THE awarding on October 9th ofthe contract for construction ofthe $16,000,000 Friant Dam by

Secretary of the Interior Harold C.Ickes to the Griffith Company andBent Company of Los Angeles, jointlow bidders, is the most importantevent to agriculture and industry inthe Great Central Valley of Californiasince the contracts were let for con-struction of Shasta Dam.Friant Dam is the second major

unit of the Central Valley Project,which is classed as the largest rec-lamation enterprise in history. Thebid was opened in Sacramento bythe United States Bureau of Recla-mation September 14th, and bringswell above the $60,000,000 mark thecontracts which have been alreadyawarded by the Federal Governmentfor construction of this project.Ground breaking ceremonies at

the dam site have been set for No-vember 5, 1939. Awarding of the con-tract will bring a step nearer frui-tion the plan of the Central ValleyProject developed under the direc-tion of State Engineer EdwardHyatt., Department of Public Works,to provide a supplemental watersupply for 1,200,000 acres of farmlands in the southern San JoaquinVa11ey.

This vitally needed unit of theCentral Valley Project is located onthe San Joaquin River about twentymiles north of Fresno. When com-pleted it will provide storage capa-city for 520,500 acre-feet of water,316,500 acre-feet of which will beavailable for storage regulation ofwaters for delivery into the Friant-Kern Canal and the Madera Canal.

These canals; when constructed,will have an aggregate length ofnearly 200 miles, one extending north

from Friant Dam to the ChowchillaRiver north of Madera and the other

south to a point near Bakersfield.

They will carry a new water supply

to parts of Fresno, Kern,. Madera,Tulare and Kings counties. Surfacewaters in these sections long have

Walker R. Young, supervis-ing engineer of the Central Val-ley Project, said work can bestarted on the big dam on theupper San Joaquin River byearly November, provided thebids were found to be regularand satisfactory to the Govern-ment.

been appropriated for irrigation pur-poses and pumping from thousands of~~ells has seriously depleted theunderground supply. More than40,000 acres of once producing farmland has been abandoned for lack ofadequate water.Due to the fact that the water

suppl3~ naturally available to theSan Joaquin Valley is insufficient tomeet even present• water require-ments, and, in addition, that the wa-ters no~~v available are practicallyall utilized under rights establishedfor many years, the furnishing ofadditional water needed to supplyareas of deficiency in the southernSan Joaquin Valley offered one ofthe knottiest problems which theState engineers had to solve in con-nection with the plann.inb of theCentral Valley Project.When engineers of the State Divi-

sion of Water Resources first begantheir studies of the state-wide waterproblem in 1921 they were facedwith seemingly insurmountable cli-matic and geographic barriers. Theyfou~id that roughly three-quarters ofthe State's water supply was in thenortherly one-third of the State,whereas three-quarters of the ultimatedemand was in the southerly two-thirds of the State.To equalize this distribution is one

of tYie primary objects of the Centro]Valley Project. By storing thewaters of the Sacramento Riverwatershed, which previously haverun off into the Pacific Oceaiz asflood haters, a surplus will be madeavailable for use in the San JoaquinVa!ley. This water, boosted up thevalley by a series of pumping plantsto ~Zendota, will serve to irrigatethe ]ands which now draw on theSan Joaquin River for water, thusreleasing the stored water in theFriant Reservoir for distributionthrough the Friant-Kern and Ma-dera canals.Before such rearrangement of the

existing water supplies could bebrought about, however, many legaland water-right problems had to be

solved. During the last. t~vo yearsthe t7. S. Bureau of Reclamation hasbeen negotiating with interestedparties in the solution of these prob-lems and the awarding of the con-tracts for construction of FriantDam is a signal that satisfactoryagreements have been negotiate.The Friant Dam, which engineers

have estimated will cost appro~i-mately $16,000,000, will provide em-ployment for 2500 men during thethree years necessary to completethe unit. It will be 3430 feet long,300 feet high and have a bottomwidth of 250 feet. In top length itcompares favorably with the 3500feet of Shasta Dam, now under con-struction on the Sacramento Riverat Kennett, However, Shasta Dam,with its 560 feet of height, is nearlytwice that of Friant Dam. In plan,cross-sections, height and length itdoes not differ ~reatlS~ from theNorris Dam in Tennessee or theMadden Dam in the. Panama CanalZone.The dam will be of the gravity

type and contain 1,850,000 cubicyards of concrete. It `will be 250feet thick at the base and 2Q feetat uhe crest, with drum gates con-trolling an over$ow spillway in theriver section. This spillway will

provide three 100 by 18-foot outletsseparated by 12-foot piers in whichthe Uperatiilg mechanism for thedrum gates will be housed.The spillway design, which was

tested by model studies, provides fora 90,000 second-foot capacity withan 18-foot depth of water on thecrest of the clam.O r i g i n a l l y Friaiit Darn was

planned as a 285-foot high struc-turP, but stLidies made subsequentto the record-breaking floods of11larch, 1.938, resulted in the addi-tion of 15 feet to the structure,thereby adding 70,000 acre-feet ofstorage for flood control purposes.Of the gross reservoir storage ca-pacity of 520,000 acre-feet, the upper15 feet, with a capacity of 70,000acre-feet, will be for flood control.The next lower 316,00 acre-feet ofcapacity will be used for irrigationpurposes and the remaining 134,000acre-feet will be dead storage to per-mit diversion into the high linecanals.Diversion for the Friant-Kern

by four 96-inch hydraulically oper-ated needle valves with a canal headcapacity of 3500 second-feet. Diver-sion of 1000 second-feet for theMadera Canal, which will supply theMadera Irrigation District, will beprovided by two conduits throughthe right abutment of the dam con-trolled by t~~o 78-inch hydraulicallyoperated needle valves.

