There is only one reply to all questions that “a magisterial inquiry is going on”. To make things easy for the inquiry committee and to make the picture further clearer for our readers, Andaman Sheekha is publishing some photographs of the incident, where one can see the law- abusers who are clearly punching and kicking the SHO of Havelock Fire Station. This has been learnt that till now only a case against unknown people has been registered in PS Havelock, despite of the fact that the SHO of Havelock Island has clearly named people, who have attacked him and his team. Out of 18 such boats, 5 sport fishing vessels are operational in Port Blair; 5 (See page 7) sport fishing and 8 combination vessels are operational at Havelock and Neil Island. Another 10 combination vessels are in the process of rectifying the short comings pointed out during the safety audit which would be cleared as and when found fit. Tourism department is in the process of framing guidelines for safe operation of Water sport Activities including small tourist boats, OBM—driven vessels Jet Skis in these islands. The department is also coordinating with Yachting Association of India for imparting basic training on Power Boat Handling and Life Saving Techniques which are mandatory qualifications for operating mechanized watercraft related to water sports.

Port Blair, Feb 11: As per thelatest telecom data, subscrip-tion in the urban areas has in-creased to 546.64 million andin rural areas to 363.50 mil-lion at the end of November,2013. As a result, the urbanTele-density in the countryhas climbed to 144.46 andRural Teledensity to 42.43 atthe end of November 2013.

TELEDENSITY CONTINUES TO INCREASE INBOTH URBAN AND RURAL AREAS – REACHES 73.69

The overall Teledensity for thecountry was 73.69 at the endof November, 2013 with thetotal number of telephone sub-scribers in the country increas-ing to 910.14 million.

The provision forMobile Number Portability isalso finding more and moresubscribers opting for it. Asper the data reported by the

telecom service providers, bythe end of November 2013about 106.87 million subscrib-ers have submitted their re-quests to different serviceproviders for porting theirmobile number. In the monthof November 2013 alone, to-tal number of subscribers whosubmitted their request forMNP is 2.09million.(PIB)

New Delhi, Feb 11: RajivGandhi Gr a meen VidyutikaranYojana(RGGVY)hasmade a significant differenceto the lives of women in ru-ral India. Various evaluationstudies ofRGGVYcommissioned byRural Electrification Corpo-ration reveal that theprogramme has empoweredtherural women. 75% ofwomen surveyed inRajasthan stated that theyare able to work in the fieldsafter electricity reached theirhomes.In Madhya Pradesh, 85% ofthe villagers, in particular,women and children feelmore secure and protectedagainst wild animals, venom-ous reptiles and robbers dueto electrified households andstreet lights.As many as 96%of un-electrified villageshave been electrified acrossthe country till now and in-tensive electrification of 80%villages has been completedwhile free electricity connec-tions have been provided to77% BPL households underthe flagship programme,RGGVY of Government ofIndia.

Most people re-ported that they have ben-

efited from electricity connec-tions since they are now ableto use bulbs, fan, TV as wellas mobile phones.In UP, a sig-nificant percent of those sur-veyed (43%) reported to havestarted using mobile phonesafter electrification since itbecame possible to charge themobile sets. In Bihar, the mostimportant use of electricity bythe beneficiary households, asperceived by them, is for illu-mination (94.9%), followed bysecurity (89.9%), communica-tion through cellular phones(42.1%), accessing informa-tion and entertainment(52.1%) and comforts by run-ning fans (18.4%).

Another positive im-pact of electrification reportedby people is that they are ableto establish small scale activi-ties in homes like weaving,tailoring,and grocery shops.Among those surveyed,people of BPL categories arevery happy to get electricityconnection free of cost andusing the benefits due to elec-tricity.

Similarly students inall states reported to have ben-efited a great deal as afterelectrification under RGGVY,they are now able to study forlonger hours and also save

money & time which they hadto spend on kerosene lamp.They also feel more comfort-able during summer days dueto the fans in the class.InAndhra Pradesh, 88% of ben-eficiaries reported positiveimpact on education. In UP,nearly 64% reported usingelectricity for education, 56%In Madhya Pradesh and 48% In Bihar.

