Commercial ConstructionCommercial capital reinvestment in current facilities is up 49.5% over 2014 and 355% over its low of 2009. Now commercial investment in Northern Kentucky is up 5.5% over 2014 but up 431% off its low of 2010. The new commercial construction market will likely reach normal levels in 2016 which is welcomed news. The current facility capital reinvestment by operators is coming along well and will likely reach normal levels by 2017.

The dollar volume for both segments of the commercial markets has normalized. Commercial builders/developers we speak to indicate that, while that may be the case, the margins that builders/developers are able to garner from their work is far less than what it once was as operators continue to demand costs are down, while labor costs and available land are both in short supply.

Residential Construction Growing for Spring MarketOctober is a traditional time for builders to pull permits for the spring market. The spring market of 2015 was far healthier than in prior years. That being said, it looks like our residential builders are expecting an even healthier market in 2016. October 2015 permits over 2014 permits are up 19.7%. Almost every builder we have spoken to relate experiences of much higher volume of sales in the fall than last year and an even greater need for skilled trades people; more on that in a bit.

While this means that residential builders are very busy they aren’t anywhere near normal levels. We still project normal building production at 1,300 homes for the Tri-County area by the year 2019. Prerecession building production will not be in sight until 2024. We have moved our projection of that volume level up one year from 2025.

Residential Remodeling Shooting Even HigherThe residential remodeling sector continues to amaze; up 44.4% over 2014 and showing no signs of backing off. Prices are climbing for average remodels; they are up only a mere 4% over the prior year. Remodelers report plenty of work but not enough workers to get to it all.

Workforce Issues a Long Term ChallengeContributing to these “busy” issues; our workforce gap continues to become more pronounced. According to the U.S. Bureau of Labor Statistics general growth in al employment sectors is expected to grow 11% over the next 5 years. However, construction is expected to double that rate of growth at 22%. We need workers! Nationally we need 114,700 electricians, 29,300 masons, 218,200 carpenters, 78,200 equipment operators, 325,200 general laborers, 82,300 plumbers, 125,200 property maintenance workers, and 55,900 HVAC mechanics and installers. That’s over a million workers much less all of the hundreds of thousands of other fields that contribute to build, sell, finance, close, insure, legally represent and general support all construction. Folks we are in a bad spot and it’s not getting much better.

In Northern Kentucky alone we believe that we need an additional 2,500 workers in skilled trades for residential construction alone by 2020 and another 3,000 by 2,025. That’s a big hole to fill but we are working to do so through our trade school at the Enzweiler Building Institute.

ConclusionWhile 2016 is going to be a good year for building in general, residential builders have a long way to go to recover. You are going to be “busy”…”Very Busy”!

As we continue to climb out of the great recession we all

wonder what 2016 will look like. One word comes to mind;

“Busy” or two words, “Very Busy”. Commercial and residential

construction continues to improve, albeit slower than the U.S.

average. However, our skills and workforce gaps are growing

more noticeable as the lack of skilled workers continues to

weigh on growth opportunities for Northern Kentucky.

Indicators point toward a positive

outlook for the regional building

industry, with increased home sales and

demand for new construction projects

finally seeing the light of day. After

weathering a sluggish comeback from

the recession, HBANKY members are

starting to see more silver linings than

dark clouds that have been hanging so

prominently in recent years. Like many

member businesses, the association

rolled up its sleeves, dug in its heels

and pushed hard to advocate for and

promote the local industry in 2015. With

the dedication of a leadership team

that’s tenaciously poised to continue

moving forward, offering members

more opportunities to improve and

promote their businesses, the forecast

for HBANKY looks bright. The 2016

leadership team recently offered their

perspectives on the goals and initiatives

that members will see this year ...

HBA Executive Vice President Brian Miller explained that the association will expand business-to-business opportunities to connect more customers with more members. “Our goal is to bring members bigger, brighter and better events that have a greater impact. Now that we’re coming out of the recession, we’re able to focus more efforts on networking events that bring business to our members,” he said.

Another major focus, according to Miller, is continuing to grow workforce development initiatives. Workforce development is a huge need around the country, with virtually no vocational training offered in high schools anymore. “There’s an immediate need for today’s workers in the construction industry. We’re taking a very innovative approach into finding and training potential workers,” Miller said. He emphasized that the goal is not only to train skilled employees, but to prepare them to manage and lead in the future. HBANKY is a step ahead with its existing trades school, and through the community partnerships it’s building, there is renewed optimism in gradually filling the workforce need.

