I am directed to enclose a copy of UGC Regulation 2008 in English & Hindi(Grant of degrees and other awards by Universities) published in the Gazette ofIndia on 20th December, 2008.

The above regulations are mandatory and shall apply to all Universitiesestablished or incorporated by or under a Central Act, a Provincial Act or aState/Union Territory Act and all Institutions recognised by or affiliated to suchUniversities and all Institutions deemed to be Universities under Section (3) of theUGC Act , 1956 with effect from the date of its Publication in the official Gazette.

It is requested that these regulations may please be brought to the notice ofthe Colleges affiliated to your Universities/ Institution.

UNIVERSITY GRANTS COMMISSION

No. F. 1-19/2005 (CPP II).-In exercise of the powerconferred by clause (f) and (g) of Sub-section (1) of Section26 of the UGC Act, 1956, the University Grants Commissionmakes the following regulations namely

1. Short Title, Application and Commencement :

1.1 The Regulations may be called the UGC [Grant ofDegrees and Other Awards by Un: versities]Regulations, 2008;

1.2 These shall apply to all Universities established orincorporated by or under a Central Act, a ProvincialAct, or a State/Union Territory Act and to allinstitutions deemed to be Univerisities under Section3 of the UGC Act, 1956;

1.3 -These shall come into force from the date of theirpublication in the Official Gazette.

2. Definitions :

In these Regulations, unless the context otherwi : ;e requires :

2.1 "Act" means the University Grants Conu nission Act,1956 (Act 3 of 1956);

2.2 "Authorities" means authorities like ExecutiveCouncil. and Academic Council, sp dafrned by aUniversity in its Act;

2.3 "College" means an institution engaged in highereducation and/or research, either established by aUniversity as its constituent unit or is affiliated to it;

2.4 "Commission" means the University GrantsCommission, established under the Act;

2.5 "Convocation" means a ceremonial assembly of aUniversity, normally held for conferring Degrees andother awards to its eligible candidates;

2.6 "Government" means the Central Government or theState/Union Territory Government, as the case maybe;

2.7 "Graduation Ceremony" means a ceremonialassembly of a College, normally held fordistributing Degrees and other awards to itseligible students;

2.8 "University" means a University so recognizedby the Commission under Clause (f) of Section 2of the UGC Act, 1956, or a deemed to beUniversity so declared by notification in theOfficial Gazette by the Government, on the adviceof the Commission under Section 3 of the sameAct.

3. Objectives

These Regulations shall have the following objectives,namely :

3.1 To ensure. that each University grants Degreesand other awards to its eligible students regularlyin every academic year;

3.2 To facilitate timely holding of a convocation oradopting any other method, for conferring theDegrees/other awards to eligible students at eachUniversity;

3.3 To assist the.. eligible students going foremployment, higher studies and/or otheropportunities, by giving their Degrees and otherawards -without delay;

3.4 To enhance the quality and standard of theUniversity concerned, through its strict adherenceto the academic calendar announced in advance;

3.5 To gain the confidence, goodwill and respect ofstake holders, particularly students, through timely.and orderly functioning of the University.

4. Procedure to be followed :

Each University shall follow the following procedure,namely :

4.1 . At the beginning of each academic year, theUniversity shall announce its academic calendar,giving the schedules for all its activities duringthe year;

4.2 In addition to the schedules for academic activitieslike courses and examinations , the calendar shallalso include the dates for Degree awards;

4.3 If necessary, the University may schedule Degreeawards more often than once in a year and thesame shall be included in its academic calendar;

4.4 The Degree award date/s shall be within 180 days"".of the date/s by which the students are expectedto: qualify and become eligible for them;

4.5 The University shall notify a programme for Degreeawards-at least 30 days before the dates so fixed,so that the candidates can apply for the same;

The University shall hold a convocation cr followany other method on the date/s so fixed, to conferthe Degrees and other awards to eligible students;

If a convocation is held, it shall include theceremonial aspects, as per the provisions made forthem in the University Act, Statutes and/or

Ordinances;

If for any reason the convocation is not aeid, the

University shall only give away the Degrees andother awards to the eligible applicants at this time;

The University - shall have the power to assignselected Colleges to hold graduation ee:*emoniesfor their students on its behalf, on the late/s so

fixed;

Such Colleges shall be required to abide by thedirections of the University and hold the graduation

ceremonies as per the schedule fixed;

4.11 In case, Clause 4.8 and 4.9 are followed, it may benecessary for the Authorities to amend theUniversity Statutes, Ordinances and/or Rules;

4.12 The University shall furnish an annual retirn to the

Commission on the observance of the aboveprovisions regularly, in the prescribed proforma.'

5. Penalty :f,1 In case a University does not comply with an

. ,the provisions of these Regulations , the Cornrnissio

shall have the power to impose penalty on theUniversity in the form of fine and take such otheraction as it may deem fit including recommendation

to.the Government , after giving due opportunity to

the University concerned to be heard.

6. Interpretation :

6.1 Any question as to the interpretation of .theseRegulations shall be decided by the Commission,whose decision shall be final and binding on theUniversity in the matter;

6.2 The Commission shall have the power to issueclarifications to remove any doubt, difficulty oranomaly, which may arise in regard to theimplementation of these Regulations.

7. Jurisdiction of Courts :

7.1 The Courts in the National Capital Territory of Delhialone shall have the jurisdiction to entertain any

disputes/issues arising out of the provisionscontained in these Regulations.
