Over our first 15 years, HKUST has enjoyed an early but by no means easy success. Leaping skyward in the global academic leaderboard, we have become a magnet and nursemaid for

excellence, attracting the best and brightest scholars and scholars-to-be. At the Council’s invitation, President Paul Chu has agreed to stay on for another three years to see that the University strides confidently on to its next phase of development.

As we look forward to the next 15 years, there may be cause for compliment from others, but no room for complacency among ourselves. The world’s institutions of higher learning are all jousting to join or remain in the ranks of the academic aristocracy and scientific nobility.

The economic prosperity of a society is often powered by its leading scientists and researchers, as the case of America eloquently demonstrates. A society that does not value the future of its universities cannot be said to have a future.

Building something from nothing is an overwhelmingly daunting undertaking. In pursuing our dream, HKUST has achieved a success unparalleled in the history of higher education. But continuing to move upwards is an even greater challenge. Not only must there be no loss of altitude, it must climb to new heights of greatness.

香港科技大學創校十五年,成就超卓,但纍纍碩果,得來不易。我們如今已躋身國際優秀學府之列,成為才俊匯

聚之地,吸引了世界頂尖學者及最優秀學生加盟科大。朱經武校長亦應校董會的邀請,續任三年,繼續帶領科大再創新高峰。

我們過往所取得的成就,獲得各界讚賞,但面對未來,我們絕不應絲毫自滿,因為世界各地的高等學府,都力爭上游,努力不懈,競相攀上學術及科研的高峯。

經濟進步,往往由優秀的科學家和研究人員推動,美國的經驗足可佐證。若社會不重視大學的未來發展,則難有廣闊前景。

科大從零開始,一點一滴積聚、孕育發展,這份承擔,的確需要極大堅毅。在追求夢想的道路上,科大在短短十五年間,取得了輝煌成就。然而,要再攀高峰,挑戰只會有增無減,我們不僅需要信念,還需要不斷自我突破。

經濟進步,往往由優秀的科學家和研究人員推動。

2005-06年是饒有意義的一年。這一年,科大落實推行今後十五年的策略發展計劃,成立高等研究院,並邀請了霍金教授作高研院首場公開演講,引發全城一股科學熱潮。

在科大發展藍圖中,另一項重點,是成立一所跨學科學院,及校園擴建方案。然而,這些發展耗資不菲,需要社會各界同心協力支持,才能水到渠成。

大學的茁壯,出自社會資源的沃土。過去一年,科大的募捐成績斐然,得到霍英東基金會出資 8億元,成立科大在內地的橋頭堡──南沙研究院。基金會這筆資金,是社會支援高等教育的一個出色例子,亦是肯定科大對珠江三角洲地區經濟前景所扮演的角色。

一分成功,源於十分耕耘;燦爛的願景,亦不可能憑空實現。科大與香港的未來密不可分,本人希望對香港充滿信心的人,同樣對科大滿懷信心,繼續支持我們任重道遠的工作。

This is why 2005-06 is such a pivotal year. It is the year the University starts executing its Strategic Plan for the next 15 years. Embedded in its vision is the setting up of the Institute for Advanced Study, resoundingly inaugurated by a public lecture by Professor Stephen Hawking that left a whole city atypically wild about science.

Also high on the University’s agenda for action are the establishment of a new school for inter-disciplinary studies and our campus expansion plan. But there is a price tag for progress, and it runs into figures only a concerted community effort can deliver.

Universities draw their strength and support from the community from which they come. The past year has been a year of bounty for HKUST, gifted as it was with an unprecedented $800 million from the Fok Ying Tung Foundation towards the establishment of its new beachhead on the Mainland, the Nansha Graduate School. This is a prime example of the community becoming a pillar of support for higher education. This act of generosity is an emphatic validation of HKUST’s role in the economic destiny of the Pearl River Delta region.

Excellence does not come cheap, nor do visions of greatness subsist in a vacuum. My hope is that all who believe in Hong Kong will continue to believe in HKUST — and champion its cause — for the fate of one is tied to the future of the other.

This academic year is a watershed. It marks the end of HKUST’s first 15 years as a young, dynamic university and the beginning of our next 15 years of progress towards world-class excellence.

Coincidentally, it also marks the end of my first term as president of this great university. I am deeply honored that the Council has given me three more years to help steer the university towards its next summit.

We are a young university. But we have big dreams for Hong Kong and beyond. In our first lap, we have outrun ourselves. Our jury of peers has judged us a top-performing university. Now within shouting distance of academic greatness, we must not just aspire, but perspire, to reach it.

2005-06 was a singularly successful year. Our signal excellence is right across the board, from student to faculty, from alumni to researchers. Late in 2005, for example, our Kellogg-HKUST Executive Master of Business Administration Program was ranked second in the world by the Financial Times. Our Engineering School has been consistently ranked among the world’s top 25 since 2004.

Many say that HKUST owes its prestige to its prowess in science, engineering and business management. But our strength extends

to humanities and social science as well. This year, Professor Pun Ngai of the Division of Social Science became the first

Asian to win the prestigious C. Wright Mills Award, and Professor X L Ding the first Chinese to be appointed by

the Washington DC-based Carnegie Endowment for International Peace as its academic representative to China.

We also shine in our past graduates. Our alumni Miss Jenny Yeung and Dr Jack Lau were the winners of the Young Engineer Award 2006, and Young

Industrialist Award of Hong Kong 2005 respectively. Two of our MPhil students in computer science

took the Microsoft championship, while our dual degree program walked away with the

Lucent Global Science Award two years in succession.

本學年是科大的分水嶺,標誌我們從年青、動力澎湃的頭十五年,踏上茁壯和成熟的新階段,向世界頂尖高峯邁

進。今年亦是我首個任期結束的一年,我非常榮幸得到校董會委以重任,在未來三年,帶領科大續創高峰。

科大是一所年青學府,活力十足,胸懷大志,為香港以至世界作出貢獻的大志。科大在很短時間內脫穎而出,成為同儕公認的優秀大學。雖然學術成就人所共見,但我們更應努力不懈,不斷 精進。

2005-06年度的確是非凡的一年,不論是師生、校友以至研究人員都取得卓越成就。2005年底,Kellogg -科大的行政工商管理學碩士課程,在

《金融時報》的全球排名高踞第二位;工學院自2004年以來,亦一直穩站全球25大前列位置。

不少人說,科大聲名鵲起,有賴理學院、工學院及工商管理學院的優秀表現,但我們人文社會科學學院的優秀實力,其實亦不遑多讓。今年,社會 科 學 部 的 潘 毅 教 授, 榮 獲C Wright Mills獎項,是首位贏得此項殊榮的亞洲學者。另外,丁學良教授成為首名華人,獲美國卡內基國際和平基金會,委任為在華合作項目代表。

Our alumni, with their increasing financial clout, are becoming an important pillar of support to the University. Mr Liu Sing-cheong and his wife Ms Wong Po-yuk, both graduates of this university, made a joint donation of HK$10 million towards the establishment of scholarships for students from developing countries. This is the single largest alumni donation we have ever received. It is an uncommon act of generosity to warm the hearts of all who believe in this university.

These are proud achievements. Now we need another miracle for the second leg of our journey — our Strategic Plan for 2005-2020. At HKUST, miracle means bold vision and vigorous action to make it happen. It is in this spirit that the Institute for Advanced Study (IAS), a key component of this plan, was sensationally launched with the inaugural lecture by Professor Stephen Hawking. The IAS is not just for HKUST. Nor is it just for Hong Kong. Rather, it will galvanise the region’s top talents for the benefit of the whole region and beyond.

A new school for inter-disciplinary studies will follow next. It is not conceptualized just as a fifth school. Rather, its unique role is to expand the common areas for inter-school, inter-disciplinary cooperation and integrative endeavors. This is a new direction called for by the new global reality. All our students will stand to benefit from the academic cross-fertilisation that will be the hallmark of this school. The cornerstone of the University’s worldwide success has been its prowess in research and development. For 14 unbroken years, HKUST has had a stranglehold on the number one status in its success rates in Competitive Earmark Research Grants administered by the Research Grants Council of Hong Kong. This alone speaks volumes of our R&D achievements.

To give focus to our pursuits, we have identified five high-impact areas to concentrate our research efforts, all with immediate and far-reaching social importance or commercial applications, from biotechnology to Nanoscience, from wireless technology and environmental science to management education.

本校的畢業生亦成就斐然,兩位校友楊暉小姐及廖家俊博士,分別獲頒發2006傑出青年工程師獎及2005香港青年工業家獎。與此同時,參加微軟伺服器錦標賽的兩位計算機科學碩士研究生,也報捷而歸。此外,我們雙學位課程的同學,亦連續兩年奪得朗訊全球科學學子獎。

我們的年青校友不斷出人頭地,他們回饋母校,逐步成為科大重要的捐獻來源。兩位畢業生廖勝昌、黃寶玉伉儷,捐贈1,000萬元成立獎學金,獎勵來自發展中國家的精英學生。這是科大創校以來,最大筆的校友捐款,這筆可貴的捐贈,使愛護和信賴科大的人倍感欣慰。

這些成就,我們引以為傲。現在,我們要在下一段旅程─2005-2020策略發展計劃─再創奇蹟。對科大來說,奇蹟就是宏大的願景加上堅毅努力,去實現理想。科大秉持這份精神,成立策略發展計劃的核心項目─高等研究院,並邀得馳譽國際的霍金教授演講,作為揭幕。高研院不單為科大和香港服務,更會著力推動區內頂尖學術人才交流,為地區以至全球作出貢獻。

接著,我們將開辦跨學科學院,成立的目的,絕非僅作為科大第五所學院,相反,其獨特的角色,將擴大跨學院、跨學科共同領域的合作及整合力量。這是配合新的全球環境變化,而制定的新發展方向,科大所有學生將因而受惠。

科大成為世界一流學府,在於傑出的研發成就。科大得到香港研究資助局的角逐研究用途補助金,成功率連續十四年穩踞各院校之首,足以證明我們的科研實力。

With our sights trained on Hong Kong and the Pearl River Delta region, the Nansha Graduate School, made possible by a generous benefaction from the Fok Ying Tung Foundation, assumes great importance for our future. Supported by the first batch of seven research centers, the school is set to play a pivotal role in stimulating and improving social and business development in the region. It is our platform for progress in the economic life of Southern China.

