4(b) (i) The particulars' of its organization, Function and Duties

The Chief Signal and Telecommunication Engineer is the Administrative and Professional Head of the Signal and Telecommunication Department and is responsible to the General Manager for the efficient and economical working of the Department. Strength of Officers in the Headquarters Office of Chief Signal and Telecommunication Engineer, Chief Signal and Telecommunication Engineer (Construction), Divisional Offices and in extra divisional organisations shall generally be in accordance with the studies conducted by the Efficiency Bureau of the Railway Beard.

Officers:

(a) Chief Signal and Telecommunication Engineer - CSTE.

(b) Chief Signal Engineer- CSE

(c) Chief Telecommunication Engineer - CCE

(d) Deputy Chief Signal and Telecommunication Engineer - Dy. CSTE.

(e) Divisional Signal and Telecommunication Engineer- DSTE.

Note: If the Divisional Officer is in Junior Administrative Grade, the Prefix Senior (Sr.) is added to DSTE

(f) Assistant Signal and Telecommunication Engineer.- ADSTE

(a) Senior Section Engineer -SSE

(b) Junior Engineer-JE

1.21.3. Maintainers:

(a) Mechanical Signal Maintainers -MS M.

(b) Electrical Signal Maintainer - ESM

4(b) (ii) The powers and duties of its officers and employees

The Signal and Telecommunication Engineer in charge of Maintenance or Construction is generally responsible for

(a) The installation and maintenance of all signalling and telecommunication equipment under his charge in a satisfactory and safe condition.

(b) Observance of the rules and procedures laid down in the General and Subsidiary Rules, Rules for opening of a Railway, the Signal Engineering Manual, the Telecommunication Manual, relevant Rule books and Manuals and orders and circulars issued by the Chief Signal and Telecommunication Engineer from time-to-time and ensuring that all staff under his charge are acquainted with relevant rules and working methods and efficiently perform their allotted duties.

(c) Preparation of plans and estimates and safe execution of works in his charge.

(d) Ensuring that all important inspection notes of higher authorities receive prompt action.

(e) Co-ordination with Engineering and other branches in case of combined works ; obtaining sanction of Commissioner of Railway Safety for new signalling works or alterations and additions to the existing signalling installations, either separately for purely signalling works or jointly with other Departmental officers in the case of combined works.

(f) Co-ordination with concerned branches in case of accidents for speedy restoration of traffic and for investigation into the causes of accidents.

(g) Co-ordination with officers and staff of other branches in all other matters to ensure smooth functioning of signalling and telecommunication system.

(h) Ensuring supply of approved quality materials and tools for the installation and maintenance of the equipment.

(i) Control over expenditure in relation to budget allotments and sanctioned estimates.

(j) Submission of proposals for Revenue and Works Budget, and for periodic reviews.

(k) Exercise of such powers as may be delegated to him in Establishment and other matters.

(l) Ensuring strict discipline amongst his staff within the frame work of the Rules.

(m) Dealing promptly with appeals and representations from and looking after the welfare of his staff.

(n) Issue of special and specific maintenance schedules for Inspectors and Maintainers as and when necessary.

Analysing the failures from the reports submitted by the inspectors and taking remedial measures to eliminate recurrence of failures. The reports may be examined in a meeting preferably jointly with all Chief Signal Inspectors of the division to improve the standard of maintenance.

4(b) (iii)

The procedure followed in decision making process, including channels of supervision and accountability

The procedure/norms set for discharge of function are as per the provision contained in various codes/manuals. The general procedural instructions are also reiterated/issued from time to time by Railway Board. Visit Rly Board's site for codes & manuals.

4(b) (iv)

The forms set by it for the discharge of its functions.

4(b) (v)

The rules regulation, instruction, manuals and records, held by it or under its control or used by its employees for discharging its functions.

A number of rules, regulation, instruction, codes, manuals, Acts etc. have already been published and in use by the Railway employees for discharging their function. The instructions/policy issued by Railway board is issued time to time.

4(b) (vi) A Statement of the categories of the document that are held by it or under its control.

The Rly. Board Policy Circulars, Important letters from the Board and other department, JPOs, Agreement, etc. The instructions/policy issued by Railway board is issued time to time.

4(b) (vii)

The particulars of any arrangements that exists for consultation with, or representation by the members of the public in relation to the formulation of its policy or implementation thereof.

The committees set up by the Ministry call for the suggestions from the public from time to time.

The issues pertaining to Signal and telecom department are addressed according to the instructions of competent authority.

4(b) (viii)

A Statement of the Boards, councils, committees and other bodies consisting of two or more person constituted as its part or for the purpose of its advice and as to whether meetings of those boards, council, committees and other bodies are open to the public or the minutes of such meetings are accessible for public.

The monthly remuneration received by each of its officers and employees. Including the system of compensation as provided in its regulation.

It is decided by Ministry of Finance and Ministry of Railway to specified grade of officers & staff. This items is dealt by Accounts & Personnel department.

The budget allocated to each of its agency indicating the particulars of plans, proposed, expenditure and reports on disbursements made.

The manner of execution of subsidy programmes, including the amounts located and the details of beneficiaries of such programmes.
