3.  Sites Description:

Location: All proposed locations are reflected on site development plan of each

school and can be change before start of construction depending on unforeseen

circumstances.

4.  Description of Workload by Project:

Project 1: New construction of 3 or 4-seater toilet detached with hand

washing facilities.

Project 2: New construction of concrete stand for elevated water tank.

Project 3: New construction of hand pump, rehabilitation of toilet/wash

facilities and water supply network.

Project 1:

Typical Works to be done for the Construction of Toilet detached with hand washing facilities

equipped with three (3) or four (4)-seater latrine projects are as follows:

Item 1: Earthworks:

• 

Excavation: All excavation activities are to conformed with the dimensions indicated

on the Plans and Working Drawings. All structures are to rest on a stable sub soil

stratum as to the depth indicated on the working drawings unless a deeper excavation

is needed to attain the desired stable sub soil stratum and to be consulted with the

Technical Personnel in charge. All soft soil, muds, and loose soils are to be removed

until stable sub soil stratum are identified.

•  Backfilling: All backfill materials are to be of good quality materials composed of good

quality soil and minimal sizes of rocks and stones up to maximum of 1” diameter in

sizes. Backfill materials subjected to excessive amount of moisture and water content

are not to be accepted.

•  Compaction: Compactions are to be done layer by layer up to maximum of 0.10m per

layer. Compaction by Plate Compactors or any handmade wooden/ log compactor are

required.

Item 2: Reinforced Concrete Works:

•  Concrete Mixture- 1:2:4 (Structural Member); 1:4 (CHB Mortar); 1:2 (CHB Plaster) 

• 

Cement: Cement bags: delivered materials in manufacturer's original, unopened, no

over-compacted, undamaged bags with identification labels intact. Cement shall be

stored so that it is protected from weather, dampness or other destructive agencies.

Cement that is partially hydrated or otherwise will be ejected. Use Portland cement

only, 40 kg per bag.

•  Sand: for any RC structure and cements mortar shall be utilized washed river bed sand.

Sand shall contain no sod, brush, roots, mud, oil, or other perishable material. Grain

size may vary between 0.2 to 2 mm. Sand shall be stored and handled by methods that

prevent segregation of particle sizes (sieves) or contamination by intermixing with other

materials.

Use S-1 or white sand, fine, for CHB mortar and filler.

Use S-1 or white sand, fine and 1/8” sieved for CHB plastering.

•  Gravel/Aggregates: individual aggregate shall be dense, sound and free from cracks,

seams and other defects conducive to accelerated weathering. Grain size may vary

between ½ in to ¾ in. The aggregates shall be angular to sub-round in shape. Rounded

river aggregate may be accepted after inspection. 

•  Water: water to be used must be clear and clean; free from any dirt, mud and

contamination. Avoid using salt water. •  Forms: forms shall be wood, plywood, steel or other approved materials and shall be

mortar tight. The forms and associated false work shall be substantial and unyielding

conforming to dimensions of the finished grade. Form surfaces shall be smooth and

free from holes, dents, sags or other irregularities. Forms shall be coated with a no

staining form release agent before being set into place. 

• 

Steel Reinforcement: the steel reinforcement shall be grade 40 deformed steel bars

unless otherwise specified on the drawings. The steel shall be securely tied by double

course of bending wire and positioned to prevent movement during the placement of

concrete. Use B.I. Pipe 75mm diameter Sch. 40 for SC-1 (handwashing facility), 20 mm

x 15 mm U-cut.

• 

Conveying: the maximum length of time between introduction of the cement to the

aggregates and placement of the concrete in the forms shall not exceed 15 minutes for

concrete temperatures below 29o C or 30 minutes for concrete temperatures above 29o 

C. 

• 

Placing: concrete shall not be placed until the sub grade, forms, and steel

reinforcement have been inspected and approved by the Client’s technical

representative. The person responsible for construction shall have all equipment and

materials required for proper consolidation and curing, available at the site ready for

use before placement of concrete begins.