This fall, the association will welcome 44 students from Boone County Schools to its classrooms during the school day. This is part of an innovative effort to reach students earlier in their education journey and introduce

them to the local career opportunities in the construction field. The hope is that the students will gain on-site experience in carpentry, HVAC, electrical and facilities maintenance through pre-apprenticeship training. Ideally, they’ll be several steps ahead by the time they graduate from high school and will be prepared to enter the workforce sooner. In addition, HBANKY is working with Gateway Community College to help students in its trade school earn college credit. The association is also in talks with Northern Kentucky University and Eastern Kentucky University to explore college credit options.

2016 HBANKY President Tom Spille, Spille Builders & Developers, emphasized the uniqueness of HBANKY’s trade school program. “There are only a handful of programs like ours in the country. We’re a role model for other HBAs. There are no longer vocational schools, so this fills a void. Through our partnership with Boone County Schools, we’re making more use of the space we have and getting more kids interested in a career path in our industry,” he said.

While growing the trade school is a top priority, so is growing the membership, Spille said. “We’re consolidating our events so that we host one major event every month and increasing the value for members and

sponsors.” Building upon the momentum recruitment. “Without the work of the HBA, a lot of people wouldn’t be building houses. There’s strength in numbers. When we call a senator, we represent a strong force. And when our members think about using a product or service, we encourage them to look within our association,” he explained, noting that being a member of HBANKY goes beyond the moral obligation of giving back to the industry to becoming a resource for the internal and external community.

“This year, we’ll also focus more on the structure or our events,” Spille said. “I hope members will take advantage of those opportunities to make connections. I know it can be hard. I’m not the most social person in the world myself, but I’ve found that when I’ve made the effort to attend an event, I always meet someone who can make my job better. If you want to be in business, you’ve got to attend the events,” he added. Spille also noted that improvement of facilities will also make the short list of priorities in 2016. “I’m looking

forward to this opportunity to serve as president. The association has given so much to our family business. When you’ve been in business for decades, it’s good to have an organization there to support you,” he added.

HBANKY Immediate Past President Jason Yeager, Ashley Construction, said he was leaving the association in good hands. “If you look at the people we have involved and the dedication they’ve shown, you couldn’t ask for a better group. Not only are they dedicated, but they bring a tremendous amount of experience and we’re fortunate they’re using that experience here at the HBA,” he said.

“Each member brings something different to the table. I’m sincerely excited about this group. They’ll be firing on all cylinders with the responsibilities that come with serving on the Executive Committee. This is a growing organization, and with strong leadership that is committed to engaging members and making sure we drive advocacy and political action, we’ll keep the momentum going.”

HBANKY Vice President Bill Cullen, Cullen Brothers Custom Homes, said that he’s excited about his role as vice president this year. He noted that 2016 will be full of opportunities intentionally planned to make the most of everyone’s time. “I would like to see more members recognize the benefit of being involved with the association. Sometimes the time commitment can be overwhelming, but the HBA is out there working on behalf of its members and our industry. Our focus this year will be on connecting members with customers,” he explained. Cullen encourages other members to take advantage of the opportunities the association provides to forge relationships with clients. “The Cavalcade of Homes and Tour of Remodeled Homes have been a great benefit for our business. We’ve also taken advantage of placing banner ads on the HBA website and we’ve seen a substantial increase of traffic on our site,” he said. Members will also see more opportunities this year to promote their businesses to potential clients.

Frey served as associate president for the Cincinnati HBA in 2006 and is currently celebrating his 20th year in business, so he’s aware of the time commitment involved in serving on the Executive Committee and managing a demanding work load. “Some people ask

me why I would want to invest my time in the Northern Kentucky association when I’ve already done my time in Cincinnati. I’ve found, however, that my business always improves when I’m fully engaged,” he added.

HBANKY Associate Vice President Pat Parshall, Northwest Title Family of Companies, emphasized the focus on networking opportunities for members in 2016.

“We want to help everyone’s business grow. This year, especially, we’re designing networking events that really value people’s time,” he said. Parshall elaborated on the workforce development initiative, “Our association is committed to the education component of our trades school, and we’re finding ways to grow it. Parshall and his fellow Executive Committee members each shared an enthusiasm for leading the association in 2016 and working together to make the association a strong voice and a valuable resource for its members.

Time Running Out for EPA Lead Paint Re-certification Extension

NAHB Remodelers Chairman Robert Criner met with White House officials Monday to, again, plead the industry’s case for a simplified re-certification process for NAHB members and

others who do work in homes with lead paint.The issue: An estimated 380,000 remodelers and others who must

re-up their Lead-Safe Certifications from the Environmental Protection Agency (http://www.epa.gov/lead/getcertified) to comply with its Lead: Renovation, Repair and Painting (LRRP) rule (http://www.epa.gov/lead/renovation-repair-and-painting-program )are staring at some important deadlines.