At HKUST, our ruling motif is educational effectiveness, so that talented young people who come to us will fulfill their promise as future leaders. We accomplish this in part by internationalizing our student and staff composition and via a dizzying array of international exchanges. But the key to our educational success has been the quality of our world-ranked faculty and the teaching we deliver to our students. We give students a multi-disciplinary concept and content to education, where theory and practice come together in internships, laboratory practices and exchange activities.

To rise to the challenge posed by the government’s 3-3-4 reform, all four schools have worked hard to come up with new ideas that help to bring out the best in each individual student. We are a pioneer in Hong Kong in offering dual degree programs in which the students will have the advantage of skills both in technology and management.

On student admission, our doors are always open to students of exceptional quality. Where warranted, we are prepared to depart from established procedures or practices. We embrace excellence in all its forms and manifestations.

HKUST’s unique mission is to contribute to the economic and social development of the nation and Hong Kong. Our quest must succeed. With leading business and industry as our research allies, the Government as our trusty partner, and the community as our benevolent believer, I know we will.

知己知彼,我們確立了五個重點範疇,將科大的研究力量,集中在當前及長遠具有重大社會意義及可作商業應用的研究工作,這五個研究重點是:生物技術、納米科學、無線技術、環境科學及管理學。

我們置身香港,毗隣珠江三角洲地區。承蒙霍英東基金會慷慨捐助,設立了南沙研究院,肩負起科大今後一項發展重任。當第一發展階段的七所研究中心投入運作後,研究院將會擔當樞紐角色,促進及推動區內社會及營商環境發展,並成為科大參與華南經濟發展的平台。

我們重視教育成效,將入讀科大的年青才俊,培育成為未來的領袖。為此,我們吸納更多來自世界各地的師生,並參與頻密的國際交流計劃。然而,科大治學成功的關鍵,在於我們為學生提供世界級的師資。我們灌輸學生跨學科概念,提供各式各樣的科目,透過實習、做實驗和交流活動,將所學得的理論與實務結合。

面對快將實行的「三三四」學制改革,我們的四所學院均傾力構思新意念,務求使每個學生的潛能,都能盡情發揮。在香港,科大首開先河,提供雙學位課程,讓學生兼具科技與管理知識的 優勢。

本科生教育

短短十五年間,科大取得的成就,超乎預 期。 已 臻 世 界 水 平 的 科 研 人 才 及研究設施,是我們享譽國際的原因之

一。當然,我們在臨海優美校園所提供的優質教育,也居功至偉。

科大共有四個學院,即理學院、工學院、工商管理學院及人文社會科學學院。科大約有9,000名學生,其中64%是本科生,23%是碩士生,13%是研究生。

科大有約1,500名為非本地學生,佔全體學生總數的17%。每年,我們均有數百名本科生,參與科大與逾百海外機構合作的交流計劃。

科大的450名教職員,來自24個不同國家,組成一支國際性的教研團隊。其中逾半(52%)來自海外,約三份一來自北美洲。

大學的理學院、工學院及工商管理學院,分別提供本科生及研究生課程學位;而人文社會科學學院則開辦研究生課程,並為所有本科生提供通識教育。由於本校以英語授課,故對提升英語能力的課程為必修科。

教與學Teaching and Learning

Undergraduate Education

In 15 years, HKUST has climbed higher than we dare to dream. Our world-ranked research facilities and faculty are our main claim to fame. Not enough credit, however, has gone to the quality

education that we offer on our stunning sea-view campus.

The University’s teaching faculty is organized around four schools: the School of Science, School of Engineering, School of Business & Management, and School of Humanities & Social Science. The student population stands at about 9,000, with 64% enrolled in undergraduate programs, 23% in taught masters programs and 13% in research post-graduate programs.

About 1,500 students (17% of student population) are non-local students. Every year several hundred undergraduates participate in exchange programs with over a hundred institutions overseas.

The University has an international faculty mix, with 450 faculty members from 24 countries. More than half of the faculty members (52%) are from outside Hong Kong and Mainland China, and about one-third are from North America.

Three of the University’s schools — Science, Engineering, and Business and Management — offer both undergraduate and postgraduate degree programs. The School of Humanities and Social Science offers postgraduate degree programs and general education for all undergraduates. As the medium of instruction is English, classes aimed at improving English language skills are required of most students.

由人文社會科學學院所開設的通識教育,是所有本科生的必修科目,並且計入學分,目的是讓學生在專科以外,開拓更廣闊的視野。這項課程是學士學位課程的主要部份之一。在21世紀,每個人都需要廣濶的國際視野,有見及此,學院亦為本科生提供副修課程,讓學生能夠得到專科以外的學識,均衡發展。

此外,各學院在2005-06學年更不斷在教學上改良創新,將學術發展推向新的高峰。

工學院開辦了一些新的課程,把核心工程學科與數學、商業及科學融合,這些新的選擇包括計算機科學與數學理學士,以及電子工程學工學士。

至於理學院則推出以研究為本的分子生物醫學科學理學士,當學生掌握了箇中研究技巧,日後不論在學術或研發上,皆可學以致用。

工商管理學院亦透過個案研究,推行一項連繫商業教育與高水平語言技巧的試驗計劃,這項優質計劃,目前已發展成為一個完整課程,學院所有學生均可修讀。

在訓練學生的科研技術方面,成果豐碩的本科生研究計劃,於2005-06年度進一步擴展,共有72名學生,在39名教職員帶領下,進行不同的研究項目。這項本科生研究計劃,主要是讓一、二年級的學生,於暑假期間,由教職員領導進行研究工作,吸取實際經驗,以加強他們分析及解決問題的能力,培育他們對研究工作的興趣。 此外,愈來愈多科大學生對工作實習機會深感興趣,盼從中汲取實際工作經驗。正因如此,由學生事務處主辦及由個別學院協辦的海外及內地暑期實習計劃,規模亦愈來愈大。本年度,共有165 名學生,透過我們的祖國職情─內地實習計劃,於東莞、上海及北京等城市的55家公司,獲取工作經驗。

All undergraduates are required to take credit-bearing general education programs in the School of Humanities and Social Science to help them gain a wider perspective beyond their individual specializations. It forms part of the backbone of a solid undergraduate education. Life in the 21st century requires a global orientation. In this vein, the School also provides minor programs for undergraduates to temper their specialized pursuits.

Individual Schools have also taken bold, new steps beginning in 2005-06.

The School of Engineering has brought in new program options linking core engineering subjects with mathematics, business and the sciences. Exciting new options include the new Bachelor of Science in Computer Science and Mathematics, and the Entrepreneurship Option in the Bachelor of Engineering in Electronic Engineering.

The School of Science has introduced a Bachelor of Science program in Molecular Biomedical Sciences designed for students looking for a research-oriented program, in which skills for academic and R&D careers will feature prominently.

A pilot scheme has been developed in the School of Business and Management linking business education through case-studies with the development of high-end language skills, and this scheme is now being expanded to a full course for all students in the School.

On the skills-building front, our successful Undergraduate Research Opportunity Program had expanded further in 2005-06, with 72 students working with 39 faculty members on various research projects. The scheme enables first and second-year students to undertake research work with faculty members during the summer vacation to gain hands-on experience. It boosts students’ analytical and problem-solving capabilities, and sparks their interest in research careers. Our students are increasingly attracted to internships which provide cachet in the world of work. This has led to an expansion of summer internships programs both overseas and on the Mainland, implemented principally by the Student Affairs Office, and additionally by individual Schools. During the year, 165 students gained work experience in more than 55 companies in cities ranging from Dongguan to Shanghai to Beijing under the popular Mainland Internship Program.

Postgraduate EducationHKUST is specifically charged with the mission of advancing knowledge at the postgraduate level, with all four Schools offering postgraduate degrees. The University’s 3,000 postgraduates work in either research-postgraduate programs leading to M.Phil and Ph.D degrees, or in taught postgraduate programs. HKUST’s EMBA programs, run jointly with the Kellogg School of Management, is consistently ranked among the best in the world.

The University boasts world-class faculty members in science, engineering, business and management, as well as humanities and social science, doing cutting-edge research as well as quality teaching. The studies offered are diverse, including bioengineering, computer science, chemical engineering, wireless communications, artificial intelligence, financial mathematics, marine environmental science, linguistics and modern Chinese history, marketing and accounting, among many others. They seek not just to advance knowledge but also to advance social and economic development in Hong Kong and beyond.

During the year, the University Grants Committee allocated 93 additional research places to the University, 30 of which have been allocated specifically to the key areas of nanoscience and nanotechnology. This significantly strengthens HKUST’s capability in training the next generation of researchers.

While focused on our research strengths, we do not overlook collaborative opportunities with our sister institutions. We are particularly proud of our innovative joint program in Molecular Medicine with the University of Hong Kong and the Chinese University of Hong Kong. It is set to raise Hong Kong’s medical science profile, with 18 postgraduates located just at the HKUST campus alone.

除本身的研究外,科大也爭取與其他學院合作發展的機會。其中尤以與香港大學及香港中文大學合辦的分子醫學課程為榮。這課程單在科大已有18位研究生,致力提升香港的醫學科學水平。

HKUST’s well-established relationship with Microsoft Research Asia (MSR Asia) has shifted into a higher gear with the signing of an agreement on the HKUST/MSR Asia Joint Doctorate Supervision Scheme. Under the arrangement, both parties will co-supervise PhD candidates in computer science. Students will complete their PhD coursework and examinations at HKUST and carry out research at MSR Asia in Beijing, under the guidance of the co-supervisors. Five to ten PhD students are expected to be enrolled each year. The two institutions have already fruitfully cooperated on the establishment of the Ministry of Education/MSR Asia IT Key Lab at HKUST, the first national laboratory of its kind located outside Mainland China.

