NOTES

The attention of Exhibitors is drawn to the following extracts from the RNA By-Laws.

DISEASE OR DANGER

58. Should there be any reason to suspect that any Exhibit is either diseased or dangerous, or objectionable, the Council through its Officials, reserves the rights of removing the same from or refusing its admittance to the Royal Queensland Show.

59. An Exhibitor who detects or suspects any illness amongst any of his entries whilst the animals are at the Showgrounds must:

(a) Report this fact immediately to the Superintendent responsible for that particular section;

(b) Ensure that the animal/s is/are contained within its/their accommodation area/s unless advised otherwise by the Superintendent or the Association’s Veterinary Surgeon; and

(c) Where feasible to do so, contain soiled bedding from the animal/s within its/their accommodation area.

60. Council may at its discretion require to have any biological tests carried out on any animal exhibited at the Royal Queensland Show or to have materials collected from such animals in order to have tests carried out, after such animals arrive at the Showgrounds.

61. If in the opinion of a Council Steward of a Section, an Exhibit in such Section requires Veterinary treatment then if the Exhibitor cannot be contacted immediately, the Council Stewards may instruct a Veterinary Surgeon to treat such Exhibit and the costs of such Veterinary Surgeon shall be paid by the Exhibitor to the Association. The Association shall not be in any way liable to an Exhibitor for any damage to or injury to such Exhibit.

62. Where, in the opinion of the Association, an Exhibit, being an animal, should be destroyed or removed from the Showgrounds, the Association’s Veterinary Surgeon or the Association may destroy or remove the Exhibit from the Showgrounds, or both. Alternatively, the Association may require the Exhibitor to destroy or remove the Exhibit from the Showgrounds, or both. Any costs incurred by the Association pursuant to this By-Law must be re-imbursed by the Exhibitor.

63. The Association shall not be responsible for any loss or damage caused (inter alia) through disease or infection howsoever arising.

UNETHICAL CONDUCT

105. The Exhibitor, the Owner or any person in charge of an animate Exhibit shall not engage in unethical conduct. The Exhibitor, the Owner or any person in charge of an animal to which unethical conduct relates are deemed to have acted in breach of this By-Law, wether or not having been knowingly concerned in the unethical conduct. The Council or relevant Sectional Committee shall decide whether or not any conduct constitutes unethical conduct but without in any way restricting the meaning of that expression, unethical conduct may include the presentation as an exhibit for judging:

(a) of an animal other than in its natural conformation after normal feeding and grooming, except as otherwise provided either expressly or by necessary implication in the regulation or in the definition of a class in which the animal is entered;

(b) of any animal having undergone any operation or procedure materially altering the structure or natural conformation of any part of its body, whether by the introduction of any substance or thing subcutaneously, or by any surgery, or by the administration of any substance or chemical or by the attachment of any object or thing;

(c) of any animal having undergone any operation or procedure that changes by exaggeration, minimisation or otherwise in natural conformation or physical constitution or appearance;

(d) of an inanimate object, that is created, constituted, formed or includes goods, substances or things not normally found in objects of like nature;

(e) that is not the animal or the object or thing entered for the Class to be judged;

(f) in breach of the Regulation.

106. An exhibitor, or person in charge of an animate exhibit must:

(a) use all reasonable steps to ensure that the exhibit is housed and cared for in accordance with the Association’s current animal welfare policy;

(b) obey any direction from a member of the Association’s Council, or from any other official of the Association, relating to the care and welfare of that or any other exhibit;

(c) if called upon to do so, surrender the exhibit to the Association, in circumstances where in the reasonable opinion of the Association’s Veterinarian, the exhibit is in need of urgent veterinary attention.

107. An exhibitor must not use, or have in his possession, any electric

or electronic apparatus or any improper contrivance capable of affecting the performance of an exhibit.

EXHIBIT UNWORTHY OF AWARD 108. An exhibit shall not receive an award if in the opinion of the Judge

it is unworthy of such award.

PROHIBITED SUBSTANCES 122. A person must not administer a Prohibited Substance or cause

one to be administered to an Exhibit, except as permitted by the By-Laws or the Regulations.

123. The Exhibitor, the Owner and Attendant of any Exhibit to which a

Prohibited Substance has been administered is in breach of the By-Laws unless the Prohibited Substance is permitted by By-Laws or Regulations to be administered.

124. An Exhibit to which a Prohibited Substance has been administered

in breach of the By-Laws must be removed from the Showground upon demand by the Association.

125. The Association may in its discretion and at any time, cause an

examination to be made of any Exhibit by a Veterinary Surgeon who, in the course of such examination, may:

(a) Take such samples (including, without limitation, urine, blood, saliva and faeces) from such Exhibit as he considers necessary or advisable;

(b) Have such samples tested by such methods and procedures as he considers appropriate; and

(c) Examine the Exhibit for desensitised limbs. 126. Any Exhibit found by a Veterinary Surgeon to have a limb (or part

thereof) desensitised is deemed to have had administered to it a Prohibited Substance in breach of the By-Laws.

127. Where, prior to an event, a Veterinary Surgeon is of the opinion

that a Prohibited Substance may have been administered to an Exhibit, the Veterinary Surgeon may require that the Exhibit be examined prior to competing in that event.

128. The Association may publish procedures relating to the

examination of Exhibits. Such procedures are binding on Exhibitors, Owners and Attendants.

129. Any exhibit which has been brought to the Showgrounds and is

found to have had administered to it any prohibited substance as defined above may, without prejudice to any other action which may be taken in respect of the matter, be debarred by the Council Stewards from competing in any event for which it may have been entered.

130. The exhibitor, the owner and any person in charge of an animal to

which a prohibited substance has been administered, by any person, and whether or not with the knowledge of the exhibitor, owner or person in charge, is deemed to have acted in breach of this By-Law.

130a. No person shall have in his possession on the Showgrounds any

prohibited substance, syringe, needle or other instrument which could be used to administer a prohibited substance to an animate exhibit, unless that person shall have obtained the permission of the Association to be in such possession, or satisfies the Association that such possession is for lawful and proper use.

131. The Association and any Council Steward, servant or agent of the Association shall not be liable to an exhibitor for the death of or for injury, damage or infection which may be sustained by his exhibit occasioned by or arising out of any act or omission of any Council Steward, servant or agent of the Association during the course of the testing of the exhibit whether due to the negligence of any such Council Steward or agent or otherwise.

DISCIPLINARY COMMITTEE 132. It there is any inconsistency between By-laws 133 - 153 and any

other By-laws of the Association, By-laws 133 - 153 will prevail.

Functions of the Disciplinary Committee

133. The functions of the Disciplinary Committee shall be to hear and determine all complaints, allegations and other matters relating to:

(a) prohibited substances, as defined in these By-laws or Sectional Regulations.

(b) any alleged breach of the Rules, By-Laws and Regulations of the Association by an exhibitor and relating to an exhibit or to a competition, except if the alleged breach is of a kind that the Chairman of a Sectional Committee considers is of a less serious nature and should properly be dealt with by the Sectional Committee, and

(c) any other alleged breach of the Rules, By-Laws and Regulations of the Association that may be referred to Disciplinary Committee pursuant to By-Law 137 (a).

Constitution of the Disciplinary Committee

134. The Disciplinary Committee shall comprise of such members of Council as are appointed by the Council from time to time.

135. The Council shall appoint a member of the Disciplinary Committee

as Chairman of the Disciplinary Committee. 136. For the purposes of any proceedings of the Disciplinary Committee,

the Disciplinary Committee shall comprise, subject to By-law 137, no less than three of its members and those persons shall constitute the Disciplinary Committee for the purpose of those proceedings.

137. If a member of the Disciplinary Committee dies or becomes

otherwise unable or unwilling to participate in proceedings, then:

(a) if this occurs prior to the commencement of any hearing in relation to the matter, the Chairman of the Disciplinary Committee shall appoint a replacement, and

(b) if this occurs after the commencement of any commencement of any hearing in relation to the matter, the remaining members of the Disciplinary Committee shall constitute the Committee for the purposes of concluding the proceedings.

Initiation of Proceedings before the Disciplinary Proceedings

138. Proceedings before the Disciplinary Committee may be initiated:

(a) upon the request, orally or in writing, of the President, any Chairman of a Sectional Committee or Chief Executive.

(b) upon receipt by the Chairman of the Disciplinary Committee of a written complaint relating to a matter referred to in paragraphs (a) or (b) of By-law 133.

(c) by the Chairman of the Disciplinary Committee on his or her own motion.

Conduct of Proceedings

139. The Disciplinary Committee may conduct proceedings at any time

between 6.00am and 11.00pm on any day. 140. All persons who constitute the Disciplinary Committee for the

purposes of any proceedings must be present at any hearing conducted by the Disciplinary Committee.

141. A person whose conduct is called into question in any proceedings

before the Disciplinary Committee must be given notice of a hearing. It shall be sufficient for such notice to be given orally and by any such person acting with the apparent authority of the Association.

142. The Disciplinary Committee may conduct proceedings notwithstanding that any person who has been given notice fails to attend the proceedings.

143. The Disciplinary Committee shall not be bound by any rules of

evidence and shall conduct the proceedings with the minimum of formality and in such a manner as it sees fit.

144. The Disciplinary Committee may require any member or exhibitor

to attend at any proceedings of the Disciplinary Committee and to furnish such information and evidence and to produce such documents relevant to the proceedings as to the Disciplinary Committee seems fit.

145. The Disciplinary Committee may, at its discretion, call for and hear

expert evidence. 146. No person will be legally represented without the leave of the

Disciplinary Committee.

Decisions of the Disciplinary Committee

147. The Disciplinary Committee may announce its decision orally or in writing. A decision that is announced orally shall have effect in accordance with its terms.

148. If the opinion of the Disciplinary Committee is not unanimous, the

decision of the majority shall prevail. If the Disciplinary Committee are equally divided on any question concerning the guilt or innocence of a person, the question shall be resolved in that person’s favour.

PENALTIES

149. If the Disciplinary Committee considers that there has been a breach of the rules, By-laws or regulations of the Association, it may impose such a penalty as it considers to be appropriate, including without limitation:

(a) a reprimand;

(b) a monetary fine (payable at such time/s as the Disciplinary Committee may determine);

(c) withdrawal or withholding of any award or ribbon;

(d) disqualification in respect of any class;

(e) expulsion from the Showground;

(f) where the person concerned is a member, a suspension or termination of that membership;

(g) a ban;

(h) exclusion;

(i) prohibiting a Person from exhibiting or competing at the current Show or at any future Show;

(j) a direction that an Exhibit be removed from the Showground;

(k) any other mandatory requirement; and

(l) any other penalty provided for in other regulations of the Association.

150. There shall be no appeal from any decision of the Disciplinary

Committee.

Publication of Results of Disciplinary Procedures

151. The Association may publish to:

(a) all Royal Show Societies in Australia;

(b) the relevant Breed Societies;

(c) the body with which the exhibit is registered, or is eligible for registration;

the result of any proceedings before the Disciplinary Committee in which a person has been found guilty of a breach of any Rule, By-Law or Regulation.

152. The Association shall have no liability to any person in respect of any publication referred to in paragraph (a).

153. No person shall have any claim against the Association or against any Councillor, member, employee or agent of the Association in respect of any act, matter or thing done in good faith during or in connection with the proceedings before the Disciplinary Committee.

PRIZE AWARDS

76. The Prize Ribbons, affixed to exhibits, shall be distinguished by the following colours, viz:

Grand Champion Red, White and Blue Champion Purple Reserve Champion Dark Green First Blue Second Red Third White Fourth Yellow Fifth Light Green Sixth Brown Seventh Buff Eighth Pink Ninth Orange Tenth Grey Special Prizes Pale Blue

77. For Group Classes - Pink and Blue, Pink and Red, Pink and White, for First, Second and Third respectively.

DPI REGULATIONS

THE FOLLOWING CONDITIONS WILL APPLY TO STOCK AND VEHICLES MOVING ON TO THE RNA SHOWGROUNDS

MAJOR CHANGES: Livestock from Queensland require a Queensland Travel Permit and a Move Easy Waybill or a NVD/Waybill. Livestock from NSW entering Queensland via Tweed Heads or Mt Lindsay Border Crossings require a Queensland Travel Permit and a Move Easy Waybill or a NVD/Waybill. Livestock from NSW entering Queensland from Killarney west require a Queensland Certificate of Health/Waybill. STOCK GENERAL 1. NLIS – All sheep goats on the grounds must be identified in an

approved manner before leaving the property of origin. 2. Only tick free stock will be allowed entry to the grounds. 3. QUEENSLAND STOCK NOT ACCOMPANIED BY A DPI&F

TRAVEL PERMIT AND FULLY COMPLETED OWNER WAYBILL WILL BE REFUSED ENTRY TO THE GROUNDS.

4. DAIRY CATTLE FROM AND RETURNING TO NEW SOUTH WALES:

The requirement to seal vehicles carrying all classes of livestock has been waived. Cattle must travel direct to the RNA Showgrounds without unloading enroute. Exhibitors should be aware that NSW/Queensland Border Crossings at Tweed Heads and Mt Lindesay no longer operate 24 hours. They now operate from 5.00am to 9.00pm. Exhibitors should make prior arrangements with the respective Border Crossing before commencing their journey. Arrangements for the return journey should be made at the RNA Stock Office. The phone numbers of the major Border Crossings are listed below:

CATTLE Tick Control 1. Cattle from tick infected zones (QLD and NSW) require a clean

inspection prior to entry to the Showgrounds. Movement must commence within 24 hours of the clean inspection. It is the exhibitors responsibility to treatment stock with an approved acaricide to ensure that they are tick free when inspected. Cattle from Queensland Department of Primary Industries & Fisheries – Approved (Cattle Tick) Feedlots are exempt from treatment or inspection. Please note: DPI&F or Approved person livestock inspection charges apply to these movements.

2. Cattle from tick free zones do not require tick treatments for entry to

the grounds but must travel from the property of origin to the RNA Grounds without unloading in tick infected zones. Certification that such stock are from a tick free zone should be endorsed by the local Stock Inspector.

CATTLE Apart from general and tick control conditions the following conditions will also apply: JOHNE'S DISEASE – for Bovine Johne’s disease. Cattle must not be introduced unless they comply with the conditions for animals to enter Queensland:

1. They are from a non-restricted herd in a Johne’s Disease protected or free zone (Queensland is a protected zone); or

2. They are from a Check Tested Negative herd or a MAP Monitored Negative 1 (MN1) or better herd in a Control Zone or a MAP MN1 or better herd in a Residual Zone; or

3. Other – The herd history to be provided to RNA at the time of nomination. Each will be assessed by the RNA Animal Health Committee.

Exhibitors from interstate must advise their Johne’s disease status at the time of entry.

Tweed Heads & Mt Lindesay crossings. Stock crossing at these crossings require: • Queensland Travel Permit • National Vendor Declaration (Cattle) and Waybill • Queensland Certificate of Health/Waybill - should be obtained from

your local Department or Rural Lands Protection Board prior to the movement commencing.

• Owner Declaration – these will be sent out when nominations are confirmed. Stock must travel direct to The Exhibition Grounds. A Queensland Travel Permit will be issued at the RNA Grounds for the return journey.

Other Border Crossings from Killarney west have closed. Stock crossing at these crossings require: • Queensland Travel Permit • National Vendor Declaration (Cattle) and Waybill • Queensland Certificate of Health/Waybill - should be obtained from

your local Department or Rural Lands Protection Board prior to the movement commencing.

ENZOOTIC BOVINE LEUCOSIS (EBL) Dairy cattle may only be introduced from herds with the following statuses: Queensland Certified Free (CF) or Accredited Free (AF) New South Wales Accredited Free (AF)

Certified Free (CF) Tested Negative (TN) Monitored Negative (MN)

Victoria The herd history is to be provided to the RNA at the time of nomination. The RNA Animal Health Committee will assess each herd.

CERTIFICATES

The Johne's Disease and Enzootic Bovine Leucosis status of the herd must be endorsed on the Queensland DPI&F Travel Permit and in case of Interstate stock it should also be endorsed on the Health Certificate/Waybill.

EXHIBITORS' MILKING MACHINES

Exhibitors are advised that the maximum horse power of electric milking machine motors permitted to be used in the Dairy Cattle Pavilion is 1 hp. Only one milking machine or other appliance to be used from any one power outlet at anytime.

WORKPLACE HEALTH AND SAFETY ACT 1995

1. The RNA Showgrounds are a designated Workplace within the meaning of the Act and exhibitors/competitors are required to ensure that they and all persons under their direction or control, including their contractors or sub-contractors, comply with all requirements of the Act. The RNA holds each exhibitor responsible to discharge its obligations to provide and maintain a safe place and system of work during occupation by the exhibitor/competitor of any area of the Showgrounds.

2. Each exhibitor/competitor will assess the risk to themselves, staff, volunteers, family, other exhibitors, RNA staff, show visitors and any person forseeably affected by the presentation of their exhibit.

3. Risks identified by exhibitors/competitors will be eliminated or controlled by the exhibitor/competitor and particular attention will be paid to ensuring public safety and safety of other exhibitors/competitors.

4. Exhibits will only be led and handled by competent persons whose

experience is known to the exhibitor/competitor. 5. A “No Smoking Policy” will be strictly adhered to and policed by

exhibitors/competitors. Exhibitors/competitors are advised that the use of Primus stoves, any heating or lighting appliances of a like character, or any naked light, is strictly prohibited in the stalls or pavilions.

6. Any exhibitors/competitors intending to bring electrical

equipment to the Showgrounds will be required to ensure that such equipment is fitted with residual current protection and that all electrical leads, tools and appliances have been inspected by a licensed electrical contractor and currently tagged. The use of double adaptors is prohibited and all power boards must be tested and tagged.

7. All exhibitors/competitors will comply with the requirements of the

Act and its Regulations and Standards in every other respect. This is essential for the safety of all exhibitors/ competitors and the

general public. The Act imposes very severe penalties in the event of non-compliance with its provisions.

Any exhibitors/competitors who do not comply will not be allowed to exhibit at the Royal Queensland Show.

NOTICE TO INTENDING EXHIBITORS

Entries will only be received on the Entry Form enclosed with this Schedule. Entries submitted other than on the correct form will be returned to the exhibitor and, unless all requirements are complied with and the forms returned to the office by 4.30pm on the Entry Form closing date, as shown in the Schedule, they will not be considered.

DISPOSAL OF MILK

All milk, other than from cows calved less than six days, produced during the Show will be taken over by the Royal National Association at the Milk Room, sampled, weighed, and recorded. The milk or cream there from will be sold on behalf of the exhibitors, who will be paid by the Association, provided that no milk will be received unless approved milk utensils are used and hygienic methods adopted. Any Exhibitor who supplies contaminated or adulterated milk to the bulk tank or tanker load of milk will be held financially responsible for: The cost of collection and transport of the milk to the processing

factory including a replacement load of market milk

Value of milk lost due to contamination

Cost of disposing of the contaminated milk

Forfeit all milk payments for the period of the Show

Any milk from exhibitors animals must have Foodsafe Accreditation or equivalent interstate accreditation.

No exhibitor may dispose of his milk on the RNA Showground either by sale or free gift, as from the time RNA take over. Exhibitors eligible for milk payments shall be paid by 30 September 2011.

EXHIBITORS' and LIVESTOCK ATTENDANTS' PASSES

All passes for Livestock Exhibitors and their employees will be issued from the Royal National Association’s Office. No passes will be issued unless the exhibitor or his representative presents the receipt for Entry Fees, or identification is established. Passes will be issued on the basis of one for 3 to 6 exhibits and 1 additional pass for each additional 6 exhibits or part thereof.

ORDER OF PARADE

Exhibitors are advised that the Order of Grand Parade and times will be posted on the Superintendent's Notice Board. Grand Parades will be held on Wednesday at approximately 1.00pm. The Supreme Champion Dairy Cow will lead the Parade, followed by the Production Champions, followed by the breed which furnished the Supreme Champion, then breeds in numerical order.

No person under the age of 10 years is permitted in the main ring during the Grand Parade. All handlers must be capable of controlling any animal in their care.

ACCEPTANCE OF ENTRIES

The attention of intending exhibitors is drawn to the fact that entries are accepted subject to the Royal National Agricultural and Industrial Association of Queensland Act, 1971, and to the Rules, By-Laws and Regulations of the Association, in addition to the Special Regulations which appear over the page.

Copies of the RNA Rules and By-Laws may be obtained upon application to the Entries Department. Exhibitors are advised that only dogs entered in the Competitive Canine Section and the Sheep Dog Trials will be permitted on the Showgrounds. All dogs found on the RNA Showgrounds will be removed to the City Dog Refuge by the City Council Dog Catchers without notice. Vehicles carrying non-competitive dogs will not be admitted to the Showgrounds.

DAIRY BREEDS SPECIAL REGULATIONS

Subject to The Royal National Agricultural and Industrial Association of Queensland Act, 1971, and to the Rules, By-Laws and Regulations of the Association, the following Special Regulations shall apply to Dairy Breeds:

REGISTRATION OF ANIMALS 1. All cattle entered must be registered in the name of the Exhibitor

as owner, in a Herd Book of the respective breed recognised by the Association for that breed in accordance with the Rules of the Herd Book Society provided that an animal shall be deemed to be registered if the Exhibitor furnishes proof that at the time of entry:-

(a) In the case of an animal of sufficient age to be registered,

all necessary documents to procure registration in his name have been lodged with the authority controlling the Herd Book and the delay in registration is in no way due to his default; or

(b) In the case of an animal not eligible for registration by reason of age that it is the progeny of registered parents and all necessary steps required to the date of entry have been taken to enable its registration in his name upon its attaining the required age.