March 31, 2016, marks the end of an unprecedented extension granted last year for some of these remodelers. It’s the deadline by which those remodelers and other contractors who received their EPA Lead-Safe Certified Renovator certifications on or before March 31, 2010, must complete a refresher training course to maintain their status.

After March 31, 2016, the clock resumes ticking for the second phase of renovators, one day at a time. Those who became certified between April 1, 2010, and March 31, 2011, must be re-certified within six years from the date they completed the original training course.

The extension did not apply to renovators operating under one of the 14 state-delegated programs.

Complicating matters is the uncertainty of regulatory action regarding re-certification training requirements.

A draft final rule – proposed by the EPA and supported by NAHB – to remove the hands-on training requirement is pending review by the White House Office of Management and Budget (OMB). When Criner met with OMB officials Jan. 11 in Washington, D.C., he urged them to expedite review and finalization of this common-sense improvement to the LRRP rule.

Without this regulatory action, the first wave of remodelers who received their initial certification on or before March 31, 2010, must renew their EPA Lead-Safe Certified Renovator certifications with in-person refresher training by March 31, 2016.

NAHB is in close contact with EPA and will inform members immediately when the agency issues its final regulation on re-certification training.

He continues, “This clarification in the name is how we knew we could get across more clearly the products the customers can expect to have when just showing up at these locations. The Home Builders Association of Kentucky hosts Housing & Building Industry Day at the Capitol to create visibility for the housing & building industry and helps members connect with policy makers. The annual event provides an opportunity to learn from and educate state

government officials and network with builders from across the great Commonwealth of Kentucky. Activities include a welcome and legislative update in the Capitol Rotunda, meetings with legislators, a photo opportunity and networking lunch.

We will begin with meetings in the Capital Annex at 9am. Due to our large caucus we will split into three groups to meet them all. This is a great one day event that is easy to use and highly effective for your industry. An issues briefing will be sent to registrants prior to our trip. The House approved on January 13 a Senate-passed Congressional Review Act resolution (S. J. Res. 22) that would rescind the ill-advised “waters of the United States” (WOTUS) rule issued by the Environmental Protection Agency and U.S. Army Corps of Engineers. The White

House has threatened to veto the measure.The rule went into effect on Aug. 28, but the U.S. Court of Appeals for the Sixth Circuit enacted

a nationwide stay on Oct. 9. Commending the House for approving the resolution, NAHB Chairman Tom Woods issued an official statement that said: “By dramatically extending the areas in which home builders are required to get permits, the rule will lead to bureaucratic delays, increase project costs and mitigation fees, and harm housing affordability. Two courts have already ruled that there is a high likelihood that the rule is illegal and have temporarily stopped its implementation. These court decisions highlight the fact that there are serious problems with the rule and that EPA and the Corps should scrap it and go back to the drawing board.

Homes with Septic

When building a home that will be using a septic system, it

is important to be certain where the system will be installed. This is determined by the site evaluation conducted by the Health Department. Most often the Health Department will mark this area with survey flags or other materials. It is also important to know the depth

and size of the system. This should all be considered before construction of the home begins. It is important to work with the certified septic installer before he/she pulls the septic permit. When a home is going to have a septic system a septic permit will need to be obtained before a building permit will be issued. The certified septic installer is responsible for pulling this permit.

Many lots that we encounter may only have one spot on the property that is suitable for a septic system. These areas should be protected from construction traffic to prevent compaction or rutting the area. A lot of times we find that the builder has encroached on the area or set the

house too deep causing the Health Department and Installer to try to find another area on the property. If this occurs usually the system will have to be pumped to the area or an area will have to be created for the septic system. This is very costly to the homeowner/ builder and should be avoided. Also keep in mind that with a septic system it is also required that 100% available repair area is on the property. A lot of times with the system are installed in the repair area because the builder encroached on the approved septic area.

Septic systems in Northern Kentucky are typically installed shallow and will need additional top soil placed over them. If possible the Installer should coordinate with the Excavator before the site preparation begins. Top soil should be put up dry and stock piled in an easy place for the Installer to access. By utilizing the available top soil on the lot this also saves the Home owner money. Unfortunately, some lots still will need to have additional soil trucked in.

A septic system is a utility just as important to the home as the air conditioning or the roof and the goal is for the system to work properly. With the tips listed above and proper coordination, this should be easy enough to achieve. You can contact the Health Department at 859-341-4151 for additional information.
