plete extent. The problems due to" private ownership and the vested

rights of an old settled country areparticularly difficult. The physicalconditions also are among the mosttrying in the United States, as the RioGrande has cut for itself a deep, nar-row gorge in the northern part of theterritory; this gorge extends to adepth below the tough, lava which linesthe gorge and the river now flows overa bed of sand and bowlders, which inturn lies over soft sandstone or clays,not affording a safe - foundation forhigh structures; thus, although thereare a number of basin-lik- e valleys, ithas been found impracticable to closethese up by means of dams because ofthe dubious nature of the. material onwhich to place the foundation.

introduced by Delegate B. S. Rodey forthe creation of a 6th judicial districtin this territory and for the appoint-ment of an additional associate justiceof the territorial supreme court. Dele-

gate Rodey worked hard, faithfullyand enegetically for the passage of thismeasure and he is certainly entitled togreat credit for his success in the mat-ter. The effect of this new law willbe to apportion the territory moreequally and fairly among the six jus-tices of the territorial supreme court.The cause of justice will be well servedthereby and the business of the courtswill be more economically and morepromptly conducted.