(c) Any animal owned by a partnership, or group of persons,

may be entered in the name of the joint owners or, with the written consent of the others, in the name of any one, or in joint names of two or more of the co-owners.

(d) All dairy cattle entered in RNA classes must conform to the Royal Show showing policy of each individual Breed Society. Any animal not meeting Breed Society showing policies will be withdrawn. All Dairy Cattle entries will be submitted to their respective Breed Societies for approval against their Registration database.

(e) Wild card entry - $200 per entry NON REFUNDABLE,

plus normal class entry fees – restricted to those who have already entered in their respective breed at the current show. This allows an exhibitor to bring an extra exhibit (not previously nominated) in any class. All necessary paperwork must accompany the animal – the name and particulars of the animal would not appear in the catalogue of entries.

NOMINATION OF ANIMALS

2. Each Exhibitor must complete an Association's entry form giving all

particulars required on the form. The responsibility for the accuracy of the description and pedigree and for the eligibility of each animal entered rests solely with the exhibitor who must, when animals arrive on the Showgrounds, be in a position to produce to the Breed Inspectors, and if necessary, Council Stewards, documents relating to the registration of each exhibit or photocopies thereof. Tattoos must be legible or the animal will be rejected from competition.

All cattle entered for competition must conform to the rules and

regulations of their respective Breed Society. If an exhibitor does not advise in writing the number of head by the

date requested, the Council Stewards may at their discretion refuse to allow the exhibitor's animals to come upon or to remain on the Showgrounds. Such refusal will not entitle the exhibitor to a refund of entry fees paid.

NUMBER OF ENTRIES PER CLASS

3. There will be no restrictions in the number of entries in any class

except as hereunder. In classes under 18 months, an exhibitor may enter as many animals as he wishes but no more than two per class may be brought onto the Showgrounds or exhibited.

RATIONALISATION OF CLASS NUMBERS

4. If after the closing date of entries, the total nominations are in

excess of the number of cattle able to be accommodated, the Association reserves the right to reduce the number of animals entered. In such cases, a refund of entry fees paid will be made to exhibitors.

REALLOCATION OF ANIMAL SPACE 5. The Dairy Cattle Committee reserves the right to reallocate space

previously allocated to any exhibitor upon the arrival of their exhibits on the Showgrounds if the numbers indicated by them do not arrive.

TRANSFER OF ANIMALS

6. The entry of any cow entered as dry shall be transferred to the

correct in milk class and vice versa. The Stewards must be notified as early as possible to enable them to have the transfer effected.

AGE AND SHOWING OF ANIMALS

7. The age of all cattle shall be the actual age as at the 31 May prior

to judging day. 8. Any animal which in the opinion of the Council Stewards is not in a

fit state, or any way not eligible to be exhibited, may be rejected by them and debarred from competing in the class or classes for which it is entered. Any animal rejected must be removed from the Showgrounds as soon as the exhibitor is notified.

9. The exhibitor of any cow over 2 1/2 years of age which is not in

milk shall supply proof or furnish a veterinary certificate that such exhibit is either in calf or has bred during the two years prior to the Show.

10. An animal which has been lactating for 240 days or fewer on

judging day shall compete in a milk class. An animal which has been lactating for more than 240 days may be shown in an in milk or a dry class at the option of the exhibitor, which must be exercised by written notice to the Council Steward for the breed 24 hours before judging is due to commence.

11. An animal shall not be penalized for accidental injury which in the

opinion of the Judge does not affect its capacity for breeding or production.

12. In any class in which production is taken into account, cows will

not be eligible for a prize if the fat content of the lactation as assessed by the recording body, averages less than 3.3% mass/volume or if protein averages less than 3% true protein mass/volume.

13. In any class in which production records are required they must be

from a recorder service herd. In a 305 day lactation there must have been at least 5 tests evenly spaced over the entire lactation with 2 samplings in each 24 hour test.

14. In a special or group class, no animal can compete unless it is

entered, paraded and shown in one of the general classes. Provided that the Council Stewards may in special circumstances related to the time of a cow calving, permit her to be shown in a special or group class although she has not been shown in one of the general classes.

15. The same animal cannot be exhibited in more than one group in

any group class. 16. Cows to be shown as dry, if not completely dry at time of

competition, shall be milked dry in the stalls within the hour preceding the start of judging.

ARRIVAL AND DEPARTURE OF ANIMALS

17. All cattle must be in their stalls on the grounds not later than

5.00pm on Friday 12 August 2011. 18. Exhibitors vacating the Showgrounds on Thursday 18 August

2011 shall submit to the Superintendent’s Office, a leave form containing the names of all cattle departing on that day. This form must be countersigned by the exhibitor. Failure to comply with this rule will result in the forfeiture of all prize money.

INSPECTION OF ANIMALS & VETERINARY TREATMENT 19. The Association shall ask each Herd Book Society to appoint an

Inspector or Inspectors to examine exhibits in all Dairy Classes for exhibition and for sale. Breed inspectors must be independent from showing and must not be exhibiting at the Show or a RNA Steward. Inspectors shall submit a written report to the Council Stewards giving details of any animals which bear tattoos which are not consistent with the details printed in the Show Catalogue or which they consider to be below a standard appropriate to a Royal Show. Inspectors shall furnish to the Superintendent’s Office two copies of their completed reports by 12.00noon on the Sunday of Show. Any animal which is then rejected by the Council Stewards shall not be exhibited or offered for sale by auction and may be removed from the Showgrounds or segregated. Inspectors shall report to the Council Stewards any improper interference with an exhibit's natural characteristics which may affect the exhibit being shown on its merits.