The depositing of concrete shall be regulated so that concrete may be consolidated with

a minimum of lateral movement, segregation, laitance or honeycombing. 

•  Site Preparation: prior to placement of concrete, the forms, reinforcing steel, and sub

grade shall be free of chips, sawdust, debris, water, extraneous oil, mortar, rust or

other harmful substances and/or coatings. Earth surfaces shall be firm and damp before

placing concrete. Placement of concrete on mud, dried earth, and uncompact fill sub

grade will not be permitted. 

•  Layers: RC slab concrete shall be placed to design thickness in one continuous layer. 

 

Consolidation: each concrete layer shall be completely consolidated by spading, handtamping, or mechanical vibrators as necessary to ensure smooth, dense concrete along

form surfaces, in corners and around embedded items without segregation or laitance. 

•  Vibration: shall not be applied directly to the reinforcement steel, forms, or to concrete

that has begun to set. Excessive floating or toweling while the concrete is soft shall not

be permitted. The addition of dry cement or water to the surface of the screened

concrete shall not be permitted. 

•  Curing: concrete shall be prevented from drying for a period of at least 7 days after

placement.

Exposed surfaces shall be kept continuously moist for the entire period. Formed

surfaces shall be kept wet until patching or repairs are made.

Concrete surfaces subjected to heavy rainfall, running water and/or other moisture

damage within 1 day after casting will be rejected.

•  Removal or Repair: concrete that is honeycombed, damaged, or otherwise defective,

shall be removed or repaired and approved by the technical representative. 

•  Embedded Items: Items to be embedded in concrete shall be positioned accurately

and anchored firmly. 

Item 3: Masonry Works:

•  Concrete Mixture- 1:4 (CHB Mortar); 1:2 (CHB Plaster) 

• 

Walls: Exterior walls must be 5” x 8” x 16” Concrete Hollow Blocks (CHB) and Interior

walls must be 4” x 8” x 16” CHB. Walls of hand washing facilities must be 6” x 8” x 16”.If 5” CHB is not available, use 6” CHB for exterior wall.

Finishing:  All interior and exterior walls are plain cement finish.

Color: The color of paints to be used will be the colors indicated on the perspective

view in the plan. Please coordinate with the PRC staffs and School Principal or Teacher

in Charge before any painting activity is to be done.

Item 4: Roof Framing & Roofing Works:

•  Wooden Trusses and Roof Framing: Treat all woods with Solignum wood

preservatives for all wooden members (if any).•  Roofing- Use Long-span roofing, Corrugated Pre-Painted with 0.4-0.49mm thickness;

For Gutter, Ridge Roll, and Flashings, use also Ga. #26 (0.49 mm), also Red-Painted.

Red polycarbonate twin wall 6mm thick roofing w/ aluminum C-Shape end moulding for

handwashing facilities.

•  Color: The CONTRACTOR has the options of ordering Pre-painted roofing directly to the

manufacturer or manually painting the roof whichever is the most economical.

•  Ceiling- Use 6.0mm Marine plywood (Interior and Exterior) on 2”x2” wood ceiling joist

treated with brown Solignum wood preservatives.

Item 6: Doors & Windows:

•  Doors- Use ¼”x4’x8’ (6.0mm) Marine Plywood Flush Doors (Interior and Exterior Face)

on 2”x2” wood (Kiln Dry) framing with lever type door knob. Exterior face should be

painted with water proofing paint and with gender-identification door design (Please

see attached vector file – Exterior Door Vector Design). Dimension: 1.0 m x

2.10m (D-1) or enough width to enter the standard wheel chair of the Person with

Disability (PWD) and 0.8 m x 2.10 m (D-2, see schedule of doors & windows).

•  Doors Locks/ knobs-  Use heavy duty lever type door locks/ knobs, Yale or its

equivalent.

