PREFACE The District Flood Fighting/ Relief Plan has been prepared on the basis
of past experiences and keeping in view the discharge of water from the rivers in the
District. As the flow of water in rivers keep on changing in terms of their course and
ferocity, therefore, this flood plan has been revised accordingly. The relief measures
in this plan have been prepared keeping in view the latest instructions and guidelines
received from the Relief & Crisis Management Department, Board of Revenue Punjab.
It is anticipated that this plan would prove to be a useful document for
the District Government functionaries especially those deployed for flood emergency
duties as it covers almost each and every aspect of rescue / relief operation and pre &
post flood arrangements. It is expected that with these detailed instructions
emergency of any magnitude can be tackled effectively and efficiently.
May Allah give us the courage to combat the situation arising out of the
flood emergency with perseverance and also enable us to put in sincere and strenuous
efforts to mitigate the sufferings of the affected people during flood.

INTRODUCTION
District Mandi Bahauddin is spread over an area of 2673 Square KMs. It comprises of
three Tehsils i.e. Mandi Bahauddin, Phalia & Malakwal. The city itself is 204 meters
above sea level and is situated in upper Punjab. The climate of this district is very hot
in summer and cold in winters. During peak summer the day temperature goes up to
45 degrees, but the winter months are fairly pleasant and the minimum temperature
may fall below 2 degrees. Occasionally, the District Mandi Bahauddin has to face the
onslaught of flood causing devastation and disturbance of normal activities of life.
The flood control measures in the scheme have been drawn up on the basis of floods
of 1973, 1988, 1992 & 2014. Besides the rivers’ flood, heavy monsoon rains (the average
rain fall in the district is 50 mm) also cause local flooding and damage. During the
peak flood season, usual pattern of life is abruptly changed / disrupted and a large
number of people plunge into helplessness and sufferings.

OBJECTIVES
The objectives of this plan are:-
1. To evacuate the flood affected people from the flood affected areas and their
transportation to the safe places / relief camps.
2. To protect installations, infrastructure, machinery and stocks e.g. roads, railway
tracks, bridges, power installations, gas pipelines, irrigation works, tube wells,
etc.
3. To pre-empt danger and threat to life and property of the marooned people
4. To provide guidance to the Government functionaries engaged in relief and
operational activities.
5. To streamline the role of District Government Agencies and private
organizations to ensure prompt an-d timely action.
6. To devise strategy and mechanism to counter any eventuality in the future.

CHAPTER I
BRIEF HISTORY OF PAST FLOODS
RIVER JHELUM.
Since the construction of Mangla Dam, flood discharges in river Jhelum
D/S Mangla have been very low, however, in 1992 an exceptionally high flood of 10,
50,000 CS was experienced in river Jhelum. The abadies along the River Jhelum on
both banks were affected badly. Jhelum City was also inundated with a heavy loss to
lives and properties. Vast lands of villages U/S Jhelum city on right bank were
eroded. Consequently, 17 studs in the river were constructed in 1994-95 by the Govt.
for protection of these villages against land erosion. In 2014 River Jehlum witnessed
medium range flood with 516000 cusecs. 34 Villages of tehsils Malakwal & Mandi
Bahauddin were affected partially.
Besides, with the passage of time, the river shifted its course and
considerably eroded the lands on its left bank D/S Jhelum City, forming bela in its
center. Due to this shifting of river course the abadies of village Chak Sikandar,
Kharka, Gurha Jattan, Bhalwal Gharbi, Baharwal, etc. have been constantly under
threat of damage by flood water. During super flood of September 1992, a vast
valuable agricultural land of these villages were eroded and the flow of the river
considerably shifted towards left bank threatening thereby the safety of the village
abadies. In order to safeguard these villages in future from erosive action of river
Jhelum, protective measures are needed to be adopted.
RIVER CHENAB.
During floods of 1973, 1976, 1988 and 1996 the flood water entered into
R.Q.link Canal through its Tail Regulator by over topping the gates while Budhi
Nullah carrying a discharge of 16000 Cs also discharged into R.Q Link at RD 99000,
through intake structure. The synchronization of flood in Budhi Nullah and River
Chenab during flood 1973 created havoc in reach RD 99000 to 142000 and R.Q Link
was breached at RD 110000/R inundating vast agricultural land of Tehsil Phalia. The
village abadies of left side of R.Q link Canal in the reach RD 128000 to 145000 were
also endangered due to high flood level in R.Q Link Canal.