20. If, in the opinion of a Council Steward, an exhibit requires

veterinary treatment, and if the exhibitor cannot be contacted immediately, the Council Steward may instruct a Veterinary Surgeon to treat such exhibit and the costs of such Veterinary Surgeon shall be paid by the exhibitor to the Association. The Association shall not be in any way liable to an exhibitor for any damage to or injury to such exhibit.

21. No Prohibited Substance shall be administered to any animal

exhibit except with the permission of the Council Stewards, or under the direction of the Association's Veterinary Surgeon who shall advise the Council Stewards if, in his opinion, such Prohibited Substance has or is likely to have any effect upon the animal which would be material to its chance of being awarded a prize. In such case, a Council Steward may, in his absolute discretion, debar the animal from competing, and may otherwise deal with the exhibit under the Association’s rules and regulations.

22. An exhibitor shall not inject, pump or glue, using any substance or

thing or otherwise interfere with an udder or teat direction of an exhibit.

23. All milk will be sampled at the milk room and any illegal substances

detected will incur appropriate heavy penalties on any offending exhibitor.

24. The Council Steward may at any time direct the Association's

Veterinary Surgeons to take a sample or skin scraping of blood, saliva, urine, discharge, exudation or any other sample from an exhibit for testing.

If for any reason, any animal has had treatment prior to entering the RNA Showgrounds this must be notified with a Statutory Declaration lodged with the Dairy Superintendent.

CONTROL OF ANIMALS

25. Fitting of animals in general: All or strategic part clipping of animals

is permitted. Clipping frames will not be allowed in the general Dairy Pavilion, but may be utilised in a “designated area” set aside for that purpose. Non-compliance with this regulation may incur a $100 fine and frame removed at exhibitors expense.

26. Cattle not thoroughly tractable will not be admitted to the

Showgrounds. All other stock must have halters securely attached and must be in the charge of the exhibitor or his employee.

27. It is the responsibility of each exhibitor to ensure that the leaders of

their stock in judging rings and parades are capable of exercising control over the animals in their care.

PRIZES AND CHAMPIONS

28. With the exception of milking test classes the number of cash

prizes and ribbons to be awarded in each class shall be according to the number of nominations paraded, as finally adjusted in accordance with Regulation 4, viz.:-

1 to 4 paraded 1st, 2nd, & 3rd 5 or 6 paraded 1st, 2nd, 3rd & 4th 7 or 8 paraded 1st, 2nd, 3rd, 4th & 5th 9 or 10 paraded 1st, 2nd, 3rd, 4th, 5th & 6th

Ribbons only: 11 or 12 paraded 7th ribbon 13 to 15 paraded 8th ribbon 16 to 18 paraded 9th ribbon 19 and over paraded 10th ribbon All Champions must be present for Supreme Judging at the

nominated time or they will not be included in the judging. 29. For Champions, all First and Second prize winners of the breed

shall compete, from classes 3 years old and over. For Junior Champions, classes under 3 years old (with the exception of those eligible for Juvenile classes) shall compete. For Juvenile Champion, classes under 2 years old, dry, shall compete.

In the Championship classes the Judge shall select the

Honourable Mention Award, Reserve Champion Award and finally the Champion Award. In the event of the Champion being disqualified for any reason the Reserve Champion shall represent the breed.

30. The exhibitor of every animal, to which a third prize or better has

been awarded shall parade such animal in the Grand Parade of the Show, conducted by the Association, and any exhibitor awarded a Champion, Reserve Champion or Honourable Mention shall parade such animals in any Grand Parade of Champions unless the exhibitor produces to the Council Stewards a veterinary certificate that the animal is not fit to be paraded or unless the Council Stewards decide that other good and sufficient reason exists to excuse any animal from parading. Failure to so parade shall result in the forfeiture of all prize money awarded to such exhibitor and he shall further be liable to a fine of Two Hundred Dollars ($200) in respect of each animal not paraded.

RUGS

31. All rugs must be removed from animals each day (after Judging

Day) by 9.00am and not replaced till 5.30pm unless permission to the contrary is granted by the Council Stewards.

CLEANING OF STALLS

32. It shall be the responsibility of the exhibitor or his representative to

ensure that all stalls are cleaned and all waste materials are ready for loading by 7.30am each day. Any waste material produced between the time that the RNA removes waste from the grounds in the morning and 4.30pm, shall not be left in the stalls, but shall be taken from the Pavilion by the exhibitor and placed in the area set aside for this purpose. Any exhibitor not complying with this Regulation will be dealt with in such a manner as the Council may decide.

CALVING

33. The exhibitor of any cow calving on the Showgrounds shall, unless

permission to the contrary is given by the Council Stewards or, in their absence, by a Veterinary Surgeon, place such cow, for the purpose of calving in one of the stalls set aside for the purpose. Upon vacating any such stall, other than a demonstration calving stall, the exhibitor shall remove all bedding and other waste from the stall and leave in a thoroughly clean condition and notify one of the Stewards or the Dairy Cattle Superintendent of his having done so. (Arrangements will then be made by the Association for the stall to be treated by disinfectant). Failure to do so shall result in the Association cleaning the stall at the expense of the exhibitor.

EXHIBITOR ATTIRE

34. It is desirable that all persons leading stock wear their Society approved uniform during judging, or the parades. Persons not wearing Society approved uniforms must wear grey or white dust coats. Stud names or brands must not be displayed on clothing or equipment during judging.

Appropriate enclosed footwear must be worn at all times.

