There’sastoryeducatorstelleachotherthatgoeslikethis:RipvanWinklewakesupfromhis100-yearsleepandbeginstolookaround.Heseespeoplewithattachmentstotheirearswhoarewalkingalongtalkingtothemselves.Hewalksintoanofficebuild-ingandfindsnoonetalkingtoeachotherbut,instead,everyoneisstaringatscreensincubiclesandpeckingawayatkeyboards.Hecan’tfindatrainorstreetcar(nottomention,ahorse)whiletryingtonavigatecitystreetsbystayingoutofthewayofrushingtraffic.Hecomestoaschoolbuildingandgoesinside.“Finally,”hesays,“somethingthatlooksfamiliar.”

Ofcourse,thereisnothingwrongwithcontinuingtodowhatworks.Noamountofteachingtechnologyordistancelearninghascomeclosetomatchingtheabilityofareal,liveteachertoworkwithstudents.Individualattentionandconstantinteraction,gaugingstudentlearningandbuildingonit,aretheheartandsoulofgoodteaching.Butwecanandshouldbelookingatthekindsofschooldesignandsupportwecanprovideclassroomteach-erssothatstudentsarelearningathighlevelstosucceedinourincreasinglychallengingworld.

AISDischangingtosupportthechangingneedsofourstudentsandthechangingdemandsofthe21stCentury.Someofthesechangesaremorevisiblethanothers.Ourpre-KcenterontheLucyReadcampusinNorthAustinnotonlyservesanumberofpre-kindergartenstudentsfromthatarea,butitalsoservestheDistrictasalearninglabforbestpracticesinearleducation.Thesepracticesarethenexportedtoallourpre-KclassesacrosstheDistrictwhilestudentteacherscangainvaluableexperience

Let’s Hear It for Teachers!

The2006-2007schoolyearisconcluding,andmyfellowTrusteesandItrustthatitwasasuccessfulyearoflearninganddiscoveryforyourchild.

ThemonthofMayiswhenweannuallysaluteourteachers,recognizingthemforthededicationandhardworkextendedontheirstudentsbehalf.Earlierthismonth,wehonoredeachcampusTeacher of the Year.Itwasanhonorforustomeettheseoutstandingteacherswhowereselectedbytheirpeersforthishonor.Theyrep-resentthealmost6,000teachersinschoolsacrossAustinwhobringapassionforlearningtotheirclassroomseveryday.

AnothergroupofteachersofwhomweareproudaretheAus-tineducatorsnewlycertifiedbytheNationalBoardforProfessionalTeachingStandards.Thisyear,47Austinteachersearnedthispres-tigiousdesignation,bringingto114thetotalnumberofNationalBoardCertifiedTeachersinAISD.ThisismorethananyotherschoolDistrictinTexas!Notonlydothesemasterteachersbringexemplaryskillstotheirclassrooms,buttheyalsomentortheircol-leagues,sharingtheirexpertisesothatallstudentscanbenefit.Youreadabouttheseremarkableeducatorsonpage3.

OurteachersarethebackboneandtheheartofAISD.TheSchoolBoardandAdministrationarecommittedtotheessentialthreeR’sofqualityteaching— recruitment, retention, andrecognition.ThatiswhytheAustinSchoolDistricthasundertakenaninitiativetorecognizeteachersinanewway.NewsaboutourStrategic Compensation Initiative isonpage4.Itsgoaliscompensationreform,anditsapproachisunique—workingcollaborativelywithteachers,principals,andcommunityandbusinessrepresentativestocompensateteachersinnewways.Wearecurrentlyplanningapilotprojectwithafewschoolsfornextyear,andawiderimplementationin2009.Intheyearsahead,wearehopefulthatAustinwillbecomeamodelinthestateandnationforcompensationreformdoneright!

AustinSchoolTrustees,inFebruary,selectedVincentM.TorresasVicePresidentoftheBoard.Thepositionhadbeenvacantsincelastfall.

Mr.TorresrepresentsTrusteeDistrict4inNorthwestAustin,andwaselectedtotheBoardinMay2006.HegraduatedfromtheUniversityofTexasatAustinin1979withamasterofsciencedegreeinengineering.Aregisteredprofessionalengineer,Mr.TorreshasbeenemployedbytheUniversityofTexassince1986,whereheistheAssociateDirectoroftheCenterforEnergy&EnvironmentalResources.

