week at the Freeport Memorial Library forthe Northwest Civic Association forum onFreeport's school and library budgets, aswell as to meet the two candidates for a seaton the Boafd of Education.

Deputy Superintendent Kishore Kunchamgave a brief talk on the school budget,which was approved April 5 at$128,509,876 - an increase of 6.26 percent.

Large amounts of that increase went tocontractually or state-mandated items suchas teachers' salaries, employee benefits andspecial education spending - not to mention

•the same huge increases in fuel costs we allhave to bear'. Included in the budget is 'monies;for the All-Day Kindergarten thatthe district wishes to start next year.

Approximately $820,000 was trimmedafter the initial presentation in Frebruary,some of which was attributed to refinancingof the districts debt and a slight reductionin required payments to the teacher's retire-ment system. The state budget, approved bythe legislature in early April, provided $2.6mill ion in additional state aid, which

enabled the district to restore its scienceprogram, as well as extended'day andSaturday Academy programs (important inthis era of testing) and to present a tax levyincrease of 2.2 percent - the third lowestsuch increase in Nassau County.

When asked why educational costs were .rising faster than the Consumer Price Index,Mr. Kuncham noted that education is differ-ent from the CPI, subject to many mandatesand legal requirements. Furthermore, thereare caps on state aid that disadvantageFreeport, and New York State spends lesson education aid then most other states. "Iunderstand your frustration, but don't takeit out on the local budget."

The Green Discount PlanGovernor George Pataki has

announced that the state will offer adiscount o'n state thruway tolls todrivers of qualifying hybrid' vehicles.

The Green Discount Plan builds onthe Clean Pass initiative, a one-yearpilot program on Long Island, allowseligible low-emission, energy-effi-cient hybrid vehicles to use the 40-mile Long Island' Expressway HighOccupancy Vehicle lanes (H"OV)regardless of the number of occupantsin the vehicle.

The idea behind-the program is toencourage the use of low-emission,energy-efficient vehicles. Under theGreen Pass Discount Plan initiative,hybrid vehicles meeting strict emis-sions standards and having a highwayfuel economy average of at least 45miles per gallon will qualify for anadditional 1.0 percent E-Z Pass dis-count on thruway tolls beginning onMay 1.

The vehicle requirements mirror thestandards set to qualify for the "CleanPass" initiative as established by NewYork State following the enactment ofthe federal transportation bill,. "Safe,Accountable, Flexible, EfficientTransportation Equity Act: A Legacyfor Users." . •

To enroll in the" "Green Pass"Discount Plan, E-Z Pass .customerswill need to provide proof of vehicleregistration. To apply, send a letterand include a copy of the vehicle reg-istration to the E-Z Pass New YorkCustomer Service Center, PO Box149004, Staten Island, New York10314-9004.

Clean Air School'Bus ProgramThe Long Island Neighborhood

Network, a. nonprofit organizationdedicated to reclaiming the suburbanand rural character of community lifeon Long Island through public educa-tion and advocacy, is calling for localschools and bus companies to phaseout old polluting school buses.

Jim Rabner, a canvas director forLong Island Neighborhood Network,said that "kids ride in these old busesand are-inhaling the fumes'. They gointo the buses and the levels [ofdiesel] can be-eight times higher thanthe outside [air]," he said.

"There are many carcinogens-indiesel fuel. On Long Island there is aseven percent asthma rate among chil-dren."

The rate of asthma among childrennationwide is five percent.. However,Mr. Rabner said that "when you lookat our population density, this numberconverts to a 4.0 percent higher ratethan the national average."

What can residents do about this?. "Contact your state representativesand ask them to .support efforts tofund the Clean Air 'School BusProgram," said Mr. Rabner.

The Clean Air School Bus Programoffers financial incentives to schoolsto upgrade and replace old schoolbuses. Although many of the schooldistricts in this area do not ownschool buses, Mr. Rabner said that"the same funding may be'available'toschool bus companies." .

Mr, Rabner and clean school'frusadvocates say that the buses could bereplaced with compressed natural gasbuses. Diesel buses'could also be fit-

Village trustees handle light agendaby Jim Golding

Village trustees handled a light agen-da at Monday's board meeting, actingon a request from Eager to Serve Inc., tohang a banner on South Main Street andFranklin Square to announce a newlocation, and also approved re-advertis-ing for bids for fire hydrants and gatevalves.