All outlets are provided with semi-circular trash rack structures on theupstream face of the dam, designedfor ti elocities varying from two tofour feet per second through theracks.The site of the dam is in typical

foothill country, and the San Joa-quin River Canyon is broad at thispoint, as indicated by the 3430-footcrest length of the dam. First ex-ploration of the site by core drillingand test pits was carried out by theMadera Irrigation District from 1918to 1924. Investigations carried on atthe site by the U. S. Bureau of Recla-mation have included about 1000 feetof tunnels, 300 feet of shafts, nearly4000 feet of diamond drill boring,and about 400 feet of 36-inch di-ameter core drilling.The rock at the site is classified as

schist, which in the unweatheredstate is relied upon for adequate

support. This rock is reasonablytight. The schist at the site restsupon a granite which extends to adepth and area beyond the bound-aries affected by the dam. Bedrockis exposed, or near the surface, overthe entire site. Sound rock willprobably be reached by excavation

ranging from a minimum of about10 Feet to a maximum of nearly 80feet. It is estimated that 770,200cubic yards of excavation of allclasses will be necessary.

Specifications provide that thecontractor produce and process ag-gregate for the concrete in FriantDam. The aggregate is to be pro-duced from pits already purchasedby the government about two milesdo~~z~stream from the dam site.Extra precautions have been taken

in the preparation of plans forFriant Dam to insure that cracking,weathering and other disintegrationof the concrete be minimized. Theyaffect the temperature, compositionand curing of the concrete.In addition to the use of low-heat

Portland cement, it is required thatpun~icite in the amount of about 20per cent by weight of the cement beused for the mass concrete of thedam, except the outer six feet of thecrest and the downstream slope ofthe spillway section.Much emphasis is placed on tem-

perature control to prevent crackingand other weaknesses. The limita-tions placed on the maximum allow-able temperature of the mass con-crete when deposited vary from alow of 58 degrees F, during Decem-

opposed by the power trustrepresentatives and finallydefeated by a reactionaryminority in the Assembly.

This can be consideredonly a temporary defeat.The duty of the state to

provide adequate outlets forwater and power to be de-veloped, will, I am sure, beresponded to by the peopleby electing a Legislature thatwill perform that duty in-stead of obeying the behestsof the power trust.I expect to carry on the

fight pledged in my partyplatform and in my inaugu-ral address to bring to thepeople, at cost, through pub-lic agencies, water andpower, which as natural re-sources, are their birth-right."

Communities Must Organize to Get Water and Power

THE awarding of the. contractfor construction of Friant Damby Secretary Harold C. Ickes

is a step fortivard in the developmentof the Central Valley Project ofprime importance to the people ofCalifornia.

It should serve to spur business,municipal and agricultural intereststo immediate action in preparing toreceive the water and power whichwill be developed by the project.The Federal government, through

the Bureau of Reclamation, alreadyhas committed itself to expendituresof more than $60,000,000 and ap-proximately 3000 men are now em-ployed in actual construction work.The contract for construction ofFriant Dam as awarded will bringthe government's obligation to wellabove the $75,000,000 mark and in-crease the number of those employedto 5000.

~l"he completed Central ValleyProject will make available over 2,-000,000 acre-feet annually of new ..water supplies for industrial, munici-pal and irrigation uses in the Sacra-mento and San Joaquin Valleys, en-hance navigation, control flood wa-ters, and develop from one billion to

one and a half billion kilowatt hoursof electric energy for use in the Cen-

tral Valley project system.Although the primary object of the

project is the solution of California'spressing water shortage problems, thehydro-electric development is of vitalimportance to future users of thatwater. The sale of this power throughpublic agencies will not only savemany millions of dollars to the gen-eral public but will also provide suffi-cient revenue to make cheap wateravailable for irrigation and industrialpurposes.Funds advanced by the Federal

government for construction of theproject must be met with revenuesreceived from the sale of water andpower. The Federal government,however, makes no provision for thedistribution of these facilities. Ittherefore devolves upon state andlocal agencies to take the necessarysteps to provide these facilities andhave them ready when the main unitsof the project are completed.Local agencies can, and should, start

now to prepare the way to receive thischeap water and power through theformation of the necessary districts.

The backbone of these organiza-tions should be the municipalities,farm districts and industries that will

THE desert country in Riverside and Imperial counties is ordi-narily thought of as a land of

continual sunshine and drought, butas demonstrated during the stormsof September this same country occa-sionally encounters even more severerain storms and storm damage thanother sections of the State.But torrential rains last month

washed out 35 miles of highway, ap-proaches to sig bridges and a number

Pestoration tivork, urgently neededprotection construction and rebuild-ing of the damaged highway to astandard that will safeguard it againstfuture storms of the intensity of thosewhich ~~rought destruction in Septem-ber will cost approximately $500,000.

