Chapter 16 PUBLIC ADMINISTRATION ublic administration refers to state institutions, processes, procedures, systems and organizational structures, practices and behavior for managing public affairs to serve the public interest. This chapter presents the performance of the Provincial Government of Negros Occidental in terms of the financial as well as human resources. The adoption of new financial systems and institutionalizing procedures for government transactions help in the efficiency and effectiveness of management of public goods and services. These are concretely manifested in the data on local revenues and expenditures. Development Administration is indeed being given much attention and priority so that equity, transparency and accountability can be attained. his chapter presents the number of cities, municipalities and barangays of the province. It also includes financial status, income and expenditures and Internal Revenue Allotment (IRA) of the province and its component cities and municipalities. Lists of Congressional and Local Government Officials in Negros Occidental are also provided. PUBLIC ADMINISTRATION

ublic administration refers to state institutions, processes, procedures,systems and organizational structures, practices and behavior for

Negros Occidental is classified as a First Classprovince with 1 Highly Urbanized City, 12component cities, 19 municipalities and 661barangays. There are 8 LGUs classified as firstclass, 8 LGUs as second class, 7 LGUs as thirdclass, 5 LGUs as fourth class and 4 fifth classLGUs.

The province had a total budget of Php2.01 billionwith a total revenue of Php1.42 billion for FiscalYear 2009. The income of the province was

generated from the tax revenues, non-taxrevenues, Internal Revenue Allotment (IRA) andextra ordinary receipts/ grants/aids. Expenditures,on the other hand, amounted to Php1.69 billion for the same year.

The province received a share of Php1.54 billionas Internal Revenue Allotment (IRA) in 2009. Thefigure showed an increase of 18 percentcompared to that of 2008 IRA. Kabankalan Cityhas the biggest IRA share among the component

cities and Cauayan for the municipalities, which isbased on Section 285 of the 1991 LocalGovernment Code which determines the sharedepending on population, land area and equalsharing with the city or municipality.

First Level  – class of positions in the career service which includes clerical,trades, crafts and custodial service positions that involve duties requiring less

than four years of collegiate studies and in a supervisory or non-supervisorycapacity.

Second Level  – class of positions in the career service which includesprofessional, technical or scientific work in a supervisory or non-supervisorycapacity requiring at least 4 years of college work up to Division Chief level.

Co-terminous  – an appointment in the non-career service issued to a personwhose entrance and continuity in the service is based on trust and confidence of the appointing authority or that which is subject to his pleasure or discretion.

Contractual – appointment in the non-career service issued to a person who willundertake a specific work or job for a limited period, not to exceed one year.
