N a t i o n a l C h e n g c h i U n i v e r s i t y 第四章 流亡開始與鄂蘭政治行動的開展 59 第四章 流亡開始與鄂蘭政治行動的開展 本章主要描寫從希特勒上台到藉由帝國大廈縱火案奪權的過程,知識 圈的反應,以及這個造成鄂蘭流亡並展開政治行動的關鍵時期。 第一節 希特勒上台與1933年帝國大廈縱火案 1933 1 30 日,興登堡政府為了爭取國會多數黨納粹的支持,終 於任命希特勒為總理, 1 開始了希特勒掠奪德國憲政體制的計謀;為了掌握 國會多數,希特勒必須對其政治上的敵人共產黨開刀。他上台的第二天, 為了使納粹黨在國會過半,便宣布解散國會,定於 3 5 日再度舉行選舉。 3 5 日國會大選前,首先在 2 4 日簽署了禁止露天集會的緊急命令, 並搜索共產黨總部。 知識份子對納粹上台的反應 在希特勒當上總理後,知識份子開始感到恐慌。鄂蘭說:「1933 年對 德國人來說,已經不可能不關心政治了,甚至從那之前就開始了。」 2 在希 特勒上台後,左派知識份子展開行動。人權聯盟(Human Right League)開了緊急會議;柏林的保護德國作家協會 (Schutzverband deutscher Schriftsteller,簡稱SDS)2 7 號號召對於審查制度的對抗。許多左派作 1 威瑪共和的後期,總統掌握緊急命令的權利,屢次在國會不支持下解散國會重啟大選, 造成納粹黨得以利用人民不滿與充滿吸引力的宣傳手法,在國會中迅速擴張其權力,最 後,興登堡也不得不與希特勒合作。興登堡代表的是德國舊有的專制官僚,他的掌權僅 是一個表面和平的妥協產物。最後希特勒出任總理也是一妥協的產物,興登堡任命希特 勒為總理,但僅授予少數納粹黨內閣官員的地位希望藉此來架空希特勒。 2 Hannah Arendt ,Kohn, Jerome(ed),What Remains?