Speaking during the public commentssegment, Alan Jay discussed his vision'for the Empire Zone in Freeport with themayor. •

Mr. Jay proposed a modification tothe zone in the eastern part of the vil-lage to restrict competing retail estab-lishments to half-a-mile from existingbusinesses in the zone and to encouragethe development of more manufactur-ing and wholesale businesses. "TheEmpire Zone will be very good forFreeport, but it needs adjustment," he

' said.Mayor William F. Glacken .said the

state would have to provide financialincentives for businesses to move intoart empire zone. He added there is "vir-tually no vacant land within the bound-aries (of the existing zone) as they aredrawn" and an interested businesswould have to purchase existing proper-

ty and make extensive renovations.The mayor added, "I think we're

•doing pretty well with the centralBusiness District, but the North MainStreet corridor is where the EmpireZone can help."

He said there is room for more com-mercial and retail development there.

The major also said the types of busi-nesses Freeport needs to' attract are thehigh-tech and nano-tech firms thatwould develop new jobs with higher payand require a higher education level andtraining.

Tax exemption policyResident Diana Knaack asked if the

village has a low-income, disabilityexemption for property owners. .

The mayor responded that presentlyFreeport offers senior citizens and veter-

.ans exemptions, but "we'll look into it."Kenneth Bagatelle raised a few quali-

ty-of-life issues, including drivers usingcell phones while they're behind thewheel, enforcement of the "pooperscooper" law and traffic regulations pro-hibiting parking up to the corner of anintersection. '

Police Chief. Michael Woodwardresponded.that officers enforce any vio-lation they witness.

New York City have a first language other thanEnglish, it is surprising that the May Day demon-stration for immigrants rights did not have more,impact. What many people did notice, however,was the youth of many of the demonstrators.

Years from now, when those of us who areworking now retire, these young people will bepaying for our retirements, just as we are financ-ing the retirements of those who went before us.The better off they are, the better off we will be.

America was the land* of opportunity for pastgenerations, and thank God, it continues to be sotoday. Young people who come from Chinesebackgrounds can help us build economic opportu-nities in that growing market. Young Hispanicswill help forge" trade partnerships in LatinAmerica. Their backgrounds could give us theedge.

The demonstrations were conducted with digni-ty and respect. And it is very important in ademocracy, however high passions may rise, totreat each other in a way that honors that goodthat is within each of us. '

Superintendent Dr. Eric Eversleygave with a salute last wee'k to a suc-cessful group of Freeport High Schoolstudents - the FHS Odessey of theMind team, which concluded a very

• successful year with a fifth place finishin the state contest in Binghamton.

The members of the team received'their citations at -last week's schoolboard meeting, and in return gave thedistrict a product of their labors - abeautiful Egyptian mural, which Dr.Eversley promised to tour around thedistrict.

In reported on the upcoming 2006-07 budget vote, Dr. Eversley statedthat the budget brochure will go outsoon and an information campaign isalready in progress. He noted that thegovernor -left the Legislature's state aidintact, enabling the district to present abudget with a tax levy, increase of only2.2 percent. Dr. Eversley encouragedthe public to inform itself by attendingthe next board meeting, a budget hear-ing on May 3 at Atkinson School.

Assistant Superintendent RobertHarris addressed the upcoming releaseof the state student report card, whichwill happen next week. He noted thatthe elementary' schools are still "ingood standing," and that the middleschool and high school are makingsteady improvement, although they areclassified as "in need of improvement"and requiring academic progress."

The action meeting's consent agendaincluded leave of absence requests,retirements, resignations, terminations,appointments and approval of minutes.The board also accepted gifts: a $250

scholarship from the AmericanAssociation of University Women, and37 filing cabinets from Judge Ira Raab(father of school board PresidentMichael Raab, who explained that hisfather has retired from practicing law -thus the cabinets.)

In other action items, the boardvoted to approve the 2006-07 BOCESbudget, of $16,303,717 and voted tosupport Susan Bregtraum of EastWilliston, William P. Stris of ValleyStream District 30 and Iris Wolfson ofHicksvill for three vacant seats on theboard of Nassau Board of CooperativeEducational'Services (BOCES).

In audience comments:. Dory Seaver expressed concernabout contolling expenses and place-'ment of out-of-district students and theeffect on the district's finances.

Diane Clark inquired about therecent resignation of Phyllis Davis,director of pupil personnel services.

. She was informed that a search wasalready. underway, but that qualifiedapplicants in this area were harder tofind.

Laura Cardoso invited the crowd toattend a candidates forum that will be

PTA supports budget

To The LeaderOn April 10, over 200 representa-

tives from the nine Freeport PTA unitsmet and voted unanimously to supportthe 2006-2007 "proposed FreeportSchool Budget.

We support this budget as parents,teachers and taxpayers. This budgetwill allow the district to continue on itspath to providing quality education forall,our children. It.will allow the dis-trict to continue with their art, math,science, athletic and music programsas well as field trips, and academic andathletic competitions.

The school district has seen manysuccesses over the past year. OurOdyssey of the Mind Team, comprisedof seven freshman, took fifth place inthe New York State competition held atBinghampton University. Our DECAteam is off to Texas to representFreeport in the World Competition.

