1. Welcome and introductions Actions/Information

Lynn welcomed all to the meeting and explained that Vicky Killen had been forced to give apologies at late notice.

2. Notes of last meeting and matters arisingThe notes of the last meeting on 15th May were agreed.

Matters arising – The Fillies GFC soccer camps are for boys aged 4 - 12 and girls aged 4 – 16

3. EDYs (Eating Disorder Young People’s Service)Vicky had been due to speak about the service so Lynn briefly summarised the Annual Report (attached) and Nikki and Libby were able to add some more detail.

Education and outreach are important to the service and the service is delivered in the community, not on an inpatient basis. The service sees children and young people with all types of eating disorder, not just anorexia and bulimia.

They are currently recruiting a consultant psychiatrist who will be the clinical lead for the service.

4. Wellbeing Practitioners (CYWPs)Part of the IAPT service (see item 6), Sefton has been funded for 2 trainee CYWPs. Nikki explained that she and the other trainee have only been in post for 6 weeks and will be

delivering low intensity interventions in the community, working with schools. They are employed by CAMHS but will probably be based in another IAPT service going forward, as CAMHS clients are above the threshold of the CYWP service.

The interventions will be focussed on how the child is feeling now and what they can do to change that. They will be 6-8 half-hour sessions. In some areas, CYWPs have been working with children on the CAMHS waiting list and this has led some to no longer require a CAMHS service or a shorter period of intervention from CAMHS.

The referral process for Sefton hasn’t been agreed yet and it is only a 1-year pilot so they will probably be working in one cluster of schools for this first year.

5. Child Suicide Prevention trainingMerseyside’s Child Death Overview Panel set up a suicide and self-harm prevention task and finish group 2 years ago following concerns about local children and young people dying by suicide. Lynn and Catherine Brindle represent Sefton on the group, along with Bev Hall, LSCB Training and Development Officer. The group agreed that children’s workforce training in suicide prevention was essential and they looked at various models including STORM, ASIST and PIPS, but agreed that the cost was too prohibitive to roll out to the whole workforce.

CHAMPS Public Health Collaborative had previously funded the development of adult suicide prevention training by Wirral Mind on a Train The Trainer model across Merseyside and Cheshire. An initial plan was agreed to adapt this for the children’s workforce but CDOP decided against this and agreed to fund development of new training.

MYA, YPAS and Wirral CAMHS have put a programme together, How Serious is Serious, and will be piloting it to 4 trainees from each Merseyside authority in October. These trainees will then attend a train the trainer session and will roll out delivery in their areas from January 2019. The training will be checked by young people and some parents who have lost a child to suicide. The Sefton trainees will be from the LSCB training pool as the training will belong to the LSCB.

A discussion was then held about disturbing trends being seen in mental health services nationwide, with young people using more violent methods when attempting suicide, resulting in more deaths. This is coupled with some irresponsible media articles. Caroline discussed the increase in the number of young people with ASD who are presenting with anxiety and self-harming behaviours. All felt it was important that the general population (parents, etc.) also get the opportunity to receive some suicide prevention training and felt that there should be awareness-raising/public information films on national TV at peak times.

6. CYP IAPT (Improving Access to Psychological Therapies) updateCYP IAPT is a national programme that has been running for 8 years, although it was introduced in Sefton later than that. It’s partly funded by NHS England and focusses on access, participation, evidence-based programmes and a competent workforce. Sefton is part of the North West Collaborative, accessing training through Liverpool University, based at Prestwich Hospital. Sefton CYP IAPT partnership consists of Alder Hey CAMHS, Sefton Council (Well Young Person team), Venus and, formerly, ADHD Foundation (they are not currently sending trainees along).

Currently 2 people are accessing Learning Disability/ASD training, 1 LD ASD supervisor training, and 4 evidence based practice training. Partner agencies are given backfill to cover the posts of the trainees, 2/3 funded by NHS England, 1/3 CCGs. However the current funding ends this year and, going forward, CCGs will be expected to fund it entirely. They are therefore looking at other ways that the partnership can access training.

CYP IAPT has to report nationally to the Mental Health Data Sets and this has been problematic due to technology based issues. A lot of work is going on to resolve this before mandatory reporting starts in April next year.

The partnership is looking to expand, with Parenting 2000 due to join and another team from the Council.

The Liverpool and Sefton joint application for funding from NHS England to develop pathways and mental health support for vulnerable groups, specifically those accessing youth justice services, was successful. YPAS in Liverpool and Venus in Sefton will be funded for a full-time therapist and a part-time information, advice and guidance worker each, to work with young people accessing youth justice services.

The NW Collaborative is undertaking a parents’ consultation, which will be circulated when received.

7. Updates from membersCarers Centre – they will be delivering short break sessions for Under 5s in children’s centres this summer – see the Local Offer site for details . Children’s Centres are under review at the moment but the Thornton Centre will remain as a Disability Hub. Workshops for parents are planned up to the end of March.

Young Carers – still a relatively new service but they have been building links with schools and the school nurse service. They are developing a mental health policy and are looking to develop an effective signposting service. They are finding that a lot of their young carers are caring for parents with mental health issues that aren’t being addressed by adult services and a whole family approach is required. They are taking 15 young carers on a residential this summer. More would have liked to attend but can’t get respite from their caring responsibilities. In the past, families were able to ‘bank’ direct payments to cover for things like that but can’t any more as it has to be repaid if not used within the allotted time.

Sexual Health Service – they can deliver one-to-one interventions with young people at risk if required. Agencies should contact the service if they feel it would benefit a young person they are working with. Venus – a new timetable for the Star Centre is now available – see attached

CAMHS – they have moved to 2nd Floor, Burlington House, Waterloo, L22 0PJ, telephone 0151 282 4527. Referrals should go through the SPA (Single Point of Access) on 0151 228 4811, which is now open until 10pm. The current waiting list for CAMHS has increased but they will be

employing new staff.

RASA – they have secured funding and will be recruiting a new children’s worker. Details about referral process, etc., will be circulated when available.

8. Any Other BusinessCAMHS Call for Evidence – As part of a national Call for Evidence, Healthwatch Sefton are asking people to share their views about CAMHS (Children & Adolescent Mental Health Services). If you or anyone you know has used the CAMHS service or has tried to access this service, they would value your views. The information received will be shared, anonymised, on a national level to inform NHS England. Child Bereavement UK have arranged a number of training workshops aimed at helping professionals to better understand and meet the needs of grieving families. Course details including venues and costs can be found at https://childbereavementuk.org/for-professionals/

ADHD Foundation – 6th National Conference 2018 to be held on 8th and 9th November 2019. Bursary places are available for teachers, SENDCOs, School Leaders, doctors and nurses with an interest in ADHD. See attached for details.

Liverpool Mental Health Festival 2018 have made a call for submissions to their art exhibition. The exhibition is now in its 5th year and this year’s theme is ‘The Art of Falling Apart’. This year’s exhibition space is The Brink, & the exhibition will be in place from 11th October 2018 - 7th January 2019.