HeismarriedtoSuzanneTor-res,andtheyhavetwochildrenwhoattendAISDschools.Mr.Torresandhiswifehavebeenactivevolunteersintheirchildren’sschoolsandondistrict-widecommittees.Hewasoneofthetri-chairsofthe$519million2004Citizens’BondAdvisoryCommitteeandtheCommunityBondOversightCommittee.In2005,AustinPartnersinEducationnamedhimDistrictVolunteeroftheYear,and,in2001,wasnamedVolunteer of the YearbyHillElementarySchool.

Council.HeisaboardmemberoftheChildren’sEnvironmentalHealthInsti-tute.Mr.Torreshasbeeninstrumentalinsecuringstatelegislationtoobtaingreaterassistancebenefitsandimprovedcounselingprogramsforvictimsofviolentcrime,andestablishedtheCrimeVictims’InstituteattheOfficeoftheAt-torneyGeneralin1995.HealsoservedonthefacultyofthefirstthreeofferingsoftheTexasVictimAssistanceAcademy.

In2001,Mr.TorresworkedwiththeTexasRangerstoobtainlegislationthatestablishedthestatewideUnsolvedCrimesInvestigationTeamoftheTexasRangers,whichprovidesuniqueexpertisetolawenforcementagenciesinthesolu-tionofunsolvedhomicides.

In2003,theTexasChapteroftheNationalAssociationofSocialWorkersnamedMr.TorresitsPublic Citizen of the Year.H

workingatthecenter.IfRipvanWinklewalkedintoonewingofAkinsHighSchool,hewouldn’trecognizeathing.Theschoolisdividedintoseveralsmalllearningcommunities,basedonthematicstudyandstudentinterest.OneofthesecommunitieshasadoptedanexcitingmodeldevelopedasNewTechHighinNapa,California.WithsupportfromtheTexasHighSchoolProject,theclassroomsofourNewTechHighcomponentatAkinsareusingcuttingedgetechnologytodeliverarigoroushighschoolcurriculum.

Ourmiddleschoolsaremakingdramaticchanges.Theyareadopting“advisories,”throughwhichstudentsbuildrelationshipswithteachersandasmallcohortofstudentsinordertoprovideacademicsupportandtokeepstudentsconnectedtoschool.Allourmiddleandhighschoolsarealsoprovidingpre-AdvancedPlacementtrainingfortheircoresubjectteachers,givingallourschoolsthecapacitytooffertheirstudentsrigorouscourseworkwithteachingstrategiestohelpstudentsbesuccessful.WehaveGarzaHighSchool,openintoeveninghoursforstudentsrequir-inganon-traditionalhighschoolsetting,andtheInternationalHighSchoolforstudentswhoarerecentimmigrants.Wehaveacademiesforfinearts,healthsciences,andculinaryartsembed-dedinourhighschools.

RipvanWinklemaywalkintoourschoolsrecognizingthebricksandmortar,butifhesatdowninaclassroomhewouldsoonfindoutthatteachingandlearningineveryAISDclassroomhavedramaticallychanged.Thisisnotyourmotherandfather’sschool,orevenyours.Theseareschoolsforthe21stCentury.

2007-2008 School Calendar Has ‘Late Start’ Beginning

T heAustinSchoolDistricthasbegunaninitiativethat,infutureyears,willchangehowAustinclassroomteachersandprincipalsarecompensatedfortheirwork.

TheStrategic Compensation Initiative isbeingguidedbyataskforceandsteeringcommitteeofteachers,principals,andcommunityandbusinessrepresentatives.Theirgoalistocreate—throughacol-laborativeprocess—compensationreformthatwillimprovestudentlearning,andthatfocusesonthethreeR’sessentialtoqualityteaching—recruitment,retention,andrecognition.

“Forthepasttwoyears,AISDhasbeenexaminingtheissueofcompensationreform,whichwasincludedintheDistrict’sBoard-adoptedStrategic Plan for 2005-2010,”SuperintendentPatForgionesaid.“Ourtaskforcehasexaminedmodelsfromacrossthecountryandlearnedfromcompensationexperts.Withthisfounda-tionalworkinhand,weacceleratedourowninitiativethisyear.

“Webelievethatthiseffortwillbeacatalystforcreatingstrongerschools—andonethatwillbenefitbothstudentsandeducators.”

Dr.ForgionesaidthatAustinispursuingcompensationreform“therightway”—throughacollaborativeprocess.

RamonDeJesus:“Asparents,werecognizethatourteachersareworkingveryhard,inaverydemandingandchangingsystem.MyhopeisthatthroughtheStrategicCompensationprocess,weacknowledgethatgreateffortandperformanceshouldbecompensated,alongwithadvance-growthopportunitiestomaintainqualityclassroomteachersinourAustinSchools.”