Four-Year ProgramAs HKUST prepares to meet the challenge of the transition to the four-year degree system – to be introduced in 2012 – it is seizing this opportunity to move undergraduate education in a new direction. This new four-year degree program forms part of Hong Kong’s so-called “3-3-4” education reform that reduces secondary school education in Hong Kong from seven years to six. This new configuration calls for a new curriculum and graduation standards for secondary school students.

HKUST’s unique approach is to integrate its new undergraduate experience with its overall Strategic Plan, which lays out the framework for the University’s development over the next 15 years. Its undergraduate experience is thus set to be re-engineered in a number of ways.

Gone is the orig inal emphasis on individual majors. Instead, the University plans to create more inter-disciplinary offerings and build a learning environment favorable to the development of communication skills.

科大與微軟亞洲研究院所建立良好的夥伴關係,隨著科大╱微軟亞洲研究院博士銜指導計劃協議的簽訂,日後發展關係更為緊密。在協議下,雙方將共同指導計算機科學的博士生。在共同導師的指導下,學生須於科大完成博士習作及考試,再在北京的微軟亞洲研究院進行研究,每年約有五至十名博士生獲得取錄。此外,雙方已在科大共同設立科大信息技術教育部-微軟重點實驗室,這是第一所設於中國內地以外的重點實 驗室。

四年制課程由於四年制大學課程將於2012年開始實施,科大在迎接過渡至四年制的同時,亦藉機提升本科教育。新四年制課程是「三三四」教育改革的一部份,香港的中學課程將由七年減至六年,因此,中學課程及畢業要求亦將出現改變。

科大採用特有的方法,將新學制與十五年策略發展計劃相結合,因此,大學的本科教育,在多方面都有新。

原來偏重個別主修的做法,將不合時宜。取而代之的,是更多的跨學科學位,以及著重發展溝通技巧的學習環境。

Flexible modular program structures will be designed to facilitate interdisciplinary studies, in which core skills and values will be developed in a broad curriculum with specialist majors at its center. Abundant research opportunities will help ceate a learning environment rich in problem-solving and creative-thinking. Overseas exchange and internships will be expanded to attract more non-local students.

In May 2006, the University submitted a detailed, four-year undergraduate degree plan to the University Grants Committee. It incorporates the Strategic Plan’s vision of a multidisciplinary education that prepares students for their role as creative thinkers, innovators and leaders of tomorrow. It highlights the adoption of a set of learning outcomes with emphasis on academic excellence, intellectual breadth and personal development. To achieve these learning outcomes, the creation of a new school for inter-disciplinary studies is underway.

Campus LifeAt HKUST, we embrace an all-round educational philosophy that views enrichment outside regular academic programs and social activities as an essential part of university experience. We provide a campus life conducive to the nurturing of leaders and life-long learners.

The University actively encourages students to be participants, not observers. All first-year students are to stay on campus for at least one semester to help them develop a community spirit. Students may join any of the 100-plus student societies in interest-broadening pursuits. All first-year students are required to take a specially designed non credit-earning “Healthy Life Style” course as a graduation requirement.

Designed to encourage students to form a l ifelong habit of incorporating physical activity into their schedules, this particular course requires all students to learn basic skills in one sporting activity. The program also successfully mobilizes students to help each other with students serving, for example, as helpers in fitness assessments and organizers in intra-mural sports.

大學將因應跨學科學習,設計出更具彈性的寬廣課程結構,以專業本科為中心,輔以其他課程,從而發展核心技能和價值觀。課程亦將提供大量的研究機會,以營造一個鼓勵解決問題,以及充滿創意的學習環境。此外,海外交換生及實習計劃亦將會擴展,以吸納更多海外學生。

To help students sharpen their networking and communication skills, Confluence Dinners are organized by the Student Affairs Office every semester for hall residents. These social events bring students together with people from commerce, industry and professions to gain early insights into the working world and give pointers in career direction. In 2005-06, 24 such dinners were held and attended by around 5,800 students, 348 guests, 141 alumni and 19 faculty members. A total of 75 confluence mentors gave support and guidance to 86 mentees over the year.

Once students become active participants, they are guided to become leaders and organizers, not just participants. Through standing for office in student society elections, students absorb the culture of serving others.

HKUST students are equally active beyond the campus. The University’s student societies organize several intervarsity sports competitions, including handball, kendo, netball and, in 2005, korfball. Some even learned to coach others by regularly providing training courses for secondary school students. At the international level, annual international intervarsity sports competitions are organized in fencing. Other sports, such as handball and beach handball, are arranged once every few years.

Among intellectual pursuits, the student-organized Pearl River Delta Forum has prodded teams from HKUST, universities in the Delta region and countries in Asia into sharing their views on the development of the Pearl River Delta region. This year’s Delta Forum, jointly organized by our Business Students’ Union, Engineering Students’ Union and Science Students’ Association, attracted 87 student delegates from 16 universities across the region to discuss pan-Pearl River Delta regional taxation cooperation. There are plans to take this forum to universities beyond Asia.

為了加強學生的人際網絡和溝通技巧,每個學期,學生事務處均為宿生舉辦卓賢匯,邀請工商界及專業人士出席,讓學生了解社會實際的工作模式、各行業的發展前景。於2005-06年度,我們舉辦了24次卓賢匯,近5,800名學生、348位嘉賓、141位舊生,以及19位教職員出席。過去一年,共有75名師友,給予86名後輩支持及 指導。

學生一旦投入參與,在循循善誘下,他們會從單純的參與者,變為領袖和組織者。透過學生組織選舉來參與義務工作,培養出服務人群的精神。

在校園以外,科大學生亦同樣表現活躍。本校的學生組織過去舉辦了手球、劍道及投球等多項大學校際運動比賽,在2005年更曾主辦合球比賽。部份學生更榮升教練,定期為中學生提供訓練課程。科大學生亦邁向國際,舉辦每年一度的國際大學校際劍擊比賽,而手球及沙灘手球等比賽,亦每隔數年舉辦一次。

在學術發展方面,科大學生的代表,一向積極參與由學生舉辦的「珠江三角洲論壇」,跟來自珠三角和其他亞洲國家的大學生,在論壇上各抒己見,分享大家對珠三角發展的意見。 今年的珠三角論壇由科大商學院學生會、工學院學生會及理學院學生會聯合主辦,吸引了87位來自澳門、中國內地、新加坡及台灣共16家大學的學生參加,就泛珠江三角洲的地區稅務合作進行討論。展望未來,這個論壇更有意衝出亞洲,邀請世界各地的大學生參加。

Graduate Employment Survey The University’s graduates, the products of a global education and broad-based experience, are eagerly sought after by employers. By December 2005, more than 99% of HKUST’s graduating class had found jobs, started businesses or begun further studies, according to the annual graduate employment survey conducted by the Student Affairs Office.

The survey found that 79% of the 1,285 respondents were in full-time jobs or had started a business, 17% were pursuing further studies and 3% were engaged in temporary or part-time work. The unemployment rate declined from 0.6% to 0.4%, while the average gross monthly income climbed to HK$11,554, an 8% rise on the previous year.

The four professions that employed the largest number of our graduates were engineering (17%), accounting (15%), sales/marketing (15%), system analysis & computer programming (12%).

The largest recruiter was the banking and finance sector which hired 9% of our graduates, who earned an average of HK$14,555 per month, some 20% up on the year before.

The number of graduates going on to postgraduate studies grew from 15% in 2004 to 17% in 2005, with students destined to renowned overseas universities such as Cambridge, London School of Economics, Harvard and Stanford.

Once again, the survey results confirm the excellence of the varied enrichment programs at HKUST, giving students a highly competitive edge in the employment market.

畢業生就業調查 科大畢業生擁有國際視野,並得到廣博的訓練,各界僱主對科大畢業生求才若渴。據學生事務處進行的年度畢業生就業調查,至2005年12月,超過99%的應屆科大畢業生已經就業、自行創業或繼續深造。

調 查 顯 示, 在1,285名 受 訪 者 中,79%從 事 全職工作或創業,17%繼續深造,另3%則從事臨時或兼職工作。與前一年相比,失業率由0.6%降至0.4%,而平均總月薪則上升8%至11,554 港元。

僱用最多科大畢業生的行業分別為工程(17%)、會計(15%)、銷售�市場推廣(15%)、系統分析和程式編寫(12%)。

銀行及金融界是最大的僱主,共聘用了9%的本校應屆畢業生,他們的平均月薪達14,555港元,較上一年增加約20%。

另外,繼續升學的研究生比例亦有所上升,由2004的15%增至2005的17%,部份到劍橋、倫敦經濟學院、哈佛和史丹福等國際知名學府繼續深造。

這份調查結果再一次證明,科大各個課程學以致用,充份裝備每個學生,使他們在就業市場具備競爭力,開展自己的事業和前途。

開拓求知新天地隨著香港虛擬大學校園於2005年9月成功開辦試點課程後,中學生現可更早嘗試高等教育生活的趣味。

虛擬大學是科大獲大學教育資助委員會撥款700萬港元資助的電子學習模式,並由香港大學、香港城市大學、嶺南大學及香港教育學院共同協辦,課程可供參與機構的學生及香港中學生 修讀。

目前已選定四個學科領域,作為課程發展,包括通識教育、資訊科技、語言、及科學與教育。課程透過由科大開發的電子學習開放平台發送,這個系統可以傳送多媒體教學材料、網上習作及討論。虛擬大學開辦的首個課程,是科大的計算機及編程基礎課程。 此外,科大持續進修學院的嶄新發展,亦為中學生提供另一選擇。持續進修學院不僅為商界及個人提供終身學習的機會,更開辦廣具認受性的 專上教育課程,為中五及中七畢業生提供更多 出路。

A Brave New e-World for Students Secondary school students can now get off to an early start in higher education, with the successful launch of the pilot class of the Hong Kong Virtual University Campus in September 2005.

The Virtual University is an HKUST e-learning initiative supported by a HK$7 million grant from the University Grants Committee and jointly hosted by HKUST, the University of Hong Kong, City University of Hong Kong, Lingnan University and the Hong Kong Institute of Education. Programs are open to students at participating institutions and Hong Kong secondary school students.