•  Windows (W-1) : Use ( 0.6 x 0.6 m) Jalousie Window with Clear Glass Blades on

JalouPlus Type Silver Colored Frame and Fixed Clear Glass Transom on 50 x 150 mm

Wooden Jamb complete with Accessories 

Item 7: Plumbing Works:

•  Plumbing/ Sanitary Layout- All PVC Pipes and Fittings to be used must be Series

600 (Orange), Neltex or Atlanta brand or its equivalent.

• 

Plumbing System 1: One separate plumbing system/ layout for waste materials or

excreta disposal i.e. feces and urines to be disposed to the septic tank digestive

chamber (Use the specifications for Plumbing/ Sanitary Layout). The outlet pipe must

be connected to infiltration chamber (see plan) filled with charcoal, fine sand, course

sand and pebbles, filled up to desired elevation or be connected to existing school

drainage system, if there’s any. •  Plumbing System 2: Another separate plumbing system/ layout for hand washing

facility, down spouts and floor drain inside each cubicle to be disposed to soak pit (1.20

m x 1.20 m x 1.20 m) filled with washed stones not smaller than 2” diameter and not

bigger than 4” diameter up to the elevation of Natural Ground Line (Use the

specifications for Plumbing/ Sanitary Layout). 

• 

Water System: One separate water line system/ layout for water supply. Provide one

(1) faucet each cubicle, three (3) faucets for smaller hand washing facility and four (4)

faucets for bigger hand washing facility, and one (1) lavatory for PWD. Use ½” diameter

G.I. pipe schedule 40 and G.I. fittings for the water line with emergency gate valve for

repair purposes. Tap it to the nearest ¾” diameter PB Tubing Pipe connected from the

Proposed Elevated Water Tank.

•  Sketches and drawings:  The CONTRACTOR will be the one to provide the final

sketches/ layouts for all these plumbing works necessary as to the most economical

one.

Item 8: Tile Works:

• 

Wall Tiles- The height of all wall tiles must be 1.20 m above the inside Finish Floor

Line (FFL). Use 8”x8” (glazed) wall tiles and 8” x 8” (unglazed) floor tiles (White

Colour), Mariwasa brand, or its equivalent. China tiles not accepted.

•  Water Closet- Use porcelain pour flush water closet (Buhos type-White Colour) with

toilet cover and bidet hoses, Mariwasa brand, or its equivalent. China toilet bowl not

accepted.

Item 9: Electrical Works:

•  Lights and Circuit Breaker: Provide six (6) bulbs and one (1) single circuit breaker

for Sanitary Block equipped with four (4) latrines.

•  Wires: Use appropriate size of double insulation THHN Wire (Phelps Dodge) for lighting.

•  Receptacles: Use 4” x 4” PVC receptacles.

•  Outlets:  No need to install convenience outlets (CO).

Item 10: Railing Works:

•  Ramps: Provide ramps at both ends of the entrance; one at the right side of the PWD

first cubicle and one at the left side of the boys cubicle.

Thickness of ramp= 0.50 m

Width of ramp= 1.20 m

Length of ramp= verify

•  Handrails and Grab rails: Provide handrails at both ends of the entrance and 2 grab

rails inside each PWD cubicles.

Use 1 ½” diameter G.I. Pipe, Sch. 40 handrails at two sides of the ramps. (refer to Floor

Plan and Front Elevation).

Use 1 ¼” diameter x 0.50 m length stainless grab rail inside each cubicle- two (2) setseach cubicle (refer to Floor Plan).

All railing Works must conform to Universal Accessibility, Toilet Layout

(Reference for construction, page 17)

Item 11: Painting Works:

•  Paints: Use Boysen brand Paints only (Interior and Exterior Walls including Roof &

Ceiling). Two (2) coats Primer and two (2) coats Top Coat. Colors and designs must

follow the perspective view of the plan or confirm to technical staffs of PRC.

Item 12: Septic Tank:

•  Slab on Fill: Septic tank will be double chamber with the seal bottom.