A precarious situation was arisen during September 1992 when Super
flood in River Jhelum caused unpleasant situation at Rasul Headworks and flood
water entered into R.Q Link in reach RD 0.-25000 after over topping and breaching
R.Q Link against design capacity of 19000 Cs flood water to the scale of 26000 Cs
passed into R.Q Link causing heavy damages to R.Q Link. Again throughout its
length, high flood in River Chenab at Qadirabad Barrage also shared negatively due
to its back water effect at tail reach of R.Q Link in RD 130000 to 145000 although
received serious blow but with efforts on war-footings it was saved. Similar situation
arose during exceptionally high flood in River Chenab in 1996 & 1997. In 1997 the
Zamindars of village Aado, Sukhali, Chak Jano Khurd, Chak Jano Kalan, Agroia,
Arzani and Basi made a deliberate cut at RD 104-105 for drain out their fields. The cut
was repaired after flood. Similarly tail reach RD 142-145 came under serious erosion
sloughing. The channel was saved by tree launching and flood fighting. In view of the
past experience tail reach of R.Q Link (RD 130000-145256) needs special attention to
avoid unpleasant situation during flood season. In 2014 river Chenab was flooded
heavily with 921000 cusecs. 69 villages were inundated.
In 2014 river Chenab witnessed unprecedented flood causing heavy lose
to fertile land, livestock & crops. 69 villages were inundated in flood water.

CHAPTER II
GEOGRAPHICAL FEATURES, AREA & POPULATION
1. GEOGRAPHICAL FEATURES:
District Mandi Bahauddin is located between two rivers, i.e., River
Jhelum and River Chenab. It is bounded on the South by the river Chenab, separating
it from the districts of Gujranwala and Hafizabad, bounded on the north by the
river Jhelum separating it from district Jhelum, on the east district Gujrat and on the
south west district Sargodha, having distance as follows:-
(a) North District Jhelum ( 48 KMs)
(b) South District Hafizabad and Gujranwala ( 90 KMs)
(c) East District Gujrat ( 72 KMs)
(d) West District Sargodha (120 KMs)
2. DEMOGRAPHY
The total area of the District is 6, 60,513 acres and total population of this
District according to the Census Report 2017 is 1,593,292. Its tehsil-wise breakup is as

CHAPTER III
DISTRICT FLOOD RELIEF COMMITTEE
1. There shall be a District Flood Relief Committee headed by the District
Coordination Officer, Mandi Bahauddin. The main function of the Flood Relief
Committee will be to arrange and supervise the relief activities for flood affected
people.

DISTRICT DISASTER MANAGEMENT AUTHORITY
(DDMA)
Subject to the provisions of NDMA Act 2010, the District Authority shall be as the district planning, coordinating and implementing body for disaster management and take all measures for the purposes of disaster management in the districts in accordance with the guidelines laid down by the National Authority and the Provincial Authority. Without prejudice to the generality of foregoing provisions, the District Disaster Management Authority will manage the following tasks
Prepare a disaster management plan including district response plan for the province.
Co-ordinate and monitor the implementation of the National Policy, Provincial Policy, National Plan, Provincial Plan and District Plan.
Ensure that areas in the district vulnerable to disasters are identified and measures for the prevention of disasters and mitigation of its effects are undertaken by the departments of the Government at the district level as well as by the Local Authorities.
Ensure that the guidelines for prevention, mitigation, preparedness and response measures as laid down by the National Authority and Provincial Authority are followed by all departments of the government at the district level and local authorities in the District.
Give directions to different authorities at the district level and local authorities to take such other measures for the prevention and mitigation of disasters as may be necessary.
Lay down guidelines for preparation of disaster management plans by the departments of the Government at the districts level and local authorities in the district.
Monitor the implementation of disaster management plans prepared by the departments of the Government at the district level.
Lay down guidelines to be followed by the departments of the Government at the district level.
Organize and coordinate specialized training programmers for different levels of officers, employees and voluntary rescue workers in the district.
Facilitate community training and awareness programmers for the prevention of disasters or mitigation with the support of local authorities, governmental and non-governmental organizations.
Set up, maintain, review and upgrade the mechanism for early warnings and dissemination of proper information to public.
Prepare, review and update district level response plans and guidelines.

