    Summary of Changes

    The ollowing is a smmary o changes in these standards that are in eect or any 2011 Project COPE and climbing/rappelling activities.

    Please see the detailed standards within the body o this docment.

    Standard M3 was altered to note that Leave No Trace principles are applied when applicable to Project COPE and/or climbing activities.

    Standard M12A incldes a list o Project COPE and climbing sta positions and an entry or the training date o each position.

    Standard M14 adds that participants may also be belayed with a Jst-Right descender or Mnter hitch.

    Standard M16 clarifes when climbing harnesses mst be sed and retired.

    Standard M17 deletes the reerence to three-strand (gold line) rope.

    2011 Natonal Project COPE andClmbn/Rappelln Standards

    These standards are designed to ensre a high degree o health and saety or participants and sta members engaged in ProjectCOPE and climbing/rappelling programs operated by the Boy Scots o America. A COPE corse is deined as any activity listed in thehigh-corse events or low-corse activities portions o the Project COPEmanal, No. 34371. Qaliied personnel shold spervise alllow-corse and high-corse activities listed in the gidebook. Climbing/rappelling programs inclde natral rock sites, bolders, climb-ing/rappelling towers, vertical walls, horizontal walls, portable acilities, and related programs. These standards apply to all se o con-cil COPE acilities and to all climbing/rappelling activities organized by the concil or district at any time dring the year.

    COPE and clmbn/rappelln eqpment, staff qalfcatons, and trann, as well as operaton of the proram, shold berevewed drn the annal vstaton, whch mst be condcted b an athorzed COPE/clmbn vstaton specalst.     All mandatory (M) standards mst be met to operate Project COPE corse elements or a climbing/rappelling program. Any event oractivity that does not meet one or more mandatory standards mst be closed ntil compliance is achieved. I one or more ProjectCOPE elements do not meet the standards, it may be possiblewithot closing the entire corseto close those elements ntil theycan meet the standards and be reopened by the concil COPE/climbing committee.

    Classes of Project COPE Practices and Procedures

    Several levels o practices and procedres may apply in speciic sitations:
