So far, a total of 34 businesses are sponsor- ing the community baskets, she notes. “Welcome Wagon has had great support from our local businesses.” The Community Basket currently has a value of more than $350, while the Baby Welcome Basket is worth more than $175. After more than a decade of being out of service, the Welcome Wagon has restarted in the South Cariboo.

The Welcome Wagon program supports families by providing a gift basket full of community information, handy items and gift certificates to new parents or new resi-dents.

Local Welcome Wagon representative Jan Simpson says she has been working hard since last fall to set up the program, finding sponsors to provide the gifts, and preparing other family supports.

“We provide a welcoming service to fami-

lies during lifestyle changes, such as moving to a new community or having a baby,” she explains.

This often includes home visits and assisting newcomers and new parents with questions about the community and its ser-vices, she explains.

Regional District is hosting a series of three public hearings that will be held in three South Cariboo communities later this month.

The meetings are being held to solicit important public feed-back on some proposed text amendments regarding medical mar-ijuana grow operations in the regional disrtrict.

The amendments propose to allow legal medical marijuana grow operations as a use in Heavy Industrial zoned areas only.

The amendments would also exclude cultivating medi-cal marijuana under the definition of Agricultural Operation in the regional district bylaws.

All three of these local public hearings will each commence at 7 p.m.

They will be held in the Lone Butte Community Hall on April 23; the Forest Grove Community Hall on April 28; and the 108 Mile Community Centre on April 29.

Bill Bennett, Minister of Energy and Mines and Minister Responsible for Core Review, recently announced that LiveSmart BC is working with BC Hydro and FortisBC to jointly develop funded energy conservation programs to continue to help homeowners and small businesses make energy efficiency improvements.

With the conclu-sion of the LiveSmart BC: Small Business program on March 31, the Business Energy Advisor (BEA) ser-vice transitioned to BC Hydro, which now oversees five BEA posi-tions, with co-funding from FortisBC.

They will continue to offer free energy assessments and pro-vide recommendations to small businesses on energy efficiency upgrades.

They continue to offer energy-efficient prod-uct incentives, which the BEAs will help eligi-ble businesses apply for. BC Hydro will issue the request for proposals for five BEAs this spring and LiveSmart BC will remain involved in the BEA program.

To help residen-tial customers reduce their water and space heating costs, BC Hydro and FortisBC will be expanding the incentives available to residential customers, beyond those current-ly offered under the LiveSmart BC program.

To help customers reduce their bills by using less electricity, BC Hydro is investing $1.6 billion in Power Smart programs dur-

ing the government’s 10 Year Plan. This includes funding to provide energy efficien-cy kits free of charge

to eligible low-income British Columbians, and funding for the Energy Conservation Assistance Program for

free energy assessments, refrigerator replace-ments and insulation upgrades to low-income households.

B.C. boosts gas industryTo stimulate job

creation and industry growth in the oil and gas sector, the B.C. Liberal government will make $120 million in royalties available for new road and pipe-line projects under the Infrastructure Royalty Credit Program (IRCP).

New investments in infrastructure projects

will increase industry’s access to promising resource areas, and sup-port year-round work in exploration and production, providing well-paying jobs and business opportuni-ties in northeast British Columbia.

Since 2004, the prov-ince has awarded more than $830 million in

royalties to eligible oil and gas companies through IRCP, resulting in more than 200 new or upgraded all-season roads and pipeline proj-ects in B.C. during the past decade.

These projects rep-resent a total capital investment of more than $1.9 billion, without direct cost to

government. The program requires

oil and gas companies to fund the entire cost of an approved infrastruc-ture project, such as a road. Once completed, the companies are then eligible to recover up to 50 per cent of the project’s costs. This approach stimulates year-round activity and

generates additional royalty revenue to the province.

Oil and gas compa-nies can apply for the latest instalment of IRCP until April 16, 2014. Applications will be ranked according to their potential benefits with approval going to the projects that dem-onstrate the highest economic benefits to B.C. Help for small business, residents

Seventeen years ago, British Columbia’s Auditor General warned B.C. wasn’t prepared for an earthquake, and recently the same warn-ing was repeated.

Auditor General Russ Jones released a report that noted his surprise at the lack of progress since his predecessor George Morfitt came to a similar conclusion.

“Progress has been made in some areas over this intervening period, but the province is still at a significant risk if a catastrophic earthquake were to occur today,” Jones wrote.

Attorney General Suzanne Anton said she accepts the report’s recommendations. She added she agrees with the auditor’s conclu-sion that Emergency Management B.C. is too busy dealing with 6,000 floods, fires and other incidents to develop a broader plan for B.C.

