Recommendations on the EL Mandated Topics: MASTER PLAN for English Learners

Develop a brochure that is simple and clear for parents

to understand that explains the Master Plan with

important bullet points, such as identification, programs,

and reclassification.

Principals should ensure the development of a plan for

the 2021-2022 school year that is aligned with the 2018

Master Plan (i.e.; curriculum, inclusion, and

communication).

Recommendations on the EL Mandated Topics: COMPREHENSIVE NEEDS ASSESSMENT

Have knowledge about the existing resources for English

language development. We recommend that principals

use the resources based on the schools’ and students’

needs and actual data.

In elementary schools, there needs to be more

monitoring for Long Term English Learners; and the

elementary schools shall provide how to do

interventions, help and/or tutoring to ensure that Long

Term English Learners reclassify before going to

secondary level.

Recommendations on the EL Mandated Topics: SCHOOL PLAN for STUDENT ACHIEVEMENT (SPSA)

Provide workshops quarterly to parents during flexible hours

about the 4 ELPAC exam categories. Each school should

provide evidence that they met the requirement of providing

the ELPAC workshops.

Provide precise and timely daily interventions on intensive

reading in small groups as described in the Master Plan. Each

school should give information about the offered

interventions per program available in the school (ex: foreign

language immersion program).

Recommendations on the EL Mandated Topics: SCHOOL PLAN for STUDENT ACHIEVEMENT (SPSA)

Monitor teacher professional development as described in

the Master Plan; provide information about the professional

development evaluation by teacher, school and Local

District in a way that is informative and summative.

DELAC should request data review (agendas, budget

breakdowns, school plans, agenda and meeting minutes) for

schools that have formed ELACs. Include the schools that

have delegated their authority to the School Site Council

(SSC).

LCAP Goal #1 – 100% Graduation

The focus of the counselor should not only be the credits, but

to take into account the grades of all the classes, especially

A-G courses.

Reinforce the support for English learners to increase the

graduation percentage.

Implement the Naviance program (navigation and

guidance) and make it mandatory in middle and high school

for interest in going to college and careers.

Inform the academic counselor about the credit recovery

resources to support the student and give the information to

the parents.

Give presentations on the different universities to motivate the

students in 9th to 12th grade.

LCAP Goal #2 – Proficiency for All

It was recommended that all the EL student coordinators are bilingual.

The District should finance the services for social-emotional support (i.e. psychiatric social worker/psychologist).

The District needs to increase funds for the arts in all schools (all visual and performing arts, dance, theater and visual arts.)

Empower all parents and continue with the workshops and the conferences with that end (since one or more informed and empowered parents can make the difference.)

Each school should administer a parent survey to get to know if the parents know what it means to be an EL student or if they know if they have one; and based upon this, plan to inform the parents so that they participate in activities, school workshops, as well as its importance.

LCAP Goal #3 – 100% Attendance

Schools should have a preventative plan that is monitored to

reduce chronic absenteeism.

Chats with the teachers and the students in the classroom, to

explain the importance of school attendance and motivate

them to accomplish the goal.

Motivate the students with incentives, age appropriate (with

good attendance.)

A counselor in every school that monitors at least two days of

attendance so that he/she can explain to students and parents

and teachers about the importance of school (this position paid

with the general fund.)

Attendance to be compulsory since the child begins school. (TK,

PK, K)

LCAP Goal #4 – Parent, Community and

Student Engagement

Instructional development for parents to increase academic

achievement for English learners. – Comprehensive ELD

(integrated and designated) – Master Plan– ELPAC standards in

California in all academic areas – Training on the basic skills for

the reclassification criteria (DIBELS, RI, SBA)

Establish and monitor standard rules for all schools to implement

and respect parent engagement. Assign classified staff so that

they monitor and report to the District that the rules and

processes that the school needs to comply with in terms of data,

supervision and workshops.

LCAP Goal #4 – Parent, Community

and Student Engagement

Workshops: – Schools to receive incentives for parent

engagement, minimum of 10%. – Do it at correct times.

– Interesting topics and beneficial to the parents. – Do a

survey at the beginning of the year to determine interest

areas.

Train parents, families, staff and students on resources and

support about mental health. – Workshops – Conferences–

Retreats

That in each school DASHBOARD the parent engagement

data is included.

Train the students to empower their skills, talents and

leadership.

LCAP Goal #5 – School Safety

LAUSD to ensure that the school staff has professional training

about Restorative Justice and respect when supporting all

students, including those in special education.

Implement a 4-session workshop series for parents about what

Restorative Justice means and their rights.

Create an environment of positive relationships, clean and

safe for the students, parents and school staff.

The LAUSD school police give parent workshops in which they

give us information on policies and procedures in different

situations that happen in the schools. Contract more officers

and police dogs to have safer schools.

Reinforce the safety plan for all students when it is recess and

lunch time.

LCAP Goal #6 – Basic Services

Nutrition: Provide nutrition workshops for parents so that they

know the importance of good nutrition. That the leftover food

is not thrown away, but is shared with the community. Provide

the students more time during their lunch time.

Maintenance: –District should not let schools know when they

will evaluate so that these evaluations are sudden and

without previous notice. – Administer a survey to students

through the District about school cleanliness.

Teacher Recruitment: – (a group) In each classroom, have a

limited number of substitutes per year. –Take parent feedback

into consideration through District surveys to compile

information about each teacher’s work, and consider it with

the evaluations that the principal administers to his/her

employees.

Consolidated Application (Con App)

Members recommended:

That when presenting the Consolidated Application, evaluations and data be provided on the programs so that meaningful feedback can be provided by parents.

Evaluations are conducted of those principals and assistant principals that have been offered the opportunity of professional development, ex: Los Angeles Administrative Services Credential (LAASC), Aspiring Programs for Principals and Assistant Principals (APP &AAPP), etc.

The District utilize retired principals to support and mentor newly assigned principals.

That programs, positions, etc., purchased with Title III funds for English learners are evaluated and disaggregated by Local District.
