Eurochild is supported by the EuropeanCommunity Programme for Employment and Social Solidarity (2007-2013), managed by DGEmployment, social affairs and inclusion of the European Commission. This position is fundedby Hope and Homes for Children UK.

    CONDITIONS, COMPETENCES AND JOB DESCRIPTION

    1. CONDITIONS

    Eurochild offers first a 12-month Belgian employment contract (salary range 2800-3300 grossper month) according to level of experience and expertise with the possibility for extension.

    Eurochild also offers secondary employment benefits such as lunch vouchers, 13th monthsalary, hospitalisation and pension insurance after 6 months of employment and 26 days paidholidays. The starting date will be as soon as possible from September 2011.

    2. EXPERIENCE AND COMPETENCES

    At least 5 years of relevant work experience; Demonstrable commitment to childrens rights;

    Knowledge of the structures and policy making processes of the European Union

    institutions;

    Professional experience of advocacy work, preferably within or towards the EU

    institutions;

    Knowledge and experience of deinstitutionalization and child protection particularly in

    an Eastern European context would be a particular asset;

    Capacity to facilitate working meetings and seminars;

    Ability to research, collate, analyse and summarise information in English;

    Ability to work on their own initiative and to prioritise work;

    Ability to work flexible hours and to travel frequently;

    Computer literacy and IT skills.

    3. TASKS

    The appointed Policy Officer will report to the Eurochild Secretary General. He/she will also beguided by an advisory group comprising members of the Eurochild management board, theelected of the thematic working group on children in alternative care, and a representative ofHope and Hopes for Children UK that is funding this position. His/her tasks will include to:-

    Lead and facilitate the thematic working group on children in alternative care

    Represent Eurochild in the European expert group on de-institutionalisation, ensuring

    involvement of Eurochild member organisations where appropriate

    Strengthen links with the EU institutions especially the European Commission and

    European Parliament on issues of de-institutionalisation (DI) and children in

    alternative care (CiAC)

    Strengthen ties with other external stakeholders interested in DI: Council of Europe, UN

    High Commissioner for Human Rights, Fundamental Rights Agency, private

    foundations

    Develop policy positions on children in alternative care, de-institutionalisation and

    European structural funds.

    Support exchange and influencing capacity of Eurochild member organisations in the

    fields of DI, structural funds and quality care

    Collect & document examples of good / bad practices on DI and use of structural funds

    through the Eurochild membership

    The appointed policy officer may also be requested to undertake certain horizontal tasks within

    Eurochild as requested by the Secretary General, such as contributing to internal and externalcommunication, disseminating information and consulting with members, participating in staff

    and members meetings.