The torrential rains in the desertregion usually occur during the latesummer months, in August and theearly part of September, and quitefrequently follow a very oppressivehot period. When such rains occur,they are usually of cloudburst pro-portions, covering only localizedareas.But on September 4th an exceed-

ingly heavy rainfall occurred in theCoachella Valley, centering near Indio,

such intensity as has not heretoforebeen recorded.

The heaviest rainfall for thisstorm was reported in Brawley,where a total of 6.43 inches of rainfell in approximately 24 hours. Thisis three times the average annualrainfall for that vicinity.

The agricultural section of ImperialValley is not benefited by any rainfallas it is entirely dependent upon

irrigation and a storm such as oc-curred in Imperial Valley on Septem-ber 5th and 6th causes an immenseamount of damage in the destructionof many structures and canals, as wellas injury to crops. It has been esti-mated that this single storm damagedthe irrigation system of the ImperialIrrigation District to the extent ofapproximately a quarter of a milliondollars.A great deal of damage also oc-

curred to the Soilthern Pacific Rail-road, which travels both Riversideand Imperial counties diagonally onthe north side of the Salton Sea.Many washouts occurred on theSouthern Pacific main line betweenIndio and O~ilby aid train servicewas completely stopped for two orthree days, and seriously interruptedfor a loner period of time.

ALL IiIGHWAYS DAMAGED

The breaks in the canal system andin the railroad embankments, in addi-tion to the heavy rains, poured largevolumes of water onto the State andcounty high«rays at various locationsanc~ resulted in considerable damageto all of the highway systems in bothPverside and Imperial coLinties.Though portions of all of the mainState highwat~s in these counties wereflooded at times, traffic was not seri-ously delayed on either U. S. 80 or onU. S. 99.Southern Pacific passengers were

transferred to busses at Indio andtaken to El Centro or other railroadpoints where they were again trans-ferred to the trains.

Traffic was completely stopped onState Route 111 along the northshore of the Salton Sea and adja-cent to the Southern Pacific tracks,and on U. S. 60 and U. ~. 70 be-tween Indio and Blythe, wheretraffic was completely stopped for aperiod of five days, due to at leasthalf a. dozen serious washouts.

COMPLETELY WASIIED OUT

State Highway 195 from Meccathrough Box Canyon to ShaversSummit was completely washed our,following repairs which had justbeen completed on storm damagethat had occurred in July.U. S. 95, extending northerly from

Blythe along the Colorado River,was completely closed to traffic fortwo weeks, due to loss of embank-ments through all of the majorarroyos.

The most serious damage occurredon U. S. Highways 60 and 70 be-tween Desert Center and Blythe.Through this area exceptionallyheavy rainfall occurred, resultingin great sheets of water flowing tothe north across the highway intoold dry lake areas. The soil in thatvicinity is of a silty and sandy na-ture which erodes very rapidly andthe huge volumes of water destroyedthe ditch and dyke system which hadbeen constructed to lead water tothe several bridges, releasing wateracross the highway and depositingvolumes of mud and debris.

MAINTENANCE CREWS MAROONED

State maintenance crews were onthe job early Monday morning assoon as the storms started, andthough several State tractors andgraders were marooned in the storm-swept areas, all available Stateequipment and 43 pieces of rentedequipment, including 12 large trac-tors with bulldozers, 11 powershovels, 16 large trucks and othermiscellaneous equipment, were im-mediately assembled and put towork cleaning off the highways, fill-ing in the washed-out areas andmaking repairs as rapidly as possi-ble in order to restore the highwaysto a condition where they couldagain carry traffic.

Detours were constructed aroundall of the destroyed bridge ap-proaches, and the traffic which hasbeen marooned at Blythe and DesertCenter was permitted to pass throughas soon as a one-way road could beopened.On the morninb of September 25th,

HE 1939 session of the Cali-fornia Legislature continued thegeneral policies indicated in

previous sessions, of carrying on theState highway program in substan-tially the same manner as has beenpracticed for a number of years.The complete absence of legislation

of a type. inimical to the carrying for-ward of the State highway programa,nd the passage by the legislatureand approval by Governor Culbert L.Olson of the measures hereinafter de-scribed, indicate the extremely favor-able consideration accorded to all ofthose who are interested in progres-sive State highway legislation.The 1939 legislation, unless other-

wise specifically provided in a par-ticular chapter, took effect on Septem-ber 19, 1939.The limitations upon the length of

an article of this kind prevent clis-cussion of every bill of interest to theDivision of Highways, as a greatmany measures which affect Stategovernment generally apply to thework carried on by the Division ofHighways. There was. a considerablevolume of such legislation but in thisarticle reference will be made only tothat legislation which is of primaryrelationship to the highway program..

HIGH-TYPE HIGHWAYS ENCOURAGED

There were three laws enactedwhich should prove of inestimablevalue in carrying on California's pro-aram of developing high-type high-ways adequate to care for the everincreasing volume of traffic, particu-larly on our main line routes and inand around the metropolitan centersof the State.

