ARTBA Recommends Improved EPA, DOT RegulationsContinued from page 1

vice chairman

of ARTBA’s Council of State

Executives, urged U.S. DOT

officials to: develop regulations

that allow established contractors

to help Disadvantaged Business

Enterprise (DBE) firms succeed;

provide a construction industry

exemption to federal hours of

service trucking regulations;

and revise regulations to make

it easier for patented and

proprietary products to enter the

nation’s transportation market.

Nick Goldstein, ARTBA’s

vice president of environmental

& regulatory

affairs, told an

EPA regulatory

review panel that

inefficiencies

in completing

environmental

reviews can slow down needed

transportation improvements.

He specifically urged EPA

to work more directly with

U.S. DOT officials to expedite

completion of transportation

project environmental reviews

and to consider the effect of

regulations on other departments

or agencies. Goldstein also

cautioned EPA against classifying

coal ash and non-harmful

forms of asbestos as hazardous

materials since these substances

pose no threat to human health

and are essential to many

transportation improvements.

Economics & Research News New Contract Award Data Shows Decrease

The value of new transportation

contract awards in February 2011

was down 5.8 percent compared

to the same time in 2010, to

$9.2 billion. Every mode except

highways showed a decrease. The

value of new highway contract

awards year-to-date in February

was up 13.3 percent to $6.6 billion

compared to February 2010, while

number of highway contracts

was down 7.4 percent to 2,651. If

Senators Introduce Build ACT

Senators John Kerry (D-Mass.),

Mark Warner (D-Va.), and Kay

Bailey Hutchison (R-Texas)

March 16 introduced the “Building

and Upgrading Infrastructure

for Long-Term Development”

(BUILD) Act to establish an

infrastructure bank, with a

presidentially appointed board,

designed to leverage private

investment in public works

projects by providing loans

and loan guarantees. The bank

would be capitalized with an

initial $10 billion to support

transportation, water, energy,

and communications projects of

national or regional significance

with total costs of at least $100

million, or $25 million for rural

projects. The bank is designed

to become self-sufficient within

the first few years. The act would

also extend for 2011 and 2012

a provision of the American

Recovery and Reinvestment Act

(ARRA) that made interest earned

on PABs exempt from calculations

of the Alternative Minimum Tax.

It is important to note this

infrastructure bank plan is one of

several that have been proposed

by members of Congress and the

Obama Administration—all with

varying scopes, funding levels, and

relationships to existing executive

branch departments.

Clearinghouse Unveils New Work Zone Awareness Week Poster

The National Work Zone Safety

Information Clearinghouse

is a key supporter of National

Work Zone Awareness Week,

April 4-8. This year’s theme

is “Safer Driving. Safer Work

Zones. For Everyone.” The

national “Kickoff Event” will be

hosted by the Maryland State

Highway Administration. As in

previous years, the Clearinghouse

will sponsor printing of the

official poster, which will be

sent to thousands of people and

organizations across the country.

This poster and a variety of other

posters and work zone safety

products are available through

the Clearinghouse website.

It features sessions on highway/transit financing, economics, environmental issues, P3s & industry innovation. The program also features an interactive session with a high-profile industry CEO & tour of FHWA’s Turner-Fairbank Highway Research Center.