Co-ordinate with, and give guidelines to local authorities in the district to ensure that pre-disaster and post-disaster management activities in the district are carried out promptly and effectively.
Review development plans prepared by the departments of the Government at the district level, statutory, authorities or local authorities with a view to make necessary provisions therein for prevention of disaster or mitigation.
Identify places and buildings which could in the event of a disaster situation, be used as relief centers or camps and make arrangements for water supply and sanitations in such buildings or places.
Establish stockpiles of rescue and relief materials or ensure preparedness to make such materials available at a short notice.
Provide information to the Provincial Authority relating to different aspects of disaster management.
Encourage the involvement of non-governmental organizations and voluntary social-welfare institutions working at the grass root level in the district for disaster management.
Ensure communication systems are in order and disaster management drills are carried out periodically.
Perform such other functions as the Provincial Government or Provincial Authority may assign to it or as it deems necessary for disaster management in the district.

CHAPTER IV
FLOOD CODES
The following codes shall be communicated to the District Flood Control
Centre by the Irrigation Department according to the discharge of water in the rivers:-
1. RIVER JHELUM

(a). “Low Flood” 75,000 to 110,000 Cusecs.
(b). “Medium Flood” 110,000 to 150,000 Cusecs.
(c). “High Flood” 150,000 to 225,000 Cusecs.
(d). “Very High Flood” 225,000 to 300,000 Cusecs.
(e). “Exceptionally high flood Above 300,000 Cusecs.
2. RIVER CHENAB CODE DISCHARGE OF WATER
(a). “Low Flood” 100,000 to 150,000 Cusecs.
(b). “Medium Flood” 150,000 to 200,000 Cusecs.
(c). “High Flood / danger” 200,000 to 400,000 Cusecs
(d). “Very High Flood” 400,000 to 600,000 Cusecs
(e). “Exceptionally high flood” Above 600,000 Cusecs.

CHAPTER V
DISTRICT FLOOD CONTROL CENTRE
1. District Flood Control Centre has been established on the phone No.
0546-650288 w.e.f. 15th June, 2019 under the supervision of Additional Deputy
Commissioner (G), Mandi Bahauddin. It will be managed round the clock.
2. The District Flood Control Centre on receipt of “FLOOD WARNING”
shall immediately convey the same to the Tehsil Flood Control Centers for onward
information of the Sector and Sub Sector In charge for taking appropriate action and
for the information of the residents of the likely flood affected areas through the
quickest possible means. The District Flood Control Centre shall also pass on such
information in writing to the following officers:-
(a) The Deputy Commissioner, Mandi Bahauddin
(b) The District Police Officer, Mandi Bahauddin.
(c) The XEN Irrigation UJC, Gujrat & Jhelum Division.
(d) The XEN LJC, Rasul Division.
(e) The XEN Qadirabad Barrage.
3. PLAN IN CASE OF HIGH FLOOD
Upon receipt of high flood / danger warning the District Control Centre
shall be responsible:-
(a) To inform the concerned Tehsil Flood Control Centre and all
implementing agencies concerned requesting them to take
appropriate actions and execute their emergency plan.
(b) To dispatch Rescue and Evacuation teams to the affected areas for
rescue operations and for verification of disaster’s intensity,
preliminary assessment of losses and damages etc.
(c) To contact the Tehsil Flood Supervisory Staff and responsible
Sector Officers in the affected areas by telephone or by other

sources of communication to obtain information/ clarification of
situation and assistance required.
(d) To determine appropriate actions on the basis of available
information.
(e) To execute the determined actions.
(f) The implementing agencies shall, upon receipt of information of
disaster/ occurrence requiring immediate assistance, execute the
respective plans without delay.

Early Warning System Protocols

Receipt Of Warning
The early warning is received from resources like PDMA, Pakistan metrological department (heavy rains / wind or storms), Hydrological department WAPDA Mangla dam,( flood / dam out flow), Rescue 1122 (Road accidents, Fires, Building Collapse, Drowning), Civil Defence & police (riots, violence, terrorist activities), Health (epidemics) through emails, phone calls & SMS depending upon the nature & gravity of the warning.