CHAPTE1i, 687.—This statute is adefinite step forward, placing thisState among the highway leaders ofthe states in the Union. This chapterrecognizes a freeway as a new typeof highway to which abutting prop-erty shall have no right of access.Under the .new law, the department

is authorized to acquire the neces-sary rights of ~vay and rights ofaccess from private property to con-struct and maintain such freeways.The intersections of local city streetsor county roads with such freewayscan be regulated or eliminated byagreement with the local authorities.New intersections of local streets orhighways with freeways can not b°made withotiit the consent of theCalifornia Highway Commission.While Chapter 687 authorizes the

State, in connection with State high-ways, to construct such freeways,Chapter 359 authorizes cities like-wise to construct freeways. Statehighways can not be a#fected by suchfreeways without the consent of theHighway Commission.

CHAPTER 268.—Authorizes theconstruction of divided highway seither on existing roads or on new

openings. In addition, this la~vaLlthorizes the construction of serviceroads along the sides of existingState highways or new highways tobe constructed. Crossing the centraldividing strip or the physical barrierbetween the service road and themain portion of the divided highwaywill be prohibited except at suc}~locations as are provided.

CHAPTER 684.—Authorizes theDepartment of Public Works withrelation to State highways to adopta distinctive marking to be placedin the center of State highways overwhich it will be unlawful to cross.The department by an order of theDirector of Public Works, Frank W.Clark, has adopted the double linenow in use as such distinctive mark-ing binder the authority of this law.

While a freeway divided in thecenter into two distinct roadwaysfor traffic traveling in opposite direc-tions constitutes development of thehighest type, it is recognized thatthe cost of constructing such high-ways over any considerable mileagewould be prohibitive, and the othert~vo measures are designed to per-mit the building of highways ap-proaching that principle without in-curring the heavy cost involved inthe constrLiction of an absolute free-~vay.

STATE HIGI3WAY ROUTES

The legislature continued its pol-icy of the last three sessions of re-fusing to permit any wholesale addi-tions to the State highway system.Only those highways, the inclusionof which was acceptable to the de-partment, were included within thesystem.

CHAPTER 473. Makes manyminor changes in the descriptions ofthe various routes. This bill wasintroduced and passed at the requestof the department to take care ofthose necessary changes in descrip-tions caused by relocations.

CHAPTER 794. Adds some fourmiles from the Pacific Highway tothe site of the netiv Shasta Dam. Dueto the immense amount of interestbeing displayed by the public gen-erally in the Central Valley Project,it was deemed necessary to providean adequate highway to the site ofthe dam.

CHAPTER 338. Adds a new routefrom Canby to Merrill in ModocCounty, to take effect only when thehighway between these two pointshas been constructed to an adequatestandard by the Federal Govern-ment.

HIGHWAY ̀ YORK GENERALLY

No major change was made in themethod of performing highway work.The practice of doing major con-struction work by contract aftercompetitive bidding remains un-changed. Certain minor changes,however, affecting construction workwere made.

CHAPTER 224, Amends the StateContract Act to permit the doing ofwork by day labor in cases ofemergency due to the failure ofbridges or other structures withoutthe necessity of first preparing com-plete plans, specifications and esti-mates of cost. This chapter also

makes it clear that the other divi-sions of the department (Architect-ure and Water Resources) may useunit basis contracts in performingtheir work. The Division of High-ways has used this type of contractfor many years.

CHAPTER 315. Clarifies the. rela-tionship between the State Reclama-tion Board and the Division of High-ways in so far as highway structuresacross waterways under the controlof the Reclamation Board are con-cerned. Under the bill plans for allhighway structures across streams,channels or basins under the juris-diction of the Reclamation Boardwill be submitted to that board forapproval. When such plans havebeen approved by the ReclamationBoard and the project completedin accordance therewith, the Recla-mation Board can not force a changein design without being ready tobear the expense thereof.

CHAPTER 264. Covers a numberof matters. It clarifies the authorityto construct and maintain stocktrails. Minor changes are made inthe procedure to be followed in rent-ing equipment. Minor changes inour system of accounting are author-ized which should greatly simplifythat work. Changes are also made

in clarifying the rights and obliga-tions of the State in so far as chang-ing the grade of State highways isconcerned.

CHAPTER 595. Authorizes per-mission to be granted to the StateHighway Engineer to take outsideemployment from local governmentalagencies.

CHAPTER 1121. Makes a numberof minor amendments to the OutdoorAdvertising Act, all designed to clar-ify the provisions of the act, and torender its enforcement more efficient.

FISCAL AFFAIRS

No major changes were madeeither in the revenues available forhighway purposes nor in the appor-tionment of available funds.

CHAPTER 681. Permits a slight-ly broader use of the revenue fromthe Diesel fuel tax.

CHAPTER 1042. Provides for theescheat to the State Highway Fundof the unclaimed excess tolls col-lected by the Carquinez Bridge pend-ing the litigation which followed theorder of the Railroad Commissionreducing tolls on the bridge.