•  Walls: Septic tank wall must be plastered inside and must be water tight to avoid

environment contamination.

• 

Outlet Pipe/Discharge: The effluent will be diverse in an infiltration chamber.

•  Location:  Septic tank must be located at the rear portion of the proposed latrine

building for all sanitary blocks.

•  Elevation: Finish Floor Line (FFL) of the Proposed Latrine Building must be 0.35 m

above the Natural Ground Line (NGL).

Item 13: Infiltration chamber & Soak Pit:

• 

Dimension: Infiltration chamber: 1.10m x 1.10 m x 1.20m; soak pit: 1.20m x 1.20m

x 1.20m

• 

Gravel/ Aggregate Component: Infiltration chamber filled with charcoal, pebbles,course sand and fine sand. Soak pit filled with washed stones 2” – 4” diameter up to

Natural Ground Line (NGL).

•  Protective Cover:  Cover with Polyethylene sheet 200 microns. On top of the

Polyethylene sheet, concrete slab is needed with 5 cm thickness x 1.20m x1.20m. With

8 mm diameter temperature bar spaced @ 0.30m x 0.30m on centre, both ways.

Item 14: Hand & Foot Washing Facility:

•  Quantity: Provide two (2) elevation of hand washing facilities in front of the proposed

latrine building. Two (2) foot washing area 0.50 m x 0.50 m square dimension at the

opposite side of each handwashing facility, provide 1 faucet and 1 drain for each foot

wash area.

•  Composition: Use 6” CHB wall and concrete counter top with 8” x 8” glazed wall tiles

(2 layer only) and 8” x 8” glazed floor tiles (White Color)

•  Faucets: Provide stainless, ½” diameter heavy duty faucets for hand washing facility.

•  Floor Drain: Provide 4” x 4” floor drain.

•  Wall Tiles- The height of wall tiles must be 0.40 m above the counter top Finish Tiles.

Use 8”x8” (glazed) wall tiles, Mariwasa brand, or its equivalent. China tiles is not

accepted.

•  Counter Top Tiles- Use 8” x 8” (glazed) counter top tiles (White Colour), Mariwasa

brand, or its equivalent. China tiles is not accepted.

• 

Tile Sink- The depth of the Tile Sink is 0.10 m.

•  IEC Sticker Area – Provide proper handwashing sticker area with 0.35 m height made

of acrylic plastic sheet.

Project 2:

are as follows:

placement. Exposed surfaces shall be kept continuously moist for the entire period.

Formed surfaces shall be kept wet until patching or repairs are made.

Concrete surfaces subjected to heavy rainfall, running water and/or other moisture

damage within 1 day after casting will be rejected.

• 

Removal or Repair: concrete that is honeycombed, damaged, or otherwise defective,

shall be removed or repaired and approved by the technical representative. 

•  Embedded Items: Items to be embedded in concrete shall be positioned accurately

and anchored firmly. 

Item 3: Masonry Works:

•  Concrete Mixture- 1:4 (CHB Mortar); 1:2 (CHB Plaster) 

•  Walls:  Exterior and interior walls that are damaged, dilapidated and are no longer

structurally sound must be replaced and must be the same size as to the existing

exterior and interior walls.

Finishing: All interior and exterior walls are plain cement finish.

Color: The color of paints to be used will be the option of the School Principal or

Teacher in Charge. Please coordinate with the School Principal or Teacher in Charge

before any painting activity is to be done.

Item 4: Plumbing Works:

•  Plumbing/ Sanitary Layout- All PVC Pipes and Fittings to be used must be Series

600 (Orange), Neltex or Atlanta brand or its equivalent.

•  Water Line System: Need to install new water line system/ layout for water supply.

Provide one (1) faucet for each cubicle and 5 to 7 faucets for smaller and bigger hand

washing facility, if there’s any. Use ½” diameter G.I. pipe schedule 40 and G.I.

fittings for the water line with emergency gate valve for repair purposes. Tap it to the

nearest existing tapping point. 