In J &K, most peoplefeel that security & standardof life has increased afterR G G V Yimplementation.Villagersareable to get the treatment in thenight. In some of the villages,it was found that the villagersuse electrical appliances forcrop processing. Many shopswere also found to be electri-fied in the villages throughRGGVY line.

Governorevinced keen interest in allmatters concerning PoliceComplaint Authority anddesired to involve the publicrepresentatives and thesocial activists to approachthe Police ComplaintAuthority for the mitigationof the grievances of thegeneral public in the matterof serious misconductagainst the Police personnel.

The Andaman andNicobar Administrationconstituted Police ComplaintAuthority for these islandsduring November, 2011. TheAuthority shall inquire intoallegations of “seriousmisconduct” against PolicePersonnel, either suo moto oron a complaint received froma victim or any person onhis/her behalf; the nationalor the State Human RightsCommission; the police; orany other source.

Inquiry on into allegedexploitation of Jarawa women

Port Blair: Andaman andNicobar administration hasordered for a detailed inquiryinto the recent media reports,which alleged that the Jarawatribe women were beingsexually exploited by poach-ers for alcohol and marijuana.

EDITORIAL.....Teetotaller's hangover

On the whole my friends, blessthem, are fairly tolerant of myhuman vices like envelopingthem in bone-crushing hugs,shrieking like a steam trainwhen i meet them after longstretches of time or my famousimitation of a rigid stone pillarif i'm deposited on a dancefloor. However, there's onespecific failing which even theyfind hard to forgive —Teetotalitarianism.

They clutch their beerbottles for support as theywhisper in incredulous tones,'No! Still? Surely not!' Andwho can blame them? For theyhave devoted a sizeable chunkof their lives to instill the 'spirit'in me but in vain.

Oh, they always man-aged to find excuses to con-vince themselves it was just apassing phase. During our un-dergraduate days they attrib-uted it to the clinging vestigesof small-town conservatism.'He's shy,' they would nodsagely. 'He'll soon grow out ofit.' During my postgraduatedays, they blamed it on themany academic pressures.'How can any person startdrinking when he's inundatedwith assignments?' they woulddemand.

But it was when evenEmployment had become away of life that they began tohave faint stirrings of doubt. Onoccasional gatherings i wouldbe welcomed with a sly winkby a friend, 'You'll just diewhen you see what i've ar-ranged for you.' I'd follow her,idly hoping to be introduced toan attractive acquaintance onlyto be greet ed by a t all,slim...book. The Drinks Menu,to be precise.

'No, i really don't thinki'm ready for this,' i would fal-ter only to be greeted with firmassertions of how it was thelogical next step in life, rightafter Adolescence and just be-fore Routine. 'Everyone needsa drink,' my friend would say,her eyes glistening. 'Let me helpyou find yours!'Of course imanaged to squirm out of thesetricky situations somehow,

feigning many a bad throat orclaiming important meetings thenext day, but it wasn't easy — ibroke many a waiter's heart.They would be standing, penpoised in hand, with a warmsmile of affection directed to-wards me. At my embarrassedrefusal (No thanks, just a glassof warm water please!) theirsmiles would visibly wilt and theirspurned glances would scorchme, hating me for rejecting theirtempting intoxications.

It was worse when itcame to office get-togethers. Forthere would be throngs of peopleabsorbing liquids as if they werepart sponge and there i would be,clutching a glass of cranberryjuice to my heart as if it were atalisman guaranteed to protectme from evil spirits. And if youthink drinking four pints of alco-hol in an hour is a challenge, trymaking a glass of juice last forfour hours. The effort can leaveyou shattered for days.

Once word gets aroundof my 'condition' people turn aninquisitive eye towards me andthere are indignant whispers of'Isn't there a cure for this type ofthing? We are in the 21st cen-tury, for God's sake!' 'Maybe it'sa religious thing?' hazard some ofthe more tolerant ones.