Freeport High School won first.placein the Long Island Challenge, spon-sored by-News 12 Long Island. Theseare just a few of our children's accom-plishments. We recognize the impor-tance of providing our children withpositive alternatives and believe thisbudget addresses those needs.

Included in this year's budget is full-day kindergarten. It has been proven

that the earlier a child receives inter-vention the better they do in school. Infact, the district may soon not have achoice - there has been serious conver-sation about whether the Board ofRegents will mandate full-day kinder-garten in the near future. We believe itis very likely they will.

We know that if the budget isn'tpassed, our children will not havethese after-school programs or theearly intervention, and this will be atthe expense of their future and indeedthe future of our community. We are acommunity that supports and encour-ages our children whether they attendprivate school or public school. Wemust not lose sight of what this budgetis about. It is our future.

Freeport PTA strongly encourageseveryone to come out on May 16 tosupport the children of our community,and vote yes for the school budget.

A fatal auto accident involving aFreeport driver occurred on Tuesday,April 25, at 5:20 a.m. in Roosevelt.

According to detectives, pedestrianEula Hart, 73, of Roosevelt was cross--ing Nassau Road from west to east atthe intersection of East CentennialAvenue when she was struck by a 1995Lincoln driven by Frederick C.Sanders 41, of Lillian Avenue,Freeport.

The victim was pronounced dead atthe scene and removed to the medicalexaminer's morgue at the 'NassauCounty Medical Center.

The vehicle was impounded for abrake and safety check. No chargeswere, filed against the driver of thevehicle.

This business of dating is tricky. Andknow I'm not alone in my thinking, as SuziOrman, investment guru, recently did a featureon. being single and dating. The piece focusecon picking up the bill..

Let me first say'that a good constituency omy single, woman friends would just as readilythrow a brick at my head as hear my thoughts onthis matter.

Okay...here we go:Traditionally, the man asks the woman out

the first time. Therefore it is reasonable toexpect'him to pay. Conversely, if the womanasks the man out...something perfectly accept-able today (The Rules excluded), the womanreally should expect to pay. Now fast forwarcto months into a relationship. Should the mancontinue to pay? In the past...there was theessentially forced condition of the woman hav-ing little or no money.

If the man continues to pay, exclusively;doesn't it suggest that the event is for his pleas-ure, exclusively. And by extension...does thatline of reasoning deem marriage a stay of indentured servitude? You pay, I stay?

Remember the old truth tables in the logicchapter of the math text? If the woman enjoysthe event, why shouldn't she contribute inaccordance with her financial comfort level? Ifthe man is secure in what he "brings to thetable," in a relationship - no pun intended;would offering to contribute to the bill (or god'orbid, pick it up), would the man feel emascu-lated? Guys...Please, get back to me.

Taken a different way, don't both partiesgain form a mutually enjoyable experience? Forf it's not mutually enjoyable, it should not the-

oretically continue into the ongoing state ofmonths, unless it's an altogether different kindof arrangement, wherein the woman is alwayspaid.

You know, not only is this residual senti-ment from my last piece, but.it also resonates"rom a comedy line I heard somewhere,...'Isn't the only difference between dating and>rostitution...dinner??? "

The proposed 2006-2007 Baldwinlibrary budget is $3,516,815, an increaseof $189,815 or 5.71 percent over the cur-rent year budget.

The tax levy will be $3,194,815, whichis $170,815 (5.65%) higher than the cur-rent tax lev.y.

The 2006-2007 Budget for Salaries is$1,934,225. This is $132,275 (7.3%)higher than the current budget and repre-sents almost 70% of the overall budgetincrease. T'he budget includes plannedsalary increases for staff, as is theLibrary's standard practice, the appoint-ment of a permanent director, an assistantdirector, and the' addition of a few part-time staff positions.

The 2006-2007 Budget for Benefits is$630,990. This includes the library's con-tribution, on behalf of our employees, tohealth insurance, SocialSecurity/Medicare, and New York StateRetirement. The proposed budget is$41,790 (7.1 %) higher than the current

year budget. .These costs are fixedcharges based on. staffing and salariesand, thus, are out of the library's control.

The budget to maintain the Buildingand Grounds is $322,550, reflecting anincrease of $47,150 (17.1%). This is dueto the fact that utility costs have skyrock-eted in the past several months and mustbe budgeted at a higher level. The budgetfor utilities (fuel, electric and water) is$154,000,. which is an increase of$24,000 or 18:5% over the current year's

• budgetIn addition, the warranties on some of

the new building equipment will beexpiring, requiring maintenance con-tracts. The budget is $91,825, which is anincrease of $8,425 (10.4%) over the cur-rent budget. Repairs and Alterations alsoare budgeted at a higher level ($32,750,which is more than double the currentbudget) due to anticipated upgrades to theheating, ventilation and air conditioning(HVAC) system in the original 1962building, which were not part of theexpansion project.