• 

Sketches and drawings: The CONTRACTOR will be the one to provide the sketches/

layouts for all these plumbing and sanitary works necessary as to the most economical

one.

Item 5: Painting Works:

•  Paints: Need to remove all blotted and bubbled existing paint. Clean and prepare all

existing walls, ceilings and roofing before the application of new sets of painting

materials. Use Boysen brand Paints only (Interior and Exterior Walls including Roof &

Ceiling). Two (2) coats Primer and two (2) coats Top Coat.

Item 6: Equipment and Accessories:

 

Steel Water Tank: Provide steel water tank with one (1) cubic meter volume, use

high quality of tank and pipes.

  Electric motor pump: 1 horsepower (hp) double suction electric water pump.  

Foot Valve and float switch:  use on deep well to help protect against loss of prime

in the well piping system. Float switch specifications will depend on well height.

Project 3:

Typical Works to be done for new construction of hand pump, rehabilitation of toilet/wash

facilities and water supply network:

Item 1: Inspection:

•  Inspection: All contractors are requested to conduct school site inspection focusing on

the existing water supply network. With the aim of stabilizing a good water pressure at

all times, all pipes and fittings are to be inspected diligently. All pipes and fittings found

to be substandard, defective and damaged causing leaks that causes lower water

pressures are to be replaced. All the existing water pipes and fittings are to be utilized

as long as they are in good quality and conditions. All materials to replace are of Class

 “A” Quality or higher Quality whether it is made up of Galvanized Iron, PVC, Poly

Ethylene (PE) or Poly Butylene (PB). Additional new water pipes and fittings are to be

used together with the recovered water pipes and fittings to complete the new water

network. As much as possible, used the same quality of materials or a higher quality ifneeded. Never re-used substandard and damaged materials. If found that the existing

materials used are substandard and damaged, it is recommended that these materials

need not to be used again. The contractor will be the one to make the necessary water

layout for the whole water network indicating the locations of pipes and fittings to be

replaced. The contractor will submit the required bill of quantities and estimates for the

revision/ repairs of the existing water network which make part of the Bid Price.

Item 2: Water source & layout:

•  Water source & layout: All contractors are requested to make the necessary water

layout for the whole water network indicating the locations of hand pump, pipes and

fittings to be constructed/replaced. The contractor will submit the required bill ofquantities and estimates for the revision/ repairs of the existing water network which

make part of the Bid Price. The new water layout must be installed underground. 

Item 3: Materials:

•  Kinds: All materials to be used are of the same kind of materials or of higher quality

as to the existing, whether it is Galvanized Iron, PVC, Poly Ethylene (PE) or Poly

Butylene (PB). 

•  Quality: All materials to be used are of the same Quality as to the existing provided it

is not substandard. All substandard materials need not to be used again. All damaged

materials need not to be used as well. Provide materials that are standards and number

1 in Quality to ensure that the water network will function more efficiently in a longer

serviceable period. Existing water pipes and fittings that would be part of the new water

network that are standards in Quality and are not damaged need not to be replaced

and still be used to minimized cost of the projects.

5. Warranty 

  The Contractor agrees to complete the work within the rules and ensures the proper

functioning of work for one year from the date of provisional acceptance of work.

6. Mobilization and Demobilization

•  The work shall consist of mobilizing equipment, supplies and securing bonds and

permits necessary to do the work as stated in the contract and/or agreement and

demobilization of excess materials and equipment from the work site.

•  Mobilization may include costs for transporting personnel, equipment, operating

supplies to the site, establishment of necessary facilities for the contractor operation

and any permits, insurance and/or bonds required to do the work.

•  Demobilization may include the removal of equipment and facilities that were necessary

to do the work.

7. 

Site preparation – Clearing

  The work shall consist of the clearing and disposal of snags, logs, bush, shrubs, stumps,

vegetation or other rubbish from the designated areas. Avoid cutting of trees. Cleared

materials shall be disposed by the Contractor at selected locations in accordance with

all local and national regulations. The Client is not responsible for cleared material

disposal.

