As the Civil Aviation Authority of Thailand (CAAT) and the International Civil Aviation Organization

(ICAO) are seeking the possibility for Pilot Proficiency Checks (PPC) to be undertaken in Thailand

during the COVID-19 pandemic, this proposal is created by Asian Aviation Training Centre Ltd.

(AATC) in order to present a guideline and procedure which follows the instruction of ICAO, CAAT

and Center for COVID-19 Situation Administration (CCSA).

Since the COVID-19 Contingency Related Differences (CCRD’s) – Temporary differences to the

ICAO SARPs – referred to as Alleviations will be withdrawn on the 31st March 2021, AATC is

delighted to be a part of this solution by providing the outstanding and safe pilot training services

and we shall overcome this difficult situation together with the airlines in order to keep the sky

safe.

Challenges during COVID-19 pandemic As per the ICAO Annex 6 Part I Chapter 9 Section 9.4.4.1, all pilots working in the commercial air

transport sector are required to complete regular PPC’s twice within any one-year period. These

checks are carried out in Full Flight Simulators and any pilots who do not complete these checks

will not be permitted to fly.

Due to the COVID-19 pandemic, the PPC CCRD has provided relaxation to the extent that a

regulated PPC can be extended until 31 March 2021 for some National Aviation Authorities, but

after that a regulated simulator PPC is required. Once local Authorities lift the easing of CCRDs,

it is expected there will be a surge in simulator training required and the current supply of

simulator availability and Training Centres may not be sufficient, further compounding the

problem.

Many countries do not have “in-country” simulator training facilities and as such pilots have no

option than to travel overseas in order to carry out their PPC. COVID-19 has restricted travel in

many countries and regions to the extent where pilots have been unable to travel to their usual

“out of country” simulator facilities. A number of AATC customers face this challenge, including

airlines based in Laos, Myanmar, Cambodia, Maldives and Bhutan to name just a few.

Currently, many commercial airline operators in Asia have numerous pilots who are approaching

the end of their one-year period since their previous regulated simulator PPC. This leaves the

airlines with two options:

1. Arranging travel for pilots to attend simulator facilities and conduct simulator training

despite current travel restrictions.

2. Standing down pilots, pilot redundancies or in the worst-case scenario cease operations.

As of today, option 1 is not possible for many pilots and airlines given the travel restrictions in

place.

Option 2 is clearly to the detriment of local economies, industry supply chains, trade, tourism and

general movement within Asia and the ASEAN markets. This option may take many years to be

reversed, unless urgent action is taken.

Solution

ICAO recommends that a Simulator Training Travel Bubble (STTB) be established for pilots to

travel to simulator facilities, such as AATC, for the sole purpose of conducting simulator

training. This will help to ensure safer skies with all pilots being able to train in approved

training centres.

STTB – incorporates four key elements;

1. Prepare Prior to travel for simulator

2. Protect Public Health Corridor

3. Prevent Comply with COVID plan

4. Follow-up If infection occurs

AATC has always focused on the highest standards of pilot training and is dedicated to aviation

safety.

AATC is fully compliant with the four STTB controlling elements.

Therefore, AATC fully supports the ICAO recommendation to allow foreign airline pilots to train

at AATC under the STTB for the benefit of maintaining airline safety.

Prepare

1. Standard Operation Procedures (SOP) for Pre-Quarantine

1.1 The Foreign Airline contacts AATC to request for Simulator Training. • Foreign Airline to request PPC slots with AATC (Pilot Proficiency Check: PPC) (2 x 4 hour

sessions)

• Within 24 hours, AATC to confirm slots in email to customer and will also attach;

o AATCs standard invitation letter for presentation to the Embassy o AATC safety policy for foreign airline o Details of Organizational Quarantine (OQ) accommodation (Novotel

Suvarnabhumi Airport hotel) and requirements of stay whilst in the OQ • AATC to also advise foreign customer of Thai Government requirements as provided to

AATC by CAAT and CCSA;

• AATC to provide the following to CAAT, or other nominated Government department for

tracing purposes;

o Official letter to Director General of CAAT requesting access for the Foreign

airline and its list of pilots to return for training at AATC under the STTB

o Name of the Foreign Airline and names of the individual pilots included contact

detail e.g. employee personnel number, email address and telephone number

o Simulator session dates and specific session times o Documents required by CAAT for Certificate of Entry processing;

▪ Copy of Passport

▪ Confirmed Simulator Session booking.

▪ Proof of health Insurance cover COVID-19 (personal or company insurance

will suffice as long as it meets the Thai Govt requirement of US$100,000

cover)

▪ Copy of OQ Certificated Organizational Quarantine

▪ Copy confirmed Flight booking

• AATC receives the Certificate of Confirmation from CAAT and the Certificate of Entry

(COE) from the Ministry of Foreign Affairs before passing to the customers. The

customer submits the COE to the Royal Thai Embassy for entry visa issuance.

8. Standard Operation Procedures for Sanitation and Waste Management

8.1 Infectious Waste Management

Waste Management of Novotel Bangkok Suvarnabhumi Airport Hotel

them in a bin with lid.

• Those infectious waste bags from the cockpit will be collected to the elevator front room

before being moved to the specified routes.

• Cleaning staff disinfects the routes after the transfer is complete.

• The TARF Company Limited (the hotel counterparty) will collect daily wastes from the

hotel's infectious waste room.

Waste Management of Asian Aviation Training Centre Ltd.

• Staff involved in the collection of infectious wastes must be trained by those from Princ

Hospital Suvarnabhumi in accordance with the rules and conditions prescribed by the

Ministerial Regulations.

• Staff must wear personal protective equipment (PPE) at the back of the door, between

the flight simulator hall and the staff operating area provided at all time. The equipment

includes surgical masks, face shields, nitrile gloves, waterproof gowns and cover shoes.

All of them must be inspected before work to ensure that they are in good condition

without holes, punctures or cracks. If they do have such defects, you must change them

immediately.