Four subject areas have been identified for course development: general education, IT, language learning, science and education. Courses are delivered through HKUST’s eLearning Open Platform, which can deliver multimedia course materials, online assessments, and discussion tools. The first course offered was HKUST’s Computer and Programming Fundamentals. Secondary school students can also plug into new developments at the HKUST College of Life-Long Learning (CL3). Fostering lifelong learning through a wide range of courses for business and individuals, the College has enlarged its offerings to include accredited self-financing post-secondary programs, thus providing alternative study paths for Form Five and Form Seven graduates.

The School of Science comprises five departments: Biochemistry, Biology, Chemistry, Mathematics and Physics. The School enrolls about one-quarter of the University’s undergraduate and

postgraduate students.

In response to the needs of Hong Kong and consistent with the special mission of HKUST, the departments in the School emphasize studies in applied science. The undergraduate programs provide a strong core of instruction in both basic and applied science through course work and laboratory studies. The research-oriented postgraduate programs aim at preparing students to become scientists who are capable of carrying out independent and original research.

The departments collaborate with the Hong Kong Institute of Education to jointly offer four cross-disciplinary integrated science undergraduate programs as well as the Mathematics and IT Education program.

The School also offers postgraduate program in Nano Science and Technology as well as the Atmospheric, Marine and Coastal Environment program.

All departments have well-established laboratories that are equipped with state-of-the-art facilities for teaching and research. Access to the Coastal Marine Laboratory that maintains organisms in very clean running seawater is available to Marine Environmental Science students for research and education purposes.

The School’s research programs are supported by a number of central facilities and interdisciplinary research institutes, such as the Biotechnology Research Institute, the Institute of Nano Materials and Nano Technology, and the Institute for the Environment.

With an eye to the university’s mission of contributing to Hong Kong’s social and economic development, the School is a champion in running education out-reach programs for primary and secondary schools and in organizing popular science talks. In 2006, the School joined hands with Radio Television Hong Kong in organizing weekly one-hour programs on popular science.

The School of Humanities and Social Science comprises two divisions — the Division of Humanities and the Division of Social Science. It does not offer undergraduate degrees, but both

divisions offer postgraduate work by means of taught Master of Arts degree programs and the research degrees of Master of Philosophy and Doctor of Philosophy.

To ensure a broad, holistic education for our students, the University requires that all undergraduates take at least one course in the humanities for general education purposes. The School offers a wide selection of courses, including art history, film, linguistics, literature, history, anthropology, philosophy and religion. Also offered are studies in the Chinese cultural heritage and in other fields, with the aim of extending students’ knowledge and widening their field of vision.

Through the training of our general education courses, students are expected to develop their capacities of reading and writing, to be aware of concepts, ideas and systems of thought that underlie human activities, and to heighten their concern about human society, about how the past constructs the present, and how modern science and technology affect human life.

Teaching and Research Excellence• The Times Higher Education Supplement ranked the University

57th in social science among the world’s top 100 Universities.

• Dr Pun Ngai, Associate Professor of Social Science, was the winner of the 2005 C. Wright Mills Award. She is the first Asian winner of this prestigious award since its establishment in 1964. Dr Pun’s award-winning book, titled “Made in China: Women Factory Workers in a Global Workplace”, critically addresses an issue of contemporary public importance and brings to the topic a fresh, imaginative perspective.

• Professor X L Ding of the Division of Social Science was appointed by the Washington DC-based Carnegie Endowment for International Peace (CEIP) as its academic representative to China. The two main areas of the CEIP’s joint program in China are US-China relations and the challenges for sustainable development in China. Professor Ding is the first-ever Chinese scholar appointed to this key post.

• Professor Xiaogang Wu was awarded a prestigious Spencer Postdoctoral Fellowship, won the Best Paper Award from the American Sociological Association’s Asian and Asian American Section, and received an RGC grant for Public Policy research.

We never lose sight of our officially-sanctioned mission that we be central to Hong Kong’s pursuit of its social and economic development. Our research interests often target the needs of industry and the business community in the region and beyond.

What deserves special mention is our achievement in executive education programs. Our joint Executive MBA program with the Kellogg School of Management of Northwestern University was rated second in the world in December 2005 on the Financial Times worldwide EMBA rankings. For a school only 15 years old, this is a breathtakingly impressive accomplishment.

The HKUST business school consistently ranks among the top 25 in the world in research. The School’s Finance faculty has been ranked first in the Asia Pacific in research articles published in top academic journals, for the third time in four years. The School’s Accounting faculty has been ranked among the top ten in the world in publications in the top-three academic journals in five of the past six years, a record exceeded by no other school and tied by only one, University of Chicago.

科大商學院肩負一項公認的使命,是推動香港社會及經濟發展。我們的研究方向,針對區內以至全世界工商界的需要而進行。

The School of Engineering is the largest school at the university, taking in about 40% of our undergraduate and graduate students.

The School is also a pioneer in dual degree program. Our elite four-year undergraduate Technology and Management Program, the first of its kind in Hong Kong, is producing graduates who are able to tackle issues and create opportunities from both technological and business points of view. The program is jointly run by the School of Engineering and the Business School – both globally renowned in their respective field.

With six departments: Chemical Engineering, Civil Engineering, Computer Science and Engineering, Electronic and Computer Engineering, Industrial Engineering and Logistics Management, and Mechanical Engineering, the School literally bears the burden and honour of “engineering Hong Kong’s future.”

The School is working hard with industry and government to meet their needs through partnerships. We have achieved substantial success in bringing industrial R & D to the market for commercialization. Through our Engineering Industrial Consortium, Technology Transfer Center, Applied Technology Center, the HKUST R and D Corporation Ltd and our partnership with the Hong Kong Industrial Technology Center Corporation, the School has been at the forefront of developing and transferring the latest technology to meet the economic, industrial, commercial and environmental needs of Hong Kong.

HKUST is distinct among tertiary institutions in Hong Kong, and indeed most of Asia, by being specifically tasked under the Laws of Hong Kong to go beyond the traditional areas

Within a short time span, HKUST has earned a reputation as a leading international research university on the strength of our many research and innovative technological breakthroughs. sector in Hong Kong. HKUST is currently engaged in identifying new drug candidates for a variety of diseases and conditions including neuropathologies, cancer and aging.

Interdisciplinary environmental research and large-scale projects with mainland research partners to meet the needs of Hong Kong and the Pearl River Delta region. The extension of environmental education to

students and training for the public and private sectors are also targeted.

就納米碳管大小,及以碳為主的物質的超導性臨界溫度,繼續進行開拓性的基本研究。擬定的應用,包括設計及製造用來偵測病原體的納米粒子系統,以及發展針對生物醫學研究

的整套納米工具。現正著手籌辦新的納米科學與技術的研究生及本科生學位課程,並在短期內推出。

The continuation of pioneering basic research in to the s ize of carbon nanotubes and the critical temperature for superconductivity in carbon-based materials. Planned applications include the design and fabrication of a nano-particle-based system for pathogen detection and the development of a nano tool-kit for biomedical research, among others. New postgraduate and undergraduate degree programs in nanoscience and technology are being

i n c u b a t e d a n d w i l l s o o n b e established.

These disciplines have been carefully selected for their scientific significance and relevancy to the social and economic development goals of Hong Kong, the Pearl River Delta region and beyond. HKUST is already internationally recognized for our ground-breaking research in these areas. We are making further inroads through new discoveries and by working alongside other institutions and industries for their innovative industrial and social applications.

Such research and development often call for a multidisciplinary approach. HKUST, with a broad range of expertise across our four Schools in science, engineering, business and management, and humanities and social science, is especially suited to the task.

The development of revolutionary wireless technologies to support cognitive ubiquitous communications; high-speed networks to retain Hong Kong’s position as a major information hub; wireless and mobile

生物化學系夏軍博士與其研究小組發現,染色體蛋白(PICK1)透過一個最新認定的BAR領域,直接連接主要是磷酸肌醇的脂質。他們亦首次發現蛋白-脂質活躍地互動,對染色體蛋白的發現極為重要。

Dr Jun Xia, Department of Biochemistry, and his research team discovered that a synaptic protein, PICK1, directly binds to lipids, mainly phosphoinositides, via a newly identified BAR domain. They also found, for the first time, that a dynamic protein-lipid interaction was important for targeting of synaptic protein.

科大的中文語言中心與位於西雅圖的華盛頓大學的Li Fang-Kuei Society中文語言學會,合辦了一個新的供同儕評審而名為Bulletin of Chinese Linguistics的國際期刊,目的是對中國及鄰近地區常用的語言,加深理論層面的認識。這是全球首本專門探討中文語言歷史的學術期刊。

HKUST’s Center for Chinese Linguistics launched a new peer-reviewed international journal, Bulletin of Chinese Linguistics, in conjunction with the Li Fang-Kuei Society for Chinese Linguistics based at the University of Washington in Seattle. It is dedicated to advancing theoretical understanding of languages spoken in China and neighboring regions. This is the first

academic journal world-wide devoted primarily to Chinese historical linguistics.

生物化學系林聖彩博士與其研究小組發現,洋蟲膠(Axin)在TGF-beta訊號路線裡,是一個主要的骨幹蛋白。結合他們之前的研究,這個嶄新的發現,確立了洋蟲膠以多種方式抑制腫瘤活動。

Dr Shengcai Lin, Department of Biochemistry, and his research group found that Axin serves as a major scaffolding protein in the TGF-beta signaling pathway. Coupled with their previous research, this finding establishes that Axin exerts tumor suppression activity by multiple means.

Professor Donald Chang, Department of Biology, and Dr Kathy Luo, Department of Chemical Engineering, have received US and Chinese patents for a molecular biosensor to rapidly screen chemical compounds that can trigger programed cell death in cancer cells.

Research Highlights In addition to the five high-impact areas, HKUST carries out research in many other fields within and across its four Schools. The quality of such work is reflected in the University’s on-going success in the annual internationally peer-reviewed Research Grants Council Competitive Earmarked Research Grant (CERG) allocation. In results announced in June 2006, HKUST remained Hong Kong’s leading university in terms of research projects funded under this allocation.

