IntroductionThis research is meant to show the Turkish exporters the opportunities that the Mexican market has, as well as the strengths that Turkey has in exporting capacity. For this study, the products imported by Mexico were analyzed according to the following criteria:

Classification of the goods by their first six digits of the harmonized system nomenclature of the world customs organization.

Value of the goods imported by Mexico in 2017. A minimum of 300 million USD dollars was set.

Value of the goods exported by Turkey in 2017. Potential of the product, expressed by the formula:

This formula is a reference to know if the Turkish Exports can potentially satisfy the demand of Mexican importers and is expressed as a percentage. A minimum of 25% was set for this criterion; a higher percentage means a higher potential.

The data for the 6-digit nomenclatures was obtained from www.trademap.org.

The data for the 8-digit nomenclatures and tariff information was also retrieved from Trademap, the Tariff, Value Added Tax and Technical Barriers were obtained from Mexico’s Secretariat of Economy’s Tariff Information System Via Internet (SIAVI1).

It’s very important to note that the data from Trademap was in turn taken from Mexico’s National Institute of Statistics, which vary significantly from Turkstat.

All data presented on tables is in thousands of US dollars, unless otherwise stated.

Changes from previous years and initial findingsImports in Mexico have followed a steady rate of growth since 2001, in fact Mexico’s Imports graph follows closely that of all the exports in the world in the same period, which could indicate the openness of the market, and how sensible it is to world trends as it can be seen during 2009 when the imports fell practically in the same proportion as world exports fell.

Considering all this information, we can see that while in absolute numbers Mexico’s imports declined from 2015 to 2016, that was in line with the world trend, and in terms of percentage, Mexico’s imports did not decrease at the same rate as world’s exports.

During 2017 there were 9 groups that met the requirements in this report, in the past two reports, there were only 8 groups. In 2017 we will no longer find “Oil Products”, its place being taken by Textiles, and “Cartons and boxes”. It’s important to note that this is not because Mexico lowered its imports of Oil Products (Gtip 2710.19 in 2016 report), rather the imports in this code increased so much that it no longer falls within the 25% requirement; in 2015, the imports were 6,550 billion USD, in 2017 this figure jumped to $9,832 billion USD.

The addition of textiles is due to an increase in imports from Mexico and an increase in Exports from Turkey, 5201.00 already met the $300 million in imports in 2015, but it the exports were less than 25%, the same can be said about 6307.90, however the most important export in textiles by Turkey (6109.10) has the opposite problem, the Mexican imports in this code were under $300 million, in 2016 and 2017 this figure raised above the mark.

Looking at the groups, it’s clear that in 2013, the imports were more concentrated in the groups, in eight groups there were $47.6 billion in imports, meanwhile in 2015, eight groups only held $28.78 billion. In 2017, nine groups hold $34.56 billion. This could mean that since 2013, while overall imports in Mexico have

increased, they have diversified among more codes, bringing down the average for our target groups.

As we can see, Plastics and Rubbers, Vehicles and parts of Vehicles as well as Base Metals and Articles of Base Metal are the biggest groups with at least six or more 6-digit codes in each group. In 2017 there were thirty-five 6-digit codes in 9 groups, in 2015, there were twenty-five 6-digit codes in 8 groups, which means there were more 6-digit codes that met the criteria.

Another thing notable to mention regarding the increase of 6-digit codes is that while there are more codes, the average value in each code in 2017 was 987 million USD which remained almost the same compared with 2015, which was 1.151 USD billion USD on average per code.