Asked about the audi-tor’s conclusion that a succession of provin-cial governments hasn’t made preparations a priority, Anton replied: “I’m making it a prior-ity.”

A new assistant dep-uty minister has been hired to work on the project, having done similar disaster pre-paredness work with the Canadian Armed Forces, she said.

On March 11, the government announced a public consultation on earthquake prepared-ness that will tour the province and report by the end of the year.

The announcement was overshadowed when Premier Christy Clark stepped in to can-cel the appointment of former Chilliwack MLA John Les as chair.

former director of California’s Office of Emergency Services, was promoted from vice-chair.

NDP public safety critic Kathy Corrigan called the auditor’s assessment “a stun-ning indictment of the lack of preparedness in British Columbia,” and pointed to the lack of investment in B.C. Liberal budgets.

“When a damning report on earthquake preparedness is about to come out, they have

their own political emergency.

"They attempt to appoint John Les to do

damage control, instead of the real damage con-trol that should be done in this province, which

is to properly prepare for a catastrophic earth-quake," Corrigan told the legislature.

Low-income seniors and people with a ter-minal illness can get a legal hand with making a will, through pro-grams offered by Access Pro Bono.

Last year, 231 indi-viduals accessed the Wills Clinic Program provided by Access Pro Bono.

The program is part of a successful partner-ship with the federal Department of Justice and the provincial Ministry of Justice. Volunteer lawyers and articling students, trained by Access Pro Bono in wills and estates practice, assist low-income seniors (55 years-plus) and people with terminal illnesses who wish to create a simple will, represen-tation agreement or power of attorney.

For those who live outside the Lower Mainland, Access Pro Bono’s province-wide Wills & Estates Program features a ros-ter of volunteer lawyers

willing to provide pro bono legal assistance or representation to low-income individuals with wills and estate mat-ters that may involve basic wills, letters of administration, powers

of attorney, commit-teeship applications, probate letters and rep-resentation agreements.

A lower Canadian dollar and a slow recovery in the United States and around the world bode well for the British Columbia economy in the next two years, according to a new report from the Business Council of B.C. (BCBC).

“The U.S. economy is gaining ground, the Eurozone is out of recession, and Asia, particularly China, continues to expand at a robust clip,” said executive vice-president Jock Finlayson when he released the BCBC eco-

nomic outlook report recently.

“The weakening of the Canadian dollar to the U.S. dollar will help lift B.C.’s export of goods and services to the U.S., prompt more U.S. travellers to come to B.C., and serve as a headwind to cross-bor-der shopping.”

The report forecasts improvement in United States demand for lum-ber and other building materials, wood pulp and natural gas, which has fallen to historic lows with a surge of shale gas production around North America.

“I’ve got a desk cov-ered with resumes of

people who work in the oil patch,” said Don Banasky, operations manager at CopCan Contracting Ltd. and FallTech Logging in Nanaimo and TLA vice-president.

Banasky said there are openings for road building, driller-blaster, grader and excava-tor operators in his operations and some employees at remote oil and gas developments are anxious to work closer to home.

The BCBC report holds out hope for a B.C. Liberal govern-ment that has seen its much-advertised jobs plan fizzle in the past

two years.“Following essential-

ly no net employment growth in 2013, we see the B.C. job market recovering in the com-ing year,” the report

states.“Growing exports,

higher non-residential construction outlays and some increase in consumer spending will translate into greater

demand for working and more hiring by B.C. businesses.”

The report forecasts

that two liquefied natu-ral gas processing plants and pipelines to supply them will begin in 2015.

mendation of the South Cariboo Rural Caucus, directors decided to hold one public hearing in a central location of the South Cariboo to discuss bylaw amendments to

allow bee keeping and laying hens.

Rodeo fundingThe board endorsed

a request for Areas G, H and L directors to

use a total of $150 of Special Initiatives fund-ing to support the Little Britches Rodeo.

Department (IVFD) service.

Law Week2014The Canadian Bar

Association, BC Branch (CBABC) is celebrat-ing Law Week 2014 on April 10.

It is a national celebration of the signing of Canada’s Charter of Rights and Freedoms.

This year’s theme is Access to Justice: What does it mean to you?

Law Day events across Canada are made possible through the efforts of hundreds of lawyers who donate thousands of hours of their volunteer time.

On April 12, the CBABC Branch will hold its province-wide “Dial-A-Lawyer Day” from 10 to 11:45 a.m. and from 12:15 to 2 p.m.

British Columbians are invited to call 604-687-3221 or toll-free at 1-800-663-1919 to speak with a lawyer for up to 15 minutes at no cost in the following seven areas of law (family, wills & estates, torts & motor vehicle accidents, immigration, business, employment and crimi-nal).