EXHIBITOR SIGNAGE

35. Each exhibitor may display one sign, but shall remove any such sign forthwith if directed to do so by the Council Stewards who shall have full power to give such direction without giving any reason therefore. A Breed Society may display such signs as may be approved by the Council Stewards.

MOVEMENT OF ANIMALS

36. (i) Animals watered at troughs must be watered at the trough nearest the stalls in which they are housed.

(ii) An animal being taken out of the Dairy Pavilion, or from one part of the pavilion to another, must be taken by way of the cross-alley nearest to its stall and the roads adjoining the pavilions.

(iii) Except with the permission of a Steward or the Dairy Cattle Superintendent, no animal may be taken through any bay, other than the bay in which it is stalled or in which any other species of animal may be stalled.

STORAGE OF FODDER AND EQUIPMENT

37. Except with approval of a Council Steward, an exhibitor shall not store fodder or any other material or equipment on the floor of any bays designed for the stalling of animals or in any laneway.

All exhibitors please note that no large round, square or

rectangle hay bales are allowed to be brought onto the RNA Showgrounds.

PUBLICATION OF ANIMAL PARTICULARS

38. The exhibitor irrevocably consents to the RNA publishing or reproducing in any manner whatsoever any particulars or information in relation to their exhibits; the publication or reproduction may be in a printed form or visual image through electronic means and/or on the internet.

VETERINARY SERVICES

39. The Association's Council is pleased to advise that for the forthcoming Royal National Show arrangements have again been made for veterinary services to be available on a 24 hour basis commencing on Saturday 6 August 2011 through until Saturday 20 August 2011.

The official veterinary surgeons are permitted to charge their normal consultation fees plus an hourly rate for extended services. In addition exhibitors will be required to pay the cost of all drugs used. Exhibitors will be responsible for the payment of all monies owing to the veterinary surgeons.

CLIPPING FRAMES

40. Clipping Frames may only be used in an area specified by a Council Steward. Clippers and hair dryers/blowers may only be used between the hours of 5.00am and 10.00pm with the exception of judging day when the commencement time will be 4.00am. Violation of these rules could mean disqualification from judging. A fee of $50.00 is required to be paid with entry fees for each clipping frame.

HYGIENE

41. The hygienic sealing of teats to prevent infections will be permitted only under RNA Veterinary supervision.

PRESENTATION OF AWARDS

The presentation of the Milking Competition Awards will take place on Tuesday 16 August 2011 after completion of Supreme Interbreeds judging.

Any in-milk exhibit which is adjudicated as a possible placegetter in the Best Udder classes on both days may be required by the RNA to be milked out under supervision. The milk sampled and weighed, then cows reassessed with their milk weight before any final decision or award is announced.

Certificates/Award Cards will only be issued for Champions, Reserve Champions and Honourable Mention.

ENTRY FORMS Exhibitors must complete “STATEMENT BY EXHIBITOR” section on

the front page of the entry form advising their taxation status.

PRIZE MONEY Prize Money stated in the Schedule excludes GST. GST will be added to the Prize Money for Exhibitors who are

registered for GST purposes. The Association will provide a “Recipient Created Tax Invoice” to

Exhibitors who are registered for GST purposes.

CONDITIONS

Handlers must be under 18 years as of the day of judging and bean employee, assistant or a family member of the owner of theanimal being entered. Exhibits must be entered and compete ingeneral classes.

The Application for Entry must be signed by the owner of theanimal accepting responsibility for the participant during theCompetition; the Application to Entry must also be signed by theparticipant.

Handlers are free to enter in more than one class; however it will betheir responsibility to find an additional leader if more than oneheifer is eligible for the Championship Class (this leader must beunder 18 years of age).

PurposeThe object of this competition is to encourage tidiness andcleanliness in the Dairy Pavilions in a manner befitting the DairyIndustry, and to give recognition to exhibitors who present theirstock attractively to the public.

Conditions

All persons actually exhibiting cattle in the Dairy Sectionshall be competitors without the necessity of lodging aformal entry. Family Groups stalled together and entered onone membership will be judged as one exhibitor.

1.

The Competition shall be conducted in three classes asfollows:

Class A Competitors who show fewer than four (4)head.

Class B Competitors who show fewer than nine (9) headand more than three (3) head.

Class C Competitors who show nine (9) head or more.

2.

Judging will take place in the Dairy Cattle Pavillion duringthe period commencing at 12.00pm on Saturday 13August 2011 and ending at 12.00pm on Wednesday 17August 2011. Judging will be conducted daily during theShow public opening times with the exception of Monday(Judging Day) when no Pavillion Competition judging willtake place.

3.

It is the responsibility of each exhibitor to ensure that eachexhibit is clearly identified at all times. In the event of theJudge(s) having difficulty in identifying the owner of anyexhibit at any time, he may, upon identifying the ownerforthwith disqualify the owner.

4.

The Judge(s) or Council Stewards may disqualify anycompetitor if they are of the opinion that such competitor orany person associated with him has done any act havingthe effect of impeding or hindering another competitor inrelation to the Competition.

5.

Sashes will be awarded to the first and second placewinners in each class.

6.

The award of points by the Judge(s) shall be final and notbe calling into question in any proceeding or in any mannerwhatsoever.

7.

Competitors will be judged out of a total of 100 points oneach inspection. Subject to the foregoing the Judge(s) willtake into account the grooming and cleanliness of cattleand bedding, tidiness of stalls, laneways and equipmentand showmanship.

