• People with disabilities are often excluded in poverty-reduction or development projects, as evidenced by the Millennium Development Goals’ failure to include disability in its strategies. (see: www.includeeverybody.org)

• There are high economic costs of excluding people with disabilities on the development agenda and the productive cycle, and it is estimated that the global annual GDP loss due to exclusion of disabled people from the labor market is between US$1.37 and 1.94 trillion. (Metts, 2000)

• Article 32 of the UN CRPD states that as a signatory of the convention, Haiti must ensure that international cooperation, including international development programmes, is inclusive of and accessible to persons with disabilities.

• Understand that people with disabilities are a highly heterogeneous group with different needs, capacities, and barriers.

• Begin social analysis of disability concerns during the project design stage.

• Define disability and use the context-appropriate terms.

– Disability issues include sensitive terminology – appropriate, culturally relevant terminology is important to building working relationships with stakeholders and beneficiaries.

How do we ensure the inclusion of disability

• Identify and support projects in which inclusion of the perspectives of people with disabilities is relevant.

• Support or develop specific activities for reducing the physical, institutional, and social barriers faced by persons with disabilities.

• Ensure that disability is included within the project budget from the outset.

• Utilize the twin-track approach to projects, with – disability-specific projects that aim to

increase the empowerment and

participation of people with disabilities;

– disability-inclusive projects that aim to

ensure that all reconstruction and

development includes and is accessible

to all persons with disabilities.

• Collect data through the monitoring system to give evidence about the impact/outcomes in your project on people with disabilities.

• Gather input from persons with disabilities to evaluate whether the project outcome had any impact for them.

• Evaluate the project budget for inclusivity of disability.• If disability has not been included in the original project,

during the evaluation phase attempt to evaluate the effects of not including disability in the project.

• Use the evaluation process to generate ideas for future disability-specific or disability-inclusive projects.

• Evaluate the current level of inclusivity with your organization and its programs, then take action to work on the areas identified as less inclusive.

•Visit: http://www.usaid.gov/about_usaid/disability/disinclusion_checklist.pdf and fill out MIUSA’s checklist for inclusion, and follow its recommendations for further action.

• Include and consult with persons with disabilities and key disability stakeholders in the community throughout any project cycle.

•Utilize the various tools found in the Make Development Inclusive toolkit (http://www.make-development-inclusive.org/toolsen/pcm_toolbox.pdf), such as “Who are the stakeholders for disability inclusion?” (p. 213), “How to find DPOs on the web” (p. 198), and “Accessible Meetings or Events” (p. 183).

Ensure that from the outset, your project budget includes the consideration of any costs associated with inclusion.