How i wish i could tellthem that it 's none of thosethings! How i long to tell themthat i have tasted practically allthe major classes which 'TheDemon Drink' has to offer —boring beer, weird whiskey, ven-omous vodka and, i know i'mgoing to be crucified for sayingthis, absolutely anticlimacticchampagne (it tasted like bittersoda water; No, really!).

The reason for my indif-ference to these seductive es-sences is something buried in mypast. An old romance. A continu-ing addiction. A guilty secret. Itwas something which, from thevery first time i had tasted it, laidso strong a hold on me that i wasrendered incapable of loving anyother drink.

Who was this temptress,you ask? The iced tea at a fa-mous burger chain.Anyone wantto drink to this?

Singapore to launch first commercialsatellite TeLEOS-1 with ISRO’s help

A Singaporean earth observa-tion satellite will be launchedwith an Indian Polar SatelliteLaunch Vehicle (PSLV) nextyear, a senior official said onSunday. The TeLEOS-1would be Singapore’s firstcommercial project on IndianSpace Researchorganisation’s PSLV, makingNear Equatorial Orbit, takingimages for shipping and mari-time security, Mah How Teck,Vice President for MarketDevelopment at SingaporeTechnologies Electronics Ltdtold PTI.ST Electronics hassigned an agreement withIndia’s Antrix CorporationLtd for the satellite to ride onPSLV, which would belaunched into space at 550-km above the Earth at a lowinclination in the fourth quar-ter of 2015. The 400-kg sat-ellite is equipped with anelectro-optical camera ca-pable of taking images atground resolution of onemetre, Mah said. “It is suit-able for applications such asdisaster and environmentmonitoring, maritime safety,

urban planning and homelandsecurity,” he said, after host-ing a pre-Singapore Airshowpress conference.

The unique NearEquatorial Orbit allows fre-quent revisits to areas of in-terest in equatorial regions atapproximately 96-minute in-tervals, delivering high dataavailability and responsive-ness, Mah said. Singaporelaunched its first experimen-tal satellite XSAT in April 2011with the help of ISRO. Thisis their second project.TheTeLEOS-1 is a commercialproject by ST Electronics andits compatriot partnersNanyang Technological Uni-

versity and Defence ScienceOrganisation Laboratories,following up with the XSAT,their first research project.Mah said TeLEOS-1 wouldbe ready for launch in thefourth quarter of next year,having completed more than60 per cent of the project.

Government seeks President's nod forintroducing Telangana Bill in Lok Sabha

NEW DELHI: Contrary toearlier expectations, theTelangana Bill will now be in-troduced in Lok Sabha firstinstead of Rajya Sabha withthe government seeking afresh recommendation fromthe President after the UpperHouse secretariat held it as amoney bill.

Sources said themove comes after questionswere raised over the consti-tutionality of introducing thebill first in the Upper House.

The Rajya Sabhasecretariat is of the viewthat since the proposed actwould involve appropriationof money out of the consoli-dated fund, it is a money billas defined in the Constitu-tion and hence has to be firstintroduced in Lok Sabha.

Under Article 117(1)of the Constitution, a moneybill cannot be introduced inRajya Sabha. The RajyaSabha secretar iat a lsosought clarifications fromthe law ministry overwhether or not it is a money

bill. Home ministry officialssaid the plan to table theAndhra PradeshReorganisation Bill in RajyaSabha has been reviewedand a fresh recommenda-tion of President PranabMukherjee has been soughtfor the legislation's introduc-tion in Lok Sabha.

"It will be intro-duced in Lok Sabha first forwhich President's recom-mendation is being sought,"a senior home ministry offi-cial told PTI. The President

had on Monday gave his nodfor bifurcation of AndhraPradesh by approving thelegislation.

The bill was ap-proved by the Union Cabi-net on Friday, notwithstand-ing rejection by the state as-sembly. Under this,Telangana will comprise 10districts and the rest ofAndhra Pradesh 13 districts.

Hyderabad will re-main the common capital forboth the states for a periodnot exceeding 10 years.