Resource dispatching and tracking.
Warning distribution among government department,

The information received at district control room is dispatched to
the concerned department (focal person / district head) through
email, SMS or phone call depending upon the severity of the
warning after getting clearance from chairman DDMA.
Mode Of Communication Of Early Warning To Relevant Population
The relevant warnings to concerned population is passed in three phases
PHASE 1
Notices are served through Patwari and Gardawar to the
concerned residents of vulnerable area regarding alternate
arrangements for expensive items/goods in case of emergency
evacuation.
PHASE 2
Mock exercises and drills are conducted through relevant
departments regarding evacuation.
PHASE 3
In this phase the warnings are issued through sirens,
announcements through loud speaker/mega phone and electronic
media when DDMA issues high alert of level B.

1. There are three Tehsils of District Mandi Bahauddin i.e. Mandi
Bahauddin, Phalia and Malakwal. Flood Control Centres at Tehsil headquarters have
also been established under the supervision of the respective Assistant

2. DUTIES & FUNCTIONS
The Assistant Commissioners will be responsible for the flood relief
measures in their respective Tehsils, as follows:-
(a) To ensure that the flood warning received from the District Flood
Control Centre is passed on to Sector and Sub Sector Incharge.
(b) To ensure that the flood warnings and messages are quickly
passed on to the villages likely to be affected.
(c) On receipt of information regarding extra ordinary high flood/
danger will move their headquarters to the dangerous point and
remain there till the flood subsides.
(d) To issue necessary instructions to the staff to effectively mitigate
the sufferings of marooned people.
(e) To communicate the flood situation and the relief measures taken
by him to the District Flood Control Centre for the information of
the administration through the quickest possible means.
(f) To keep himself in touch with the headquarters by wireless,
telephone or any other means available at the spot.
(g) To ensure submission of daily situation report to the District
Headquarters.

CHAPTER VII
DETAIL OF FLOOD SECTORS & SUB SECTORS
1. The District Mandi Bahauddin has been divided into 09 Sectors & 18 Sub
Sectors for flood warning and relief activities and 10 Relief Camps have been
established where the SHO concerned, Veterinary Officer, Medical Officer,
representatives of Irrigation, Tehsil Municipal Administration and Education
Departments will be present round the clock to assist the Sector Officer in
performance of flood emergency duties.

4. DUTIES OF SECTOR INCHARGES
The Sector Incharges shall be responsible for carrying out the following
duties:-
(a) To carry out the survey of the area of their respective jurisdiction
for flood relief and point out problems likely to be faced by the
people of the area, so that these should be resolved well before
the rainy season starts.
(b) To inspect the buildings, earmarked for establishment of relief
camps by 15th of June and submit their report to the respective
Deputy Commissioner that buildings are fit for human dwelling
and basic necessities i.e. electricity, water supply, toilets etc. are
available on the spot.
(c) To carry out the survey of spurs and bunds falling within their
area of responsibility along-with the representatives of Irrigation
Department, that all the spurs and bunds are intact and necessary
repairs have been carried out well before the flood season starts.
(d) Every Sector Officer should fully acquaint himself with the
problems of the area, means of communication in his sector
before-hand so that he is well informed of his area of jurisdiction
to meet any emergency effectively.
(e) To inform the residents of the villages that their villages are
attached with their sectors and where the relief camps are
situated. In case of emergency they may contact the sector
Incharge.

(f) To give wide publicity to the flood warning situation in every
village in his circle and to ensure that the inhabitants of every
village get correct information about the floods, in case the
circumstances require so.
(g) To make necessary arrangements for evacuation of the
population residing in the dangerous zones.
(h) To provide food to the flood victims and also fodder (dry or
green) to their cattle heads.
(i) To keep informed of the situation to the District/ Tehsil Flood
Control Centres through the quickest possible means for the
information of the District Government.
(j) To Keep constant watch over flood situation and carry out survey
of the area of his responsibility to assess the damages caused due
to flood to human beings/ their cattle heads, property and the
standing crops etc. and also maintain daily diary.
(k) To ensure vaccination/ inoculation of the flood stricken people
and their cattle heads against epidemics.

