Notice

This is an open Call for Proposals. Full Project Proposals must be submitted for evaluation .

Further to the evaluation of the Full Application, an eligibility check will be performed for those

which are provisionally selected. This check will be undertaken on the basis of the supporting

documents requested by SN and standard operating principles and procedures (see also

“Implementation of Contracts” section at the end of the document).

In order to apply under this Call, all Applicants must dully sign the statement/certification

attached at the end of this document.

It is also to be noted that while a non-cost extension is always possible, all eligible expenses

under this Call are to occur no further than April 30, 2016

OBJECTIVES OF THE CALL AND PRIORITY ISSUES

The overarching objective of this call is to alleviate the suffering of Populations on the Move1 by increasing access to humanitarian aid and relief while safeguarding protection and promoting human rights support.

The scope is two-fold: the Call is looking towards quickly and efficiently executed projects promoting access to humanitarian aid, rescue and relief operations. In addition, the Call also seeks to address longer term, complex issues such as residence, skills, protection and empowerment. Projects promoting tolerance and respect for diversity may also be eligible under this Call, provided that the proposed activities are well oriented towards populations’ on the move participation and cultural awareness.

This Call2 has three main priority axes:

- First Reception & Detention- Asylum Process- Integration of Asylum seekers & vulnerable groups

The applicants are required to clearly demonstrate in their proposals how these axes have been incorporated in the intervention logic and the objective(s) of the proposed action.

All proposed actions should include a (basic) gaps/needs assessment section supported by concrete, numerical and –whenever possible- quality baseline data.

Under this call for proposals, priority will be given to Actions focusing on:

- Supporting First Reception3: health / medical screening, interpretation, food support, raising awareness, management/participation in the operation of structures, provision of NFIs, rescue relief teams/ support of mobility, social workers’ support, psycho-social and educational activities’ support, registration and documentation procedures’ support, shelter and legal aid, support for the escort of minors

- Detention4: Interpretation, NFIs, food support, legal aid, advocacy & networking for alternatives, open debates and national and transnational dialogue support, open structures of accommodation

- Asylum5: Activities in support of asylum service, interpretation, legal aid and strategic litigation, advocacy, participation and engagement of state and civil society actors, operation of asylum-related structures, specialized support for minors and particularly vulnerable populations, facilitating family reunion and voluntary returns. Provision of

NFIs, relief/psycho-social, recreational activities for (particularly vulnerable: women, children, the elderly) asylum seekers.

- Integration: Health/mental health interventions, food support & food security, support of proper guardianship procedures for minors, activation of the role and function of guardians, support of structures of accommodation, educational activities support (i.e. language courses etc.) health and shelter, NFIs. Networking and advocacy activities, active support of diversity, skills’ empowerment, employability support, psycho-social support, support of cultural and athletic activities aiming at smoother integration and the promotion of role models.

Cross-cutting issues are: Protection, Gender Empowerment, Children and extremely vulnerable groups (i.e. single mothers, pregnant women and the elderly).

Proposed projects can be multisectoral and include multiple locations/ areas of responsibility.

All projects supported under this Call need to comply with the following principles:-          Good governance- Quality and transparency standards6

-          International accountability-          Economic and Social sustainability- Gender equality Environmental considerations

Solidarity Now also puts a special emphasis on and encourages projects that include measures on issues such as: hate speech, extremism and hate crime, racism and xenophobia, homophobia, anti-Semitism, sexual harassment, violence against women and trafficking. It actively promotes support of marginalized groups such as ROMA, tolerance and multicultural understanding.

Partners are also encouraged to adopt principles of transparency and accountability as these are stipulated by International Non-Governmental Organizations Accountability Charter.

