the show as away to highlight the natu-ral beauty of the Penin-sula and to raise funds tosupport theConservancy’s missionto preserve natural openspace. “As artists, we tryto capture the beauty andserenity of the Peninsulain our work. We want tobe sure that opportunitycontinues,” explainedHumphrey. “We havebeen pleased that thisshow has been success-ful from all perspectives.”

The show has been con-sistently attended by over1,000 visitors. Art saleslast year raised nearly$8,000 for the Conser-vancy.

The show’s openingreception will be held from 1 p.m. to4 p.m. on Saturday, May 12th. Pleasecome and enjoy some of the finestpaintings of the Peninsula.

Goldie Otters: Celebration of Life 1913-2000By Leah Marinkovich

We remember long-time PVPLC member Goldie Otters with gratitude. A

celebration of her life was held on January11 at the John Olguin Au-ditorium at the CabrilloBeach Marine Aquarium.

Goldie was a championfor countless communityorganizations and causes.Whenever there was an is-sue or project which im-pacted the welfare of thePeninsula and its residents,Goldie was there.

She served on the SanPedro and PeninsulaHomeowners Coalition formany years. She was very concerned aboutthe coke piles on Terminal Island and be-came the catalyst behind the eventual solu-tion of this problem (they were covered). She was at the forefront of saving the salt

marsh at Cabrillo Beach from develop-ment, as well as overseeing the new mu-seum and bathhouse projects.

Goldie worked with theHarbor Free Clinic, SanPedro Bay Historical So-ciety and the Marine Mari-time Museum Boosters. She fought to ensure thekeeper of the Pt. Ferminlighthouse remained onwatch in San Pedro. Shewas an active member ofthe League of WomenVoters and a volunteer atthe United Nations Store.

Goldie loved children.John Olguin remarked about her yearlycontributions for up to 25 students to em-bark upon whale watching trips. She wouldalways go along to share the experiencewith them.

Over the last two decades, Goldie servedon three different task forces concerningWhite Point Park. During this time, shehelped lay the groundwork for the NaturePreserve that exists today. She most re-cently served on the Conservancy’s WhitePoint Steering Committee. We are veryhappy that she was able to celebrate with usthe dedication of White Point Nature Pre-serve last spring.

Service to those in need was her way oflife, humility was her steady demeanor, and she held a deep dedication to the prin-ciple of serving her fellow human kind.

Friends of Goldie Otters who wish todonate in her memory can contribute to thePVPLC White Point Fund, PO Box 3427,Palos Verdes Peninsula, CA 90274. Pleasedesignate that the contribution is in memoryof Goldie Otters.

Special thanks to Loren and CraigDeRoy and to the Lion's Club of SanPedro for their contributions to theGoldie Otters Fund.

Balance Benefits Beaked Beingsby Joseph K. Slap

Birds’ bodies have many aspects toaid them in balanced flight. The

sizes and shapes of the tails and wings, combined with each bird’s distributionof the body mass, adds stability duringflight.

In flying, a bird’s tail is often twisteddownward as well as from right to left, thus providing air pressures which tipand turn the flying bird. By moving theirwings in different ways, birds can shifttheir flight directions easily.

In contrast, cursorial (running) birds, such as ostriches, emus, and cassowaries, have mass centers which would createbalance problems if they were trying tofly.

In such running birds, the femur (whichis the long leg bone) is located close tothe bird’s center of mass, and that featureplus the rotation of the lower part of theleg, gives balance and ease to the birdwhen running. A difference relative tomost bipedal dinosaurs is that such dino-saurs are believed to have had a center ofmass near the hip joint and to have ro-tated the entire limb joint during stride

generation.One idea that supports paleontology’s

popular current theories about the ances-tral relationship of some dinosaurs tomodern birds is the fact that the therapoddinosaur named Caudipteryx had an an-terior center of mass and hindlimb pro-portions similar to those of cursorial birds. Thus, Caudipteryx probably used a run-ning mechanism more similar to that ofmodern cursorial birds than to that ofmost other bipedal dinosaurs.

That fact may give paleontologistsclues in analyzing the relationship ofmotion methods of Caudipteryx in com-parison to the motion methods ofCaudipteryx’s descendants.

Waterfowl with sizeable webbed feetcan use those feet not only during swim-ming but as steering mechanisms alongwith their wings when approaching alanding site. The great crested grebe hastoes which are lobed in a non-symmetri-cal shape, and the narrower skin flap on atoe’s side enables it to swim very effi-ciently.

In addition, the crested grebe, which

swims and dives, propels itself underwa-ter with the separated toes functioning asgrooves aiding in a smooth motion. Thebird’s shape and its feathers provide anadditional feature-- a high lift-to-dragratio. The asymmetry of the toe lobes isa major factor for stabilizing the toes asthey twist during the hydrodynamic powerstrokes of swimming, diving, and risingfrom depth in water.

We are very fortunate to have so manybirds of different species here on ourPeninsula. It is indeed a great pleasure tosee and hear them! By preserving openspace with flowers and trees and otherattractive flora, we can do much to main-tain the bird population here. Let’s havean enjoyable life with not only well-balanced birds but with other attractivefauna, as well.

Conservancy Ramps Up Nursery Operation

Over the last twelve months, the Conservancy hassubstantially increased plant production at its native

plant nursery in San Pedro. Nearly 100,000 plants wereraised, all from local sources, thus insuring the integrityof the gene pool for Peninsula-native plants.

These plants will be used to restore habitat for thePalos Verdes Blue Butterfly at the Defense Fuel SupplyPoint in San Pedro and for similar work at the ChandlerPreserve.

Additional plants will be raised for a variety of otherrestoration projects around the Peninsula, including habitatimprovement at the Lunada Canyon preserve and theForrestal property (once a management agreement is inplace), revegetation at Ocean Trails, and several smallerprojects.

Our locally-sourced native plants are available toprivate individuals as well. For more information, pleasecontact Steve Heyn at (3109) 547-2363.

Membership for 2000 Approaches 1,000

As the list given below shows, approximately 1,000 individuals and families from throughout the South Baydemonstrated their commitment to preserving open space by providing donations of dollars to the Conservancy.

Many of these individuals also donated their time. The success of our education, habitat restoration, and land acquisitionprograms is due in large measure to the support of these individuals. Our organization and our community are grateful.

Habitat Restoration Moves AheadBy Steve Heyn, Land Stewardship Director

I t’s planting season again and theConservancy’s stewardship staff have

been busy planting at the Defense FuelSupply Point (DFSP) in San Pedro and atthe Linden H. Chan-dler Preserve inRolling Hills Es-tates. So far thisyear, about nineacres have beenrevegetated at theDFSP with onemore to go this year, and then on to theChandler Preserve, where we willrevegetate five ad-ditional acres.

Overall, morethan 15 acres havebeen restored at theDFSP site and approximately 10 at theChandler Preserve.

All of this work was prompted by alittle blue butterfly—the PV Blue, which

is about the size of a quarter. The DFSPwas the home of the universe’s lastremaining population of PV Blue but-terflies until now.

The PV Blue wasreintroduced at theChandler Preservelast year in hopesthat a second stablepopulation will de-velop there.Around the middleof March or earlyApril, the butter-flies should emergefrom their pupaeand view their re-cently-revegetatedhome.

If you want tohelp the PV Blue

with its recovery, contact Steve Heynat the Conservancy’s office (310-541-7613) to find out about volunteering atthe Chandler Preserve or the DFSP.
