Response: Thank you for your question. The Board may choose to address this during an open business session. Question 3: The Tapestry Neighborhood of 41 homes has been tagged with a very large current and upcoming potential expense of paver replacement and repairs. HOA monthly dues will soar disproportionately to the rest of the community. We want to have an expert-licensed-bonded-big project paver company provide some input and cost projections to insure the current recommendations are fair and accurate and can adjust the dues accordingly. Research shows pavers require less maintenance and cost than the proposed half a million dollar cost analysis in place. Also are “we” responsible for pavers in front of the Mt Vista Community Center-Street entrance- round about- paths and stops that have paver bump ins throughout the community? “We” being the Tapestry Homeowners-Thank you Response: Thank you for your question. Question 4: My concern, and the concern of many of my neighbors is the association’s attempt to raise the fees for Tapestry. The fee hike is supposed to be for “re-paving” the neighborhood, but seems ridiculous as there are no issues with the paver’s and anyone with a historical knowledge may understand that there are streets around the world made from paver’s that have been around for hundreds of years. This appears to be an attempt to raise fee’s unnecessarily. Please do not do it. Response: Thank you for your question. Question 5: In light of the exorbitant raise in the Tapestry HOA dues, we the home owners in Tapestry, feel it is imperative to address this situation. The issue as outlined in a meeting with Vistancia Key personnel is the pavers. A search shows that paver streets require less maintenance and costs versus other types of road surfaces. Our streets also are not subjected to freeze/thaw conditions thus further extending their lifespan. The Tapestry neighborhood of 41 homes has been tagged with an exponential current and upcoming expense of power replacement/repairs. HOA dues continue to soar disproportionately to the rest of Vistancia. We have outlined at that meeting that an expert-licensed-binded power firm or ideally multiple experts provide input and cost projections as we believe the current recommendations are neither fair or accurate. Our HOA dues, Vistancia’s highest need to be lowered. The builders of the models should be responsible to maintain. The pavers as it was a selling/marketing tactic. On their part to sell the homes. The owners in Tapestry did not elect this option. Please address & remediate this situation. Thank you! Response: Thank you for your question. It is the parcel responsibility to maintain the assets, including pavers, specific to the community and not in the Village common area. The developer is not a responsible party once the common elements are conveyed over to the Association. Question 6: When will the perimeter fencing be started and completed at the Tapestry gated community? When we built in 2008 we were told that this was a gated community. Home/Sites where still under construction. With this location of the HOA offices & the Primrose & Acacia Grove residents our community is/has seen an increase of crime + vandalism. We have seen 4 managers come & go & our fencing is not done! Residents of our community should not be responsible for the cost of the fence.

1) Block with view fence along Ridgeline at both exposures. 2) Block w/ view fence/fire access & pedestrian gate at cul de sac 3) Fence at entry to discovery trail & install gate.

Response: Thank you for your question. All gated parcels within the Village have trail access and open spaces for residents to gain access in to each parcel. The original plan included vehicular gates, not a fully fenced-in community from a walking standpoint. Question 7: Last year, the Vistancia HOA significantly increased the Tapestry Village community maintenance assessment by more than $60,000 per year (across all 48 homes). Question is: Exactly what have WE gotten for all that money?? Where is ALL that money going? I was advised at one time that the brick streets in Tapestry were the main concern and I could not fathom why that would be. In general the structural condition of our bricks remains very good and, in actual fact, stand up to aging MUCH better than our surrounding asphalt streeted neighborhoods. The HOA hasn’t had to spend a single dime to recoat of fix potholes in our bricks. However, our streets have NEVER looked dirtier than they are today. Although I’ve seen street sweepers moving dust from one place to the next, that only picks up loose debris. The streets need to be rejuvenated to remove water stains and mineral deposits. This does NOT cost a fortune to perform and should be done every 2-3 years. NOT taking care of the simple things really adds up over time. Vistancia used to take pride in its landscape and general environment. It would be appreciated if that ethic returned. Final comment. Vistancia has unilaterally imposed added HOA fees specifically for the potential repair/replacement of the brick streets Tapestry in the future. It is HIGHLY unlikely that any significant repairs would ever be required. (There are cobblestone streets in Europe that are several hundreds of years old and still in good repair.) The HOA should add a provision to the Tapestry neighborhood “by laws” to assure that any and ALL budget accrued for the purpose for maintaining/repairing MUST BE RESERVED EXCLUSIVELY FOR TAPESTRY PURPOSES ONLY AND CAN NEVER BE TRANSFERRED FOR USE IN ANY OTHER AREA IN VISTANCIA. Ideally I would like to see all the currently accrued brick repair funds returned to all the Tapestry owners immediately. Response : Thank you for your comment. Streets are swept quarterly within all of the benefitted parcels in the Village. Assessments for benefitted parcels are kept separate to be used for the maintenance or replacement of assets within each gated parcel.