Proposals must meet the following criteria:

- The intervention logic/theory of change should be clearly and concisely presented; the objectives, results, activities should be concise and relevant; results quantification and usage of specific output, outcome and impact indicators is necessary

- The number of beneficiaries should be clearly indicated- People on the Move i.e. Refugees and Migrants themselves should represent a min of 70%

of the overall number of beneficiaries - The activities/output should be directly targeting the beneficiaries of the action

Actions specifically focusing on the above-mentioned priorities, including (some of) the above mentioned activities, using SMART8 indicators and meeting the above mentioned criteria will be eligible for funding under this Call for Proposals.

TOTAL FINANCIAL ALLOCATION PROVIDED BY THE CONTRACTING AUTHORITY:

The total financial allocation provided under this call is EURO 1,500,000.

Solidarity Now reserves the right not to allocate the full amount in case the proposals received do not meet the necessary quality and accountability criteria.

Half of this amount -i.e. EURO 750,000- is earmarked for emergency projects. For more information regarding the scope and modalities of these projects, please refer to section: “Project Categories/Phases” below.

In case the earmarked emergency amount is not exhausted, the remaining funds will be redirected to other projects of this Call, ultimately increasing the percentage of allocation for non-emergency projects.

In case the earmarked emergency amount has been exhausted but the eligible projects (under the emergency category) exceed the available funds, this shall not be taken out of this Call’s total budget nonetheless, SN will examine the option of issuing a follow up emergency restricted Call among pre-selected partners in order to cover the totality of requested funds.

Funding is made available by the Foundation Solidarity Net whereas the review / contracting is under the nonprofit entity established in Greece Solidarity Now.

SIZE OF GRANTS

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

- Minimum amount: EURO 25,000- Maximum amount: EURO 350,000

Solidarity Now retains the right to offer to a partner a lower amount (e.g. 80% or less) than initially requested and/or earmark some/part of the costs included in the budget as ineligible. In such a case, it is at the partner’s own discretion to accept or reject a potential counter-offer.

Co-financed projects requesting a percentage of the overall budget are accepted under this Call on the pre-condition that the project’s overall budget breakdown as well as the name of the other donor(s) and the percentages or earmarked costs they are to bear are clearly mentioned in the proposal.

DURATION

The cost-eligibility deadline for each project is 30 April 2016.

LOCATION

Proposed actions can take place anywhere in Greece.

Proposed projects may include transnational activities provided that these do not surpass 20% of the project’s overall budget.

Bearing in mind the recent “new arrivals” emergency; interventions taking place on or directly associated with the North Aegean (Lesvos, Chios, Samos) and the South Aegean (i.e. Dodecanese) locations are highly desirable.

Taking place in “traditional entry-exit points” of Greece, interventions occurring at or directly associated with the Evros line (Northern Border in general), Eidomeni as well as Patra (exit to Italy) are highly desirable.

PROJECT CATEGORIES/PHASES

Respecting the recent emergency linked to the augmenting migration flows towards Greece, we foresee a potential need for related actions and are thus earmarking half of this Call –i.e. EURO 750,000- for “emergency projects”.

Projects only fall into the “EMERGENCY PHASE/Category” if they meet one or more of the following criteria:

- The action has already started and there is a crucial need for financial support in order to continue- There is an innovative and critically time-bound initiative- There is a bigger initiative/project/partnership that requires a commitment (i.e. deadline of another open call) in order to move forward and SN is strategically interested to participate (e.g. an EC Call).- The action is relevant to the objectives of the Call and is to start immediately with or without SN’s financial support- The project’s duration does not surpass the six (6) months.

If a project is submitted as an “emergency action” this should be clearly stated in both the cover letter and justified in the narrative proposal.

Projects accepted under the “Emergency” category will be prioritized for approval. Following the same emergency rationale, Solidarity Now reserves the right to accept and approve such proposals on a rolling basis i.e. prior to the deadlines stated in the present call. Moreover, projects accepted as “emergency” will be funded 100%.

The projects/applications that might be labelled as “emergency” by the applicant, but are nevertheless not accepted as such by SN will not be automatically rendered ineligible but will follow the standard selection procedures of the Call.

