President’s MessageDear Residents,

Promises Made, Promises Kept; an old saying given new meaning to theMorton Grove Park District.

Throughout the past year, we have launched a series of new initiatives to reach outand feel the pulse of our great community. To date, we have conducted three community workshops on general operations, programs and status of our parks. Anumber of dedicated residents and taxpayers have participated and given usinvaluable insight, perception of our service level and direction to proceed in thefuture. We have also launched our Community Caravan project where we take ourmonthly Parks and Recreation Committee meeting out into the park themselves. Thispast summer we were in Palma Lane, Austin, Frank Hren Discovery and Jacobs parks.All these efforts are intended to provide more direct access and transparency to thePark District, Park Board and staff.

We continue to be fiscally sound and maintain one of the lowest tax rates in the entirenorth and northwest suburbs. You deserve this kind of government and vigilanceensuring that you as residents, taxpayers and patrons get the biggest bang for yourbuck. For example, we secured a grant totaling over $400,000 to complete Frank HrenDiscovery Park working with our partners at School District #67. We obtained another$75,000 to complete the new, accessible and renovated playground at Jacobs Park. Anew energy efficient roof system was installed at Prairie View Community Center withan additional state award of $75,000. A crumbling and aging parking lot and drainagesystem was overhauled and replaced this past fall at Prairie View Community Center.And, by popular demand, Ice Skating is back in Morton Grove. A special thanks to ourfine legislators, Senator Ira Silverstein and Representatives John D’Amico and LouLang. It is important to note that all projects were brought in on time ahead of projected schedules and under budget.

I assure you as you talk we listen. The Park Board will continue to act where opportunity presents itself to advance and improve the quality of our services, qualityof our staff, quality of our financial prudence and the quality of life in the great community of Morton Grove. We invite you to return to our website often to follow our doings. You are the park district; we are merely the vehicles to initiate action. Anold saying goes we have two ears and one mouth so we can listen twice as much aswe talk. We want to hear from you so don’t be a stranger. So get up and get out to apark, a program or punch us up online to experience what we have to offer. We areconfident you will like what you see and if you don’t let us know that too! All voicesare welcome.

Eggstravaganza Egg HuntFriday, April 22Children ages 3-10, join the SpringBunny as you hunt for eggs in PrairieView Park. The hunt is divided intothree age categories: 3-4 years, 5-7years and 8-10 years old. All ages are

to report to the tennis courts by 11:00am. In case ofinclement weather, the event will be held inside thePrairie View Community Center. Children must be accompanied by a parent. The rink will be inspected on a daily basis. Please callthe park district hotline at 847-965-7558 and pressoption #3 for current rink conditions. There will also bea flag system in place at the site. If safe, a GREEN flagand sign will be posted. Otherwise, a RED flag and “NOSKATING” sign will be posted.

There is no supervision or warming facilities at this location. Please be aware that the risk of

injury is present and use of this skate facility is at your own risk. The park district encourageseveryone to participate in these activities in a

safe manner and suggest that children be super-vised by a responsible adult. Skating is only

allowed during posted times.

Please note that no skates are allowed in the community center. Patrons must change into

shoes to enter the facility.

Prairie View 5K Run/WalkSunday, April 178:05amPrairie View Park

Runners and walkers of all ages can enjoy this 3.1 mile course. Check-in is at 6:45am. T-shirts will be guaranteed to all pre-registered participants. All participants receive

entry into post race food tent. The 5K Run starts at 8:05am. Awards will be given tothe 3 top in each category and overall top male and female finishers. The 5K Walkstarts at 8:10am. This is a non-competitive walk and all walk participants willreceive a number and participation medal.

Dance Recital 2011Sunday, May 22The Morton Grove Park District will be hosting it’s annual dance recital on Sunday, May22, 2011 at Niles West High School in Skokie. There will be a 12:00pm and 3:00pmshow. You can purchase tickets in advance for $8 each at the Prairie View CommunityCenter. Deadline to purchase tickets at Prairie View Community Center is May 15. On theday of the recital, tickets will be available at the box office only.