Question 8: I’m a Resident of Ironwood Ridge since 2018. We have a grass area in our development. The addition of a picnic table would allow all the residents in our area enjoy the park both young & old, the sunrises and sunsets are beautiful, it would allow families with small children to enjoy the large grass area. The senior residents would enjoy a place to sit & enjoy a cup of coffee in the morning. Thank you in advance for your cooperation. Response: Thank you for your question. This is a great enhancement request for the Board, and landscape committee. The Board may choose to add common area elements on a case-by-case basis. For example, several benches were added during 2021. Thank you for the question and the Board may discuss at a future regular session Board meeting. Question 9: We would like to explore a “Block Watch” area in our neighborhood. Do we need board involvement? Peoria provides the signs. Response: Thank you for your question. Neighborhood Block Watch programs are set up by the City of Peoria Police Department. Please visit Peoriaaz.gov for additional information about their Block Watch program. Question 10: How can we get more community attendance to the board meetings. This should be of major concern for all residents- yet most I’ve talked to feel it simply doesn’t matter and “questions sometimes receive “snarky” answers.” Response: The Board and management team would love to see more resident participation in Board Meetings. Currently, meetings are scheduled after regular working hours, advertised through email and are hosted on Zoom to help encourage participation. We have seen an increase in resident participation once meetings began taking place on the Zoom platform. The Board and management team will continue to track resident engagement and may make adjustments in the future. Question 11: Park located at N 121st LN and W. Dove Wing Way. Park needs fresh gravel. 1 1/2” gravel spread around the park is badly needed. Talked with long-time resident neighbors, they tell me they

haven’t seen fresh gravel in years. Grass in park is beautiful. Your maintenance crews do a great job! Park is well used. Please give this request your consideration. Response: Thank you for your question. Decomposed granite replenishment throughout the community is ongoing. Requests such as this can be made to Jake Monday, Maintenance Supervisor, at any time through the MyVistancia.com website or an email to [email protected]. Jake will share your request with the Village Landscape Committee. Question 12: When we moved here there were several areas of land scattered around Vistancia slated for commercial development (for example SE corner of Vistancia and Lone Mountain, SW corner Vistancia and Westland) Almost all of these spaces have now been converted to housing neighborhoods. Why is Vistancia repurposing these areas for more housing rather than keeping them for their original Master Planned Community intent? Response: Thank you for your question. The Village at Vistancia Association does not have any regulatory power over land owned by developers. City of Peoria and Planning/Zoning commissions work together in revising or re-zoning previous plans. Many areas referenced in your question were zoned mixed use and could be used for commercial or residential. Question 13: Who is responsible for the QA/QC of the annual pool maintenance? After the pools were reopened there were items left undone, such as covers on the handrails were still missing and/or torn. There is still a line of calcium along the top of the tiles at the Foothills pool. Personally, if I had paid a company to remove the tile calcium, the job done was not acceptable. Response: Thank you for your question. The internal maintenance team reviews projects with related vendors prior to signing off. The team will revisit the tile at the Foothills pool. New handrail covers are ordered, however they have not arrived due to supply issues. Question 14: In previous HOA meeting(s), even prior to the start of the development @Northpointe, Vistancia residents were assured that homes would not disturb the landscape of area mountains. Specifically, we were told that homes would not impact/be built up the mountains to destroy our community view. However, the White or Quarty Mountain* (depending on who

you talk to) is being blasted & obviously developed about ½ way up! Area residents are reporting damage from the blasts & anticipation of building is already an eyesore! This is exactly what we were told would not occur! Further destruction is not acceptable! Please respond & address how you plan to look out for those you represent, the existing homeowners. *Near Westland Road + Loan Mt. Rd. We are unable to attend the meeting, however, request a written response- please… Thank you! Response: The Village at Vistancia Association does not own the development at Northpointe. The developer has worked with the City of Peoria on zoning, locations and land preservation to develop their land. Question 15: Hello, I have received the Annual Meeting Question over the mail and I decided email the questions via email for convenience. And I would like to stay anonymous for not to “ruffle” anyone’s feathers. My questions may sound negative or serious. I am neither of these. They are just a set of curious questions that I have.