CHAPTER VIII
ASSISTANCE OF PAKISTAN ARMY & RANGERS
Search & Rescue
Rangers Headquarters, Mandi Bahauddin is responsible for flood operations all over
the District. The District Coordination Officer on behalf of the District Government
Mandi Bahauddin may seek the assistance of Rangers Troops in case of flood
emergency. The Rangers force shall be requisitioned in rescue and evacuation
operations for the flood affectees and they will assist the Irrigation Department in the
protection of embankments. In addition, the rangers shall assist the civil
administration in relief, rescue and evacuation process.
Inspection of Bunds
A thorough survey of flood protection bunds and canal banks including explosive
liner shall be carried out with the coordination of army authorities and irrigation
authorities. The Assistant Commissioners will keep close liaison with the Army
Authorities responsible for flood rescue operation for District Mandi Bahauddin. The
Army Authorities are being requested to keep at least one unit of Army Jawans in the
district, ready to meet any eventuality, in case of flood emergency.

CHAPTER IX CONTROL OF LAW AND ORDER SITUATION
1 Experience shows that whenever any flood emergency arises,
inhabitants of the area try to cut the protection bund at upstream to divert the flood
threat from their locality in such a situation it would be necessary for District
Administration to provide.
(a) Adequate day and night patrolling to guard against any attempt
to stealthily cutting a bund or structure.
(b) Adequate provision of Police Force for any open and defiant
attempt of breaching the bund at any place.
2 In such situations, the District Police Officer, Mandi Bahauddin would
be responsible to promptly provide adequate police force on being apprised of the
situation by the Executive Engineer concerned, through District Coordination Officer,
Mandi Bahauddin.
3 Moreover, all the SHOs of the Police Stations in the district would be
responsible for deputing sufficient police force on sensitive points, in this regard, suo
moto, or on the requisition of Assistant Commissioners and Sector Incharge of the
concerned areas.
4 The District Police Officer, Mandi Bahauddin is requested to chalk out a
Flood Fighting Plan, in line with this plan and provide a copy thereof, to the District
Coordination Officer, Additional District Collector and all the Assistant
Commissioners in the district.
5 He is also requested to pass on necessary directions to all the SHOs of
Police Stations in the district to depute police force, without any delay, on the
requisition of the Additional Deputy Commissioner, Assistant Commissioners and
Sector Incharges as and when required.

disseminated to the quarters concerned.
3. The District Police Officer, Mandi Bahauddin is requested to install
wireless sets in the vehicles of District Coordination Officer, Additional District
Collector and all ACs. in the district along with providing Walki Talkis to all the
officers mentioned above in addition to all the Sector Incharges.

CHAPTER XI
LOCATION OF FLOOD PROTECTION BUNDS
The following Flood Protection Bunds does exist in this district:- 1. CHUKNANWALI FLOOD BUND
This bund is situated at downstream of Qadirabad barrage for
protection of 15-RD and village abadies of Tehsil Phalia, district Mandi Bahauddin. Its
total length is 12.39 miles and is quite safe to combat high floods in river Chenab.
2. HUMBER FLOOD BUND
This bund has been constructed to protect Phalia disty system &
agriculture land of villages Thakar Kalan, Miana Thakar, Waryam, Bherowal,
Humber, Basti Makhdoom & Dhunni Kalan etc. from flood water of river Chenab. Its
total length is about 16.00 miles and is able to face high floods in the river Chenab.
3. FARRUKHPUR FLOOD BUND
This bund is situated at Right Bank of river Chenab to protect Qadirabad
City. Its total length is 6.80 miles.
4. LEFT MARGINAL BUND
This bund is to be protected at all cost. If it breaches, the uncontrolled
flood water will damage left side of Rasul Qadirabad link, LJC feeder and Rasul
Power Channel and will shatter the irrigation network which irrigates major portion
of districts Mandi Bahauddin, Sargodha and Jhang. All precautionary measures,
therefore, have to be taken to protect this bund.
5. RIGHT CLOSURE BUND
The road connecting Mandi Bahauddin, Pind Dadan Khan passes over
the closure bund. If this bund is damaged by floods, all traffic between these two cities
will be suspended. Protection of this bund is thus very essential. A breaching site for
relief purpose has been proposed between RD 2500-3000. Military Authorities are
requested for restoring explosive material to activate breaching section as required.