The world’s first motion simulator to reproduce wind-induced motion of skyscrapers, located in the CLP Wind/Wave Tunnel Facility (WWTF), enabled researchers, led by Professor Kenny Kwok, Director of the WWTF, to collect data on test subjects’ comfort levels and cognitive performance under various conditions of motion.

自2003年屯門公路發生重大交通意外後,香港特別行政區政府致力評估橋樑欄杆及路邊屏障的安全標準。土木工程學系張慕聖教授、鄺君尚博士及羅康錦博士完成了一個全面的研究項目,主要是檢視六個外國國家的實行情況,並以此與香港作比較。根據他們的發現,制定了一個以「表現為本」的指引,用來選擇欄杆�屏障的防撞水平,及定出不同的橋樑�道路的安全位置。

Following the 2003 Tuen Mun highway accident, the HKSAR Government sought to evaluate standards of bridge parapets and roadside barriers. A comprehensive research project by Professor Moe Cheung, Dr Jun Shang Kuang and Dr Hong Kam Lo, Department of Civil Engineering, reviewed practices in six overseas countries and compared current practice in Hong Kong. Based on their findings, a new performance-based guideline for the selection of each containment level for parapet/barriers and different bridge/road locations has been developed.

倪明選教授及其研究小組對無線傳感器網絡進行研究,包括中介件設計、網絡內的咨詢處理、模擬系統、計劃確認及預測、路由規約及多個應用程式。一個正在進行中的項目,是建造一個專門監察煤礦地下情況、氧氣、氣體和水份,以及隧道結構的無線傳感器網絡系統。在全國973基礎研究計劃下,倪教授最近獲委任為首席科學家,帶領這個最大型的無線傳感器網絡項目。

Professor Lionel Ni and his research team’s WSN (Wireless Sensor Networks) research involves middleware design, in-network query processing, emulation systems, plan recognition and prediction, routing protocols and a number of applications. One on-going project includes the construction of a WSN system for underground monitoring in coal mines, for monitoring of oxygen, gas and water, as well as tunnel structures. Professor Ni was recently named Chief Scientist to lead the largest WSN project under the national 973 fundamental research program.

Research teams led respectively by Professor Chung-Yee Lee and Dr Raymond Cheung worked on two projects with the Hong Kong Air Cargo Terminals Ltd (Hactl) to devise dynamic routing policies for container storage systems and for coping with the pressure of air cargo. The teams successfully developed optimization and simulation models for increasing Hactl’s throughput as well as improving service efficiency.

Computer Science and Engineering PhD student Nelson Chu brought Chinese calligraphy into the electronic era by developing MoXi, a ground-breaking digital ink painting software package. Utilizing a pressure-sensitive pen and tablet, the program enables users to digitally reproduce the delicate, real-time brush deformations and ink dispersion needed for oriental ink painting.

Professor Oscar Au and his research group from the Multimedia Technology Research Center devised the first video streaming system for mobile phones based on Audio Video Coding Standard (AVS) technology. They have also developed a transcoding technology which enables a 2.5G mobile phone to receive and play video content from a 3G handset.

Researchers from the Departments of Chemical Eng ineer ing and Mechanica l Eng ineer ing have produced a new technology that can greatly enhance the ballistic-proof strength of ultra high molecular weight polyethylene (UHMWPE) fiber by adding carbon nanotubes to pristine high-strength fiber. Uses include

more effective and comfortable bullet-proof vests.

2006年6月,享負盛名的“分子細胞神經生物學”GordonResearchConference於科大舉行,這是自2000年科大獲選為亞洲的永久會議地點以來,召開的第四次會議。2006年會議整合了分子細胞神經生物學家均感興趣的科學原則,並鼓勵相關研究範疇的神經生物學家互相交流。來自歐洲、北美洲及亞太區共172名傑出科學家、博士後研究人員及學生出席了這次會議,其中三場特別講座,分別由美國國家衛生研究院的Story Landis 教授、麻省理工學院的H Robert Horvitz教授及FredHutchinsonCancerResearchCenter的Linda Buck教授主講。Horvitz教授及Buck教授分別是2002年及2004年的諾貝爾生理及醫學獎得主。

The prestigious Gordon Research Conference on “Molecular and Cellular Neurobiology” was held in June 2006. It was the fourth GRC held at HKUST, which has been chosen as a permanent conference site in Asia since 2000. The 2006 Conference integrated scientific principles that are of general interest to molecular and cellular neurobiologists and encouraged interactions between neurobiologists from different but related disciplines. A total of 172 leading scientists, postdoctoral fellows and students from Europe, North America and the Asia-Pacific region participated in this GRC, which featured three special lectures by Professor Story Landis from National Institute of Health, Professor H Robert Horvitz from MIT, and Professor Linda Buck from Fred Hutchinson Cancer Research Center. Professor Horvitz and Professor Buck are Nobel Laureates in Physiology and Medicine in 2002 and 2004 respectively.

Research Centers and InstitutesFrom its earliest days, HKUST has encouraged the creation of interdisciplinary research centers and institutes to establish a critical mass of research capabilities in areas of high importance to Hong Kong’s economy. The move also attracts funding, enhances visibility and boosts interactions with business, the Government, and industry. Research centers and institutes have continued to be established as emerging fields and economic and social concerns evolve.

The new HK$400 million R&D Center for Nanotechnology and Advanced Materials for Hong Kong and the region, operating under the banner of Nano and Advanced Materials Institute Limited (NAMI), will expand the scope of the University’s Institute of NanoMaterials and NanoTechnology and leverage HKUST’s expertise to lead research and development of new technologies in Hong Kong.

The R&D Center focuses on four core technology areas:

• Nanomaterials and nano-enabled products;

• Nanoelectronics: displays and lighting;

• Advanced materials: electronic packaging and assembly;

• Advanced manufacturing: technologies for advanced forming, surface treatment and environmental sustainability.

Another facility, the HK$400 million R&D Center for Logistics and Supply Chain Management Enabling Technologies, co-hosted by HKUST, the Chinese University of Hong Kong, and the University of Hong Kong, will initially focus on Radio Frequency Identification, infrastructure and decision support technologies. It also aims to facilitate adoption of these technologies by industries in Hong Kong and the Mainland to enhance competitiveness.

The year 2005-06 saw the creation of the Institute for the Environment (IENV). The Institute has been set up in response to mounting local and global concern about sustainable development, and is dovetailed with the University’s designation of sustainable development as one of the areas of high impact in its Strategic Plan. It will do double duty as a focal point for university-wide work on the environment and a point of contact for outside environmental groups and think tanks. IENV has five main areas of focus: air pollution, water technology and resource management, solids and land, including waste minimization, marine and coastal waters, and economy and society.

The Center for Cancer Research was also established to capitalize on HKUST’s expertise in this area. Professor Maria Lung, Department of Biology, was appointed its first Director.

Catalytic nanotechnologies for the removal of biologically active indoor air contaminants have been patented and licensed to Chiaphua Industries Ltd for use in appliances that are now in the marketplace to enhance indoor air quality, and also to Artenano Ltd, an HKUST spin-off company, for the production of nanostructed catalysts, again for indoor air quality

applications.

科研成果轉化及市場推廣科大通過人力資源發展、科技擴散及轉移、知識產權保護和許可使用,以及籌組新公司等,致力對香港及區域經濟發展作出貢獻。

人力資源是技術擴散最有效的途徑。科大2005年共有1,182名碩士畢業生及119名博士畢業生,大部份均投身私營及公營部門,將他們修讀學科的深厚知識、專業技術,以及創作與創新能力帶入行內。這些畢業生是推動行業革新的生力軍,在香港轉型為知識型社會的過程中,擔當重要角色。

Commercialization and Business DevelopmentHKUST strives to make a contribution to economic development in Hong Kong and the region by human resource development, technology diffusion and transfer, intellectual property protection and licensing, and the incubation of start-up companies.

Human resources are the most effective means of technology diffusion. Most of the 1,182 Masters and 119 doctoral graduates from HKUST in 2005 moved into the private and public sectors, taking with them in-depth knowledge of their discipline, know-how and an ability to be creative and innovative. These graduates, and indeed those at the bachelors level, are a force for change and can play a major role in the transition of Hong Kong to a knowledge-based society.

Professor H S Kwok and his research team have achieved the fastest nematic LCD using a new nanoalignment layer and invented several new bistable display modes. CONA Electronics has begun mass production of the patented product. Dai-Nippon Ink has begun sample production of the photo-alignment materials.

Professor Johnny Sin has founded a company — Analog Power Limited — at HKUST for commercializing power semiconductor transistors and integrated circuits. The company has successfully sold over 150 million parts in 2005, and the volume is growing.

• TTC arranged for the filing of 77 patent applications, including full and provisional applications with the US Patent Office, CIP, and international filings

• HKUST received notification of the granting of nine patents

• RDC signed 115 R&D contracts with industrial clients, worth more than $33.5 million

• RDC licensed 24 patents that were assigned to HKUST

• RDC continued to incubate 18 start-up companies based on expertise and technology developed at HKUST

Through these and many other different research and development activities, HKUST is proving itself a dynamo for change locally, nationally and globally.

Research and Education IAS will be a lively hub of research activity. It will lead innovation and discovery-driven research; foster collaboration across disciplines between local, national and international researchers in high-impact areas; and sponsor regular series of talks, workshops, panel discussions, conferences, and short courses.

IAS will offer teaching and outreach programs covering postgraduate courses and seminars; undergraduate courses, mentorship and internship programs for the most gifted undergraduates; as well as popular science and general knowledge lectures.

IAS champions collaborative projects across disciplines and institutions. It will forge strong relationships with academic, business, community, and government leaders to make a difference in the academic and scientific world, and to transform Hong Kong and the Greater China region into a global source of creative and intellectual power.

IAS was front and center in the public consciousness with the spectacularly successful inaugural lecture by Professor Stephen Hawking, Lucasian Professor of Mathematics at University of Cambridge.

