RONTIER?

What comes to your mind first?

Your geographic lessons, maybe? If one studies the History of the European Union one will learn that the

geographic borders may be internal or external. Being a geographer is not enough, now we must be a historian,

an economist, a tax or a customs specialist to answer this question. We need to make a distinction between

several borders: those based only on the tax system and those based on the customs system! This geographic,

economic, fiscal and customs observation alone proves that the subject about “frontier” is neither innocent nor

simple.

But then what is a “frontier”?

- A limit? An obstacle? A line? A border? A step? An enclave? A space? A surrounding wall? A barrier? A wall?

An edge? A land mark?

- Is it political, legal, financial, sovereign, conflicting, dividing, source of power?

Whatever term we link to the word “frontier”, we touch a nerve.

Giving a definition to the word “frontier” would take too much time and energy to finally conclude that it

means too many things. So let us ask another question:

What is it made for?

The first word that comes to mind is "control"! At least, there is a consensus here...

- Now let us deal out the cards named "controls" for a sequence of battle frontier: health, plant health, public

health, morals, standards, compliance, product name or classification and origin labeling, values,

counterfeiting... Without mentioning the newborn in the family: safety and security.

- Do we all know how to take the lead in this game? We could say that some of the players successfully draw

from the stock; others hand over the lead, and some play dead, call, raise, drop or pay.

- As usual, those who know the rules of the game can develop a strategy and avoid to be guided by chance.

Those who have all the trump cards or cheat will cross the border, but the others will get bogged down as

losers or victims of their own innocence.

- Winning this game is not a guarantee of honesty, consequently crossing the border is not a guarantee of

accuracy. Only the quality of the players counts.

What are the chief assets of a good player?

A good player needs pedigree, knowledge, method to analyze the rules, good luck, and also good command of

the game and of the other players in order to secure the bet.

Winning a trick implies as much control of the rules as the cards and the players. Everything lies on the balance

of power. The rules come in many combinations of cards. As for the game itself, it depends on the quality of

the players.

ARTICLE 1 – SCOPE

These general conditions of sale apply to different activities (training, Key

Club, Customs, Conferences...) of the Office of Development for

Automation and Simplification of Foreign Trade (ODASCE) conducted either

on its premises or in any another locality. The receipt by ODASCE

registration form by mail, fax or email is acceptance of these terms and

conditions.

ARTICLE 2 - CONDITIONS OF ENTRY

Registration will be taken into account upon receipt of registration form

duly completed and sent as follows:

ARTICLE 3 – PRICES

Our rates are per person per training session or performance.

• Rates are quoted without VAT. 19.6% VAT rate in force on the day the

invoice is extra.

• Members + E, E or P and the EFA partners and EUROPRO preferential

rates.

ARTICLE 4 - PAYMENT IN ORDER TO ODASCE

Payment is in Euros only, it must match the value of the benefit related

taxes and must reach the ODASCE within 30 days of the invoice date:

- by bank check

- by bank transfer or postal

- Any amount due for payment beyond 30 days after the billing date will be

struck with the terms specified in the invoice footer

ARTICLE 5 – CANCELLATION

Cancellations notified:

- Prior to November 7, 2011, the date of receipt of mail or email, will be

refunded the full amount of the service billed.

- Before 14 November 2011, the date of receipt of mail or email will result in

a deduction or billing for 420 Euros including VAT for fees and advances from

the City Convention Centre.

- The benefit is entirely due to absence.

The ODASCE reserves the right to cancel or postpone a service.

ARTICLE 6 - DEFINITION OF RESPONSIBILITY

Responsibility for the ODASCE not liable for any total or partial strike of

transport services in cases of force majeure or illness of a speaker.

ARTICLE 7 - PROTECTION BUSINESS

The framework for information activities, such as Club CléDouanes or

European Customs, aims to clarify current regulations and future and is by no

means a place of dispute resolution or litigation of any operators.