Dance DVDThe 2011 Dance Recital will be videotaped by Video Studio. Both shows will be combines on one

Learn to Swim Program - Swim America - NilesWest High SchoolThe same techniques used to train the world’s bestswimmers are utilized to teach new swimmers. Yourchild will learn to enjoy swimming and improve theirskills. Lessons are held at Niles West High School onMonday, Wednesday, Saturday and Sunday. Theeight week session runs April 11 - June 5 for a feeof $56. Children ages 5-14 will benefit from the program.

Park School Cooperative - SwimThrough a cooperative agreement between MortonGrove and Skokie Park Districts, and School District219, a joint program has been formed to providethe very best swim learning experience in theChicago area. Swim America is a national learn toswim program operated by the American SwimmingCoaches Association. It’s the state of the art learn toswim program in the world today and is brought toyou by the same people who have brought you themost successful sport team on the planet, the USAOlympic Swimming Team. Park Cooperative - Lessons

Golf CooperativeThrough a cooperativeagreement between theMorton Grove Park Districtand the Skokie Park District,Morton Grove residents will be allowed to sign upfor golf lessons advertised at the Skokie ParkDistrict’s Sports Park at the resident rate.

Pool Pass Information2011 Season Pass HoldersFor your convenience, save time and renew your seasonpass through the mail! If you have lost or misplacedyour 2010 photo I.D. pass or are adding a family member to a family pass, a photo I.D. will need to beissued. Otherwise, once payment is received, your passwill automatically be valid for the 2011 summer season.

2011 Pool PassesFor new pool pass applicants, 2011 pool passes can bepurchased beginning May 2, 2011. Non-residents maypurchase passes beginning the week of May 9, 2011.Each individual family member 4 yrs and older requiresa photo I.D. to enter the pools. Morton Grove Park District Weight Loss ChallengeDo you have a weight loss resolution? Let theMorton Grove Park District Weight Loss Challengehelp you to achieve your goal. The 12 week program meets weekly with a new topic eachweek to help you on your journey. Topics includeproper nutrition, improving eating habits, howyour body metabolizes calories, exercise, portioncontrol, eating out, etc. and open discussion.Participants in similar programs have a combinedweight loss of over 600 pounds.

2011-2012 The Grove PreschoolPreschool classes are structured around academic and

seasonal themes that enhance learning and fun. The experiences are both educational and

recreational which assists in social, physical, intellectualand emotional growth. Your child will enjoy a

Preschool Registration Process for ResidentsIn response to feedback about the PreschoolRegistration process, new procedures have beenimplemented. Once again for the 2011-12 schoolyear resident registration will be done through a lot-tery. Follow the steps below for the procedures.1. Obtain number for your family at Prairie ViewCommunity Center (PVCC) from February 17-20(building closes at 6pm on February 20). Must present proof of residency and enter family information for number (limit 1 number per family).

2. Return to PVCC at 7:00am Monday, February 21for the lottery. Beginning at 7:15am, numbers willbe randomly drawn – when your number is selectedyour registration will be processed – you must bepresent and have the issued number and registra-tion packet completed. Numbers will be drawn untilall have been called.

3. If you are not in attendance when your numberis drawn it will be put back in for future selection.No additional numbers will be distributed after6:00pm on February 20. If you do not have anumber then your registration will be processedafter the lottery.

This will provide a fair and open registration process for all residents.

Non-resident registration will be acceptedbeginning Monday, February 28.

The Grove PreschoolThe following forms will be available and must be presented at the time of registration:

All children entering the 3 & 4 year old programs are expected to be potty trained and be able to use the toilet independ-ently to participate in class.

Summer Camp Registration PolicyMorton Grove Park District is currently accepting summer camp registration for residents and non-residents. Payment in fullmust be made for one session (per child registered). If registering for more than one session, a $25 non-refundabledeposit for each corresponding camp session can be made. The remainder of the registration fee is due by Friday beforethe start of each session. Payments received past the due date will be assessed a $15 late fee per week.