NUMBER OF APPLICATIONS AND GRANTS PER APPLICANT

- An applicant may not submit more than one application.- An applicant may participate as a partner in another application.- Partners may take part in more than one applications.- Partnerships including grassroots organizations and local authorities are highly desirable- Partnerships including international organizations and/or participation to international fora, international joint advocacy initiatives etc. taking pace within the framework of the proposed project are highly desirable, provided they are relevant and necessary for the optimal execution of the project.

Call

ELIGIBILITY OF PARTNERS AND APPLICANTS:

In order to be eligible for a grant, applicants must:

be legal persons and

be non for profit and

be a Civil Society Organisation or a network9 of Civil Society Organizations working on one or more themes of relevance to this Call for Proposals

Civil society organizations with a proven track record in previous related work at local, national, or EU levels are invited to apply.

Local authorities (i.e. municipal and regional structures) and state actors (e.g. universities) are also eligible as applicants under this call, provided that the proposed action’s implementation scheme is clear and feasible.

Only institutions from Greece will be considered.

All organizations with a direct affiliation to a political party, coalition or individual candidate are ineligible for this call.

ELIGIBILITY OF COSTS

Only "eligible costs" can be taken into account for a grant. The categories of costs considered as eligible and non-eligible are indicated below. The budget is both a cost estimate and a ceiling for "eligible costs". Note that the eligible costs must be based on real costs and supporting documentation (such as offers etc.)

All costs must be expressed in both EURO (€) and USD ($) through provided templates.

Recommendations to award a grant are always subject to the condition that the checking process which precedes the signing of the contract does not reveal problems requiring changes to the budget (for instance arithmetical errors, inaccuracies or unrealistic costs and other ineligible costs). The checks may give rise to requests for clarification and may lead Solidarity Now to

impose modifications or reductions to address such mistakes or inaccuracies. The amount of the grant and the percentage of potential co-financing as a result of these corrections may not be increased. It is therefore in the Applicant's interest to provide a realistic and cost-effective budget.

Contingency reserveA contingency reserve respecting the 3% ceiling of the direct eligible costs may be included in the Budget of the Action. It can only be used with the prior written authorization of Solidarity Now.

Eligible indirect costs (overheads)The indirect costs incurred in carrying out the action may be eligible for flat-rate funding fixed at not more than 5% of the total eligible direct costs.

Contributions in kindContributions in kind are not considered actual expenditure and are not eligible costs. The contributions in kind may not be treated as co-financing by the Αpplicant.

The cost of staff assigned to the Action is not a contribution in kind and may be considered as co-financing in the Budget of the Action when paid by the Applicant and/or its partners.

Notwithstanding the above, if the description of the action as proposed by the Αpplicant foresees any contributions in kind, such contributions have to be provided in the application.

Backdated eligibilityGiven the relatively short time frame as well as the emergency profile of potential Αctions and Grants, a backdated eligibility that does not exceed a total duration of 60 days- may be granted in case it is necessary. However, it has to be underlined that this is a practice that does not constitute the rule and should be avoided as such.

INELIGIBLE COSTS

The following costs are not eligible:

debts and provisions for losses or debts; interest owed; items already financed in another framework; purchases of land or buildings, except where necessary for the direct implementation of the

action, in which case ownership must be transferred to the final beneficiaries and/or local partners, at the latest by the end of the action;

currency exchange losses; taxes, including VAT, unless the beneficiary (or the beneficiary’s partners) cannot reclaim

them and the applicable regulations do not forbid tax coverage. credit to third party re-granting

Solidarity Now (SN) programmes team will first evaluate the proposals and score accordingly (40% of final score).

A team of external associates consisting of programming and civil society experts will also evaluate and score the proposals. They will score independently and without previous insight into SN’s scores (20% of final score).

The final findings and scores will be then forwarded to Solidarity Now Advisory Board that will be the last to offer their opinion, having both knowledge of SN and external evaluators’ scores (40% of final score).

The consolidation of the 3 different evaluations will produce the final results.