CHAPTER 897. Authorizes thedisbursing officers of the various de-

CONSTPUCTION has started on a grade separation project onState Highway Route 77, west

of Pomona in Los Angeles Countywhereon the roadway approaches tothe structures over two adjacent rail-road lines consist almost wholly ofinterconnected channelized ramps andintersections.The project is not long, Its termini

spread footings and bents are keyedinto top of the original structure.The widened portion has three spanswith cantilever extensions. The struc-ture is on 30 degree skew and pro-vides for two railroad tracks.The structure over the Southern

Pacific railroad will be reinforcedconcrete 233 feet long^ with two 25-foot roadways each side of a 4-footdividing strip and with sidewalks. Itwill provide for four railroad tracksand one of the highway ramps. Dueto track location and highway ramp,interior spans have unequal length.The structure has seven girders andis of the stiff frame type except thatgirders are set on rockers at endbents. The girders frame into col-umns set on spread footings. Col-lision walls connect columns along thetracks and extend to a height of sevenfeet.The roadway approaches and con-

nections are almost entirely on fillsections. On main routing the road•ways are separated by curbed divid-ing strip or by widened islands atintersection channelization. T h e s eroadways have a 23-foot pavementplus gutters. where adjacent to curbs.Seven-foot shoulders and berms areprovided on normal sections.Between the two structures outside

curbs connect structure curbs withshoulders extended for walkways.Extra lanes each side have been pro-vided as extensions of the ramp con-nections ~ivin~ six-lane width for anappreciable distance to facilitatetraffic movement.The connections to Second Street

on both sides of Route 77 are madeby ramps on which 26-foot width ofroadway between curbs will carryone-wav traffic. The westbound rampfrom Route 77 passes under one ofthe overhead structures.The connection to Fifth Street

(Route 19) is made near ground level.Each roadway for one-way traffic has23-foot pavement width and standardshoulders. Part of the Fifth Streetintersection design is subject tofuture revision when Route 77 is ex-tended by construction soilth of Route

While a saving of 2.1 miles may notseem particularly significant, it isnevertheless approximately 25 percent of the distance.On the old route there were 150

curves in the ten miles with a totalcuravature of 5300 degrees and theminimum raclins of the curves, whichdetermines their sharpness, was 55feet. On the new alignment thereare only 17 curves v~~ith a total curv-ature of 270 degrees. This reduc-tion of 133 in the number of curvescarries with it a reduction of 5030degrees of curvature.The minimum radius for curves

used oi~ this project is 2000 feet,which is the state standard for mod-ern alignment.

awarded to John Strong, Pomona.,California. The construction cost is$214,000.

As on all new construction thegrade line is smooth and the steeppitches and rolling grades have beeneliminated. The highest p o i n treached by the iiew road is only 213feet as against the former 510 feet.

Construction operations on theproject required the excavation ofover 500,000 cubic yards of earth inthe roadway prism. As the nativematerial had been found unsuitedfor mixing with liquid asphalt forsurfacing it was necessary to place9500 cubic yards of imported surfac-ing material. This material ~~vasplaced 22 feet wide and 1.17 feetdeep on the 36-foot graded roadbed.The road-mix surface treatment re-quired 1850 tons of liquid asphalt.Provision for adequate drainage

required the placing of 6000 linealfeet of corrugated metal pipe cul-verts and 4300 lineal feet of per-forated metal pipe underdrains.At the crossing of Scott Creek,

the State has built a reinforced con-crete bridge. This structure isplaced on 50 precast concrete pilesand a total of 1012 cubic yards ofconcrete were used in its construc-tion and that of bog culverts, head-walls and other minor structures.A total of 154,200 pounds of barreinforcing steel was required.To prevent scour and washing

around the footings of the ScottCreek bridge nearly 5000 cubic yardsof heavy rock rip rap was placed.

It is estimated the improvementwill cost approximately $296,030.Financing was made partially pos-sible by the contribution of $150,000by Joint Highway District No. 9,formed in 1928 by Santa Cruz, SanMateo and San Francisco counties.The remainder was provided fromthe State highway fund, 58 per centfrom federal apportionments for Fed-eral Aid secondary roads and 42 percent from State money.N. HE annual state-wide trafficcoLmt on State high«gays for thecurrent year was taken on Sun-

day and Monday, July 16 and 17, atapproximately 1300 stations through-out the State and reveals an increaseof approximately 9 per cent over thecorresponding period in 1938.

This marks a definite change inthe trend which has been noted since1935 wherein the annual summercounts, ~Thile showing increases overprevious years, nevertheless iizdicatedthat the rate of increase was steaclilydeclining. The Division of High«gayswas greatly concerned over the trendand the consequent decrease in gaso-line consumption. The traffic countof 1938 showed a less than one percent increase over that of 1937.

UPTURN IN JULY

From our records it appears thatthe marked Upturn in traffic beganlast June and further accelerated inJuly. Comparing the nLlmber of otlt-of-State cars recorded during theannual July counts in 1938 and 1939,we discovered that this type of traffic,due in some measure to the San Fran-cisco Exposition, has increased ap-proximately 80 per cent over lastyear.