The Camp Registration and Parental Authorization and the Program Registration forms, on page 43 and 44, must be com-pleted at the time of registration. Mail-in registrations are accepted. There will be no refunds given one week prior to thestart of your session. Note: A waiting list will be established for camp sessions that are filled.

When registering for camps, ages are based on school grade child will be entering in Fall 2011.

Parent OrientationMeetingsLetters to all parents who have children registered for camp will bemailed out after May 18. These meet-ings will cover information about lunch,field trips, swimming activities, campclothes, hours and more. ParentOrientation meetings will be heldsometime in early June.

Health and SafetyThe Park District does not require children to have a medical examinationto attend camp. However, when a parent registers their child for camp,they are required to complete acamper data form. It is important tocomplete this form accurately. If yourchild has special needs such as aller-gies, phobias or medical alerts such asepilepsy or asthma, please include thisinformation with home and work phonenumbers on the form provided.

Camp Staff &CommunicationEach camp is supervised daily by aqualified adult director, and in mostcamps an assistant director. Counselorsat each camp are a mixture of matureand enthusiastic college and high schoolstudents. All camp staff members com-plete an extensive training program,which includes supervision and safetytechniques. All supervisory staff havebeen certified in C.P.R. and first aid.Each campsite is equipped with a phonein the event you need to contact thecamp.

Photo & Video ReleasePhotos and videos are periodically takenof people participating in Morton GrovePark District programs and activities. Allpersons registering for park district programs/activities or using park districtproperty thereby agree that any photo-graph or videotape taken by the parkdistrict may be used by the park districtfor promotional purposes including itselectronic media, videotapes, brochures,flyers and other publications withoutadditional prior or permission and with-out compensation to the participant.

Junior Leaders in TrainingThis program is available for youth ingrades seven through nine and prepares them for roles as camp coun-selors through on-the-job trainingthroughout the summer. The JuniorLeader Program is available for Kiddie,Junior and Mor Gro Camps. More infor-mation on this program is located onpage 31.

paper from scraps of old construction paper. Plan to geta little messy as we blend used paper and water to make“slurry” that we will strain to make recycled paper for avalentine project. Tree Donation/Adoption Program

What better tribute can one make than to present thecommunity with a growing gift of nature which benefits so many and serves as a living reminder foryears to come? Some of our parks are in need ofmore trees and some are filled to capacity, we present the following two options:

Tree Donations Parks:The following parks are in need of trees: Austin,Harrer, Jacobs, National, Oketo and Prairie View.Depending on the type of tree you choose, trees willbe planted in the Fall and Spring of each year. Thedeadline for all donations is August 15. Please beadvised that the exact location of your tree within the park will be in accordance with the Park District master plans.

Tree Adoption Parks:Unfortunately, some of our beautiful parks cannotaccommodate any more trees. However, you canadopt an existing tree in the following parks: Arnum,Mansfield, Oriole, Overhill, Palma Lane, Pioneer andShermer.

• Commissioner Celebrates ServiceMorton Grove Park District Board Treasurer Betty Ferguswas recognized by the Illinois Association of Park Districts(IAPD) for her fifteen years of service to the residents ofMorton Grove. Fergus was elected in 1995 and has beeninstrumental in numerous projects over her tenure as wellas maintaining financial stability and quality program andfacility services. The addition at Prairie View CommunityCenter to house Maine Niles Association for SpecialRecreation (M-NASR), renovation at Harrer and Oriole Poolsthrough OSLAD grants, development of Frank HrenDiscovery Park are some of the a projects completed overher fifteen years on the Board. The service award waspresented at the IAPD Gala of Stars event on October 1.

• Afterschool Program selectedThe Morton Grove Park District’s BASE (Best After SchoolExperience) Program was selected to participate in anIllinois Afterschool Network project. Recreation SupervisorLiz Goodwin submitted the program for consideration andwas notified of the selection in late November. She andkey staff attended the Kick-Off in Bloomington onDecember 1. An Afterschool Specialist will work withadministration and staff to evaluate the program and provide insight during the 2010-11 school year. We are the only park district in Illinois that was selected for thisproject. The program was awarded a Power Play Grant in2009 to enhance programming in regards to nutrition andfitness.