LouisMalfaro:“Aninvestmentinqualityteachingisoneweknowwillyieldgreatdividends.PayingAustinteachersmoreforwhattheyknowanddomakessensetoparents,teachers,andcommunityleaderswhounderstandthatthemostcriticalfactorintheeducationalequationisahighly-skilledteacher.”

Inaddition,ataskforcemeetsregularlytoserveasasoundingboardfornewcompensationoptions;providetwo-waycommunicationbetweenthisinitiative,edu-cators,andcommunitystakeholders;andtoreviewdraftpolicies,communications,andimplementationstrategies.AlsoassistingaretheCommunityTrainingandAssistanceCenter,andAugenblick,Palaich,andAssociates,nationally-recognizedfirmswithexperienceincompensationreform.

WithguidanceandapprovalfromtheAISDBoardofTrustees,theStrategic Compensation Initiative isproceedinginthreephases:

1.Phase I, January-June 2007—Planninganddesignincludingresearchintocompensation-relatedbestpracticesnationwide,andAISDstaffsurveysandinterviews.

2. Phase II, July 2007-June 2008—Pilotplanandassessment.

3.Phase III, July 2008-June 2009—Implementationandassessment.

Surveysandinterviewswillbeconductedtogatherinputontheareasuponwhichcompensationmaybebased.ThefirstroundofstaffsurveysandinterviewstookplaceinlateFebruary.Fromthis,andother,dataapilotprojectwillbeimple-mentedatselectedcampusesduringthe2007-2008schoolyear.

Dr.ForgionenotedthatthefinancialrequirementsofsupportingaStrategic Compensation Initiativemustbeanticipatedandplannedforonthe“frontend.”

“Weunderstandthatteachers,principals,andtaxpayersneedtoknowthattheinitiativecanandwillbesustained,”hesaid.

Forthatreason,ratherthanwaitingtofindfundingoncetheDistricthasafully-developedplan,theAISDBoardofTrustees,inadoptingthe2006-2007bud-get,tooktheimportantstepofallocatingonecentoftheDistrict’sMaintenance&Operationstaxrate—approximately$4.3millionannually—tofundthisinitiative.TheDistrictisalsointheprocessofsubmittingproposalsforfederalandstatefundingtosecureadditionalsupport.

“Thebottomlineisthis—thatwemustensurethefinancialsustainabilityoftheplan,andwebelievewehavetakenthefirststepstomakethathappen,”Dr.Forgionesaid.

The2007-2008schoolyearwillbeginonMonday,August27,2007,incompliancewithrecentstatelawmandatingalaterstartdate.ThefirstsemesterforstudentswillendonThursday,December20.

Springsemesterwillbeginforstu-dentsonTuesday,January8,2008,andendonWednesday,June4,2008.SpringBreakwillbetheweekofMarch10-14,2008.

ThecalendarwasrecommendedtoAISDTrusteesbyataskforceofpar-entsandstaffwhichstruggledtobalanceinstructionaldayspersemesterwiththeDistrict’spracticeofendingtheFallse-mesteratWinterBreak.Intheadoptedcalendar,theFallsemesteris19daysshorterthantheSpringsemester.Theim-balanceissomewhatoffsetbythefactthatthreetofivedaysareusedinsomegradesforstandardizedtestingintheSpringsemester.Eventhoughthetaskforcewasconcernedabouttheimbalance,Trusteesacceptedthetaskforce’srecommenda-tionanddecidedagainstcarryingtheFallSemesterpastWinterBreak.

NotedbyTrustees,anotherareathatisunresolvedistheconcernforsplitcustodyfamilies.WithStateCoderequiringtheexchangeofchildrentobeatnoononDecember26,theWinterBreakfortwoyearswillhavechildren’sholidaysunevenlydivided:

• 2006-07—4-1/2dayswithoneparentand11-1/2withtheotherparent.

• 2007-08—5-1/2dayswithoneparentand10-1/2withtheotherparent.

Fortunately,thetwoconsecutiveyearswillequalizetheimbalancebyflip-floppingcustodylengthsofthetwoparents.However,thisissuewillagainbeofconcerntosplit-custodyfamiliesinthedevelopmentof2008-2009calendar.TrusteesrecommendedthatDistrictLegalCounselinformTravisCountyFamilyLawJudgesabouttheimpactonfamiliesresultingfromthecombinedef-fectsofthelatestartdateandtheFamilyCodemandate.H

The Austin School District Board of Trustees will hold Special Election to fill Trustee District 2 on Saturday, May 12. The person elected to the seat will complete the remainder of Rudy Montoya Jr. ’s term, through May 2008. The Early Voting period is April 13 – May 8.