Freeport library levy to rise 6.3%Describing himself as the "appe-

tizer" in a night of information,Freeport Memorial Library, directorDavid Opatow presented the library-budget at the NWCA meeting. Whileacknowledging that certain things,are beyond his control (such as highfuel costs and healthcare), he still feltthe budget was reasonable anddeserving of public support.

The library is proposing an expen-diture increase of $330,083, or 6.86percent, for the 2006-2007 year.That amount is made up mostly ofincreases in sajaries ($70,819 or2.5%), health insurance premiums($76,078, or 11.3%). Mr. Opatowtold The Leader that the library staffis in the last year of a three-year con-tract and negotiations will be initial- •ed shortly on a new contract.

In capital improvements, $75,000is budgeted for the required replace-

ment of the roof and new air condi-tioning units in the west building atan approximate cost of $600,000.Mr. Opatow explained that futureexpenditures on this improvementwill be made using special purposefund money, thus enabling the dis-trict to meet the expense withoutbonding.

Fuel and utilities are a troublesomematter for the library as they are foreveryone: $100,000 has been budget-ed for . '06-'07, . an increase of$40,000. Smaller increases are seenin such areas'as professional fees($20,000), books ($20,000) and com-pensated absences (15,000).

On the revenue side, the portion of. the expenditures to .be covered by

taxation is slated to rise $294,383, or6.3%. An increase in interest revenueof $34,700 is also budgeted.

He called formore and better trained security, and for achange in the culture that would provideno tolerance for such behaviour.

• Ms. Mule spoke about her 16 years ofresidence in Freeport (she has two chil-dren in the Freeport schools, and all of herwork as president of the PTA council. Shebemoaned what she described as "chaosandf.instabilit'y". ia some of the. behavior,exhibited recently at board meetings. "Itis'clear a change is needed on-the board,"she'stated.

Speaking about her role in starting theFirst Day Freeport celebration, whichgrew out of coffee klatsches held in thecommunity, she told the crowd that theboard must set an example of civility forthe school community that will trickledown and create an atmosphere of trustand lead to better results.'

Questions for the candidates• Why should you be elected?Dr. Cattano observed that with diffi-

cult issues to be dealt with, that the.board needs .a person with experience, aperson who would be "a strong, inde-pendent figure." He also said he has' hadtime to reflect on how to do better inthree years off the board. Ms. Mulereferred to he training as a social work-er and he experience with the PTA coun-cil, with church groups and with herown children in'the schools. "PTA mademe a child advocate," she said.

• Should metal detectors be in theschools?

Ms. Mule, while recognizing the needfor better security, doesn't know if metaldetectors are the answer - it would givethe feel of a "New York City school." Dr.Cattano didn't want permanent metaldetectors, noting that kids can evadethem, but noting that it is a sad commen-tary that the question must be asked.

• What can be done about studentswho don't live in the district?

Dr. Cattano called for increased sur-veillance within the law, but noted thatthere are legal issues involved and thatthe district is still obliged to educatenon-resident students unless it can proVenon-residency. Putting numbers to the

issue, Ms. Mule stated the statistics forthe last two years: 413 investigated, 80removed; this year, 390 investigated, 60removed. She observed that many legalhoops have to be jumped through beforea student can be removed.

Both agreed that pension contribu-. tions are regulated by the state and that

and testing movement, Ms. Mule won-dered whether there was too much test-ing, but acknowledged that "it has to bedone" and that the district should con-tinue what it is doing now in this area.

Acknowledging that money alonedoesn't guarantee success, and callingNo Child Left Behind "a knee-jerk reac-tion," Dr. Cattano called for creating "aclimate that demands success," and thateducation must be a priority with both'parents and. the community.

• How have you advocated for kids?Ms. Mule spoke about her work with

the PTA for child health and welfare, aswell as her work with the First DayFreeport event. Dr. Cattano talked abouthis career as a psychiatrist in a practicewith young adults, and mentioned thathe was also a football coach.

• How would" you control budgetexpenditures?

Ms. Mule described herself as wellversed on budget matters. The boardmust examine the budget closely for pos-sible economies, and lobby Albany forrelief in matters, it doesn't control. Dr.Cattano stated that, the board must cafe-fully consider what it can do with limitedresources.

Particularly refering to healthcareexpenditures, he noted, "We must be ableto say no." Budgetary restraint starts atthe top, and Dr. Cattano felt that a badexample was set when generous raiseswere given to administrators in advanceof negotiations with staff.