The George McGillivray Memorial Prize will be awarded by theGuernsey Cattle Society of Australia (Queensland Branch) inconjunction with R G Watson of Overport Vic, to the Exhibitorwho wins the prize on the average points system. 10 points forfirst prize, 8 points for second and 6 points for third. Two pointswill be awarded to each female passing the RNA age groupstandard for fat plus protein in the 12 months prior to the Show.Production records must result from recording of cows in anapproved herd recording scheme. Proof of the production figuresmust be lodged before the commencement of the Show. If twoexhibitors obtain equal points the Exhibitor securing the greatestnumber of Championship awards shall be the winner. SPECIAL REGULATIONS

In addition to the Dairy Breeds General Regulations, thefollowing Special Regulations apply to Milking Tests andProduction Classes.

1.

ENTRIES IN THE GROUND MILKING CLASSES NEEDNOT BE NAMED AT THE TIME OF ENTRY BUT ALLCOWS MUST BE ENTERED IN THE GENERAL CLASSES.Entries in the Ground Milking classes to be made in thename of the exhibitor only. Cows must comply with thecalving requirements set out in Regulation 9 and exhibitorsmust advise the Milking Competition stewards the name ofcompeting cows by Friday 5 August 2011.

All cattle must be presented wearing their neck crescentwith catalogue number from the general classes.

2.

All milkings in Ground Milking competitions must take placein the presence of Stewards.

3.

During progress of the competition no cow shall leave herallotted stall except with the express permission of theStewards.

4.

All cows competing in the Ground Milking Tests will bemilked in the stalls allotted to them. They must be in theirstall before 5.00pm Friday 6 August 2010. The cows will bemilked out under supervision at midday Saturday,according to the times set out in Paragraph 8, and theJudge or Stewards shall strip each cow immediately aftermilking to ensure that all milk possible has been removedfrom the cow. This milk will be weighed for recordpurposes, but shall not be included in the test.

5.

Any cow which, in the opinion of the Steward in charge, isbeing prevented from yielding her full supply of milk duringthe Milking Out shall be debarred from competing.

6.

Any cow that is supplied with milk or animal fats as foodduring the tests shall be disqualified together with theexhibitor.

7.

For the purpose of the test, cows must be milked threetimes daily, commencing on Saturday. The competingcows shall, if necessary, be divided into two groups. Therespective groups of cows shall be milked at the followingtimes, viz:

The milking of all cows must be completed within 20minutes of the start of the group. The yield of each cow foreach milking shall be weighed and the butterfat and proteincontent ascertained.

Cows may be milked by hand or milking machine: anindication of the method of milking should be given on theapplication to enter form. If a machine is used it must beoperated by an electric motor. If an exhibitor milks morethan one cow in a group, the cows must be milked in thesame order at each milking. Machine milking may befollowed by hand stripping provided the stripping is doneimmediately after the removal of teat cups. At thecompletion of milking, the milk from each cow must beplaced in the numbered buckets supplied and delivered tothe Judges. Milking machines must be submitted to theStewards or Judges for inspection immediately prior to thecommencement of milking of each group, when the rinsingof the teat cups, milk lines and vacuum buckets will becarried out. The vacuum bucket must also be rinsed aftereach cow is milked.

No cow will be permitted to take part in a test unless shehas calved 7 clear days before the commencement of theMilking Tests. For the 2011 Show a cow must have calvedon or before 1 August 2011. An exhibit will be disqualified ifat any milking the milk in the opinion of the Judges is notsuitable for addition to the bulk milk tank.

9.

ENTRIES IN PRODUCTION CLASSES MUST BE NAMEDAT THE TIME OF NOMINATION AND ALL CATTLECOMPETING MUST BE ENTERED AND PARADED IN THEGENERAL CLASSES OF ITS BREED.

10.

A LACTATION RECORD WILL NOT BE ACCEPTEDUNLESS THERE HAS BEEN AT LEAST 5 TESTS EVENLYSPACED OVER THE ENTIRE LACTATION WITH 2SAMPLINGS IN EACH 24 HOUR TEST. The number of prizes shall be specified in the class.12.

Cows will not be eligible for a prize if the fat content for theGround Milking Competition or lactation, as assessed bythe recording body, averages less than 3.3% mass/volumeor if protein averages less than 3% true proteinmass/volume.

In any class in which production records are required, theFOS Scheme (Farmers' Own Sample) is NOT an approvedherd recording scheme.

14.

Any cow receiving veterinary treatment whetheradministered by a veterinarian or not within 48 hours priorto the commencement of the competition shall bedisqualified.

15.

PRESENTATION OF AWARDSThe presentation of the Milking Competition Awards will take placeon Tuesday 16 August 2011 after the judging of the SupremeChampion Awards.

EXHIBITORS IN THE PRODUCTION CLASSES PLEASENOTE:

All cows must be named at time of entry.1.

A Lactation Statement for each cow must be submitted byMonday 18 July 2011.

NATIONAL FOODS FARM SERVICES ELITEPRODUCTION COW CLASSES

A separate class will be provided for each breed. To be eligible, acow must have completed at least four lactations, with the fourthcommencing before the cow reached eight years of age.

Classes will be judged on the total fat plus protein produced by theexhibit in all lactations completed prior to 30 June 2011.

Cows must be herd recorded and exhibited and paraded in thegeneral classes for individual breeds, unless under exceptionalcircumstances, exemption has been granted by a Councillor incharge. Production records must result from the recording of cowsunder an approved herd recording scheme. A Lactation Statementfor each cow to be submitted by the exhibitor by Monday 18 July2011.

The Champion Elite Production Cow will be selected from thewinners of the Elite breed classes.