This increase accoL~nted for approx-imately 3.4 per cent of the over-allincrease of 9.1 per cent, which stillleaves us with an intrastate trafficwhich is approximately a 6 per centincrease over that of 1938, whentraffic had flattened out to a pointwhere it remained almost at a stand-still with the traffic of 1937.The count this year showed a total

of 11,548,024 vehicles gassing the130 stations as compared with 10,-442,6~9 vehicles for the Sunday aizdMonday count of JLily, 1938, an in-crease of approximately 9.1 per cent.The count of out-of-State cars an

It is a soLirce of satisfaction to usthat a comparison of the sevenmonths' period, January to July,1939, with the same period in 1938,based on monthly counts which showan increase of 4.7 per cent in trafficon State highways, is substantiated bythe fact that a similar comparison forthe same periods of montrily gasolinetax sales for the entire State, as re-ported by the Board of Equalization,shows. an increase of 4.5 per cent.

Increases were quite similar forboth Sunday and Monday in the 1939count ; and while there was. some var -ation in the rate all route groups par-ticipatecl in the general increase.The State total is very naturally

greatly influenced by whatever recordis set by the maiiz north and southroLltes. It is to be noted that all ofthese sha~~ a marked increase, thesmallest percentage being on Pi,oute 4,U. S. 99 between Los Angeles andSacramento, a circumstance readilyaccauntecl for by the fact that thisroute recorded a notable increase overthe previous year in July, 1938, whenmost of the other main routes wereshoeing only very moderate gains oreven loCses.

LOSSES ON MINOR ROUTES

The number of routes showinglosses either in Sunday or Monclastraffic is very much smaller thanduring the 1938 count, and in mostinstances these were comparativelyminor routes and the losses were mod-erate or merely nominal.The regtillar procedure of previous

years was again followed in taking;thisy-ear's count. Actual recorclin~covers the. 16-hour period from 6 a.m.to 10 p.m. for both Sunday and Mon-clay. Traffic was segregated byhourly periods into the followingvehicle classifications

California passenger cars, out-of-state passenger cars, buses, lighttrucks, heavy trLtcks, trailers drawnby trucks, trailer coaches, gild otherpassenger-car trailers.

Each year some minor changes inthe census become necessary, such asthe relocation, addition, or discontinu-ance of individual stations ; but iiievery instance these are excludedwhen determining comparisons withthe previous year, only those stationsthat were identical during both yearsbeing taken into consideration.

Traffic is now routed through on allof the highways but it will not bepossible to complete all of the repairson the storm damaged hibhways farseveral weeps.

The estimated cost of placing thedamaged highways in condition toagain carry traffic, without any im-provement or additional protection,is approximately $120,000.

The Glitch and dyke system on thatportion of the highway west of Blythewas one of the earlier constructedsystems on which the ditches andlevees are somewhat tao flat andbridges too far apart and inadequateto carry any such storm as has just.occurred. centers along deep water, thefirst unit of the Industrial Highwayin Contra Costa County which ulti-mately will provide for smooth trafficflow from the rich farm lands of theSan Joaquin Valley was completed bythe Division of Highways last month.The new route entailed construc-

tion on a direct alignment from theeasterly end of Franklin Canyon atMuir Station across the lower end ofthe Diablo Valley to a connection withthe Concord-Pittsburg highway nearthe westerly end of Willow Pass. Thenext projected improvement will bereconstruction on modern standardsof the route through Willow Pass.The recently completed stretch of

roadway is eight miles in length andconstitutes atwo-lane highway paved22 feet wide with heavy plant-mixedsurfacing. Each traffic lane is 11 feetin width to conform to latest stand-ards of the Division of Highways.Adequate bituminous treated should-ers are on both sides of the pavement.Plans for future development of

sands of miles of CaliforniaState highways, the engineering staffof IHeadquarters Shop of the Divisionof Highways in Sacramento is con-stantly striving to improve the trafficstripe markinb machines used by theDivision.A new stripe marking outfit has

been turned out at the shops for usein District III. While it is substan-tially the same in design as the ma-chine now operated by the Division,a number of changes in constructioi2have been made.

It was found advisable to increasethe carrying capacity of the truckused with the stripe marking emitsto allow the hauling of a larger supplyof paint. Also, on the larger trucks~•ith the conventional type cab, thetruck hood interfered tivith the truckdriver's view of the marking machineand its operator. On the new machinethe cab-over-engine type of truck isused. This affords a much widerrange of vision for the truck driverand makes it possible to secure suffi-cient floor space on the truck bodywith the ttse of a comparatively shortv~~heel base truck.

MORE PAINT CAPACITY

The new units are equipped with anadditional paint tank for carryingyellow paint for use on double-line~vork. The valves and fittings havebeen rearranged for convenience inhandlin;.On the late type divided highways

it was decided to place a. white linenext to the dividing curb or centerstrip, and it was necessary to impro-vise some means of doing this. It wasnot feasible to straddle the desiredposition of the white line, as the cen-ter strip on most of these roads. is notfinished, and it would be impossibleto put dowel a straight line. Theshops therefore devised an outriggerattachment for these machines, per-mitting the striping assembly to be setfar enough out to clear the wheelsboth of the marking carriage and thepropelling truck. When this is doneit is necessary to put down an offsetguide line, or pilot stripe, and thetruck and marking machine followthis offset line.