研究及教育科大高等研究院將成為一個充滿活力的研究活動樞紐。除了帶動以創新、發明為導向的研究外,還會促進本地、國家及國際研究員在重點領域進行跨學科合作,並贊助學術講座、工作坊、小組討論、會議及短期課程。

Professor Stephen Hawking’s Inaugural Lecture at IASProfessor Hawking’s six-day visit to Hong Kong and his IAS inaugural lecture generated an unprecedented amount of public interest in science in our society. His activities in the territory were reported worldwide, giving a euphoric start for the Institute.

In addition to the 2000-plus people from all walks of life who attended Professor Hawking’s lecture, tens of thousands more tuned in to the live television broadcast, while an internet relay streamed the event to Hong Kong’s seven other universities to provide comprehensive coverage to the tertiary sector.

Professor Hawking spoke on the historical development of cosmology and our understanding of the universe in a lecture entitled “The Origin of the Universe”. He was a star performer, at once serious and humorous. The worshipful audience ate up his thought-provoking words. They were hugely entertained by his lively answers to questions during the post-lecture question-and-answer session.

As a prelude to Professor Hawking’s visit, HKUST organized six public lectures in May and June on the origins of the universe. Speakers included Professor Robert Laughlin, winner of the 1998 Nobel Prize for Physics, along with eminent physics scholars and mathematicians from HKUST, the Chinese University of Hong Kong and overseas institutions.

霍金教授在科大高等研究院作開幕演講科大高等研究院的目標,是成為世界首屈一指的高等研究中心之一,為此,高研院於六月份特邀霍金教授到香港,進行為期六天的訪問,為高研院的成立揭開序幕。訪問期間,霍金教授為高研院發表開幕演講,吸引了大批人士進場,盛況空前。

A New School of Inter-Disciplinary StudiesThe Strategic Plan identified five high-impact areas critical to the process of knowledge transfer that will sustain regional economic development. All five areas of focus are fundamentally inter-disciplinary in character, including studies that cross School boundaries. In its first 15 years of operation HKUST has organized cross-disciplinary research work effectively through the establishment of research centers and institutes. Inter-disciplinary educational programs have also been developed with some success.

跨學科學院策略發展計劃定下五個重點研究領域,以知識推動區內的經濟發展。所有五個重點領域,基本上都包含跨學科的特點。科大在最初15年的辦學過程中,透過建立研究中心及研究所,已有效地進行了跨學科的研究工作。此外,科大還設立多個跨學科教育課程,並取得成功。

This is a model for cooperation to build inter-disciplinary education through inter-department and inter-School cooperation on a program-by-program basis. HKUST believes that it is now necessary to develop a more comprehensive and robust model for the integration of disciplines, first of all because so much exciting work is going on at the boundaries and across the boundaries of disciplines, and secondly because product and process innovation and new ways of doing business are at the heart of progress for the regional economy. To graduate the next generation of tech-savvy entrepreneurs and managers, and business-savvy scientists and engineers who will drive innovation, inter-disciplinary undergraduate studies must be broadened and deepened.

The University is therefore setting up a new School of Inter-Disciplinary Studies which will provide intellectual direction, set priorities, and provide students and faculty who step outside the comfort-zone of classic departmental work with a home and a network of like-minded peers and mentors.

The new school will not simply be a fifth School parallel to the existing four Schools. Its role is to organize work in these common spaces, in particular the space where science, technology, business studies, and social science intersect.

Nansha Graduate SchoolNansha Graduate School forms part of the university’s backbone in its drive towards technological education and innovation in this part of the world.

The University has been working in partnership with the Fok Ying Tung Foundation and the Guangzhou Government to create the Nansha IT Park (NITP) which occupies over 2.5 sq. km. in Nansha. Phase I of NITP includes 15,000 sq.m. of laboratory areas, high-quality offices, and technology incubation space.

In 2005, a donation of $800 million was made by the Fok Ying Tung Foundation to support HKUST in the establishment of a Graduate School in the Nansha IT Park. In collaboration with the Foundation, the University is now completing the design of the Postgraduate campus. Construction work is scheduled for completion in 2008. A number of high-impact research programs and post-graduate courses are being launched in 2006.

Through the establishment of the Nansha campus, HKUST will establish an effective platform for promoting the economic progress in the Pearl River Delta Region — training postgraduate students with a global perspective and providing expertise to entrepreneurs in the area.

南沙研究院南沙研究院是科大策略發展的骨幹項目之一,目的是促進本地的科技教育及創新。

為了建設南沙資訊科技園,科大一直與霍英東基金會及廣州政府緊密合作。科技園選址南沙,佔地逾2.5平方公里,第一期工程包括15,000平方米的實驗室區域、優質辦公室及技術培育基地。

在2005年,霍英東基金會捐贈8億元,支持科大在南沙資訊科技園成立研究院。在與該基金會的共同努力下,科大快將完成研究生校園的設計工作。有關建築工程計劃於2008年完工。在2006年,多項重點研究計劃及研究生課程亦陸續推出。

透過興建南沙資訊科技園,科大將會建立一個有效的平台,促進珠江三角洲地區的經濟發展,不僅培養研究生擁有全球視野,同時亦向該區的企業家,提供所需的專業知識和人才。

Students will be based alternatively in HKUST’s Nansha and Hong Kong campuses, with all courses conducted in English, and some in collaboration with mainland partners.

On the education side, pilot programs will be offered in the following disciplines:

• MSc in Computer Science and Technology

• MPhil in Computer Science

• MSc in Electronic Technology

Other programs under consideration are logistics management, IC design, chemical engineering and mechanical engineering.

Campus DevelopmentThe stunning bay-shore campus is one of the University’s great natural assets. Purpose-built to provide the most conducive environment for research, learning and student life, the University has become known for the beauty of its setting and high-quality facilities which range from state-of-the-art laboratories to scenic waterfront sports venues.

The further development of the University’s physical facilities and infrastructure is part and parcel of its Strategic Plan, to ensure that its educational and research goals are met. By the time the four-year degree program is in place in 2012, the number of students at HKUST is expected to increase by as much as one-third. Infrastructure developments are essential to accommodate the surge in student numbers.

To this end, a new panoramic academic complex located at the southern end of the campus will be constructed to house the School of Business and Management, the new school for inter-disciplinary studies and the Institute for Advanced Study, which has received strong support from the Government and the UGC. In addition, a 3,000 sq.m. extension to the main academic building will house facilities for student-centered activities. Occupation is scheduled for 2011.

Design work is underway on additional residential accommodation for students which is scheduled for completion in 2009. The University is also proposing to build associated residential accommodation for the Institute for Advanced Study and for participants in Executive Education programs.

Nearing completion is The Hong Kong Jockey Club Enterprise Center. This five-story extension to the main academic building incorporates generic wet and dry teaching and research laboratory spaces, office and teaching accommodation, and support space. The Center is scheduled for completion by late 2006.

To meet the growing demands for teaching and research, an addition of 10,000 sq.m. of research and 7000 sq.m. of teaching laboratory space is being planned.

此外,科大計劃在原邵氏片場附近,興建一座新的全景式學術綜合大樓,以容納工商管理學院、新設立的跨學科學院、高等研究院及行政人員培訓中心。而學術大樓將擴建3,000平方米,以容納專為學生活動而設的設施。預定上述項目將於2011年落成。

Local Support

The past year has been a year of bounty for this university, gifted as it was with an unprecedented $800 million from the Fok Ying Tung Foundation. This is a prime example of the community

becoming a pillar of support for higher education. This major donation will be used in two ways: HK$300 million will support University Grants Committee-funded programs as outlined in the University’s Strategic Plan; and the remaining HK$500 million will go toward the establishment of Nansha Graduate School, due to be completed by 2008.

The Hong Kong Jockey Club Enterprise Center, constructed with the help of a HK$100 million donation from The Hong Kong Jockey Club Charities Trust, is another example of how the University and the community can work together to shape its future.

Generous support has flowed in from many different sectors of the community, including corporations, major philanthropists and alumni. These gifts helped the University reach the ceiling of the Government’s Second Matching Grant scheme in seven months, raising a total of HK$698 million. Together with unmatchable donations, the amount reached an impressive HK$1.2 billion.

For the Institute for Advanced Study, the University was delighted to receive generous donations from Dr Helmut and Professor Anna Sohmen as well as Si Yuan Foundation respectively for establishing two Chair Professorship. Each Chair is valued at $30 million, including Government matching.

As a young university, HKUST does not yet command a roster of deep-pocketed alumni. But in November, our MBA alumnus Liu Sing-cheong and his wife Ms Wong Po-yuk donated HK$10 million to establish scholarships for students from developing countries. Mr Liu is a corporate advisor to the HKUST Business School and a Director of the HKUST R and D Corporation. The award is the largest single alumni donation yet received.

The donation was among several received to set up an array of scholarships to attract high-flying students to HKUST. These include gifts from Mr Robert Kuok (HK$50 million), The Joseph Lau Luen Hung Charitable Trust (HK$20 million), Mr Cheung On Tak (HK$7.5 million), Dr Lau Fu Wing, Managing Director of Chiu Hing Construction & Transportation Company Ltd (HK$5 million), D H Chen Foundation (HK$5 million), Family of the late Professor Samuel Chanson (HK$2.5 million), and Mr Lee Wan Keung, Chairman of Lee & Man Paper Manufacturing Ltd (HK$2 million).

The scholarships will enable top local, mainland and international students, regardless of financial circumstances, to enjoy the opportunity to study with HKUST’s world-class faculty. They will help attract the best and the brightest to Hong Kong to participate in building its future. Scholarship programs established by Li & Fung (1906) Foundation Ltd (HK$8 million) and Mr Gilbert Hung (HK$3 million) will also enable local students to take part in exchange programs at leading overseas institutions.

In addition, gifts were received to support the University’s overall development. They include HK$20 million from Lo Ka Chung Foundation, HK$6 million from Chiang Chen Industrial Charity Foundation, HK$3 million from Mr and Mrs Lee Siu Lun, HK$3 million from the late Mr Lung Kai Lam and Madam Lung Law Pui Yu, HK$2 million from Mr Ben Wong, and HK$2 million from The Chan Family Charitabale Trust.

