The regular meeting of the Berks County Intermediate Unit Board of Directors was held on Thursday,
March 16, 2017, in the Berks County Intermediate Unit Main Office Building, 1111 Commons
Boulevard, Reading, Pennsylvania.
President Timothy Heffner called the meeting to order at 7:43 p.m. Following the pledge of
allegiance, Jan Krotee, recording secretary, called the roll. Attendance was as follows:

Following the pledge of allegiance and roll call, President Heffner noted that an
executive session was needed to discuss personnel matters, specifically the
performance evaluation of the executive director.
A moment of silence was observed in remembrance of Ryan Valle, BCIU
Custodian, who had tragically passed away from injuries incurred in a car
accident.

1. Pennsylvania Inspired Leadership Initiative – Program 152
Office of Professional Development and Curriculum 7/1/16 – 6/30/17 ($16,075)
Total Proposed Revised Budget: $122,900
Funded by the federal government through Appalachia Intermediate Unit, this
program supports the development and improvement of leadership skills through the
Principals Induction Program (PIP) and the Continuing Professional Education
component for all other school administrators. This consortium, which is led by the
BCIU, includes Schuylkill, Colonial, and Carbon-Lehigh Intermediate Units (since
2005). There were 16 courses planned for Region 2 participants, however the
continuing professional education window was extended a year for all educators in
Pennsylvania so not all courses were run resulting in this budget decrease.

To approve a Memorandum of Understanding (MOU) between the Berks
County Intermediate Unit and the Berks County Intermediate Unit Education
Association (BCIUEA) to settle an Unfair Labor Practice Charge. This MOU
provides guidelines regarding the advertising of vacant Early Intervention
positions, the subcontracting with third party entities for these vacant
positions, the creation of part-time Early Intervention positions, and the
progress reports to be provided to BCIUEA on the efforts to fill the vacant
Early Intervention positions.

THE FOLLOWING TOOK PLACE PRIOR TO THE REGULAR BOARD MEETING,
DURING COMMITTEE-OF-THE-WHOLE:
PA Key administrators Marnie Aylesworth and Wendy Whitesell travelled to
the BCIU to honor and introduce March Employee-of-the-Month Kris Madden
to the Board. Kris, PA Key Professional Development Registry Manager, has
been working in the PA Key for the past three years and has transformed the
climate very positively since her start. Her main objective is to make life
easier for the early childhood professionals across the state. She is friendly,
helpful, and is always willing to take on more work if it helps others. Kris told
the Board that it is a team effort at PA Key and she appreciates all that is
accomplished. She is happy to help her many peers in PA Key at centers,
Family Home Child Care providers, directors, instructors, regional key staff,
higher ed. staff, and professional development organization staff.

Program Administrator Eric Clemmer introduced Jim Reifsnyder,
Maintenance and Facilities Management, who has worked at the BCIU since
2008. Mr. Clemmer shared that it is a pleasure working with Jim, who is
hardworking, knowledgeable, and a true gentleman, and has made many
contributions during his service. Jim works mainly at the Education Centre
and has built a wonderful rapport with all he encounters, especially the
children. Jim told the Board it was a very hard decision to retire since he
loves his work at the BCIU so much.
Mr. Reifsnyder’s wife Cindy accompanied him as he received his honors.