PROVISIONAL SELECTION

Following the evaluation, a table listing the applications ranked according to their score and within the available financial envelope will be established as well as a reserve list following the same criteria.

The results will be communicated accordingly.

VERIFICATION OF ELIGIBILITY STATUS OF APPLICANT AND PARTNERS

The eligibility verification, based on supporting documentation and a detailed interview with the decision makers of the organization will only be performed for the proposals that have been provisionally selected according to their score and within the available financial envelope.

Following the above analysis and if necessary, any rejected proposal will be replaced by the next best placed Application in the reserve list that falls within the available financial envelope, which will then be examined for the eligibility of its applicant and the partners. In case, the proposals received and listed do not meet essential quality and transparency criteria, SN reserves the right not to allocate the entire amount of this Call.

Applicants who have been provisionally selected or listed under the reserve list will be informed in writing by the SolidarityNow in order to collect the required documents and go through the eligibility assessment procedure.

CONDITIONS APPLICABLE TO IMPLEMENTATION OF THE ACTION FOLLOWING THECONTRACTING AUTHORITY’S DECISION TO AWARD A GRANT

Following the decision to award a grant, the applicant will be offered a contract based on the Contracting Authority's i.e. Solidarity Now’s standard contract.

Where implementation of the Action requires the successful applicant to award procurement contracts, it must award the contract to the tenderer offering the best value for money, that is to say, the best price-quality ratio, in compliance with the principles of transparency and equal treatment for potential contractors, care being taken to avoid any conflict of interests.

To this end, the successful applicants must follow the procedures set out in SN Manuals.

Prior to the Contract’s signature, the Beneficiary of the Grant will be provided with the said manuals, which will also constitute annexes to the standard contract.

1. Υπογεγραμμένη δήλωση φορολογίας εισοδήματος των τελευταίων δύο ετών (εκτός αν η οργάνωση έχει ιδρυθεί πιο πρόσφατα) και αποδεικτικό από το TAXIS NET και εκκαθαριστικό

2. Εκκαθαριστικά σημειώματα φόρου εισοδήματος των τελευταίων δύο ετών (εκτός αν η οργάνωση έχει ιδρυθεί πιο πρόσφατα) (σε περίπτωση που δεν περιλαμβάνονται στη δήλωση φορολογίας εισοδήματος)

3. Τελευταία δήλωση φορολογίας ακινήτων4. Ισολογισμοίτων τελευταίων δύο ετών (εκτός αν η οργάνωση έχει ιδρυθεί πιο πρόσφατα).

Εάν ο Οργανισμός ελέγχεται από Ορκωτούς λογιστές, η τελευταία σχετική αναφορά5. Προϋπολογισμοί των ετών 2014 και 2015 (εκτός αν η οργάνωση έχει ιδρυθεί πιο

πρόσφατα)6. Απολογισμοί των τελευταίων δύο ετών (εκτός αν η οργάνωση έχει ιδρυθεί πιο πρόσφατα)

Σημειώσεις:

Σε περίπτωση συνεργασίας του υποψήφιου φορέα υλοποίησης με έναν ή περισσότερους εταίρους:

1. Τα ανωτέρω δικαιολογητικά πρέπει να επισυνάπτονται και για έκαστο εταίρο.

2. Για τους αλλοδαπούς εταίρους θα γίνεται, κατά περίπτωση, ανάλογη προσαρμογή των απαιτουμένων δικαιολογητικών, τα οποία θα πρέπει να προσκομίζονται μεταφρασμένα στην Αγγλική γλώσσα.

3. Μία Σύμβαση Συνεργασίας μεταξύ του φορέα υλοποίησης και εκάστου εταίρου του θα πρέπει να υπογραφεί στην ελληνική ή την αγγλική γλώσσα, αν ο εταίρος είναι αλλοδαπός, και να υποβληθεί από τον υποψήφιο φορέα υλοποίησης του έργου, μαζί με την αίτηση.