1. The street that I live on is becoming more gray, cracked, and there are more chunks of gravel getting splashed on when the vehicles are on them. I sweep my sidewalk and its adjacent area in front of my house to minimize the loose gravel. Is the City of Peoria considering repaving in the future?

2. How serious is the overnight parkers in our neighborhood? I am not trying to nitpick or anything, but there are now a lot of homeowners who park on the streets every night, many of them even keep the driveway empty, purposely parking on the streets. Some of the even park against the flow of traffic for convenience reasons.

3. The motorized vehicles, especially dirt bikers wreaking havoc on the north & west of our community. They are destroying the trails, creating new single tracks, running over desert landscapes damaging the native plants, unearthing clouds of dirt in the distance. Mr. Rosenhagen have spent precious time discussing with City of Peoria to put 4 wheeler blocking posts at the end of the Lone Mountain Parkway, but they are not stopping the dirt bikers. Every weekend I see a RAZR 4 wheelers revving on the street I live. This just saddens me.

I am sorry for negative sounding questions. I lived in Arizona now almost 20 years, and this is my favorite community that I have lived in. I love our community for its cleanliness, peaceful environment, and the friendliness. But these questions that some of the things that negatively impacts our beautiful community. Thank you. Response: Thank you for your questions. Responses are broken out below.

1. The City of Peoria does have asphalt seal coating schedule on their website. The City is responsible for all of the public streets located throughout our community. Visit Peoriaaz.gov for their current schedule. A request to the City can be made for your specific area, using the Peoriaaz.gov website, under Street Repair Request.

2. Overnight street parking in the community is patrolled on a nightly basis, with different areas of the community driven each night. Please know, short term and long term parking variances are occasionally granted on an as-needed basis- provided the resident goes through the variance process. If you have a specific area of concern, you may address by going to the MyVistancia.com website and submitting a request.

3. The Village at Vistancia Association does not own the Trust Land or the land currently under development. The management team has been working with the City of Peoria to address the end of Lone Mountain. This is an ongoing project.

Question 16: I live in the gated community of Alta Visa across from Lake Pleasant Elementary. When you drive inside the Alta Vista gate and stop (at the stop sign), directly ahead were 6 lovely tree. These were placed by T.W.Lewis as part of the design of Alta Vista. Now three of these lovely trees has been removed by the home owner on Via Caballo Blanca side. These were 3 healthy tree. The area looks terrible now! One homeowner (Gloria Lane) maintains his three trees and the other home owner (Via Caballo Blanco) had his/hers 3 removed. What can be done about this? I called the HOA a couple of months ago to complain about the unsightly look and still NOTHING has been changed! Response: Thank you for your question. The Community Standards team can inspect this area. Please note, the current design guidelines do not require trees in resident side yards. Question 17: I am not voting by zoom and why no annual meeting? I don't trust not voting in person!

Response 17: Thank you for voting and attending the Annual meeting of the members. With over 3,600 lots within the Village, voting using a trusted third party is the most efficient way for homeowners to cast their vote. Additionally, paper ballots are available in the Association office for those residents wishing to vote in person. Question 18: Just walking around the HOA office grounds/common area, there are faded signs, broken lights, broken cement benches that are not replaced/broken water fountains, etc. not being repaired or replaced. What will you do to hold our Management Company accountable for proper maintenance of our community? Response: Thank you for your comments and question. As the community ages, updates/replacements to signage and lighting becomes ongoing. If ever, you would like to walk the property with a member of the staff to check on the status of a repair we are happy to do so. Our new app, called See-Click-Fix will be rolled out this year to assist with communicating the process of specific repairs. Please keep an eye on your email as we roll out this new tool. Question 19: What is Northpointe doing to White Peak Mountain? I used to be able to hike there and now it looks like they are taking half of the mountain for their community. Isn’t it shared property? Response: Thank you for your question. The Northpointe development is not owned by the Village at Vistancia Association. Question 20: What will be built next to the Assisted Living Center on Vistancia Blvd on the property that is still fenced in? Response: Thank you for your question. The Association does not own the land and does not have concrete knowledge of the future development plans. The City of Peoria Planning and Zoning likely has additional information.

