Key benefit of ITS
• Relatively small investments in ITS would allow a better use of existing infrastructure and would insofar be much more cost effective than building new infrastructure or enlarging existing one. At the same time, the environmental impact would be much lower.

The ITS Action Plan
• Fact: use of ITS in road transport in Europe is still uneven.
• The Commission has proposed the ITS Action Plan to accelerate and coordinate the deployment and use of ITS applications and services for road transport and their connections with other modes of transport, to ensure seamless access and continuity of services throughout the EU.

The proposed Action Plan includes specific measures in six areas:
• Optimal use of road and traffic data• Traffic and freight management• Road safety and security• Integrating ITS applications in the vehicle• Data protection and liability• European ITS co-ordination

The ITS Action Plan• What are the benefits? The direct benefit
will be a faster, better coordinated and more harmonised use of intelligent transport systems and services, which in turn will contribute to more efficient, cleaner and safer transport.
• How will it work? When will the proposal take effect? Work can start immediately. Each action area has specific action points and a timetable.

of public transport, at various areas of which (including agglomeration, urban and rail transport) the use of intelligent transport systems is inevitable” (page 95).
• “Important elements of the development of urban transport include the construction of intelligent transport systems, the improvement of passenger information and comfort and ensuring clear access” (page 111).

the following actions should be undertaken:
promotion of ITS deployment in order to exploit the use of new and existing transport infrastructure
promotion of efficiency in the governance of the transport sector: “In order to identify the transport development requirements of the agglomeration of big cities and to coordinate and optimise the operation of transport, it is desirable to establish agglomeration transport associations” (TOP page 78).

ITS deployment requires common efforts
The European Commission is organising its first Conference on Intelligent Transport in Europe in Brussels on 22 June 2010.
The objective of this high-level conference is to provide first hand information on the implementation of the Intelligent Transport Systems (ITS) Action Plan and to debate the deployment of ITS in Europe in the framework of the forthcoming ITS Directive.