CHAPTER XII FLOOD MONITORING CENTER
1. To monitor the flood situation in the district and to coordinate with all
the agencies involved in flood emergency / relief operations, a flood
monitoring center has been established in this district under the
supervision of the Additional Deputy Commissioner, Mandi Bahauddin
who has been designated as Liaison Officer / Focal Person on behalf of
the District Government, Mandi Bahauddin. Here the moment to
moment change in the situation will be recorded and close watch on the
discharge of rivers and streams will be kept. Information regarding
discharge position of Rivers will be received from the following:-

2. All type of information in this behalf shall be passed on to the Liaison

him regarding District Mandi Bahauddin.
3. The Liaison Officer will implement all the decisions taken by the
Coordinating Section and also determine the employment of the disaster services at
the District and Tehsil levels. He shall also ensure the implementation of the
operational plan and monitor and control the progress or actions along with
procurement of additional resources, if necessary. He shall prepare situation reports
and final reports after termination of operation. He will also maintain the record of
losses and damages of lives and properties during disaster through Assistant
Commissioners. The Liaison Officer will be assisted by the Assistant Commissioner,
Mandi Bahauddin.

CHAPTER XIII
PRIMARY RESPONSIBILITIES & SUPPORT FUNCTIONS
OF DEPARTMENTS
1. AGRICULTURE DEPARTMENT
a The District Officer (Agriculture), Mandi Bahauddin will be
Incharge of this department with the assignments to help the
Irrigation Department in the supply of earthmoving machinery
for protection of embankment. He will ensure the availability of
seeds, fertilizers, agriculture implements on credit basis to the
farmers for sowing of crops. He will further ensure that the Live
Stock & Dairy Development Wing provides veterinary care, take
preventive steps against cattle diseases, supervise purchase of
fodder and ensure grazing for evacuated cattle heads.
b. After the flood water recedes, it will be necessary to make
immediate arrangement for the provision of seed. The Assistant
Commissioner of the concerned Tehsil will give necessary
details regarding approximate quantity of seed required in their
respective Tehsils. The District Officer (Agriculture) will make
necessary arrangements to open special depots for provision of
these seeds at suitable places in the District for sowing of
ensuing wheat crop with the help of Food Department.
2. FOOD DEPARTMENT
STOCKS OF WHEAT FOR FOOD EMERGENCY
The District Food Controller will ensure that the stocks of wheat are
available in the PR Centres and that no stock is dispatched out of the District. He will
send proposals to the Deputy Commissioner for opening of new PR Centres in close
vicinity of flood affected areas. In case of flood emergency the District Food Controller

will ensure that there is no scarcity of food grains. If there is any shortage of food he
will make immediate arrangements for supply of the same. He will also arrange the
seeds for sowing of wheat crop and will open depot for supply to the flood affectees
with the assistance of District Officer (Agriculture).
3. CIVIL DEFENCE:
a. EVACUATION
The Civil Defence Officer will assist the Additional Deputy
Commissioner (Rev), Mandi Bahauddin for the evacuation of
flood affectees. He will arrange Qaumi Razakars and place their
services at the disposal of Additional. Deputy Commissioner
(Rev), Mandi Bahauddin the Deputy Commissioner, Mandi
Bahauddin will depute these persons with the Assistant
Commissioner concerned who will depute them with Sector
Incharges, appointed for this purpose.
b. PROVISION OF BOATS
The Relief Commissioner, Government of the Punjab, Relief &
Crisis Management, Lahore was approached for provision of
country boats for this District. However, the same could not be
made available by the Relief Wing, Relief & Crisis Management
Department Lahore. In some villages situated along the bank of
river Chenab and Jhelum “MALHAS” have their own boats. The
same would be utilized for relief operations during flood
emergency. Besides, reportedly in some villages situated along
the banks of river Chenab private people also run their own boats
which can be utilized during flood season to rescue the people.
The Civil Defence Officer will prepare the list of such boat owners
and provide the same to the Assistant Commissioner, and Sector
Incharges concerned. Private boatmen engaged for duty during
flood emergency will be paid out of flood relief funds. The Civil
Defence Officer and SHO concerned would ensure deployment of