• Employment/Volunteer OpportunitiesThe Morton Grove Park District has numerous seasonal,part-time and volunteer opportunities throughout the year.Most of our summer seasonal hiring occurs from Januarythrough April. On-line Registration: Residents can register online at www.mortongroveparks.com beginning on Monday, February 7th.Go to the Morton Grove Park District web site at www.mortongroveparks.com

Click on “Register and Brochure” tab located on the right side of the park district home page. Please read carefully allthe registration procedures and program information when you get to the on-line registration page. After you enrolling inclasses/programs view the Enrollment Summary Screen and print your confirmation.

Please note: You cannot register online for Athletic Leagues, Preschool, B.A.S.E./Before School, Piano,Guitar, Memberships (fitness and aquatics), Rentals, Birthday Parties or special lottery programs. Some of the above programs require additional registration forms which may be downloaded from our sitewhich you will need to register in person at Prairie View Community Center.

In Person: Register in person at Prairie View Community Center, 6834 Dempster Street. Processed in real-time. A receiptwill be printed at the time of registration.

By Mail-In/Drop Off: Mail or drop off your registration form and payment to: Registration, Morton Grove Park District,6834 Dempster Street, Morton Grove, IL 60053. Registration will be processed according to the time and date it is received at the Park District.

By Fax: Fax registration form with complete credit card information to 847-965-4115. All information must be completed in full and waivers must be signed. Please note that a facsimile signature will have the same legal basis as an original signature. Note: We accept Visa, Mastercard, Discover, Cash, and Checks. The minimum amount for credit card transactions will be$10. Registration made with an invalid credit card will not be processed. Payment by check is payable to Morton Grove ParkDistrict. Sorry, Phone-in Registration is not Accepted.

Non-Resident FeesNon-resident fees for Park District programs are 35%more than the resident fee unless otherwise stated. Non-residents may begin registering on February 14, 2011.

Refund PolicyRefund requests for recreation programs may be madeby phone or in person. Refunds will be granted minus a$5 cancellation fee in the following cases:

1. If notice is given 2 full working days prior to the startof a program.

2. A pro-rated refund is issued after a program or activityhas started (medical, moving, death in family...). Proofmay be required.

3. If a program is cancelled by the Park District, a refundwill be made in FULL.

4. If a program is cancelled and an alternate choice isoffered, a refund will automatically be issued if noresponse is received within 2 days.

Returned Check PolicyThere is a service charge of $25 for all returned checks.

Payment PlansThe Morton Grove Park District offers a payment planthrough the Check Free System for Club Fitness mem-berships and designated recreation programs. An auto-matic debit is processed on a monthly basis from eithera checking or credit card account. A $25 refundableservice fee will be required to new participants to utilizethis service. WaiverMorton Grove Park District is a member of Park District RiskManagement Agency (PDRMA). PDRMA is a self-insured poolthat provides liability, workman’s comp, and property insuranceto its agency. As a part of its loss control program, PDRMA requireseach agency to have its participants sign a “Release and HoldHarmless Agreement for all activities. The agreement is locatedat the bottom of each registration form and is provided alongwith league roster information.

Warning of RiskDespite careful and proper preparation, instruction, medicaladvice, conditioning and equipment, there is still a risk of seri-ous injury when participating in any recreational activity/pro-gram. Not all hazards and dangers can be foreseen. Dependingon the particular activity, participants must understand that cer-tain risks, dangers and injuries due to inclement weather, slip-ping, falling, poor skill level or conditioning, carelessness,horseplay, unsportsmanlike conduct, premises defects, inade-quate or defective equipment, inadequate supervision, instruc-tion or officiating and all other circumstances inherent to indoorand outdoor recreational activities programs exist. It must berecognized that it is impossible for the Morton Grove ParkDistrict to guarantee absolute safety.