It is a far cry from the stripingmachine created in the early 20's byengineers of District IV to the im-proved outfit now being produced atthe Divisioiz of Highways Shop. Thisfirst machine was pushed by hand, thepaint being deposited in a reservoirattached to the frame and flowing bygravity through a rubber tubing tothe pavement immediately ahead of a.paint brush which spread the painton the road. SAT ON THE BUMPER

The first unit on which the paintsupply and compressor ~~ere mountedon a truck was used in the early 30's.A seat for the operator was arranged.on the bumper of the truck and themarking machine was propelled by apush bar from the truck. (PhotoNo. 3. )Newt came the chassis type marker

which provided a seat for the operatorand was constructed with a longerwheel base which only painted asingle 4-inch line. On this unit alsothe paint supply tank and air com-pressor were mounted on the truckpropelling the unit. This machinewas used until about 1937. (PhotoNo. 4. )In 1937 District IV designed a ma-

chine which laid the three-stripe cen-terline on pavements in one operation.The paint and air controls weremounted on the chassis of the striper,which was propelled ahead of thetruck by a push bar. The truck alsocarried the air compressor unit andmixing tank equipped with an agi-tator `vhere the paint was preparedfor filling the supply tanks. The sup-ply tanks were filled by pumping the

CHAPTER 292. Authorizes theconveyance of property controlledfor highway purposes to the federalgovernment for inclusion in nationalparks. This chapter also authorizesagreements with the federal govern-ment concerning State hi~h~~vayspassing through national monuments.

CHAPTERS 146 AND 147. Au~thorise the City of Oakland to con-vey certain tidelands back to theState for State highway purposes.

Due tothe fact that the responsibility forplacing and maintaining all officialtraffic signs and signals, includingdirectional and warning signs,. is as-sgned to the Division of Highways,legislation affecting these matters isof particular interest.

Several years ago there ~uas estab-].ishecl «~ithin tYie Division of High-ways aSafety Department. designedto coordinate the actual constructionand maintenance wox•k with the ef-forts of traffic enforcement agenciesand accident prevention activities.'Phis department makes intensivestudies of all accidents occurring onthe State highway system to deter-mine whether a different method ofconstruction is necessary or whetherthe fault lies in the traffic laws orregulations applicable to the particu-lar highway. Many of the changesmade in the vehicle la~~vs were dueto the suggestions or approval ofthe Division of Highways actingthrough the Maintenance Depart-ment and the Safety Department.

CHAPTER 311—Makes it clearthat all accident reports received bythe Department of Motor Vehicleslulcler the Vehicle Code are open tothe confidential use of the Depart-ment of Public Works. While thedepartment in the past has receivedthe utmost cooperation in this con-nection from the. Depa,rtineizt ofMotor Vehicles, there has been somedoubt as to the legality of the pro-cedure followed, due t~ the provi-sions of law to the efFect that acci-dent reports were for the eonfiden-tial use of the Department of DRotorVehicles. This enactment removesall such doubts.As above meiztioned, Chapter 684

CHAPTER 658. Abolishes the 2Q-mile speed limit zone, making the 25-rnilespeed limit applicable in all of theformer 20-mile zones. Permissivespeed of trucks is raised in someinstances.

CHAPTER 320. Pegulates the useof certain colors in traffic signals sothat the use of tYiese colors will havea uniform meaning throughout theState. This chapter also clarifies theprovisions of the Vehicle Code so asto more clearly indicate the positionat which a stop must be made at"TOY" intersectioizs.

CHAPTER 188. Authorizes theplacing and maintenance of "CattleCrossing" and "Open Range" signs.

CHAPTER 788. Among otherthings, abolishes as of December 31,1942, certain preferences given tosome of the older trucks in so fax•as width and permissive weight areconcerned.. The permissive lengthof single vehicles is increased to 3vfeet. The department is authorizedto issue permits for the use ofbooster trucks in the event suchunits are considered safe for opera-tion in specific locations.

CHAPTER 653. Recognizes a ne~vtype of vehicle consisting of a semi-trailer with a dolly attachment andprescribes weight limitations andregistration fees for such vehicles.General requirements as to lamps

and brakes on all vehicles arechanted.

CHAPTER 248. Makes a minor'change in the present provision pro-hibiting angle parking on Statehig$~~vays withiiz business districts.

CHAPTER 612. Lives the aepart-ment full authority to regulatelarking oil State highways in areaswhere snow removal operations arenecessary. In some snow sports areasconsiderable confusion has resulted iritYie past because no regulation ofparking could b~ enforced.

He is one of seven engineerschosen from State Highway Depart-men.ts as recipients of awards.Mr. Gallagher was graduated from

the University of California, Collegeof Civil Engineering, in 1937. Heformerly worked for the Bridge De-partment and for the last year hasbeen with the Safety Department.He recently left for New Haven,

Connecticut, where he will be in resi-dence for the school year.

this section of the route include pra-visions for afour-lane pavement andthe new unit was so constructed thatwhen the traffic volume requires theadditional width the highway may betransformed into afour-lane roadwaywith no loss of the present investmentand a minimum interruption of traffic.

