When Stan Anderson withdrew as a nominee for Ambassador to Costa Rica, part of the arrangement was that President Ford would send a letter to Chairman Fulbright stating his high regard for Anderson. This letter (at Tab A) has now been prepared, and I am sending it to you for your review and sign-off before forwarding it on. For your information, attached at Tab B is the Jaworski letter to Fulbright which was originally sent when Anderson's nomination was submitted to the Senate.

Let me know your views so I can take the appropriate action.

In response to your letter of May 28, 1974, Mr. Stanton Anderson has been questioned quite fully by this Office in connection with our • investigation into possible violations of Federal law arising out of the obtaining of political contributions from persons seeking ambassadorial appointments. Allegations concerning Mr. Anderson's possible role with respect to the "responsiveness" prograrn also have been investigated by this Office, assisted by the Federal Bureau of Investigation. Based on the evidence now known to us there is no basis for the bringing of any criminal charges against Mr. Anderson.

SUBJECT: Me skill and Silbert

You must decide whether to resubmit the nominations of Meskill for court of appeals judge and Silbert for U. S. Attorney. I have not made an independent inquiry, but pass along these observ ations from Deputy Attorney General Silberman.

Meskill. There have been published suggestions that Meskill was somehow engaged in improper real estate dealings while he was Governor of Connecticut. This was checked out twice by the FBI. The fact seems to be the follovving: Persons who were partners of Meskill with respect to one real estate holding had dealt ·with Connecticut officials (other than the Governor) with respect to properties other than the one in which Me skill had an interest. The FBI file on this matter was shown to Senator Eastland before Meskill was nominated. And Meskill himself h a s testified in his confirmation hearings on this matter, to the apparent satisfaction of the committee; the committee staff had apparently made its own inquiries.

Silbert enjoys a good reputation at the Bar - - e v en among Civil Liberties Union people. Silberman gav e the m a tter very careful review and concluded that tl1:ere was no evidence of negligence in Silbert' s handling of the original Wate rgate ca s e. It was true that Silbert proceeded in a cautious fashion. Silberman regards him as absolutely first class, and it should be noted that Silbert was unanimously appointed U. S. Attorney by the U. S. District Court (which i s the proc edure for filling a vacancy i n t he interval b efor e a Presidential appointee is nominated and confirmed). Not even
