Health,  Safety  &  Environment  Overview  

What  is  the  HSE  Program?    The  ENEC  Health,  Safety  and  Environment  (HSE)  Program  has  been  established  to  ensure  HSE  requirements  in  the  development  and  implementaHon  of  the  Emirate’s  Nuclear  Industry  are  met.    

ISO14001  and  OHSAS18001    It  provides  control  of  ENEC  acHviHes  which  present  health  and  safety  risks  or  have  significant  environmental  aspects,  and  includes  all  planned  and  systemic  acHviHes  necessary  to  provide  adequate  confidence  that  such  acHviHes  are  properly  managed  and  controlled.      This  also  includes  the  system  being  conHnually  improved.

Governing  the  development  of  the  ENEC  HSE  Program  is  the:  

HSE  &  Sustainability  Policy  •  This  is  ENEC’s  commitment  towards  the  environment,  the  health  and  

safety  of  its  employees,  of  visitors,  surrounding  communiHes,  as  well  as  towards  future  generaHon.  

•  It  is  a  fundamental  driver  in  the  development  of  the  corporaHon  and  underpins  the  safety  as  a  priority  for  the  nuclear  program.      

•  This  is  ENEC’s  Culture  of  Safety

What  does  this  mean  to  Suppliers  and  Contractors  

•  The    HSE  program  places  a  high  value  on  ensuring  all  suppliers  and  contractors  who  are  acHvely  working  for  ENEC  are  working  in  a  safe  and  environmentally  conscious  manner.      

•  Non-­‐compliance  to  safety  and  environmental  requirements  will  not  be  tolerated.      

•  This  includes  work  conducted  by  contractors  and  sub-­‐contractors.

HSE  program  and  Suppliers  and  Contractors  

•  Management  of  contractors  and  sub-­‐contractors  is  vital  to  ensure  everybody  works  together  to  ensure  ENEC  is  a  safe,  healthy  and  environmentally  conscious  organizaHon-­‐  affecHng  its  employees,  visitors,  contractors,  and  communiHes.    

•  ENEC  has  a  process    via  its  HSE  Management  Program  (ISO14001  and  OHSAS18001)  for  all  new  Suppliers  and  Contactors  to  ensure  demonstraHon  of  HSE  compliance  before  engagement.

HSE  integraHon  into  ENEC  Procurement    

HSE  is  part  of  the  procurement  process:      

1.   ENEC  HSE  reviews  procurement  requisiJons  for  HSE  impacts  

2.  HSE  quesJons  are  included  in  Tenders  

3.  If  the  work  required  has  significant  HSE  Impacts-­‐  a  Bid  Requirement  QuesJonnaire  will  be  used  in  the  Tender  

4.  Upon  submission  of  the  bid,  HSE  will  conduct  the  HSE  technical  evaluaJon  

5.  HSE  will  provide  an  evaluaJon  response  to  ENEC  procurement  based  on  the  answers  of  the  tender  

quesJons  

6.  Depending  on  the  nature  of  the  bid  and  type  of  work  required  –  an  interview  or  site  visit  by  HSE  may  be  

required

HSE  Compliance-­‐Procurement  Tiers  

Procurement  Tier  1-­‐  Procurement  of  products  and  bare  services  (e.g.  deliveries)  

 Standard  quesHons  that  may  be  asked:  •  How  do  you  manage  health  and  safety  in  carrying  out  your  work  to  ENEC?  •  Are  there  any  HSE  risks  that  may  impact  ENEC?  If  so,  please  idenHfy  •  Has  your  organizaHon  been  prosecuted  or  received  any  noHficaHons  or  

orders  regarding  HSE?  •  Has  there  been  any  fataliHes  in  the  last  five  years  in  your  organizaHon?

Procurement  Tiers  

Procurement  Tier  2-­‐  Procurement  of  services  (e.g.  on  site  contractors-­‐  minor  works,  office  based  work,  etc.)  

Standard  quesHons  that  may  be  asked:  •  DescripHon  of  HSE  management  of  the  work  that  will  be  conducted.  •  Accident  rate  for  the  last  3  years  (i.e.  a  rate  for  this  current  year,  2010,  

2009).  •  Number  of  fataliHes  for  the  last  3  years  (i.e.  current  year,  2010,  2009).  •  Number  of  prosecuHons,  non-­‐compliance,  noHficaHons  for  the  last  3  

years.  •  The  risks  of  the  work  proposed,  and  risk  miHgaHon.  •  Name  of  a  competent  HSE  person  who  will  oversee  the  HSE  risks  of  the  

work.  •  Use  of  sub-­‐contractors,  and  if  so-­‐  how  will  they  be  managed  to  ensure  

compliance  to  HSE.

Procurement  Tiers  

Procurement  Tier  3-­‐  of  services-­‐major  work    (e.g.  on  site  contractors-­‐  major  works,  construcHon,  fit-­‐outs,  etc.)  

•  A  Bid  Requirement  QuesHonnaire  will  be  in  the  tender.    •  QuesHons  will  relate  to  :  

§  Bidders  HSE  management  program  §  HSE  staHsHcs  §  ProsecuHons,  noHficaHons,  orders  §  Management  system  §  Training  §  Security  

•  Bidder  shall  submit  the  Table  of  Contents  of  their  HSE  Manual.  If  successful,  an  HSE  Plan  will  be  required.

Procurement  Tiers  

Successful  Bidders-­‐  For  work  that  were  a  Tier  3,  and  if  the  work  is  extensive  with  high  HSE  impact,  an  HSE  plan  will  need  to  be  provided.    

The  plan  must  include:  •  HSE  policy,  organizaHon  and  responsibiliHes;  •  HSE  interfaces  with  ENEC;  •  Planning  and  sedng  of  HSE  requirements  and  measurements  of  HSE  

performance;  •  Emergency  preparedness  and  Response  arrangement;  •  HSE  audits  and  review  arrangements;  •  HSE  organizaHon  chart;  •  How  subcontractors  will  be  trained  and  integrated  into  Bidder’s  HSE  

manual;  and  •  Security  arrangements  Bidder  intends  to  implement  during  the  execuHon  

of  the  work.

For  quesHons  and  answers  to  Tenders:    •  Direct  all  HSE  answers  and  quesHons  to  the  Procurement  Contact  in  the  

Tender.  •  ENEC  Procurement  will  be  working  with  ENEC  HSE  to  address  all  quesHons  

and  evaluaHons.