The pavement of the new unit wasplaced upon a crushed rock base andat certain locations across the floor ofDiablo Valley the earth sub-base wasstabilized by mixing Portland cementwith the native material to insure theroadbed against distortions.About 50,000 square yards of soil

base which were stabilized required4000 barrels of cement. Approxi-mately 500,000 cubic yards of mate-rial were moved.

Cross-drains and underdrains whichwere placed in the roadway prism toprovide sufficient drainage facilitiesincluded nearly 9000 linear feet ofcorrugated pipe. Approximately 38,-000 tons of rock and over 1000 tonsof liquid asphalt were used in con-struction of the crushed rock base andplant-mixed surfacing.

Three reinforced concrete slabbridges, one across Walnut Creek andthe others across Grayson Creek andGrayson Creek overflow channel werebuilt.The bridge across Walnut Creek

has a total length of 203 feet, eonsist-ing of four spans of 36 feet 4 inchesand two spans of 27 feet 4 inches,reinforced concrete slabs supportedon concrete pile bents. Grayson Creekbridge is 81 feet long, consisting ofthree spans each 22 feet long with a7-foot. 6-inch cantilever span at theends.The bridge over Grayson Creek

Overflow is 147 feet long, consistingof six 22-foot spans with 7-foot 6-inchcantilever spans at each end. All ofthe bridges are continuous reinforcedconcrete slab type of structures sup-ported on reinforced concrete pilebents. The Walnut Creek Bridge hastwo expansion joints located at thequarter point of the second span fromeach end. Grayson Creek Bridge is

Engineer employed at Redding inDistrict II, Division of Highways,passed away on August 9, 7939, aftera protracted illness.

Eli Dallas was born at Auburn,Kansas, on November 14, 1880. Dur-ing his early life he devoted hisattention to railroad engineering inthe middle west and southwesternstates, principally on constructionand location projects. In 1914 hecame to Southern California and inApril the following year entered theemploy of the State in District II asa draftsman. During his twenty-four years in the district he rose tothe position of chief draftsman, inwhich capacity he rendered con-scientious and valuable service to theState until his death.In 1905 Mr. Dallas, at Topeka, Kan-

sas, married Auta Pearl McWhin-ney, who with a daughter FrancesLucille, and twin son and daughterJohn Paul and Auta Pauline, sur-vive him.

l'he many friends and fellowemployees of EIi Dallas who wereassociated with him during his longservice with the Division of High-ways deeply regret his passing.

W. W. PATCH.W. W. Patch, one of the first divi-

sion engineers of the State Divisionof Highways, died August 9 in LosAngeles of a heart attack.He entered the service of the

State in 1914 as Division Engineerof Division VII, succeeding DivisionEngineer W. L. Clark in charge ofthe Los Angeles metropolitan areawith headquarters in Los Angeles,and continued in that office for nineyears.He resigned January 1, 1924, to

enter the real estate business andat the same time continue engi-neering work in a consulting ca-pacity.He was succeeded by Spencer V.

Cortelyou, present District Engineerof District V11, who had been hisassistant for many years.Mr. Patch later entered the em-

ploy of the Los Angeles Flood Con-trol District, with which he wasconnected up to the time of hisdeath. During recent months inthat service he was on sick leave.

Before coming to the Division ofHighways Mr. Patch worked for theFederal government as engineer onreclamation projects in the easternStates. During the period in whichhe was in charge of the Los Angelesoffice, he supervised the expenditureof more than twelve million dollarsin primary construction work onState highways in the south.

Notable work done under hissupervision included the grading andpaving of the original Ridge Route.

way between curbs with 2-foot 6-inchsidewalks on each side. When trafficrequires construction of a four-lanehighway the additional lane will beprovided by the construction of asimilar bridge alongside without dis-turbing the existing structures.

Within the limits of this road proj-ect a separate contract was let forthe construction of a grade separationunder the tracks of the SacramentoNorthern Railway at Ohmer Station.The grade separation includes a steeland concrete bridge 103 feet long tocarry the railroad over the highwayand, in addition, a reinforced concreteslab bridge 110 feet long located about90 feet west of the railroad structure,to carry the Concord-Port ChicagoCounty Road over the new highway.The railroad structure consists of

three spans each approximately 34feet long, the center span being overthe new two-lane hihway and itsone 4-foot sidewalk. The north spanis constructed to permit extension ofthe structure at such time as twoadditional lanes are added to the high-way. Six lines of 24-foot steel beamssupport the single track railway. Theballast deck is supported on wroughtiron plates. The structure has rein-forced concrete facia girders.The county road bridge has three

spans with provision for spanning thefuture four-lane highway similar tothe railroad structure. The gradeseparation project was financed fromFederal Aid Grade Crossing Funds.Macco Construction Co. were the con-traetors for this work, as well as forthe major highway project.

Trucking Operation ContrastsWicle contrasts are shown in motor

trucking operations, with most truckruns relatively short, but major mile-ages returned by trucks in long-haulduty, according to the AutomobileManufacturers Association.

Studies show that more than 80per cent of all one-way truck tripsextended less than 20 miles butaccounted for less than 34 per centof the total truck mileage reported.By contrast, only 6.4 per cent of

trips were 50 to 500 miles in length,but they accounted for 412 per centof total vehicle mileage.