4月,科大舉行了盛大的捐贈者答謝會,向捐贈者、社會領袖及校友致謝。5月,又舉行了簡單而隆重的科大圖書館命名典禮,將圖書館命名為李兆基圖書館,以答謝李兆基基金主席李兆基博士的慷慨捐贈。李博士透過李兆基基金捐贈了3,300萬港元,支持科大發展成為一所著名的研究型學府。

科大對上述人士的熱心捐助及支持,衷心感謝。保持一流的教學和研究水平,需大量資源,因此,籌集捐獻任重而道遠。

內地關係科大積極與內地高等學府建立聯繫,以加強雙方的合作,並鼓勵內地頂尖青年學子來港深造。

In April, a donors’ reception was held to thank donors, community leaders and alumni for their support. This was followed in May by a naming ceremony for the University Library, which became the Lee Shau Kee Library in honor of Dr Lee Shau Kee, Chairman of the Lee Shau Kee Foundation. Dr Lee donated HK$33 million through the Lee Shau Kee Foundation to support HKUST’s development as a leading research university.

HKUST is extremely grateful to the community for such generous gifts and support. Maintaining excellence in teaching and research is an expensive proposition. Fund-raising is therefore a vital and ongoing task.

Mainland InitiativesHKUST actively forges connections to strengthen collaboration with Mainland universities and to encourage Mainland young academic high-flyers to pursue their studies in Hong Kong.

Since establishment, HKUST has worked hard to initiate and strengthen cross-boundary connections. This has seen:

• Co-operative agreements signed with eight universities on the Mainland and one in Taiwan as well as the Chinese Academy of Sciences

• Faculty members lead major research projects under the National “973” Fundamental Research Program

• HKUST become a member of the Association of University Presidents in China

• Collaboration in the innovative PKU-HKUST Shenzhen-Hong Kong Institution – Industry, Education and Research (IER) – for executive education, R&D and entrepreneurship; and the Shenzhen PKU-HKUST Medical Center

• Many other faculty-initiated exchange and cooperative agreements set up at the school and departmental levels.

In 2005-06, enterprising new developments have been pursued in a number of different areas.

Space Program Memorandum of Understanding HKUST researchers’ world-class quality was recognized with the signing of a memorandum of understanding between the Commission of Science Technology and Industry for National Defense Lunar Exploration and HKUST to seek collaboration in China’s lunar probe project.

The exciting move will enable faculty members to make contributions to the lunar program in areas such as data analysis while gaining further expertise in aerospace technology. The Commission will provide project grants, data and relevant facility support to assist HKUST researchers.

In February 2006, the launch of the high-level Nansha Science and Technology Forum took place at the Nansha IT Park. The forum is scheduled to hold 10 sessions over two years to explore science and technology issues of key importance to the social and economic development of China. These include the environment, healthcare, globalization and materials.

Over 500 people attended the first session entitled “Information Technology: Digital Life”. Speakers included Dr Ya-Qin Zhang, Corporate Vice-President of Microsoft Corporation, Professor Song-De Ma, Vice-Minister of Science and Technology, and Professor Lionel Ni, Chair Professor and Head of HKUST’s Department of Computer Science and Engineering.

Zhejiang Advanced Manufacturing Institute, HangzhouThe official opening of the Zhejiang Advanced Manufacturing Institute (ZAMI) in Hangzhou took place in October, launching HKUST’s first research facility in the Yangtze River Delta. The Zhejiang Government provided 16 million yuan in funding along with office space and facilities for the Institute, with HKUST supplying research expertise and leadership in manufacturing technology.

ZAMI’s mission is to assist local industries with advanced manufacturing technologies, including network-based manufacturing systems, radio frequency identification (RFID), mass customization and design for comfort. In addition, it is benefiting HKUST through research and internship opportunities for undergraduates and postgraduates, enabling them to apply knowledge in a real-life manufacturing environment.

Global ConnectionsFrom the outset HKUST has oriented itself as a global university. Its faculty members are drawn from leading universities around the world, and its research standards are benchmarked against top global institutions. Its students are provided with wide cultural experience through exchange programs.

HKUST was a founding member of the Association of East Asian Research Universities which facilitates cooperation among faculty and students between member institutions. It is an active member of the Association of Pacific Rim Universities to strengthen pan-Pacific academic links. HKUST has also set up the Europe Institute with its French and German Centers to promote academic exchange and R&D collaboration with European universities, research institutes and companies.

Our student body is becoming increasingly diversified. This has resulted in a growing awareness of cultural diversity, which would better equip

國際與中國內地學生及學術事務處的成立,加快了國際化的步伐,除了審視大學的交換生計劃外,更積極增加科大非本地的全日制學生人數。大學的目標,是將非本地的全日制學生人數,提高至本科生總數的百分之二十。

The campus is throbbing with a wide spectrum of activities, including international student admissions, student and faculty exchanges, international competitions, joint degree programs and projects with overseas institutions, cultural exchange programs and field trips to overseas institutions. HKUST has active exchange activities with 111 partners worldwide. Of our exchange students, 167 are from the Mainland and the rest of Asia, 148 are from the US, 36 from Canada, and 125 from continental Europe and the UK.

This internationalization initiative is driven by the establishment of the International and Mainland Students and Programs Office. While overseeing the University’s exchange programs, it actively builds the number of non-locals studying full-time at HKUST. The university’s aim is to raise the number of non-local students on campus to 20% of total undergraduate intake.

We also offer scholarships to attract the brightest young minds from around the world. In 2005-06, the first Swire Young Fellows were admitted to HKUST. The six top students, from Asia and Europe, were admitted as full-time undergraduates under the HK$8 million Swire International Young Fellows Program inaugurated in August and supported by the Swire Group Charitable Trust. The program also makes possible exchanges to leading overseas institutions by outstanding local students.

Visits and AgreementsHKUST attracts high-level visitors from academia and government, among other sectors, from countries around the globe. These visits attest to the academic quality and standing that the University has built up over its first 15 years. This sterling reputation also helps attract international interest and cement agreements with institutions of the highest caliber. These include cooperative agreements with the French Ministry of National Education, Research and Technology; Technical University of Berlin, Karlsruhe, Stuttgart and the University of California.

University AppointmentsThe University Council appointed Professor Paul Chu as President of HKUST for three more years until August 2009.

Over the year, the University Chancellor appointed Mrs Susan Chow, Dr Patrick Fung and Mr David Sun to the Council, replacing Dr Lawrence Wong, Mr Wilfred Wong and Mr Peter Wong.

In recognition of their sterling service and significant contribution to the University, the Council appointed four additional Honorary Court Members from among former members of the Court and the Council: Dr Simon Ip, Dr Lawrence Wong, Mr Wilfred Wong and Dr William Fung.

The University welcomed two other community leaders, Dr Annie Wu and Mr Tim Freshwater, to its Court as appointed members.

Senior academic appointments included Professor Yuk-Shan Wong, Vice-President for Administration and Business, replacing Mr Paul Bolton, who retired after over 10 years’ service; Professor Kar Yan Tam, Associate Vice-President for Academic Affairs; and Professor Tongxi Yu, Associate Vice-President for Research and Development (Nansha Development).

To honor their outstanding achievements and dedication to the University, the following Professors were awarded the title of Professor Emeritus:

GovernanceSenateOf the significant decisions taken by the Senate on academic matters over the year, the one on the establishment of a graduate school in Nansha deserves special mention. The decision further strengthens the University’s commitment to postgraduate programs, professional training and technology development on the Mainland.

On the basis of university-wide consultations and the recommendations of the Schools, the Senate formulated the University’s general admission requirements for secondary school students graduating with the Hong Kong Diploma of Secondary Education (HKDSE), to be introduced under the “3-3-4” educational reform. The first cohort of secondary school graduates holding the HKDSE will enter universities in 2012.

Court and CouncilDuring the year, the Court and Council held three joint meetings to discuss various university issues. Key initiatives under the HKUST Strategic Plan, such as the Institute for Advanced Study and a high-quality four-year undergraduate degree program, have made good progress and elicited favourable response from the community.

The University Council has also initiated a review of the current senior management structure, which is aimed at devising a sound structure capable of supporting the University’s longer-term strategic development.

科大任命校董會任命朱經武教授繼續留任科大校長,直至2009年8月為止。

年內,大學監督委任周胡慕芳女士、馮鈺斌博士及孫德基先生,接替黃至剛博士、王英偉先生及王冬勝先生,成為校董會成員。

校董會委任前校董會及顧問委員會成員葉錫安博士、黃至剛博士、王英偉先生及馮國綸博士,為4名新增的顧問委員會榮譽委員,以答謝他們對科大作出的傑出服務及重大貢獻。

大學委任另外兩名社區領袖伍淑清博士及范華達先生為顧問委員會委員。

大學高層任命包括黃玉山教授,接替服務逾10年後退休的卜誼隆先生,出任大學行政及總務副校長;譚嘉因教授為協理學術副校長;以及余同希教授為研究及發展協理副校長(南沙發展)。

下列教授獲頒榮休教授銜頭,以表揚他們的傑出成就及貢獻:

根據在全校所作的諮詢及各學院的建議,教務 委員會就「三三四」教育改革引入的香港中學 文憑考試,為入讀科大的中學畢業生,制定了入學基本要求。該試的首批中學考生將於2012年入讀大學。

校董會及顧問委員會在2005-2006年度,校董會及顧問委員會召開了三次聯席會議,討論大學各項事宜。科大策略發展計劃下的重點項目,包括科大高等研究所及高質的四年制本科生學位課程,目前進展順利,並引起社會各界的正面回響。

校董會亦就現行的大學管理層架構進行檢討, 旨在製定一個穩健的架構,來支持大學長遠策略發展。

吳健雄袁家騮夏令營,為來自香港、內地及台灣的本科生,以及50位香港奧林匹克比賽得獎者,提供千載難逢的機會,提高他們對物理研究的認識。主講者包括諾貝爾物理學獎得主Robert Laughlin教授、沈呂九教授及陳鴻渭教授。長達五天的夏令營由科大、香港物理學會、裘槎基金會及吳健雄袁家騮科學講座基金會合辦。

The C S Wu and C L Yuan Science Camp gave undergraduate students from the Mainland, Taiwan and 50 Hong Kong Olympiad winners a chance to advance their knowledge of physics research. Lectures were provided by Nobel Laureate Professor Robert Laughlin as well as Professor Lu Jeu Sham and Professor Moses Chan. The five-day camp was organized by HKUST, the Physical Society of Hong Kong, the Croucher Foundation and Luke C L Yuan Natural Science Foundation.