Question 21: Would like to understand thoughts on enforcement of HOA rules? In conjunction with that, there is a lack of response from HOA office to violation filed, would like to understand your thoughts on this process? Also along those lines there are HOA rules that the management team seems not to want to deal with and, refers you to the police. What are your thoughts on team not wanting to manage issues? Response: Thank you for your question. The Community Standards team continues to conduct inspections, address violations, and help educate Vistancia residents. Should a resident have a specific compliance concern, there is a “Report a Violation” button on the MyVistancia.com website. The police should always be notified if there is an emergency, or a concern that would not be addressed through the Community Policies and CC&R’s. Question 22: My question is this: Why, when we do not offer rentals to residents on Monday - Thursday, was the Village at Vistancia Great Room used on Monday, February 21st for an event for Blackstone residents? The facility was closed to Village residents from 12 to 8 P.M. on that day. Whether or not there was anything else on the calendar for that room, I strongly object to our facility being used by Blackstone. They have facilities of their own. Response: Thank you for your question. The Blackstone Association contributes to the VVA budget as cost sharing for items such as the team’s time and office supplies. The Blackstone Annual Meetings and Board meetings have typically always taken place at the Mountain Vista Club as the Blackstone Association has no amenities conducive to hosting a meeting. Question 23: We would like to start a neighborhood watch group due to vandalism and outside people, walking late at night in our area. Do we need your permission? Can we speak at a board meeting? Response: Thank you for your question. Neighborhood Block Watch programs are a function of the City of Peoria Police Department. In the past, the Association has had representatives from the Police Department speak at Townhalls/Board meetings. This could be added to a future meeting for discussion.

Question 24: Please address the need for street maintenance on some our residential streets including Creosote, 137th, Jesse red dr. The street is down to bare rocks that are now loose and fly up onto the sidewalks when the street cleaner comes. There is no asphalt on the road surface. It has been this way since I bought my property in Jan. 2020. Response: Thank you for your question. The City of Peoria maintains the public roadways within Vistancia, with the exception of gated benefitted parcels. The City does have a maintenance schedule on their website for the 2022 calendar year. A request to the City can be made for your specific area, using the Peoriaaz.gov website, under Street Repair Request. Question 25: What is the philosophy of the HOA as it relates to the maintenance of the washes? I’ve noticed a lot of downed/dead trees & debris that’s been there for a while and wasn’t sure if it’s a “let nature take its course” philosophy. Overall the trails seem to need some TLC. Response: Thank you for your question. The washes within the community belong to and are maintained by the Vistancia Maintenance Corporation. They are designated 404 washes and are required to remain natural by the US Army Corps of Engineers. The washes are inspected annually for water flow concerns, fire hazards, and manmade debris. Question 26: We have lived in Vistancia for over 3 years and in that time we have very seldom made a call that did not drop! We have taken to telling whomever we are talking to expect our conversation to drop. Extremely annoying particularly on a call that put us on hold for 30 minutes only to get through and have the call drop. On occasion, we have even driven to a different part of Vistancia to be able to complete a call! Personally we can't wait for that cell phone tower. Response: Thank you for your question. The proposed cell tower is in its initial stage and must go through several administrative processes prior to any development. Please attend future Board meetings to make your voice heard; and please note, this project has not received final approval at this time.

Question 27: Over the last year we have had several management team vacancies and some have lasted months. Logically, this means that we are not paying these salaries as budgeted. Where will I see these savings reflected in our monthly budget report? If they are not reflected why not? Response: Thank you for your question. This variance in the Budget is reflected in the Onsite Services line. Please know CCMC is working to fill remaining vacancies with top-notch professionals as quickly as possible. Question 28: Will the community need to pay hazardous waste disposal fees to remove the large mine tailings pile that is north of the Northpointe development? If so, how much will it cost? Response: Thank you for your question. The Northpointe development is not owned by the Village at Vistancia. Any hazardous waste fees generated by the development would not be the responsibility of the Village Association.
