The President reported for the information of the Board relative to the November 15 meeting of the Legis- lative Interim Commission on Higher Education. The President also reported receipt of a letter subsequent to the meeting from the State Board of Education propos- ing "a voluntary liaison committee representative of the State Board of Education, the State College Board, and the University Board of Regents" to concern itself with problems of coordination and with the provision of a comprehensive and economical program of hi her edu- cation for the youth of Minnesota. The Presi f ent how- ever recommended that it would be well to await the

Commission's report and legislative reaction before enter- ing into the proposed liaison arrangement. Unanimotqdy approved.

The President reported for the information of the Board relative to the hearing on the University of Minne- sota budget before the Governor and the Commissioner of Administration. At this hearing the Governor and the Commissioner of Administration raised questions about the possibility of the University's contracting with the public schools in the Twin Cities' area for the offering of some University-level work. The President reported the steps the University is taking to study the Governor's suggestion.

The President passed out a summary of the conclu- sions and recommendations of the Legislative Interim Commission on Agricultural Schools. In this connection he reported that Regent Skyberg had conveyed to him the request that representatives of the Northwestern Educational Improvement Association be permitted to meet with the Regents at the December meeting. Subse- quently Regent Skyberg indicated the group wished a postponement. Regent Skyberg indicated the group may now wish to meet with the Regents at the January meeting.

The President and the Secretary having presented to the Regents of the University of Minnesota a letter dated December 10, 1958, filed supplement to the minutes, page 11,378 and signed by Markell C. Brooks, Conley Brooks, Edward Brooks, Jr., Markell Brooks Krafchuk, and Dwight F. Brooks, members of the family of the late Edward Brooks, advising of their intention to give to the University for use as a residence for its President, the family residence known as "Eastcliff," located at 176 North Mississippi River Boulevard, St. Paul, hlinne- sota, the following resolution was unanimously adopted:

Be I t Resolved, That the Regents of the University of Minne- sota hereby approve the acceptance of the proposed gift on the terms outlined in said letter, and the President or Vice President and the Secretary or Assistant Secretary of the Regents of the University of Minnesota be and they hereby are authorized to execute on behalf of the Regents an acceptance and approval of

said letter to evidence the mutual understanding of the donors and the Regents as to acceptance of the gift.

The Re ents hereby accept with appreciation the gifts of the fractionafinterests to be made during 1958.

The Secretary of the Board of Regents hereby is authorized to forward a certified copy of this resolution to the donors.

The Business Vice President having reported for the information of the Board relative to Section 4, Chapter 852 of Minnesota Session Laws for 1957, providing for reimbursement to the public examiner by a state depart- ment agency for the cost of audit of its financial affairs by the examiner, voted to instruct the Business Vice President to report to the Commissioner of Administra- tion that University funds are not available and there- fore it is desired that the whole cost of the audit now being conducted be waived, as provided by law; and re- quest the Commissioner of Administration to recommend to the executive council that the cost be waived.

The President and the Business Vice President re- ported for the information of the Board receipt of an ap- plication from the American Legion for the use of the sta- dium during the week of August 24-27 for the Drum and Bugle Corps competition to be held in connection with the national convention of the American Legion. On rec- ommendation of the Business Vice President and the President, voted to postpone action thereon until a later meeting and instructed the Business Vice President to ex- plore the matter further and report his findings at a sub- sequent meeting.

The Academic Vice President reported for the infor- mation of the Board reIative to a discussion with Mr. James F. Bell concerning the possibility of an addition to the Museum of Natural History. Mr. Bell said there were two questions to be answered. The first is whether the University would support a move to raise funds from private sources that looked toward the construction of an addition and give support toward this end. The second question is, assuming that a sum could be raised privately (perhaps in the amount of $250,000), would the Univer- sity be willing to include in its program of legislative requests at some future date a request for a like sum to

match the funds privately asked. Mr. Bell indicated his willingness to start the fund with $25,000. The Business Vice President and his associates explored the possible answer to the second question and determined it to be possible that a modification be made in the buildipg pro- gram for 1961 by reducing item 48 (land needs) by the sum of $250,000 and insert a new item under the new buildings category, "addition to the Museum of Natural History, $250,000." On recommendation of the Academic Vice President, the Business Vice President, and the President, voted to support a move to raise funds for this purpose from private sources and to approve the modification in the building program for 1961 by reduc- ing the land needs item in the sum of $250,000 and by inserting a new item in the legislative requests for an addition to the Museum of Natural History in like sum.

The Business Vice President reported for the infor- mation of the Board relative to the progress attained to date in the search for a new stadium site. The Board was informed that possibilities have been explored but that no definitive report can as yet be made, that the explora- tion will go forward and at an appropriate time a prog- ress report will be made to the Regents.

The President reported for the information of the Board receipt of a legislative "special" proposal from the School of Business Administration and the General Ex- tension Division that the Workers' Education and Indus- trial Relations programs at the University of Minnesota be expanded. Voted on recommendation of the President that this item be added to the 1959-61 legislative requests as a "State Special."

Mr. J. D. Holtzermann, President, Mr. Wendell T. Burns, First Vice President, and Mr. Russell E. Back- strom, Second Vice President, of the University Alumni Association were guests of the Regents at luncheon. Mr. Holtzermann made comments on three matters: The Alumni Association's legislative program, the alumni in- terest in President Morrill's successor, and the akhletic situation.

The President opened the discussion of the current athletic situation by submitting to the Board the peti- tions and letters addressed to the Board and with a com- prehensive review of circumstances leadin up to today's L meeting and discussion. He concluded review by reading a draft of a possible statement which he asked the Regents to consider for possible modification and adoption. In the ensuing discussion Regent Griggs made the following motion:

I move that President Morrill be instructed &st to negotiate the early resignation of Murray Warmath and he further negotiate the retiral of Ike Armstrong as Athletic Director, transferring him to such other position as profitably can be made available, and that the Chairman appoint a committee of the Regents of three or five, at his discretion, to participate to assist the President to that end.

This motion not seconded.

Following the discussion in which there were modifi- cations of the statement, the statement, as filed supple- ment to the minutes, page 11,379, was adopted. Prior to his departure, which preceded the above action, Regent Griggs asked to be recorded as not favoring the statement.

The President reported that upon recommendation of the Honors Committee a mail vote of the Board and the Administrative Committee was taken on the award- ing of the Regents Medal to Dr. Donald Cowling. The presentation was made upon receipt of a unanimous approval.