於北京舉行的2005年度亞太廣播聯盟機械人大賽的國際總決賽中,工學院本科生榮獲季軍錦標,是香港隊伍歷來最佳成績。

Summer@UST was launched to bring together international, local and mainland secondary school students. Sixty teenagers from Hong Kong, the Mainland, US, Canada, UK and Malaysia joined the program, which was organized to foster exchanges and internationalization.

The Center on China’s Transnational Relations held a conference on Chinese People on the Move: The Transnational Flow of Chinese Human Capital. Selected papers were published in two special volumes in the Journal of International Migration and Integration and Pacific Affairs.

在深圳舉行的第七屆中國國際高新科技成果交易會中,科大展出超過20個項目,內容圍繞科大的2005-2020策略發展計劃。

Over 20 projects based on themes related to the HKUST Strategic Plan 2005-2020 were showcased at the 7th China Hi-Tech Fair in Shenzhen.

Shenzhen Executive Vice-Mayor Liu Yingli and Vice-Mayor Yan Xiaopei visited the campus with a delegation of 10 senior officials from the Shenzhen Municipal Government. The delegation met senior administrators and toured the Center for Display Research.

Around 15,000 secondary school students and visitors attended HKUST’s annual Outreach Day. Around 60 seminars on academic programs and guided tours to more than 30 laboratories were held, along with cultural events and student performances.

第13屆學位頒授典禮於11月9日至11日隆重舉行,共頒授1,784個學士學位、1,182個碩士學位,以及119個博士學位。香港特區行政長官曾蔭權先生以科大監督的身份主持了典禮。

The 13th Congregation was held from 9th to 11th November, conferring 1,784 Bachelor’s, 1,182 Master’s and 119 doctoral degrees. The ceremony was officiated by the Hon Donald Tsang, Chief Executive of the HKSAR, in his capacity as the Chancellor of the HKUST.

神州六號兩位太空人抵達香港,參加由科大、 香港中文大學和香港教育學院合辦的「神舟六號航天講座 ─ 與航天員及科學家見面」學術座 談會,受到科大教職員和學生的熱烈歡迎。

HKUST faculty and students welcomed the crew of Shenzhou-6 when they arrived in Hong Kong to participate in an academic forum on China’s space program. The forum was jointly organized by HKUST, the Chinese University of Hong Kong and the Hong Kong Institute of Education.

Over 60 scientists from around the world gathered on campus for the Croucher Advanced Study Institute’s “Signaling in Cell Growth and Differentiation” event. Speakers included Professor Tim Hunt (Nobel Laureate in Physiology and Medicine (2001)), from Cancer Research UK, and members and associates of the US National Academy of Sciences.

The School of Business and Management hosted the first in a series of roundtable talks between the financial service sector and universities to deepen corporate involvement in student education beyond internships and work-study. A series of public lectures by leading HKUST faculty members was launched at the Hong Kong Science Museum. The first talk was given by President Paul Chu who discussed “Superconductivity and Discipline Convergence”.

大學圖書館舉辦版畫展,以慶祝科大成立15周年誌慶。「民樂、鄉情、校園 — 于平、任憑漏印版畫展」側重體現民樂、鄉情及 校園。

An exhibition of stencil prints, specially designed to mark HKUST’s anniversary, went on display at the University Library. “A Quest for Harmony – Stencil Prints by Yu Ping and Ren Ping” focused on folk music, the countryside and the campus.

全年營運情況大學於2005-08三年撥款期有一個很好的開始,在三年撥款期的第一年,即2005/06年度,錄得盈餘802,200,000元, 為歷史新高(2004/05年度為181,400,000元)。顯著增長主要來自教資會第二度配對補助金計劃下成功籌集的456,000,000元捐款高於上限之455,000,000元。

綜合收入本年度綜合收入為3,040,600,000元(2004/05年度 為2,381,700,000元 ), 其 中,1,788,800,000元(58.8%) 為 政 府 補 助,497,500,000元(16.4%)為學費及課程收費,119,600,000元(3.9%)為 利 息 及 投 資 收 入,436,300,000元(14.4%)為 捐 款,137,000,000元(4.5%)為輔助服務收入及61,400,000元(2%)其他項目收入。 政府於2005年7月推出第二度配對補助金計劃,在此計劃下,大學為合規定捐款獲得配對補助撥款。除了來自配對補助金的額外收入外,去年因息率持續調升及由於配對補助金計劃導致現金盈餘的增長亦令投資回報錄得大幅增加。

綜合開支本年度綜合開支為2,241,900,000元(2004/05年度為2,203,700,000元),其中,1,653,200,000元(73.7%)為學術及研究活動,122,800,000元(5.5%)為 管 理 及 一 般 事 務,343,000,000元(15.3%)為校舍及有關費用,122,900,000元(5.5%)為其他項目。開支的增幅主要為支付參加自願離職計劃員工的一筆過款項。

附錄四:財務Appendix IV : Finance

Operating Result for the YearThe University has enjoyed a good start in the first year of the triennium 2005-08. For year 2005/06, a record-high surplus of $802.2 million was achieved ($181.4 million in 2004/05). The high surplus was primarily due to the successful raising of donations of $456 million, above the ceiling of $455 million matchable by the University Grants Committee (UGC) under the Second Matching Grant Scheme.

Consolidated IncomeConsolidated income for the year was $3,040.6 million ($2,381.7 million in 2004/05): $1,788.8 million (58.8%) from government subventions, $497.5 million (16.4%) from tuition and program fees, $119.6 million (3.9%) from interest and investment income, $436.3 million (14.4%) from donations, $137 million (4.5%) from auxiliary services, other income accounting for $61.4 million (2%).

The Government launched the second Matching Grant Scheme in July 2005, under which the University received matching grants for qualified donations. Besides extra income from the Matching Grant Scheme, investment / interest income also increased significantly to $119.6 million in 2005/06 from $42.6 million in 2004/05, due mainly to the continued interest rate hikes in 2005/06 as well as the growth in surplus funds as a result of the matching grant scheme.

Consolidated ExpenditureConsolidated expenditure for the year was $2,241.9 million ($2,203.7 million in 2004/05) with $1,653.2 million (73.7%) for Learning and Research activities, $122.8 million (5.5%) for Management and general expenditure, $343 million (15.3%) for Premises and related expenses, and $122.9 million (5.5%) for other items. The increase in expenditure was mainly due to a one-off lump sum voluntary redundancy payment to departing staff.

教資會資助活動本年度教資會撥款為1,736,200,000元,佔政府補助的97%,包括整筆經常撥款1,189,200,000元,為房屋、研究、建設工程、退還差餉及地租而設的指定撥款共303,700,000元,額外配對補助撥款為243,300,000元。

整筆經常撥款與來自學費及其他收入總額為1,553,000,000元,而教資會資助經常開支為1,505,300,000元,47,700,000元盈餘已轉撥至一般及發展儲備。於2006年6月30日,儲備餘額為920,900,000元。

建設項目 大學現正興建一所創新科技中心。本年度所用建築費用共76,000,000元(2004/05年度為15,000,000元)。該中心計劃於2006/07年度完工,並用作應用研究及開發,技術轉移,行政及專業發展項目等活動。

由於大學發展國際交流的活動,學園宿位的需求持續上升,大學現正著手興建一座有350個學生宿位的新宿舍。預計新宿舍建築費用約為83,000,000元,由營運學生宿舍所得之內部資金來支付。新宿舍預計於2008/09年啟用。

展望今年7月,大學2020策略計劃的重點項目之一的科大高等研究院由蜚聲國際的科學家霍金教授的首場講座拉開序幕。霍金教授的講座不僅受到本地媒體空前廣泛的報導,更引發了社會各階層對宇宙的興趣及熱忱。在政府及教資會的鼎力支持下,科大高等研究院已成功籌集了初期所需之基建及營運資金。科大高等研究院及大學策略計劃中的其他項目將繼續成為大學未來發展的重要目標。大學進一步強化其籌資能力及繼續把資源投放於該等項目。

UGC-funded ActivitiesUGC grants accounted for $1,736.2 million or 97% of government subventions, including recurrent block grant of $1,189.2 million; earmarked grants for housing, research, capital works and rates and government rent refunds totalling $303.7 million; and extra matching grants of $243.3 million.

The recurrent block grant together with tuition fees and other income totalled $1,553 million for the year, and related expenditure amounted to $1,505.3 million. The surplus of $47.7 million was transferred to the General and Development Reserve. As at 30 June 2006, the reserve balance stood at $920.9 million.

Capital ProjectsThe construction of the Enterprise Center is in progress. Building costs of $76 million were incurred during the year ($15 million in 2004/05). The Center is scheduled for completion in 2006/07. It will house activities related to applied R&D, technology transfer, executive and professional development programs.

With increasing need for on-campus student accommodation due to internationalization, another construction project for a new hall with 350 student residence places is underway. The estimated construction cost of the new hall of some $83 million will be financed by internal cash flow generated from the student hostel operation. The new hall is targeted for occupation by 2008/09.

Outlook The Institute for Advanced Study (IAS), one of the key initiatives of the University Strategic Plan 2020, was inaugurated in June with Prof Stephen Hawking’s lecture on “ The Origin of the Universe”. The lecture has captured an unprecedented coverage in the local media, generating interest and enthusiasm in science and the universe across the local community. With the Government and the UGC’s strong support, the IAS has successfully obtained startup and seed funding for both its capital construction and recurrent operations. The IAS, together with other key areas of pursuit under the University Strategic Plan, will continue to be the focal point of the University’s development in the years to come. University’s resources will continue to be allocated to these initiatives. In this regard, the University will continue to strengthen its fundraising capabilities.