District 2 encompasses portions of East and Southeast Austin, and represents the students and parents 19 campuses — Allan, Allison, Brooke, Dawson, Galindo, Govalle, Houston, Langford, Linder, Metz, Palm, Perez, Rodriguez, Sanchez, Widen, and Zavala elementary schools; Martin and Mendez middle schools; and Johnston High School.

Candidates are Gerald Guerra, Fred McGhee, Samuel Guzman, and Gary Johnson.

AISD’s 2004 Bond Program,passedbyAustincitizensinSeptember2004,hasalreadysignifi-cantlyimpactedcampusesdistrictwide.NewschoolsandclassroomadditionshavebeenbuilttokeepupwithAustin’sgrowthandalleviateovercrowdedcampuses.RenovationsandimprovementsofAISD’scampusesandfacilitieshavefocusedonquality,safetyandsustainability.Overall,theBondProgramisontimeandwithinbudget.TheDistrictisensuringthatprojectsaredoneinatimelymanner,whilebeingcognizantofcostandsafety.

BecauseofthelargenumberofBondprojects,theywereorganizedintofivephases.Theplacementofprojectsinthecompletionschedulewasbasedonthemostimmediateneed.Currently,theDistricthaswrappeduporisputtingthefinishingtouchesonproj-ectsthatwereapartofthefirstphase,continuingworkonprojectsinthesecondphaseandbeginningthede-signprocessandselectingcontractorsfortheprojectsinthethirdphaseofthe2004BondProgram.

Additionally,manyschoolsacrosstheDistricthavehadsafetyandsecurityimprovements,includinginstal-lationofcardreaderdooraccess,exteriorlightingandclosedcircuittelevision.Heatingandairconditioningsystemswerealsorepairedorreplacedatseveralcam-pusesandroofreplacementandrepairwasconductedatmanyschoolsaswell.Colorfulplayslabcoverswereinstalledatseveralelementaryschoolstoprovideanad-ditionalphysicaleducationinstructionalarea.

ClaytonandPerezelementaryschools,thefirstnewschoolsbuiltaspartofthe2004BondProgram,openedforthe2006-2007schoolyear.ConstructionofothernewschoolsacrosstheDistrictisalsowellunderway.GarciaMiddleSchool,innortheastAustin,brokegroundinspring2006andisscheduledtoopeninAugustforthe2007-2008schoolyear,asisOvertonElementarySchool,ajoint-useprojectwiththeCityofAustin’sTurner-RobertsRecreationCenter,whichbrokegroundinnortheastAustininJune2006.BlazierElementarySchoolisalsoscheduledforanAugust2007openingafterbreakinggroundinsoutheastAustininthefallof2006.CurrentlyinthedesignphaseisanewmiddleschoolthatwillbelocatedinsouthwestAustinatthecornerofFM1826andSlaughterLane.

creatinghealthyindoorenvironmentsandestablishingpermanent,environmentallysustainableproceduresandconstructionstandardsandprocedures.Asastandard,AISDusestheAustinEnergyGreenBuildingProgram(AEGBP)guidelineswithvariationsthatareappropriatetoschools.Allnewschoolsandclassroomadditionsaredesignedandconstructedtoachieveatwo-starratingundertheAEGBP.

Someofthesustainabilitycomponentsthatareusedinnewschoolsandmajorrenovationsinthe2004BondPrograminclude:

Asapartofthecity-widesustainabilityeffort,theCityofAustinoffersincentivestobusinessesandorga-nizationsthathavesuccessfullyutilizedenergyandwa-tersavingpractices.Todate,AISDhasreceivedmorethan$207,000inAustin Energy rebateswithmorethan$200,000pendinguponfinalinspectionforthefirstphaseofthe2004BondProgramalone.TheDistricthasalsoreceivedmorethan115 free toiletsanda$3,080 rebatefor28 new urinalsasapartoftheFreeToiletReplacementProgram.

SafetyalwayscomesfirstHow The Apple at Work is protecting students, workers and staffAspartofits$519.7millioninprojects,theBondProgramincludesa$21millioninvestmentinsafetyandsecurityenhancementstocampusesandfacilitiesthroughouttheDistrict.Thisisjustonecomponentofacommitmenttosafetyoneveryprojectforeverycampus.