private boats at the places to be intimated to him by the Sector
Incharges at the time of flood emergency.
d. RESCUE- 1122
The rescue service 1122 has been introduced in this district,
having 135 well trained rescuers and 17 fully equipped
Ambulances. This service will also be utilized as and when
required. The ambulances and staff of 1122 will station at Mandi
Bahauddin office-1122. One Rescue Vehicle and One General
Duty Van also available with this service.
4 ENGINEERING DEPARTMENT (MECHANICAL)
The Assistant Agricultural Engineer will control this agency and provide
machines and material for repair of bulldozers and tractors working for the repair or
protection of embankment and also open workshops near the vulnerable points. At
present five bulldozers are available with this department.
5. INFORMATION DEPARTMENT:
Under the District Information Officer the department shall ensure that
Print and Electronic Media and the public receive correct information about “flood
situation” messages. Alert messages will also be disseminated to public through FM
Radio. He shall also plan and arrange the visits of the person from Print & Electronic
Media to the flood effected area.

7. IRRIGATION DEPARTMENT:
This department shall supervise, direct and control embankments
protection activities and shall also control various canals in the District. It will also be
responsible for ensuring that correct flood situation is conveyed to the District Flood
Control Centre in time so that timely action can be initiated as warranted by the
situation.

providing clean drinking water in affected areas and at relief
centers. They shall also keep adequate supply of spare parts for
repair of wells and tube wells.
(b). SANITATION:
All the C.O Municipal Committee will also be responsible for
maintenance of satisfactory sanitary condition in the relief camps.
(c). AVAILABILITY OF DEWATERING SETS:
C.O Municipal Committee are already having dewatering sets to
pump out the rain / flood water, accumulated in low lying areas/
depressions. They have been directed to get them repaired before
the start of rainy / flood season i.e. before 15th June.
9. WAPDA (GEPCO):
The Superintending Engineer, WAPDA (GEPCO), Gujrat shall make
necessary light arrangements on the embankments for night patrolling and protection
activities. He shall also ensure orderly and regular supply of power throughout the
District during emergency. In case of power failure he will arrange electric generator
sets as per requirement of the District Government.

10. VOLUNTARY AGENCIES
HILAL-E-AHMAR & INTERNATIONAL AID GIVING AGENCIES
In addition to the agencies mentioned above there are quite a few
voluntary social welfare agencies A list of such agencies will be prepared by the
District Officer (Social Welfare) and furnished to the District Flood Relief Officer,
Mandi Bahauddin. Such agencies will provide equipment and supply relief material,
assist in food distribution and collection of funds and articles for relief purpose and
also assist in training of personnel for relief activities first aid and in running relief
centers.

CHAPTER XIV GENERAL ACTIVITIES
1. RELIEF ARTICLES / STORES
During flood emergency various organizations / individuals come
forward with various items of relief for flood victims. For storage of such articles, a
Depot will be set up at District level in the premises of District Complex, Mandi
Bahauddin. The Assistant Commissioner, Mandi Bahauddin will be nominated as the
Incharge of such Depot / stores. At Tehsil level, such stores will also be set up by the
Assistant Commissioners concerned. On receipt of requirements from the Sector
Incharges, the Assistant Commissioners / Incharge of the stores will arrange the
dispatch of relief goods to the relief camps. Cooperation and assistance from various
social organizations like SHATAQ, Anjuman Falah-e-Mareezan, and Hilal-e-Ahmer
etc. will be welcomed.
2. RELIEF
(a) The Additional Deputy Commissioner (Rev) will immediately
report the amount of relief to be given for:-
Loss of life, Loss of cattle, Loss of property. (b) The following categories of flood affected persons will be entitled
to receive the grant of subject relief to the limit as fixed by the
Government:-
Widows & Orphans.
Dependents of those who lost their lives.
Landless tenants & Unskilled labour
Persons paying less than Rs.5/- as Land Revenue.
(c) Proper account on the subject will be kept by the Tehsildar concerned.
3. RELIEF GOODS
Arrangements will be made for the distribution of relief articles among
windows, orphans, landless tenant and unskilled labour.

4. REMISSION OF LAND REVENUE
The question of remission of land revenue will be taken up after the joint
Girdawari of flood affected areas by the Revenue and Irrigation authorities. The
Additional Deputy Commissioner will be responsible for this job.