8. Structure removal

•  The work shall consist of the removal and disposal of man-made structures, including

buried structures and fences.

•  Structures shall be removed to the extent and depth as designated by the technical

representative.

•  All hazardous material shall be identified prior to structure removal and reported to the

technical representative. Removed structures shall be disposed by the Contractor at

selected locations in accordance with all local and national regulations. The Client is not

responsible for removed structure disposal.

9. Removal of water

•  The work shall consist of the removal of surface water and ground water as needed to

perform the required construction. This also includes the dewatering of excavated sites.

It shall include furnishing, construction and operation of all temporary facilities andequipment. Protective measures needed to divert stream flow and other surface water

shall be built, maintained and operated during construction.

•  The construction site shall be dewatered and kept free of standing water or excessively

muddy conditions as needed for proper execution of the construction work. All

temporary works shall be accomplished in such a manner that erosion and the

transmission of sediment and other pollutants are minimized.

10.  Deep well Abandonment/Decommissioning.

  The work shall consist of sealing the deep well with grout (Cement mix) to a depth not

less than two (2) meters from the ground as directed by the supervisor. This works will

be done as a result of not meeting the quantity expected and failure to meet the

drinking water standards as applied in Philippines and failure to have a

remedial/treatment measure for the failed parameter(s).

11.  Monitoring/ Picture Documents:

•  There must be a Technical Personnel/ Civil Engineer from the Contractor’s side that

will monitor and supervise the flow of construction. Progress report must be

submitted every Thursday of the week and to be double check by PRC TPA / PRC

Engineer. Monitoring template to be supplied by the PRC.

• 

Picture documents before, during and after every construction activity must be

submitted by the CONTRACTOR prior to any Payment Request.

12.  Inspections:

  Prior to any concrete pouring activity, pouring request is to be secured by the

contractor. Inspection by the PRC TPA/ PRC Engineer is a must. No concrete pouring

activity must be undertaken without the presence and approval of the PRC Project

Coordinator/ PRC Engineer.

13. 

Environmental guidelines and code of conduct

•  Groundwater exploration and development work should be conducted in an

environmentally and socially sensitive and responsible manner. These guidelines are

intended to ensure that all parties are aware of the potential impacts of their activities,

and carry out the work in an appropriate way.

•  These guidelines are a written statement of intent for Contractor to adhere to, and to

which recourse can be made in the event of a perceived undesirable impact. Contractor

are required to familiarize all employees with the content and spirit of these guidelines.

14. Working Sites

•  Access roads and the working area should be sited to cause minimum disturbance. No

trees should be cut down, the use of firewood must be restricted to dead wood only and

should not conflict with the needs of the residents of the area.•  No permanent structures should be built except the ones agreed in the contract

documents.

•  The drilling site should be completely cleared of all waste after use. Drilling waste

(chippings and mud) should be buried. Rubbish, waste oil and chemicals should be

returned to the contractor main camp for disposal as outlined above.

•  No spillage of oils or fuels should occur.

•  Waste oils, chemical and mechanical waste should be stored and removed to

Government/Municipal designated dumping sites or recycling plants.

• 

On completion of each deep well the site must be left clean and free from all debris,

hydrocarbons and waste, and all pits filled to the satisfaction of the Supervisor.

• 

Caution signs must be placed in the perimeter of the construction area, safety gears &equipment are required, follow health and safety guidelines.

15.  Human Relations

•  People, water, land and livestock must be respected.

•  Access routes should not normally transgress gardens. But if found necessary,

permission to enter the gardens must be sought from the owner. Work should be done

with minimal damage to fences, trees or crops.

•  All conflicts / disagreements and any agreements (use of water supply etc.) no matter

how trivial, must be logged and dated, with details of persons involved and subject

matter, in a book for this purpose at the camp.