TheDistrictviewssafetyasapartnershipinpreventionamongthecontractors,projectmanagers,safetyconsultantsandadministratorsoncampusandatthedistrictlevel.Contractorsandsubcontractorsarerequiredtosubmitasafetyplanbeforetheybeginworkoncampuses.Allworkersmustplanandper-formtheirworkinasafemanner,followingstandardproceduresandseekingadvicefromtheconsultantsifthereisanydoubtregardinghowtoproceed.Allgeneralcontractors,inpartnershipwithappropriatestaff,mustreviewworkplansandprojectexecutiontoassurethatonlyqualifiedpersonnelareassigned,andthatsafetyproceduresareconsistentlyincorporatedintoeverytaskandproject.

EachcontractorworkingonprojectsintheBondProgrammustperformcriminalbackgroundchecksonallworkers.Thecontractormustmaintainrecordsofthesebackgroundchecksattheworksite.Contrac-tors,whofailtomeettheserequirements,canbeheldindefaultandforcedtostopwork.

Allcontractors,subcontractorsandworkersarerequiredatalltimestowearavisiblephoto-IDbadgewiththenameoftheworkerandfirm.TheAustinISDsafetyconsultantsconductperiodicrandomcheckstomonitorcompliancewiththeserequire-mentsandtoensuresafeworkingconditions.Thesafetyconsultanttakesimmediateactiontoresolveanysafetyorcomplianceissues.

CommunityBondOversightCommitteeMaintainsFocusonAccountabilityTheCommunityBondOversightCommittee(CBOC)ensuresthattheBondProgramkeepsthepromisesmadetoAustinvotersandremainstruetothecommunity’svisionfortheDistrict.Thecom-mitteeisledbytri-chairsDonettaGoodall,BobbyJenkinsandElizaMay.

ThechargeoftheCBOCincludes:

n Reviewingandevaluatingprogressandfiscalperformanceofbondprojects;

n Conductingelectronicsatisfactionsurveysofkeycampusstakeholdersregardingthequalityofworkandratingofcustomerserviceonbondprojects,andtakinganyneededactionbasedontheresults;

n Reviewingandevaluatinganyproposedchangestoindividualprojectsinthebondprogram;

n ReportingtotheSuperintendentandtheBoardofTrusteesthreetimesayear(February,JuneandOctober)ontopicsincludingoverallprogress,thestatusoforchangestoindividualprojects,resultsofcommunitysurveys,andtheDistrict’sperformanceonenvironmentalstewardship,HUButilizationandprogrammanagement;and

n ReviewandevaluatenewconstructionandrenovationprojectsagainstspecificcriteriaadoptedbytheBoardofTrustees(BoardPolicyEL-16).

Satisfactionsurveysareadministeredtocom-munitymembers,parents,facultyandstaffatschoolswheresignificantrenovationshavetakenplace.Surveyswereadministeredinspringof2006tocom-munitymembers,parents,facultyandstaffofeightschoolsintheDistrict.Additionalsatisfactionsurveyswereadministeredtothesegroupsat22schoolsthispastOctober.Twonewschools,ClaytonElementaryandPerezElementary,werealsosurveyed.

can,and33percentareEnglish-LanguageLearners.AmongPillow’sstudents,31differentlanguagesarerepresented.

“Icommendtheteachers,staff,students,andparentsatPillowElementaryforearningthisnationalrecognition,”SuperintendentPatForgionesaid.“Theirsustainedworkoverthepastseveralyearshasprovedthatallchildrencansucceedathighlevels,andthatanurban

Nuestrasescuelasmediasestánhaciendocambiosimpresionantes.Estánadoptando“asesorías”,mediantelascualeslosestudiantespromuevenrelacionesconlosmaestrosyunpequeñogrupodeestudiantes,paracrearapoyoacadémicoymanteneralosestudiantesconectadosalaescuela.Todasnuestrasescuelasmediasysecundariasestántambiénofreciendocapacitaciónparacolocaciónavanzada,alosmaestrosdemateriasesenciales;estodaatodasnuestrasescuelaslacapacidaddeofrecerasusestudiantesuntrabajoescolarrigurosoconestrategiasdeenseñanzaqueayudenalosestudiantesatriunfar.TenemoslasecundariaGarza,abiertaenlasnochesparaestudiantesquerequierenelambientedeunasecundarianotradicional,ytambiénlasecundariainternacionalparaestudiantesquesoninmigrantesreciénllegados.Tenemosacademiasparabellasartes,paracienciasdelasaludyparaartesculinarias,integradasennuestrassecundarias.
